i'm kris sanchez in for laura garcia. >> and i'm marcus washington. we want to get you started with that breaking news. it was a 6.4 earthquake in northern california. the seismograph capturing that quake when it happened was about 2:30 in the morning. that quake centered in ferndale in humboldt county near the city of eureka. no threat of tsunami or any word of injuries. the number of customers without power standing at 70,000. >> and new video of damage. you can see things tumbling down on the ground. we don't know of any injuries at this point. this was sent to us by ria, a young woman who lives there now but is originally from the bay area. >> it felt like turbulence.

>> we will be monitoring developments. it's a fault line we are familiar with. the san andreas fault, the northern edge, and so that happened this morning. the large yellow circle indicates where we have that initial earthquake and the other dots are aftershocks. if it's red it's within the last hour. we've seen a lot of those happening. now reports of 77 earthquakes so there's still a lot of shaking going on and, unfortunately, they're most likely going to see a lot more even as some rain comes in. i've been tracking this very weak storm system bringing in light rain. we've had reports of damage and they're trying to pick up the pieces of light damage coming through. the most intense shaking is

around the eureka area but light shaking reports of people in the north bay and the bay area early this morning. that shake alert app this morning may have felt something shaking. the epicenter was very far to the north of us. so a 6 is strong which most likely causes property damage. on earth we have about 120 of these per year. that's the equivalent of 33 million pounds of explosives that causes all that shaking and the property damage. and what people felt further north with things falling over. when you do get that alert, do not run out of the building. sometimes in the panic of things you don't know what to do. think of things on the wall,

those interior walls are best. hallways are not always the safest. think about what's around you and what could fall over. the best place is under a desk or a table because as we see right now there could be aftershocks and you want to make sure you are using the three words to remember, drop, cover, hold to make sure you're safe. if you do get that alert, that does give you a few seconds heads-up to get under the desk or table before you start to feel the shaking. a reminder for us this morning even though it wasn't a significant quake for us in the bay area. in the bay area i got the jolt alert and hopefully folks did get the note. there's the ferndale bridge over the eel river is currently closed.

there are reports but that will take quite some time. weigh are talking about tens of thousands of people. i'm in the south bay. that is the distance we are talking about. local to the bay area it didn't affect the agencies. the bridges locally are just fine. all lanes might be blocked. the commute has a little bit of slowing. 680, 84, the caldecott tunnel work has cleared. the earthquake is not affecting the local bridges but the

ferndale bridge. we did send a push alert to your phones about the quake on the free nbc bay area app. download to find out any more about aftershocks. oakland police are asking for your help finding these two sisters you see here. they were last seen sunday night around 10:30 on walnut street not far from elmhurst united middle school. they are considered at-risk because of their ages. if you have any information of their whereabouts you are asked to call oakland police. a teenaged suspect linked to high-speed chase that killed a peninsula couple is expected to appear in court and the judge may decide whether or not to release him into his parents' custody. the crash happened last month in redwood city. investigators say the car driven by that unidentified 17-year-old collided with another car and

killed grace spiridon and greg ammen. he was arrested at the scene and 23-year-old kyle harrison. they believe they were racing more than 80 miles an hour on el camino real, a surface street. their 7-year-old twin daughters did survive. harrison has pleaded not guilty and remains in custody. the family tells us they have written a letter to the judge asking the same for the 17-year-old suspect but it's not clear whether he will be tried as an adult. leaders are demanding action from the city over growing health concerns and safety concerns. in fillmore a public meeting between residents and the san francisco police department. folks who live in the neighborhood say they hope for improvement to public safety. >> it's not okay to be there camps up. it's not okay and at the end of

the day if we don't try to fix it, then who will? >> they are hoping to find solutions together. >> oakland could take the next steps with a bank developing the public bank east bay. they also hope to create a time line for setting it up. the city hope it will help for growth for small business loans and workforce development programs. sfo looks quiet but crunch time is coming. winter storms could wreak havoc. travel could be brought to a standstill with a strong sorm

headed that way. more from maggie vespa. >> reporter: you can see a slammed o'hare airport in chicago, one of the busiest airports. close to 3 million people are expected to come through here during the holiday stretch. combine with the curveball that is this severe winter storm building across the country from the pacific northwest through the great plains and northeast, every region, or almost every region, expecting snow, ice, severe winds and that could throw a huge wrench into this holiday travel. united and american airlines are waiving rebooking plans. if you're driving, check the forecast along your route so you are not leaving during or driving into the worst of these

conditions. kris, back to you. this is the time people look at the weather forecast all over. >> even if you have someone come in, flights can be delayed. there's a lot of issues there. we've been talking about how cold it will be and the first polar vortex of the season starting to push down. in bismarck that low temperature will be 14 degrees below zero and will get even colder as we get closer to the holiday. it's been fairly quiet. there is still a spare the air alert day. no wood burning because that would make it really unhealthy. around the bay area still a lot of pollution that we're having

to deal with. mike, you always have to stop at the gas station. look at the screen here, the top number, again, gas prices, calling out the great gas in san pablo. it's $2.89 a gallon. about 30 cents higher. this may be a promotion but got their name on the top of the chart. costco is the best compared to the others in the area in san jose. $3.74. and the north bay san rafael is the best. $3.89 a gallon. a major concern for the san mateo bridge.

during the pandemic. tesla closing below $150. it moved higher when it looked like elon musk might step down from twitter. musk posted a poll asking if he should step down and an overwhelming number of users said yes. musk then back tracked. he said he suspected bots, automated accounts voted against him. he's run several polls in the past and results agreed with what he wanted and he did not mention bots in those cases. a program they are calling the twitter files, the latest documents show the previous head of twitter trust and safety felt pressure from the fbi which the

emails show was in constant contact with twitter. the fbi at the time had been reacting to the 2020 election where russian intelligence pushed false stories onto the american social media. trust and safety pushed back saying he hadn't seen evidence of widespread falsehoods. that same twitter exec now in hiding after elon musk made allegations with no proof but was enough to cause some twitter users to make death threats against him. the maker of fortnite will have to pay $520 million. they are said to have tricked kids and gathered personal information from users under 13. the new congressional spending bill has a line in it prohibiting the use of tiktok on government-owned phones. there's a concern the parent company of tiktok shares user

data. the company byte dance says it does not. there's a separate issue of banning it but this would be on government phones. if we're paying for their phones they probably shouldn't be on tiktok. wordle is also very important in the functioning of the government. let's talk about this. there's a group of buyers out there using those toys, adults overcome with nostalgia reliving their childhood. anyone over the age of 12 playing with toys. experts say this amounts to the kid-dults will increase spending.

to wear shorts. >> someone will. let's get a live look at dublin as you get ready to head off for work. a few more days before the holiday and right now it's 40 degrees. we'll drop down to the upper 30s. in some spots low clouds and we'll see a mix of sun and clouds as our temperatures reach into the low 50s, about 57 here in dublin and in san jose expect it to top out at 59 degrees. we are still cool in the north bay. san francisco with mid-50s and back down into the upper 30s and low 40s for tonight. it won't be as cold. we're going to see more of the same heading into the end of the week. now we're seeing this weak storm system passing just to our north.

and then that looks to be the pattern with the storms going up and over a ridge of high pressure. a couple of spotty sprinkles. the possibility of a couple of storm systems moving in for the last week of the year possibly on tuesday and then again next thursday and it could be quite a bit more rain than what we're expecting coming in before the end of the week. it looks like it's mostly to the north of us. ukiah could see a quarter inch of rain, but the rest of the bay area not much in the way of any real measurement of rain and then going into next week once again looking better with a couple of storm systems passing by that could in total bring about three-quarters of an inch of rain for oakland and san francisco and much higher rainfall totals for the north bay. and look at our near term winter officially begins tomorrow

rated d pg. only i in theate. new this morning, we are days away from christmas, and for some that means still time to get holiday shopping done. before you swipe your credit card you might want to check where you stand tngsly. overspending grows over the holidays. according to a study on behalf of credit karma, 39% of americans say they can't afford gifts this holiday season but some report while they are unable to afford them in cash, 70% plan to take on debt. i spoke with a spokesperson about the steps you should take to get ahead of the new year. >> take time to check in now. with only a handful in the

calendar year it's important to know where you stand. you can make a plan to get back on track for 2023. this includes knowing what you owe across your different accounts and making a plan to pay it off as soon as possible. secondly, we encourage folks to make a plan for a tax refund. it is not top of mind for anyone over the holidays, it feels a long time away but for a lot of americans that tax refund is the biggest extra windfall that they might get during the year. if you are someone taking on debt this holiday season and expects to receive a tax refund, make a plan and commitment to use that to pay your debt. >> she adds a reminder the earlier you file your taxes, the earlier you get your refund. good advice. the next stories we're following including that breaking news

breaking now at 5:30, a 6.4 earthquake rocks northern california, many waking up to damage tens of thousands without power. our team is breaking down the developments up to the minute coming in right now. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. i want to say good morning to you on this tuesday. i'm marcus washington. >> and i'm kris sanchez. laura garcia has the morning off. we want to start with that breaking news this morning in northern california. aftershocks continue. the quake was centered in ferndale near the city of eureka in humboldt county. no threat after tsunami or word of injuries but right now there are at least 71,000 customers without power. >> new video showing the damage inside of a store and look at

that, all the items on the report. a reporter from our sister station just shot that video on the cell phone. you can see the items just thrown around the floor from that increased strong shaking from the earthquake. this is damage in ferndale. you can see here looks like inside of a restaurant there. we spoke with caroline titus who lives there. she tells us she was woken up by the shaking and her coffee bar tumbled to the ground. >> it was a big one, a north to south shaker. not the noise that sometimes you hear with them. much more of an intense north to south with the things that have fallen over and you can tell

that pattern. it lasted for a while, it seemed. it runs through your mind is this going to keep going? is this going to end? >> that was insigned of carolyn's home. kari has a look at the fault lines. what are we looking at here? that happened at 2:34 this morning, that 6.4 magnitude earthquake in northern california. it did cause a lot of shaking and now aftershocks. you can see the circles, the yellow was the earthquake. if they're red, that happened within the last hour. now we're up to 95 reports of earthquakes that have happened this is real-time data coming in.

they are also dealing with rain as they have no power. it's cold and they're trying to pick up the pieces and we have showers moving through the area. a look at who felt that earthquake. where we see the yellow is where they had pretty major shaking and damage. the san andreas fault runs the length of california and comes to an end at the edge of the fault is where that earthquake happened. it's an active seismic zone. the 6.4 earthquake causes a strong amount of property damage, shaking and on earth we have about 120 per year.

that's some pretty significant shaking and energy there that's caused by a 6.4. mike, you were tracking the fact the quake has required a bridge closure. it is made of concrete and looks like there would be significant damage. tweeted out by senator mike maguire. in this update he confirms what we're talking about. the quake out there and out of an abundance of caution fern bridge connecting ferndale with highway 101 will be closed. caltrans remains on scene. the eel river, to not cross that bridge there. farther south.

were in a jeep on a dirt road when they crashed some 300 feet into a ravine. chp helicopter was called in to help rescue the victims. two children are among those hurt. we know at least one person was airlifted. new this morning your pg&e bill could be going up next year. according to the san jose mercury news they are calling on california's public utilities commission to allow the company to collect more revenue. pg&e is doing this to recover more than $1.36 million -- rather billions, spent to reduce wildfires. the changes would increase over a three-year period by an average of $9 a month in the first year, about $1.50 in the

second year and 10 cents in the third year. there is no time line on the official ruling from the puc. a live look at san francisco. kind of dark out there this morning. i suspect clouds are overhead. we'll check in with meteorologist kari hall. we were looking at fog yesterday. >> we have clouds overhead and that's keeping the dense ground fog from developing. it is another spare the air alert day. i do think we'll have enough of a breeze to nix out the pollution. people with breathing problems and moderate air quality elsewhere. as we get a live look it's 45 degrees and we're starting out cloudy. we'll see the sun peeking out throughout the morning and then as we go later in the day warmer

than it was yesterday. 55 degrees today, much of the north bay, fairfield down to 50 degrees. cooler there as the clouds linger. now you have a traffic alert for the san mateo bridge. you start to see it bunching up about mid span. even though there's one lane open there's more traffic coming in. that's a tougher dry. you still have one lane open. they may close lanes so that is the caveat for 92. through niles earlier on time at 5:00.

good tuesday morning. as you head out in martinez we are at 41 degrees and visibility is much better than yesterday. we will get sunshine but it will be slow to warm up. we'll take a look to warmer temperatures in our forecast coming up. heading to the san mateo bridge, a lot of slowing. this crash called a sig alert. this slowing across the span from the toll plaza is starting to slow. i suggest using the dumbarton bridge. we'll have more coming up. more than six weeks after the midterm election another recount might be in the works in the race for oakland mayor.

sheng thao defeated loren taylor by just under 700 votes. but the naacp recently threw its support behind a recount citing the ranked choice process and potential confusion amongst seniors. today organization leaders will hold a rally for the funding necessary to launch which powell previously said she would welcome. it could approach six figures. the supreme court blocked a lower court's ruling blocking title 42. >> that gives the biden a bit more time to prepare. >> only a few days. the high court pausing the process so it can look at the case. this video is shot by congressman tony gonzalez. to remind you, a federal appeals court told the biden administration it had to get rid of title 42, a coronavirus-era

rule put in by the trump administration to prevent asylum seekers from entering the united states in the name of protecting health. the appeals court said that was not a proper use of that rule and told the white house to end it giving the white house a short time to get ready for the influx of immigrants who would no doubt come. a group of republican states sued trying to stop the end of the rule saying they would be overwhelmed by asylum seekers. now it's been picked up by the supreme court which has paused the whole thing. congress has a spending bill in place. it's very spendy. both democrats and republicans are ready to vote on it to prevent the government from running out of money by the end of the week. more money for defense, more money for ukraine, even a ban on tiktok on government phones.

it's all in there. president biden spoke out against anti-semitism at a hanukkah ceremony at the white house on monday. the president and first lady joined by the rabbi from congregation beth israel in texas, that was held hostage by a british man from pakistan back in january of this year. the committee investigating the attack on the u.s. capitol sent a criminal referral to the justice department recommending it prosecute former president trump for crimes against the united states. trump responded on his truth social saying he's already been tried of those charges in his second impeachment and called it double jeopardy. that says you can't be charged twice for the same crime but an impeachment is not a criminal charge. double jeopardy would not apply. looking at everything that's happened, if you have questions about title 42, it is an interesting, complex and urgent case.

>> so many people putting in the time to make that happen. >> sad to see the need but encouraging how many give. we've been talking about the earthquake. >> it's cold and they have rain further to the north. we are still seeing showers move to our north. the clouds overhead are giving us not as much fog. and the temperature is mostly cloudy. we will have another chilly start to the day going into the afternoon headed for the upper 50s in oakland. and in novato a high of 55 degrees. cooler in parts of the north bay and in fairfield where we'll see the clouds linger today but in

san jose it's going to be a warmer afternoon headed for the upper 50s. tonight will be another cold one. we're not dealing with as much in the way of freezing temperatures or frost. this system passing to the north. going into the weekend we're dry. it looks like the pattern will change next week. allowing that to dip into the bay area tuesday and next thursday. we could see more active weather. as far as when we'll see with the rain chances on thursday maybe a quarter inch for ukiah. elsewhere a lot less. next week in total we could see about 1 to 2 inches of rain in parts of the north bay, much of

the rest of the bay area getting a quarter inch of rain or three-quarters of an inch of rain or less. wetter weather ahead but we will officially turn our calendars to winter tomorrow. that's when temperatures will be warming up. mid-60s for christmas day. nice with sunshine and more comfortable weather. what's the update on crossing the bay? the san mateo bridge, traffic was stopped as they moved vehicles. the san mateo bridge moved of vehicles but not traffic because the timing is really bad. it's almost 6:00. we have the lanes cleared across the span. a little slowing getting down there. not open north 680.
