temperatures are dipping that will start out cold but then shape up to finally be a slightly warmer day. 62 in dublin. low 60s for the north bay and we have a little bit of rain coming our way. i'll talk more about that coming up in a few minutes. ginger and marcus? there's breaking news just coming in to our newsroom. a two-alarm fire is burning right now. a three-story apartment building in san francisco, so this is the citizen app video from the scene. firefighters arriving right now to that building at castro and elizabeth. first responders are asking for you to avoid that area if you have to go in that area this morning. we'll bring you updates as soon as weep get them. thousands still in the dark following that 6.4 magnitude

earthquake that rocked northern california. that earthquake came in around 2:30 yesterday morning. we brought you breaking developments as they all unfolded here on "today in the bay." now this happened in humboldt county next to the cities of ferndale and eureka, 200 miles north of sacramento. two people died and another 11 reported injured. there is a widespread damage. >> over 24 hours later at least 14,000 people are still without power. a look at the current pg&e outage map. 70,000 were without power yesterday. pg&e says they've restored power to 40,000 since then. they estimate power can be back on by 3:00 for everyone. one section did not lose power, the airport and coast guard stations stayed up and running thanks to a micro power grid in

meeting comes as they seek to secure new assistance and lawmakers are growing more hesitant when it comes to funding ukraine's war effort. "today in the bay's" susan mcginnis is live. tell us what is supposed to happen today. >> reporter: marcus and ginger, good morning. president zelenskyy will meet with president biden at 2:30 eastern time this afternoon as zelenskyy later today will address congress and this comes at the same time that lawmakers are getting very close to approving a package that could bring ukraine billions and billions more in aid. ukrainian president volodymyr zelenskyy today making a high-stakes and high-risk visit to the white house and the capitol. his first trip since russia invaded. president biden will meet with zelenskyy, and in a show of strong support, announce a new round of aid, this time including patriot missile defense system, something zelenskyy has wanted for months

and crucial to ukraine defending itself against russian missiles. zelenskyy will address a joint session of congress, his second such address. the first delivered virtually from kyiv in march. >> being the leader of the world means being the leader of peace. >> reporter: today's message likely similar, an appeal for more help. help for besieged cities which he visited. millions were driven from their homes. >> and the motion is agreed to. >> reporter: coinciding with congress that includes $45 billion for ukraine. some republicans have indicated they will pull support once they take over the house in january. democrats hope an in-person visit to change minds. >> we have to support them. still unknown how will russia react to a show of continued support for ukraine on the world stage.

and the two leaders will hold a joint press conference at 4:30 p.m. eastern time. >> susan mcginnis in washington this morning, thank you. a journalist working with twitter claims the fbi paid the social network money and at the same time pressured twitter about its content. >> the claims are found in what elon musk is claiming are the twitter files. scott, the claim about money true? >> reporter: we've asked the fbi and have not found an answer. we can't ask twitter. that's just one of the problems with these twitter files as they're called. journalists working with elon musk are revealing small segments of emails that date back years. but we cannot show the original documents or the context, only what they choose to show.

the latest claim about money from the fbi comes from this tweet from author michael shellenberger selected by musk. the company's scale department, safety content and law enforcement department, asked agencies like the fbi to reimburse twitter for expenses as it cooperated with law enforcement. again, there's no one answering questions at twitter, but one way to understand this memo is twitter was getting so many inquiries it didn't have to answer. it started to charge money for the manpower. jim baker, a former fbi agent himself, notes twitter didn't enforce the fee but collected $3.4 million. add to that the pressure of

twitter's trust and safety said he was feeling from the fbi and some on the right feel between the money and the pressure there was some sort of government push to quash content on twitter. we know the fbi was tasked with warning social networks about russian efforts to post false information. the head of twitter safety saying he's, quote, not particularly comfortable with thefy find's questions about twitter content. elon musk had a different interpretation of the money in these emails. he says the fbi paid twitter to censor information linking to the same set of twitter files. from what we've seen the data doesn't support that and, again, what we have seen is controlled by twitter. the email says twitter billed the fbi billed them, for what appears to be manpower.

>> wow. >> yeah. >> complicated. >> it is very complicated. >> to say the least. scott, the twitter files haven't gotten too much attention from mainstream media, or have they in the past? >> they have in the past and, yes, that has been a criticism of mainstream media. mainstream media covered a lot of these issues before like the links to the hunter biden laptop story. jack dorsey testified under oath at congress before that entire issue and we covered that. the twitter files as they're called are tweeted out in little tiny sentences or fragments of paragraphs, et cetera. i don't think people online are reading all the way through them. it's a clunky way to present a lot of big information. "the new york times" writes an article. they don't do it in little paragraph fragments and tweets. >> what a challenge to keep up

with. things could easily be deleted and you really have to -- >> and, again, as journalists, i don't get all the documents. i get to see a section of one document and that's tough. >> that could be taken out of context. we have breaking news on the sports front. giants fans might be waking up to a stunning development, a little shocking. star shortstop carlos correa has reportedly signed not with the giants but instead with the new york mets for a $350 million, 12-year deal, 24 hours after the giants were supposed to hold a news conference introducing him. everything got held up over an issue during his medical exam. the hang-up may have to do with back issues which have plagued correa in the past. neither correa nor the team are confirming any of the latest reports.

yay to this picture. this is in downtown san jose. meteorologist kari hall is tracking the forecast. nice and cold. you say we're going to see a warm-up. nice this afternoon and today is the shortest day of the year, the first day of winter as we take a live look outside in san francisco. no fog here but temperatures are now in the upper 30s to start so it is a cold morning. oakland at 42. 35 in dublin and 41 in san jose. temperatures in the mid-30s through 7:00. 39 at 8:00. notice all the sunshine that we'll see throughout the morning and into today as we head for upper 50s and low 60s.

numbers go. yesterday i was remarking shares in tesla had fallen below 150. today they're below 140. tesla is now worth less than exxon mobil. there was a point in which a small car company was worth more than one of the biggest in the world? yeah. to some that was crazy. a quarterly profit of about $3 billion. exxon mobil a quarterly profit of $19 billion. price earnings ratio, you want the smaller number. for years fairy magic dust because investors thought of tesla as a tech company. now they're thinking of tesla as a consider company, which is great. tech companies get higher

valuations than manufacturing companies. investors worry ceo elon musk has taken his eye off the company. he says he'll stay at twitter to run the software team. musk announced new layoffs at twitter four days before christmas. now getting laid off at the holidays is a bummer but more importantly to these workers whether musk will honor their severance packages those promised and those required by law. there are several lawyers already suing musk and twitter for failing to do so. sam bankman-fried has agreed to be extradited. he'll fly to america later this morning. congress working on an omnibus spending bill. this bill is full of things that have nothing to do with the

budget including changes to the retirement rules. if passed you'll be able to withdraw $1,000 from your retirement without penalty for emergencies and companies will be required to sign workers up for 401(k)s and tribute 2%. employees would be allowed to opt out. so many americans are not aware of 401(k) or don't bother with them, and if you would at least establish it, maybe they would contribute to it. now, again, that's 3% out of your paycheck automatically even if you didn't sign up for it but you can then later say i don't want to but you should. >> i was just thinking for that $1,000 that would be without penalty. >> $1,000 is not much but to some families who need emergency money for a car repair, it's enough. >> thanks, scott. >> good option. 5:19 right now.

get a live look outside in oakland, it is already busy and we've seen some fog drifting around. today on this shortest day of the year, the first day of winter. the sun rises at 7:18. the sunset will be at 4:53. that means we have 9:35 of daylight. tomorrow it will be a few seconds longer. so from this point forward we're going to start to see longer days, and we are starting out still in the dark heading to work. we will see some sunshine today especially as we go into the late morning but gradually will start to see clouds moving in and temperatures headed for 60 degrees in santa rosa. slightly warmer as well when you compare it to yesterday and when we talk about our warm weather, take a look at how cold it's going to be across much of the rest of the country, the big story will be this big bomb cyclone that will be moving to the midwest and to the east

sfpd says one person is displaced. the cause is still under investigation. we are continuing our coverage of the deadly earthquake, a 6.4 magnitude in humboldt county. >> this is a story we first brought you on "today in the bay" yesterday morning. the ground is still shaking with aftershocks. at least two people were killed in the aftermath. 11 others hurt. governor newsom declaring a state of emergency. >> many are without power and heat. pg&e's outage map is widespread. last check, 14,000 people were without power. we have crews checking the

aftershocks. >> reporter: crews are now waiting for daylight to continue assessing the damage. people are doing everything they can to survive. margaret sager has no power, no lights, and she and her car are sitting in the car to charge up electronic devices still reeling from the earl morning earthquake. >> i've felt quite a few in my life. this wasn't as bad as 1992 but the destruction in my house, it was worse. >> reporter: it disrupted power to 72,000 people and disconnected power to hundreds more. tom tully was showing his daughter how to operate the generator. his mother has a lung condition so electricity is her life line.

the giants were going to announce a 13-year, $350 million deal. fans were so excited to see he changed his twitter header to a shot of oracle park. then overnight to a picture of his family. it sound like something came up in his physical according to the associated press. not passing the physical can void a deal. "the new york post" and espn reported the new york mets took that moment to snag him at a discount. one year less than he would have signed with the giants. the catch here, he still has to pass their physical. the giants got caught looking.

make up nearly 20% of 911 calls and the rate is five times the rate of last year. >> we're receiving hundreds and hundreds of calls and we're transporting somewhere on the order of about 270 patients a day. >> the first responders say the calls often involve non-emergency situation that can take away critical personnel in the event of an emergency situation. some welcome news at the pump right before the holidays. gas prices are at a low not seen in about 18 months. here is one look at a gas station in san jose on coleman. drivers there are now paying as little as $4.43 for a gallon of regular unleaded.

the government runs out of money on friday but congress working on an omnibus bill that would not just fund the government. it's 4,000 pages. politicians point out they would have to read four pages a minute for 16 hours straight, no break, to know what they were voting on. the biden administration has asked for more time before it rules on title 42. it keeps immigrants seeking asylum on the other side of the border. the white house is asking for more time to prepare. the house ways and means committee released a report analyzing donald trump's income tax and says they will reform them in the next days. these are trump's long-hidden tax returns making their way

showers. a couple more significant storms for next week. we are all dry leading into christmas. next tuesday and next thursday we could see more rain coming in. so what we'll see between thursday night and friday morning, most of us will see a tenth of an inch of rain or less but looking ahead possibly a couple of really big storms with the potential of 1 to 2, maybe 3 inches of rain. we're looking at our first day of winter warming up and 60s heading into the christmas holiday. mike, you are seeing an unexpected delay out of the east bay. that's right. because, i believe, kari, that disabled vehicle reported inside the treasure island tunnel near the on ramp cleared but before it cleared they probably slammed down on the speeds for the metering lights to keep traffic on the bridge to a minimum in case they had to send more emergency vehicles. starting to recover already.
