destroyed and learned she died in the tornado. on tuesday a woman and 8-year-old son died as this wave of destruction made its way through the region. a violent tornado outbreak across the gulf coast. three straight nights of dangerous and deadly weather. louisiana pummeled wednesday. tornados reported all across the state, leaving a trail of damage in the new orleans metropolitan area overnight, homes in complete ruin, and even this car flipped over in the middle of all the rubble. and just east of new orleans, local authorities say the damage left one dead and at least seven injured. the victim's daughter speaking to wdsu, remembering her kindness. >> she means the world to me. and if anybody knew her and knew my mama, they know she would give anybody the clothes off her back. >> reporter: lamar marshall told us he lost almost everything. >> this is my home. that upside-down. >> reporter: your house was here before? >> it was right here.

mind because of the rain it can be very difficult to spot the tornadoes and at night nearly impossible with the darkness and make the necessary preparations as the storm continues to head east. hoda? >> yeah. hard to see the preps working in the case of those. thank you so much. to the north heavy snow across the plains and snarling traffic as the potent system is now moving into the northeast. miguel almaguer is in duluth, minnesota. boy, we can see it's looking snowy there. >> reporter: yeah, savannah. good morning. this is an epic snowstorm for the city of duluth. this is an area accustomed to storms but this is probably going to rank top five in the city's history. over 36 hours they have gotten 19 inches of snow and expect 6 inches in the day. blinding snow coming in sideways. the wind speeds topping 30 miles per hour.

you can see the snow built up that they're starting to plow the area. cars are covered in sheets of ice and snow and all along the roadways we are seeing the massive chunks of ice causing havoc on the roadways and not just here. there's major problems on interstates. some truckers stalled on the side of the road more than 30 hours. the longest time period to wait through a snowstorm and the conditions expected to deteriorate and likely see spin-outs across the region. the snow continues to come down in this area. we are expecting it for next several hours. back to you. >> all right. hang in there. thank you. >> getting him a hat stat. immediately. >> yeah. time to check in with dylan. >> good morning, guys. it's wild to see the snow going sideways. that's how strong the wind is. speaking of wind, we want to focus on the tornado watches. they're in effect until 9:00 eastern time.

this includes the panhandle of florida, moving into northern florida where we do have severe storms. i will point out the storms will not be as severe as yesterday. i don't think this is a tornado outbreak situation. we have the chance of seeing wind gusts up to 60 miles per hour and isolated tornados could spin up through the carolinas, georgia, and northern florida. on the other side of the storm where the snow is falling, we have winter storm warnings, blizzard warnings in effect for the reduced visibilities and gusty winds. we stretch this over to the northeast, where not only do we have snow as a concern but ice is a major concern int pennsylvania, west virginia and virginia, too. so we do have colder air on the northern side of the storm system as it makes its way into the northeast. any snow and ice will change over to rain as the warmer air rushes in. this is going to continue to move in through the day today, tonight. try to exit new england friday night. so additional snowfall, 6 to 12 inches, back to the upper midwest and plains in the northeast it's mostly

the ski resorts that would get two feet of snow we are looking for the interior northeast to pick up six inches. and ice could be up to a quarter inch, which is enough to cause significant damage in that part of the country >> dylan, lots to watch. thank you. we turn now to the battle to tame inflation whether it's a charge on your credit card or big ticket purchase, borrowing money in this country just got more expensive again. the federal reserve announcing the seventh interest rate hike of the year. this time it was a half point. tom costello breaks it down. we expected this news. what's the impact? >> reporter: number one, credit cards are moving higher, as you suggested. if you're holiday shopping and racking up credit card debt, be careful. the average rate is approaching 23%. if you don't pay off your credit card every month, you will soon owe more and more. number two, if you're thinking about buying a new car and taking out a loan for that, that loan just got more expensive if you can, avoid buying a new car. you may want to wait to see how

this plays out the next year or two. number three, mortgages. new mortgages right now affected by the fed but not directly set by the fed 30-year mortgages often move independently. a 30-year fixed right now running at 6.25% at the start of the year we were at 3.25% up 3, up 2 6.25% there. buying a home has gotten more expensive, causing some buyers to decide they won't buy for now. inflation, you know, right now running at 7.1%. now, that is a year over year better than 9% we had in june. but it's still way too high. and the inflation target up by the fed is 2%. so they've got a lot of work to do, savannah >> we always talk about this delicate dance because it takes time for the interest rate hikes to take effect it takes time for the fed to see, okay, have we gone too far, have we done it just right, we don't want to crash the economy into a recession is this the last one or do we think there's more in terms of

interest rate hikes? >> the fed expects rates to hit 5%, 5.5% in '23. maybe they will start falling back in '24. it thinks inflation will approach the preferred level in 2025 to answer your question, the next rate hike is expected in february we expect a quarter point there. most experts think it will continue going up the rest of the year the side effect, we should say this, as they push up interest rates, you're pushing up the cost of borrowing for companies. they have to cut their costs that means unemployment could go up right now we're at a 50-year low on unemployment. >> it's tricky tom, thank you we appreciate it a headline making vote on capitol hill the senate passing a bill to ban the popular tiktok app from al government-issued phones and devices.

one lawmaker saying the platform is a major security risk hallie jackson has more. what is the government most concerned about here >> so, lawmakers are worried about the fact that tiktok is owned by a chinese parent company called byte dance. the director of the fbi, the director of national intelligence have come out and talked about this, as well tiktok has pushed back on this saying user data for americans is not stored in china in a statement to nbc about this bill that's passed the senate, the company tells us this is a proposal which does nothing to advance u.s. national security interests, adding, we hope rather than continuing down that road, republican senator josh holly who put this bill forward, will urge the administration to move forward on an agreement that would actually address his concerns here's the two big caveats, hoda we can't emphasize this enough this is not a ban on your tiktok app on your phone. this is only government-issued

phones and it has not passed the house yet. so it's not close to becoming law at this point. and the fact that there is only a couple weeks left in the congressional term means it is pretty unlikely it will pass the house. that said let's see what happens next year when republicans will take over that chamber if this bill is brought up again and republicans try to make this move yet again, hoda >> is there any possibility in the future that this thing doesn't become a ban on government-issued phones but phones of everyday people? >> that's what everybody wants to know. especially younger people. this app is so popular for teenagers, people under 30 there is a bipartisan proposal that would do exactly that, that would ban tiktok for everybody here in this country now, it hasn't passed any chamber yet. again, for the same reason we are close to the end of the congressional term it almost certainly won't this session. the question is what happens down the road? tiktok obviously not thrilled about this they have a statement out calling this a politically motivated ban. if it were to happen, this would be -- i mean, listen, it would be a bombshell
