a lot of our valleys and the area shaded in purple included in that. right now we're at 31 in santa rosa and sonoma and 32 in san martin. visibility, fog drifting in the tri-valley and the north bay. we'll also talk about what's ahead as we get more of these cold mornings ahead. you were tracking an issue. what's the update? >> caltrans still have a crew in the valley. we didn't think it would last until 6:00 a.m. north 680 lanes closed for the last hour. folks were traveling over 84. the speed sensors appear to be clearing although it's still on the grid as far as my update. we'll check this but delays through sunol.

that's the only unexpected slowing. >> new data on the surge in covid, flu and respiratory viruses show we may be in store for a rough holiday season. >> kris sanchez with a look at the new warning from health leaders. a growing debate over bringing mask orders back. the noon hour today advocates for people with disabilities will protest the end of oakland's mask mandate as some other public health officials order masks back on in some places around the bay area. alameda county is ordering masks in high-risk indoor settings like shelters and jails. the city of berkeley is making masks mandatory. san jose state will require masking for faculty and students in all indoor spaces starting next monday. people ending up in the hospital just one measure of how these three respiratory viruses are

circulating. hospitalizations only represent the most serious cases. a lot of us are testing ourselves for covid at home. cases could be higher than they seem. that's why the level in waste water is telling. while some are recommending masking to prevent the spread of covid, flu and rsv, dr. monica gandhi thinks it's the wrong message right now. people will have to decide who to believe. >> we have a lot of knowledge knowing after we had vaccines in this country fared no differently in terms of cases, hospitalizations and deaths. >> if you do get sick this is what you might find at the pharmacy. some are having trouble finding medicine. some are selling out of cold and flu medicine as soon as they get it and not because the pharmaceuticals aren't making it.

"today in the bay's" brie jackson is live for us. trying to hammer out the new spending bill by friday. >> reporter: good morning, marcus. senate majority leader chuck schumer says lawmakers are having productive conversations and moving toward a deal to prevent a government shutdown and fund the government, but the two parties are still about $26 billion apart in how much to spend. history will be made at the white house this afternoon. when president biden signs the respect for marriage act giving protections to same sex and interracial couples. >> the president will note there is much more work to be done to protect lgbtq across the country. >> reporter: it passed with bipartisan support. now lawmakers must come together again this week or face a government shutdown.

chuck schumer pushing for swift action on a short-term fix. >> we can give appropriators more time to finish a full funding bill before the holidays. >> reporter: top republicans are pushing for more funding. >> a short-term bipartisan funding bill. >> reporter: punting the spending bill until january gives republicans time to take control of the house and rewrite it. >> we believe on the government funding we believe there's still enough time to get that done. >> reporter: congress has until friday to reach a deal to avert a partial government shutdown. and senate leaders also want to attach provisions to the funding bill including a major overhaul of election laws.

christmas week we are looking good but there may be some storms farther down. even driving in dense fog will be an issue. temperatures in the mid-30s. as we go into the next few hours it will be very cold and eventually we'll see sunshine with temperatures in the low 50s. mike, you're keeping an eye where to fill up. we'll call out lnd on king road in san jose. it has the price of $3.89 a gallon. a number of shops reporting that throughout san jose especially. in marin county, marin gas in larkspur. we've called them out the last few weeks. the deal of the day, they get it from concord.

over. tesla stock down 50% on the year. the big news is inflation. we just got the latest consumer price index data showing prices rose .1 from the previous month. lower gas prices really held the headline number down, really good news. core inflation when you take out gas prices and food up just 0.2%. wall street going bananas over the news. the dow industrials will gain 800-some points on the open. the fed meets tomorrow to raise interest rates and the bet is they won't raise them as much, probably half a point instead of three-quarters. very good news all around. other news sam bankman-fried, the head of the cryptocurrency exchange ftx has been arrested in the bahamas. sbf, as he's known, was supposed to testify today before congress. under normal circumstances if any of this can be called

normal, prosecutors probably would have liked to have heard what he said, maybe let him say something he would regret. but bankman-fried has given dozens of inadvisable interviews with media and said a lot already that probably will be held against him in court. about an hour ago the ftc charging him with wire and financial fraud saying bankman-fried, quote, built a house of cards. more charges are expected this morning from the u.s. attorney for the southern district of new york. more than a billion dollars may be missing from ftx and sister company alameda research. ftx collapsed about a month ago. quick comparison, you remember elizabeth holmes, the theranos rip-off, that was $700 million. investors probably lost something like $4 billion with ftx. theranos times at least four. we'll see. charges just filed today. obviously will have a trial and

what not, but, boy, that's a lot of money. >> a lot of money and investors. thank you, scott. it is 6:17 right now. and just in to our newsroom united airlines sealing the deal on the major upgrade to its fleet. it is adding 100 boeing 787 dreamliner jets over an eight-year period starting in 2024. the new planes fly longer and will replace less fuel efficient decades old aircraft. also the deal includes an option to purchase 100 additional planes. united is one of the bay area's most popular airlines and recently announced plans to create more than 2,200 new jobs at sfo next year. trending this morning tis the season for giving and receiving for that matter. if your birthday falls in december, that may be less true. a new study from the online marketplace not on the high street finds that people born in december receive 160 fewer gifts in their lifetime compared to others. so here is the math for you.

gone on vacation. he hasn't gotten the double present, so thank you, relatives. it's cold and we just got past all of that rain. let's see how we're doing with our water year update. yeah, we still need more in santa rosa. we've measured over 5 inches so far since october 1. we're still at a deficit of about 2.25 inches because we see a lot more rain in the north bay. even in san francisco we're at a slight deficit here but we are doing well in oakland, livermore and in san jose. san jose getting the highest amount now at 141% of the normal amount of rage for this date. but we're still at 70% for san francisco. so we do have more work to do, but it was great to see the boost to our reservoirs. looking at how they are in comparison to capacity the east bay mud reservoir is at 81% of capacity and some of these reservoirs in the south bay were running 20% or below before all

of these storms. now we're doing much better and statewide we're at about a quarter of our normal amount of capacity especially for some of our larger ones in northern california and some of them farther to the south do continue to remain critically low. but the good thing is as of now we're at more than double our normal amount of the sierra snowpack with the southern sierra doing the best at 250% of normal. now is just cold temperatures. we do have freeze warnings in effect for parts of the north bay although we are seeing some freezing temperatures elsewhere in our valleys so dress in layers especially if you have to be outside for a while. wear a hat. bring those pets inside and check on those plants that are sensitive to the cold. if you do have any exposed pipes you want to make sure they're protected and keep that tire light -- make sure it does stay inflated with the air pressure for your tires. we're headed for the 50s today. we're back below freezing

31 in sonoma and santa rosa and we are freezing in palo alto, just above freezing in live more, and we are at 32 in san martin. going into the morning on your way to work we are seeing near zero visibility in the tri-valley as well as in novato having a big impact on drivers trying to make it into some of those areas and that along with the cold temperatures are what you will experience as we go into today and, mike, you've been watching the impact on the fog and the roadways, too. >> lower visibility in novato, one of the warnings we talk about. no surprises for folks up there, though. a look over at my maps and the other issues on the roadways westbound 80, there is a crash and i learned the vehicle is in the middle lane, that will be an issue until they can clear it. it may take a while if they come from san pablo. richmond may help out quicker. a smoother drive for the rest of the bay, metering lights are on. we have a crash westbound

"today in the bay's" ginger conejero saab live for us outside of the lawrence livermore national laboratory where the big announcement is expected today, ginger. >> reporter: that's right. good morning, marcus and laura. that announcement is expected about half an hour from now at 7:00 a.m. it will be a national press conference and it will focus on a major breakthrough. it's being called one of the biggest in science in 20 to 30 years and research happening at the lab behind us.

it's making national and international headlines like this one from politico that reads it's one of the biggest results in 20 to 30 years. nbc news confirming the department of energy is expected to announce today that researchers here have used lasers to produce a nuclear fusion reaction that creates energy. referred to as the fusion dream trying to replicate how the sun produces energy, and governments have spent billions of dollars trying to make this happen. researchers say it's a huge breakthrough in producing an endless supply of clean, cheap power without radioactive waste or fossil fuel emissions. >> it will create the backbone of stable and reliable power 24/7 to drive that ecosystem. >> reporter: now an example of what this means in the real world while it's unlikely fusion could be upsed in cars,

samsung tv. find us at 10:35. we'll stream on nbcbayarea.com. just in to our newsroom santa rosa police are investigating a late-night shooting that injured a teenager. this is near andy's unit park and the victim is expected to survive. police say the shooting is gang related. they're urging anyone with information to come forward. happening today the man accused in the murder-for-hire plot left an oakland woman dead is scheduled to appear in court for a pretrial hearing. 60-year-old dentist lili xu was shot in august, killed in little saigon. a gunman fired into the car driven by her boyfriend, who later took his own life hours after being arrested. police eventually arrested 33-year-old hasheem bason.

they believe the boyfriend hired bason so he could live off xu's $12 million estate. san jose leaders will receive new direction on how to handle misconduct investigations. the city council evaluated internal affairs and considered transferring responsibility from sworn police personnel to an outside committee. in recent months the department has taken heat for a string of controversies that the department recently launched a new web portal to track complaints. our investigative unit has been digging deeper into the recent allegations surrounding san jose police. just click on investigations. a follow-up this morning in valencia after a heated late-night debate. the city of san mateo has a new leader. councilmembers unanimously chose amourence lee as the new mayor. she will be the city's first mayor of asian american descent,

and jewish descent, and her appointment follows days of controversy tied to ongoing delays and even unsubstantiated allegations of candidates trying to extort votes. following a vote last night that seat will be filled by rich hedges. happening now a massive winter storm is poised to descend on the midwestern united states. road crews are surveying conditions as people are stocking up on supplies anticipating a powerful punch. the storm will eventually impact millions and multiple winter weather advisories are in effect. >> "today in the bay's" maggie vespa sets the scene for us in minneapolis. >> reporter: marcus and laura, good morning from minneapolis. the calm literally before the storm. mountains of sand and salt ready to be spread on the roads as the system that, as you know, wreaked havoc out west, now heads east toward us. this is for reference the same system that dumped four feet of snow in the sierra nevada mountains. a blizzard warning, only the second in two years in colorado.

in utah the roads got so bad there was a massive bus crash, a bus flipping on its side with 20 people hospitalized and two in critical condition. because of those delays and cancellations ripple effects, 3,900 flights delayed yesterday. hundreds canceled. safety emergency response resources activated, pleading with people even if they're used to winter storms to take this one seriously and be prepared to hunker down at home. >> people think, i've done this but you say the storm is still moving. >> of course the concern is right now the midwest is dealing with blizzard warnings and it is quickly racing to the east. for the south it's triggering a

lot of tornadoes as well as hail in oklahoma and texas. and then you can see the snow as you move up to minneapolis. now for san francisco we've already made it past that storm and our weather is a lot calmer now. it is cold and our temperatures are starting out in the 30s. as we go into today temperatures do slowly warm up as we reach into the low 50s today. 53 in dublin. 55 in san mateo and 57 in santa rosa. mike, you have new information about b.a.r.t. i'm sorry but we have an update with what we have here. there is a major delay of b.a.r.t. out of antioch. a train was taken out of service. one source of relief is the transit line. they're honoring b.a.r.t.

in december. so we're also lacking a little bit of rain in san francisco, but we're at a surplus in oakland, livermore as well as san jose. now when you're comparing how much we measure and how we're doing to this date, we are at 70% of our normal amount of rainfall for santa rosa. 78% for san francisco. but over 100% for oakland, livermore and san jose. so our reservoir is coming up a little bit and now we're at 36% of capacity for the coyote reservoir, lexing top. east bay doing the best at 81% of capacity. a lot running at 20% or less before all of these storms. for the sierra, we're more than double. the southern sierra. it is cold and even freezing

temperatures for palo alto. 32 in livermore. we're going to see our high temperature in the mid-50s. back to the coats tonight as we drop town to 30 in napa. as we look at our overall weather pattern and what's ahead. we're still dry going into the week. we only have slight rain chances in the forecast through christmas week so we're not seeing any more additional rainfall here as our temperatures reach into the low to mid-50s. we'll see our morning starting out near freezing and that will continue at least into a time when a lot of us will be hitting the road or also getting on those flights and for san francisco chilly throughout the week. mike is reporting a new crash on the road. you have even more backups as you come in to richmond.

look at the speed sensors where the crash is reported. it looks like they have cleared because the speed sensors are moving better so some changes but delays for the upper east shore freeway. still over 40 minutes down through that stretch. more traffic building through berkeley. that will be a factor. the metering lights are on. we're looking over to antioch, a smoother drive until you get into pittsburg where a crash is still reported there and out of antioch on the rails you'll have major delays as you travel through concord and antioch. we're looking at the county connection as options for you. there are problems getting trains out of antioch in through concord. back to you. >> thank you very much, mike. 6:52 right now. happening now santa clara county is crediting a new state law for providing 2,500 tons of food to those in need. the law requires all grocery stores and other businesses to donate their surplus items in part to decrease excess food in
