will have on who controls the senate. this is "today in the bay." and good morning to you on this tuesday morning, thanks for allowing us to be a part of your morning. i'm marcus washington. >> and i'm laura garcia. and are we getting a break from the rain? >> here and there, but it has been for some definitely on. and we're still seeing as much of the north bay right now as we're still tracking some of the heavier downpours moving through especially marin county across the bay, but elsewhere it is very spotty. you may encounter some showers on your way to work, but we'll see it taper on. a lot of the showers have been moving through with the center of the storm rotating just off the coastline and we'll see some waves of rain continue. maybe another round of heavy rain headed toward the south county within the next few minutes. but then we can see the activity becoming very hit or miss into

the afternoon, maybe a lot more sunshine, but look at san jose at 4:30, still a chance that pop-up shourp may move through while everyone else is enjoying sunshine. so we'll talk about the next storm system as well coming . and we're looking at some damp roadways. and in the east bay slowing through la fayette. an earlier crash is on the right shoulder and now a report of some sort of a fire in the center divide. and chp is not sure what is on fire there. so typical slowing for highway 4, 37, look at all the ponding over there just north of the richmond bridge. and b.a.r.t. typical service, remember reduced service now through the 18th. and happening today, san

francisco supervisors will hold a final reading on that controversial plan to allow sfpd to arm robots are lethal force in extreme circumstances. the first votes sparked heated debate and more of that is expected today. and ginger conejero saab is live for us. and one supervisor is already vowing that he will switch his vote. >> reporter: that's right. and he is one of the supervisors who voted to approve the law enforcement equipment policy last week. but since then, there has been just as much heated debate, a lot of back and forth including his vote which he now says that he is changing from a yes last week to a no today. and take a look at this tweet where he wrote despite my own concerns, i voted for it after additional guardrails were added but i regret it and i will vote no toll. a change made many protestors were calling for yesterday at a rally. and other supervisors along with

those who opposed the measure say even in extreme circumstances row the robots being allowed to use deadly force need to be looked at with more scrutiny. >> this is to open up a window in which they could use it under increasingly casual circumstances. >> reporter: and the video that you are seeing right now, it does not show a gun attached to the robot. the technology is not anything new to sfpd, robots were required in 2010 and 2017, but this is the first time that the sfpd are addressing use of force because of a requirement in state law. and they said it does not own or operate robots outfitted with lethal force options and the department does not plan to outfit robots with any type of firearm, but the police do say that they would consider the use of robots and lethal force in extreme circumstances to save or

prevent further loss of life. last week the policy was approved 8-3 with mar switching over, that makes it 7-4, so still in favor to approve the policy. but we'll keep our eye out for anymore changes in the hours to come. marcus. >> ginger conejero saab, thank you. we'll be watching. and also happening today in the san francisco courtroom, a pretrial hearing for an attack that sparked anger. antoine watson has already pleaded not guilty to murder charges in the death of a man known as grandpa. and he died early last year for injuries when he was pushed to the ground. the district attorney has promised to review the case for probably hate crime enhancement. and for one man on a life changing trip up the coast, a quick overnight stop in oakland

has become a nightmare. he was moving from san francisco to the pacific northwest which started with packing everything he owned into a u-haul. you see right here. last friday night he made a stop in oakland to rest at a friend's house and the next morning the truck had been stolen. >> anything from my pants to my trash cans to my computer, to my bed frame. literally just visualize any room in your house. and whatever is in it, it is gone. >> thanks to social media, he did receive some tips on where to find his van which was parked near a homeless camp on wood street. officers arrested a squatter sleeping inside. and while he is grateful for all the help, he said that he still wishes that he could loeblgts locate the u-haul that carried all of his possessions.

and a do over today in georgia, voters will decide a runoff between raphael warnock and herschel walker. and brie jackson is joining us live in washington this morning. and this is certainly making a big -- this is a difference in the direction of the new senate. >> reporter: absolutely. good morning. yeah, once again all eyes are on georgia as they have this critical runoff election. and candidates know how important this is. so in their final pitches, herschel walker really trying to paint raphael warnock as a rubber stamp voting with president biden 96% of the time. while warnock says walker is unfit to serve. voters return to the polls today for the georgia u.s. senate runoff election between raphael warnock and herschel walker. >> you got to get out and vote because if you don't vote, you

will get more chuck schumer and also president biden. >> we know that he is unprepared. we know heis unqualified. he is unfit to represent the people of georgia in the united states senate. >> reporter: record number of early voters have given the incumbent an edge. walker a newcomer to politics is banking on turnout today to take the lead. this race has remained close despite multiple allegations against the former nfl football star claiming that he paid two former girlfriends to have abortions. accusations walker denies. >> the fact that he came within a point of warnock in the november election just tells you that there are other things at play other than effectiveness or character or intelligence or whatever. >> reporter: it is a numbers game. democrats now control the senate with 50 seats. a republican win in georgia makes it an even split giving the gop a better chance to block president biden's judicial pick

picking it back up again in the forecast. and meanwhile in the north bay we're looking at san rafael, and you can see the water, a little slick. and we had earlier reports possible with roadway flooding. looks like chp is on that. you will want to ease off the accelerator just a bit. and stock market got whacked yesterday. once again it was the good news is bad news phenomena. factory orders are up, there is growth in the service industry and that freaked out investors who worry all the good news will cause the fed to raise rates three quarters of a point instead of a half point next week. and salesforce which trades at crm on the new york stock exchange saying good-bye to another important executive. stewart butterfield runs slack which is owned by salesforce. he is leaving. butterfield invented slack and

also co-invented flickr. he is one of several to leave salesforce in the last week. two women have filed a law enforcement against apple in san francisco federal court, they say the air tags are dangerous because they enable stalkers to track them. air tags can be attached to keys or luggage or an ex-girlfriend's car if you are creepy. and tell you where those things are. apple has made several improvements to discourage stalking but the suit says that air tags are still dangerous. and president biden is headed to arizona to celebrate the opening of a chip plant. and in the middle of all that, the taiwanese chip company will announce the creation of a send chip plant. this is video of biden in michigan at yet another chip plant. we'll talk more about that in politics. but this is a win for just about everyone. arizona gets jobs, republicans and democrats, they both voted for the chips bill. american foreign policy wins because it is further insulating

us from chai china's influence. and hertz is settling complaints that it called police hundreds of times to arrest customers from stealing their cars even though they did not. in some cases kurt customers customers were arrested at gunpoint. it was shocking how often it happened and it turned on out hertz was just misplacing the cars. it will cost them a lot of money. >> all right, thanks, scott. and happening today debate over home cannabis deliveries in the east bay. contra costa supervisors were weigh in on allowing delivery of

today. but we've alreadymeasured about a half inch around santa rosa and we'll continue to rack up on the titles. novato closer to an inch. but for san francisco and oakland, maybe about a tenth of an inch there. and some spots have barely measured anything like answerity okay and livermore. some of the heaviest rain is moving through the santa cruz mountains and into san martin. for south county, still a chance of rain as you get the kids ready for school and maybe even at pickup time. but there will be the rain just off and on lingering. and temperatures stay chilly and here is why. once again we see the rain

chances tapering off, but look at this cell at 2:00, but other areas seeing sunshine. and so dryer conditions. but as we go into thursday, the next storm system will bring in more rain. as far as temperatures, mid to upper 50s today. it will stay cool and we'll have more days like this. but then we'll start on out tomorrow morning in the 30s. so we'll have to be ready to scrape some frost off of the windshield especially with our temperatures in the mid-30s. and then the next wave of rain comes in late thursday into friday, but then more widespread rain for the weekend. we'll see that rain continue into sunday. and maybe even lingering into monday as well. but then on tuesday, there is another storm system that will be coming in, so this rain not going anywhere anytime soon. and between now and sunday, we're looking at the potential of getting about 2 to 3 inches of rain parts of the north bay where we see the pink, but where we see the red, that is about 1 to 2 inches of additional

rainfall. and we'll see a lot more snow in tahoe. and so once again, this is going to be definitely the kind of weather where we are staying inside a lot more. but there will be those opportunities to get outside like tomorrow. mike, you are seeing the rain on the richmond camera? >> yeah, and light rain, but still water on the roadways. so slick conditions. and you've been showing all the radar activity hovering around this section between in a vat novato and san rafael. and we had a crash off of the roadway, and there are flares in the area. but a distraction, so more flowing on this\toward lafayette. and again eastbound 84, a car

doctors could not save her right eye. and in a bombshell decision, council members voted to appoint two council seats rather than hold a special election to let voters decide. >> and kris sanchez is looking at the fallout. and this runs counter to what council has done before. >> it really does. 30 years of precedence we're talking. and the points were the costs of a special election which could run up to $11 million, and the other is that special elections have a pretty low voter turn swroutout and might seem less democratic. but there was a heated meeting and public comment.and might se. but there was a heated meeting and public comment. many of urged the council to consider the long term effects of appointing rather than holding a special election. and one is in district eight, the other --

backed the opponent. >> how ironic that the council would have the and you and you todaydy to think that they should appointment council members despite when they got it wrong just a few weeks before. so this is unprecedented and i think it brings shame to our city. >> and he sent us a statement after the late night vote saying that the council got it wrong. >> so interesting everything going on down. and city of richmond is taking an unusual step to determine a winner there. both candidates received the exact same number of votes in the race for the district seat and so that mean as tie breaker which is literally left to luck. last friday the county elections office certified the results.

the republican challenger herschel walker. the general election in early november left neither with a majority, so today we have the runoff. and so now walker has said his supporters will show up today to vote in person. and so today election day. and the forecast for atlanta, rain. so van savannah rain, macon, rain. and katie hobbss in arizona fishingly governor elect. and the challenger katie lake has five days to challenge. >> we waited patiently for the democratic process to play out. now votes have been tabulated and all 15 counties have earth filed the results in that we have built a strong foundation and our future is right.

>> hobbs was there at that announcement which also confirmed re-election of mark kelly. the reason hobbs was at that head table, she is currently the arizona secretary of state snd in charge of elections. in charge of her own election. republicans objected to that, but it is not be common. when brian kemp ran for governor, he was the are not secretary of state in charge of supervising his own election. anyway, bottom line, arizona a lot more blue. governor both senator, secretary of state, energy. and president biden will be in arizona to celebrate the opening of a chip plant built during the trump administration. and then in the middle of all that, unexpectedly the taiwanese company will announce that they are building another chip plant in arizona. and the big picture in this is the change that is coming to world trade. america is relying less on china and less on taiwan in those countries for critical chips. part of the plan with the

wave coming over the santa cruz mountains heading your way in the next hour or so. still seeing low pressure. that is causing all of the rain spinning right over the bay area. and you can see the rotation there. and so we'll see it hit or miss for the next few hours. but it will be more of a mist going into the afternoon. but at 2:30, while the rest of the bay area is getting a bit of sun, san jose may get some rain. so still that chance for the evening. and it all clears out tonight. tomorrow looking dry. and thursday the next round of rain will be coming in, so not done with the wet weather yet. it is only reach into the mid and upper 50s for this afternoon. and tomorrow morning we'll have a frosty start to the day. and the next round of rain late thursday and continuing into friday, but more widespread rain throughout the weekend, so it will be another soggy one.

and there could be another storm system behind that early next week. so let's talk about how much here. between now and sunday, we could see anywhere between 2 to 3 inches of rain in the north bay. and where we see red, that is like 1 to 2 inches of rain. so looking at a much more of the heavier rainfall farther to the north while sierra gets about 2 feet in parts of south lake tahoe and even more for kingvale and kirkwood. so if you are making weekend plans, it will be really difficult to travel and we'll see temperatures reaching into the mid-50s with the only dry day tomorrow. mike, you are seeing a crash? >> a crash has been reported but i don't see it here north 880 toward 280. so i guess it would be off camera. reports that the car went over as the roadway starts to lift at the overpass.
