police stops. good morning to you on this thursday. i am marcus washington. >> i am laura garcia. we have a lot to get to this morning. we want to start out with team coverage on the climate in crisis. within the hour we should receive the latest drought monitor update. and we are looking at some of the latest macro trends as winter approaches. >> how is it looking, kari? >> we are looking at last week's drought date because it comes out within the hour. the way it stands right now we are still seeing the worst of the drought, the exceptional drought happening in the central valley and the southern sierra. here in the bay area we are seeing some of the extreme drought reaching into the north bay and a severe drought for much of the rest of the bay area and we know that even with a little bit of rain this drought has been going on for 20 years, so it's going to take a lot of water to get out of a drought this severe. we are going to monitor for that as we have seen our reservoirs

running critically low, and we will get more updates on that as we head into the show and get that update within the next few minutes. >> thank you, kari. and then our team coverage continues from researchers tracking our drought conditions. >> yeah, it's drought monitor thursday. especially after this weekend's rain, the recent rainfall has brought inches of rain to the bay area. let's go live outside really quickly to the reservoir in los gatos. we are waiting for the sun to come up, and of course, that drought monitor update to come to us, but after years of drought reservoir levels are so low that it's going to take more than a few heavy storms to fill them up. we wish we could solve the drought with the substantial rain we have seen, but unfortunately, the golden state

is dry. and we still need many more storms to help us keep the snowpack through the spring and into the summer months. a climate tall gists. >> normally this time of year we like to see a storm roll in every three to five days, so when you get the windows of one, two, hopefully not longer than that, weeks of high pressure kind of blocking storms from making their way into california, we start losing ground, so we start falling below average. we would love to see somewhere in the area of 50% of the average to get some of the recovery from the embedded drought conditions. >> i'll keep an update and follow that closely within the

next half hour, but for now i will send it back to you guys. >> thank you. we do have a follow-up for you this morning. this is coming out of san francisco where police commissioners there are tabling a decision on new limits for traffic stops. under the proposal police would no longer be able to stop things like things for throwing trash out the window or parking in a no parking zone, and this is a practice where proponents say officers use minor infractions to look for more serious crimes like drugs or weapons charges. the commission was supposed to discuss that measure last night but at the last minute was pulled from the agenda, which this is an idea of picking up the matter, they say they will do that in january. one commissioner cited new

violence. also today, these four gang members tied to this shootout are scheduled to appear in court. a follow-up raid netted the shooting suspects in oakland. each is set to be arraigned today. developing for you on the gulf coast, some frightening moments seen live on television. cameras captured a tornado touching down in the middle of a newscast. we want to show you that video from that nbc affiliate. >> there it goes. you can see the tornado -- here it goes. >> it's dead center -- >> houses are shaking in algiers. you can see one large tornado on one side of the screen -- now we have the power flashes. it's on the ground. get to your safe place right now. >> i remember a situation like that when living in oklahoma. it was a system that continues

to deliver a powerful 1-2 punch. >> marcus, good morning. it's been a wave of deadly destruction with tornadoes across the region. 26 reported in the last 24 hours. you can see behind me the destruction left behind here in louisiana, and the toll is three people dead or 30 injured. one of the dead was confirmed in this area. we spoke to one of the neighbors that owns one of the homes that used to be here. the home was flipped over and destroyed and pushed about 40 feet in the opposite direction. his car was parked out front and when he came back the car had also been moved by the tornado. this is just the destruction that we have seen. the tornado warnings, the alerts were just popping nonstop on wednesday as we reported all throughout the state of

louisiana as the storm made its way through. we saw images where the storm destroyed structures. local authorities told us they had to rescue people from some of those structures. of course, the power was cut off to a lot of customers and thousands were left without power. we have seen crews working overnight to restore that power. as the storm continues to make its way east. marcus? >> thank you so much. kari, i know you have been monitoring this. when the storms come they can take out anything in its path. where are we standing now? >> we are seeing it push off to the east. as far as the tornado threat this morning it has gone down for parts of georgia and south carolina but we will continue to monitor that as we go throughout the day. it was really a particularly dangerous situation yesterday with the storms firing up along the gulf coast. but the same storm is also producing a lot of heavy snow. up around minneapolis, there were blizzard warnings in effect as this storm continued to move

off the east and now it's targeting the east coast. we are watching a storm off the coast being blocked by high pressure, and we will see an increase in cloud cover and not expect much out of this. we are seeing cold temperatures and the freeze warning continues for all the areas shaded in purple, and in the blue, that's the frost advisory that includes our coastal areas. that will be reissued tomorrow morning. we are below freezing in sonoma as well as santa rosa and we will watch the temperatures get close to freezing in the tri-valley as well as the south county. we will have more on that and what is ahead for the weekend. mike has been gas prices fall, and hopefully you are finding good -- better deals. can't say great. >> this is great compared to a few weeks ago, kari, because we are talking about prices under 4 bucks. and contra costa county,

right now at 5:13 on this thursday morning, as you are heading out in antioch, a heavier coat needed once again. we are in the mid-30s and temperatures will stay that way through 8:00. it's mostly clear. we will see a few clouds in the mix today and we're keeping it cool, highs in the low 50s here. we'll check out all our microclimates and the weekend as well, coming up. the golden gate bridge, they cleared the cones and crews. the approach out of san francisco once again easing towards the north bay. santa rosa, 101 moving at speed towards this not-so-busy bridge. elon musk has sold billions more in tesla stock despite saying he wouldn't. that stock was down again on

wednesday. the car company has lost $700 million in overall value since its all-time highs. and then the federal open markets committee raised a half point on wednesday, and that's a smaller hike than usual, but the head of the fed, jay powell, was very stern at his press conference, warning the fed would raise rates higher than usual and keep them longer than planned. i am not saying powell is not telling you the truth, but sometimes a stern word from the fed about raising interest rates works just as well as actually raising rates. it's like when your dad said don't make me pull this car over, and he didn't have to pull the car over for you to get the message to stop whatever you were doing. and then plenty farms will shut

down its urban vertical farm in san francisco. elon musk suspended a twitter account that kept track of his personal jet, and it comes despite when musk promised to never block that account. it was a college kid that was tracking the plane using a publicly available technology called ads-b. it's publicly available data track planes through public skies. people track airplanes all the time, if for no other reason than to tell you when to leave for the airport to pick somebody up.

here's musk's airplane as it landed in austin yesterday and it has not taken off since. musk can't suspend you for looking at it or suspend us for putting it on the tv channel, and i will say the policy change at twitter came after he suspended the account. the guy that ran the account had no idea the rules had changed. >> interesting. he's doing a lot of things over there. >> a lot of things. >> another sign the pandemic crunch is starting to wane as holiday parties are making a comeback, and in some ways things are not quite the same. experts are saying many of the parties will be on a smaller scale especially because so many people are working remotely. close to 60% of companies will hold in-person parties, and that's up from 26% last year, and just 5% in 2020. before the pandemic, three

cold. we have more frosty mornings ahead. all of the areas in blue are included in a frost advisory meaning you have to scrape the frost of the windshield before heading off to work, and then freezing temperatures for the inland valleys shaded in purple. it is pretty dangerous, especially for people who are in houses as well as anything outside having to deal with these chilly temperatures. our plants and pets should definitely be brought inside. our temperatures dipping down to 32 right now in santa rosa, and 31 in sonoma, and we are also almost to freezing in dublin. 33 degrees there. we have seen the fog return to novato, and otherwise open areas are seeing fog developing. in san francisco, it's clear and we start out at 44 degrees. we will see a cold morning

start, but a few clouds this morning compared to what we had yesterday. it was completely clear and sunny and today we will have filtered sunshine. 57 degrees in novato and napa. mid-50s for much of the east bay and tri-valley. tonight a look at our cold temperatures. cold once again. a lot of spots below freezing as well as more freezing temperatures ahead. i am showing the overall weather pattern because this will be making big headlines through christmas week. the first polar vortex rolling through the midwest and push into the south, that could impact travel plans. for us here in the bay area, we will see a couple weak storms moving on the coast on tuesday as well as thursday. what we are expecting to see, rain here in the bay area, now the chances are slight.

if you are shopping small businesses this saturday, it will be in the low 50s for highs and morning temperatures near freezing once again. mike, you have been tracking the roads. any issues popping up? >> there's a change in the tri-valley, and it has changed for the better. looking over here towards 680, that did clear. the last couple days as they started the closure overnight, and it made traffic a little tougher on the northbound. this morning, back open on time and maybe folks gotten into their groove, and that's good because there will be overnight closes possibly through april from the first of the year. and then alameda eastbound on 880, a earlier crash and crews are there. cold conditions, bart gives the same warning, they will slow the

meteorologist, kari hall, on what you can expect as you head out the door. >> that looks pretty good. if you don't see the frost yet there could be condensation on the windshield, and you have to turn on the wipers but if it's cold enough you might have to do scraping. it's a freeze warning for all the areas in purple. right now we are freezing in sonoma. in san josé, 38 degrees. 43 in oakland. as we head into today, we will see the fog rolling around parts of the north bay, but elsewhere it's fairly clear. pleasant hill, mid-30s to start and we will reach into the low 50s. elevated tracks, and we talk about elevated roadways and tracks, similar situations. potential for icy tracks, so there could be a problem with the braking, so that's why bart

maritime says they have been looking into the claims and taken measures to address them. cal maritime's response says quote, our administration, faculty and staff are working day-to-day to ensure that we are moving our diversity, equity and incollusion and title ix initiatives forward. the university also wrote about the opening of an inclusion center and training to help reset behaviors, but according to an "los angeles times" report, the misconduct has been happening for years, both on campus and during training cruises that last several weeks in the sea. and a student says she fought for more than a year to eliminate gender-based policies regarding grooming. >> they are happy to take credit

them miles from the company's trucking company office in merced. and cameras captured them hours before they died. the search is under way in the north bay for a missing petaluma woman. she's 68 years old and may have dementia. the petaluma police department issued a silver alert. last night somebody saw her, they thought, on mountain view avenue and surveillance footage caught her on petaluma boulevard south. officers are getting increase increasely worried about her because of the cold weather. if you have information about her, contact the police department. several hundred workers at macy's are threatening to strike at the macy's in union square.

we go into the next several days, a mix of sun and clouds with looking all good there. if you want to head to the beach, santa cruz is going to be a nice clear destination, but only reaching into the 50s over the weekend. mornings starting out in the upper 30s. heading to the north bay for wine tasting and local shopping as well, and our temperatures will reach into the mid-50s over the next few days, but we are going to see a lot more sunshine. mike, you have been watching the roads and bart. what is going on? >> the roadways are moving smoothly and we will update the rails in a second. we wanted to show you the typical build for san josé on schedule, and we predicted the overnight closure and there's a crash in that area as well, southbound 680 just past mission north, and we have a crash and it sounds like everything is off to the shoulder and no disturbance in the flow in both

the impacts of the drought and what we are expecting the rest of the season coming up at the top of the hour. we are going to see more dry weather ahead. the storms we were hoping to see next week are looking to stay to the north of the bay area, so if you are making travel plans for christmas week, as of right now it's looking like our rain chances are slight. we are dry over the next few days and our temperatures in the mid-50s. more freezing mornings and then keeping slight rain chances in the forecast for early next week. >> thank you. happening now, child obesity is impacting the cdc's growth chart. u.s. health leaders are extending the tool to track growth and development in children. that index is now capped at a maximum of 60, as childhood obesity rates quadrupled. it was previously at 37.

coverage with our climate in crisis. kari hall just got the update. how is it looking for us? >> still in the drought. we have been in a drought for 20 years, and it's expanding across the west and the drought does continue, and with the update i just got 15 minutes ago we are seeing slight improvement for the exceptional drought that has been ongoing in the central valley. as we get a closer look, we can see how much of the dark red you can see further to the south of the bay area as we get a look of the update this morning, notice how it shrunk about 1%. there was minor improvement. we will see our extreme drought for parts of the north bay as well as the severe drought that is happening further off towards the north and across much of the rest of the bay area. so we once again are in this drought. what is the update you have got,
