good morning to you. thanks for joining us am i'm marcus washington. >> and i'm ginger conejero saab. laura garcia has the day off. nobody emailed us, but we're all in a festive mood. >> we are. >> i think it's the chilly temperatures -- >> we feel warm in these colors. >> we're getting closer to christmas. >> and you want to light it up with bright colors and layers. these temperatures, it is 29 degrees right now in santa rosa. it's going to dip even more than that over the next couple of hours. in sonoma it's 31. a cold start in dublin. 31 degrees there. 32 in palo alto, and 32 in san martin. we're seeing 30s and freezing temperatures now but as we go into today we are going to see our highs reaching warmer than yesterday headed for 59 degrees in san jose.
4:32 am
so that's two degrees warmer than yesterday. mike, it's early. do we have any issues on the road? >> the issues on the road are the folks on the road. northbound, i did see a truck here. it moves to the north. usually that indicates the crews trying to leave. on a friday we have them wrapping up earlier. a little slowing as they do start to move cones and equipment through the area. that fog and the cold temperatures and as kari talked about the chance of frozen roadways on the smaller bridges. that 29 in santa rosa. do watch out there. scattered smaller crashes. nothing blocking the freeways. the south bay moves smoothly and the closure for 680. we'll track when it reopens hopefully by 5:00. a live look at san francisco where many businesses and property owners in the

tenderloin say their neighborhood is on the verge of collapse. >> the city is not doing its job to protect them, blaming that on the rise of crime and drugs. as "today in the bay's" gia vang reports, demanding their taxes repaid this year. i want to bring something to the neighborhood. >> reporter: it's becoming harder to stay in business there. >> businesses have closeded down. the best restaurants have closed down. it's very sad to see. >> reporter: and more than just shuttered shops, a group of property owners says the root of the problem is the open air drug dealing happening because of ineffective policing. the group calling the city out saying it's abandoned its commitment to provide city. the group wants a refund of sales and property taxes paid this year. so far 150 have signed a petition and chai plans to do so, too.
4:34 am
>> paying those taxes, i think a lot of these businesses that have survived the pandemic and survived everything else now hang on by a thread. >> reporter: the coalition is demanding removal of all drug dealers a rigorous law enforcement and a meeting with mayor london breed. her office telling us in part mayor breed has been clear on our need to end open air drug dealing in the tenderloin. the district attorney is focused on supporting the police department to make the arrest. supervisor preston has another concern saying i share the frustration of tender loin restaurants and small businesses who often feel ignored by the city. with the recent closing of the tenderloin center i worry we will see even more devastation on our streets. in august the castro merchants association threatened to
4:35 am
withhold taxes unless they dealt with similar problems. now i'm told the group waits to see if any of it works. just as the coalition waits to see if their petition will save their neighborhood. >> i do want to see a change in the tenderloin. i would love to keep my business there. >> gia vang, "today in the bay." 4:35 this morning. and it has been a month since the elections but the outcome of at least one local election may still be in the air. this is because the official count shows those candidates involved are separated by just one vote. we're talking about that race in sunnyvale. the city council district 3 race. vasan beat out justin wang by one vote. it triggered a recount. >> it's a very tight and close race.
4:36 am
all of my voters can claim they made the difference. >> but here is why this might not be over. justin wang has requested a second recount. wang and his supporters will foot the bill. it is estimated to cost $12,000 per day. twitter is suspending the accounts of more than half a dozen journalists including ryan mack of "the new york "the new. elon musk says it stems from sharing live location information accusing the reporters of posting links to jet trackers on other websites. a setback for the white house in its push to end the

4:38 am
related, right? >> what the federal reserve does is sets the rates for banks and essentially banks buy the federal government's debt and that controls the monetary supply. and what the fed does, they target a rate, they say if you're going to buy our bonds, we'll give you a certain rate between this range and really that's what they're controlling. so when they raise rates, they're raising that rate, but that trickles down into the economy. it's the point of raising that rate is to use it as a system to control the monetary supply in the united states. >> so jay powell gave a stern lecture threatening to keep rates higher for a longer period of time and i said on tv it's a little like your parents say don't make me pull this car over. sometimes the threat of high rates are just as effective as actually doing them. >> that's exactly right. and we saw that play out in the markets almost to a t. we got a pretty good inflation print, meaning inflation was trending down.
4:39 am
we're seeing some good news in the inflation data, and i think the market reacted thinking, well, there will be probably a 50 basis point raise, so what does the future look like? the future looks a little better. >> thank you so much for your advice and happy holidays to you as well. back to you. >> thanks, scott. 4:39 for you right now. keeping your information safe. ahead for you this morning on "todayay in the babay," thehe nl that instagram is offering for users. also, how it will help you gain access if your account is ever hacked. stick around. mu more ahead this mornichng
