right now. we will take you there in a few moments. four days now before christmas. >> looks beautiful. we are also following a major event happening in washington. ukraine's president will arrive later this afternoon set to meet with president biden and lawmakers on capitol hill voting on massive funding bill that includes nearly $45 billion in aid to ukraine. more on that in a bit. we are going to start with that monster winter storm packing a triple punch of heavy snow, rain, strong winds for much of the country. just as millions are traveling for the holidays, most of them on the roads. in fact, right now a live look at the busy grand central park away here in new york city. tomorrow and friday expected to be the busiest travel days of the year. for those of you counting, just four days until christmas. we've got it all covered this morning, including your full forecast. we start with nbc's tom costello. he is at one of the busiest airports in the country, the crosshairs of that winter weather, chicago's o'hare. busy anytime of year, and this morning especially crowded.

tom, it looks pretty busy and good morning to you. >> reporter: it's a little crazy here. good morning. you know, o'hare has four active terminals and right now a lot of chicagoans and folks in the midwest are trying to get out, trying to beat that storm. i just checked and nationwide right now we have about 200 flight cancellations and about 500 delays. that's not bad as, again, a lot of folks try to beat the storm. we are approaching pre-pandemic passenger levels. in all, 7.3 million of us are going to be flying through january 2nd. >> start with the preboarding process. >> reporter: this morning countdown to bull's-eye at the nation's third busiest airport. chicago o'hare chockful of passengers. determined to beat the winter storm now taking aim at the midwest. ord, a critical hub for american and united with the biggest presence here. >> flights are delayed. few cancellations.

>> reporter: airport execs expect the busiest day will be thursday hours before the storm is hitting chicago. >> we have 500 staff members who are ready to work 24/7 and 350 pieces of snow removing equipment. >> reporter: in the united ops center they watch every flight to ensure its actually crewed, catered, fueled and on-time. >> they are coming from where? >> reporter: united is using a new computer program called connection saver, calculating how long they can hold a plane's departure for late-connecting passengers without delaying the flight. at c 9, agents held the door for 18 passengers arriving late from denver hoping to make their portland flight. >> were you running? >> yeah.

>> it's really assessing that risk of holding for that customer and not inconveniencing the rest of the folks on the airplane. >> reporter: hopper.com predicts the busiest days to depart will be this thursday and friday as the storm is rolling through the midwest. the busiest return days, december 26th and january 2nd. most travelers, 102 million in all, will be driving this holiday. many are now just hours away from braving heavy snow or rain, wind-swept highways and bitter temperatures as mother nature tries to upend this year's december getaway. here we go. okay. so if you are one of those people and you find that you need to rebook, the airlines right now are going to go ahead and drop the -- they are waiving, rather, the rebooking fees. they are trying to allow everybody to rebook to get out ahead of the storm. if you get caught, the best advice, try to book yourself online on the app. hopefully, that allows you to

jump ahead of the long line at the airport of people trying to talk to an agent. guys. >> tom costello, thank you. somara theodore from "weekend today" and our nbc station in washington is in for al this morning. she has been tracking the storm and cold all week. what's the latest? >> today is the first day of winter. this storm is showing up and showing out. since i talked you to yesterday we have actually seen watches and warnings expand eastward. now 9 million people impacted by this storm in particular. let's take a look at some of those impacts, the snowfall. blizzard conditions, especially around the great lakes. so if you are driving in green bay, chicago, grand rapids, indianapolis, you will see very strong wind gusts and that can lead to zero visibility. something to keep in mind through your thursday. here a look at the wind gusts as i was talking. chicago 48 miles per hour. detroit 54. buffalo 58 miles per hour. breezy in washington, d.c., at about 38 miles per hour. we could actually see some power

outages as we head throughout the holidays. and then, of course, we have that rain impact. showers moving in, heavy at times, 1 to 4 inches possible thursday and friday. stick around because we are going to talk about how this could turn into an icy situation friday into saturday. >> somara, we will come back to you in just a few minutes. we learned overnight that this will be an historic day in washington, d.c. ukrainian president volodymr zelenskyy set to visit the capitol meeting with both president biden and congress today. in fact, here he is arriving at a train station in poland ahead of his flight to the united states. marking the first time zelenskyy has left his country since the start of russia's invasion. nbc's chief white house correspondent peter alexander joins us. what are zelenskyy and biden, what are they hoping to accomplish from this visit? >> reporter: craig, to be clear, this comes as a major holiday surprise, this visit i think is intended to try to reaffirm the

u.s.'s commitment to ukraine, notably today marks 300 days since russia launched its brutal invasion. president zelenskyy is expected to arrive here at the white house early this afternoon and meet with president biden. the two of them will hold a news conference before the ukrainian president delivers an address to a joint session of congress that will happen this evening. as you know, zelenskyy is the face of this fight. just yesterday going to the front lines in eastern ukraine where he was actually given a signed flag from soldiers there to deliver to the u.s. a senior administration official overnight tells me that the u.s. today is also going to announce plans for the first time to send ukraine a patriot missile defense system that gives the ukrainians a new capability to target russian missiles and drones. >> peter, to your point, we are almost a year out from the start of this invasion. what do we make of the timing right now? >> reporter: president biden is, we're told he invited zelenskyy last week.

this visit coming together in just the last few days, kept secret due to security concerns. tonight zelenskyy is going to speak to some of the skeptics, including some republicans who expressed serious reservations about continuing to send aid to ukraine. beginning next month republicans will control the house and right now congress is considering approving another $45 billion in aid that would bring the total u.s. assistance to ukraine to more than $100 billion. craig. >> our chief white house correspondent peter alexander, thank you. turning to the border battle and the tense back and forth over illegal crossings. the biden administration now asking the supreme court to end key restrictions on migrants just a day after justices temporarily ruled they will remain in place. nbc's morgan chesky with more. good morning. >> reporter: sheinelle, good morning. with illegal crossings here on the rio grande breaking records both sides agree something needs to be done.

as of right now, that compromise has yet to be seen. now with title 42 likely lasting through christmas, many fear it's only delaying an inevitable migration boom. turned away at the texas border. the national guard blocking migrants from entering the united states. one official telling them to try an official port of entry instead. a snapshot of el paso under a state of emergency amid a growing border crisis. >> the biden administration has no plan on how to deal with this situation at the border once title 42 goes away. >> reporter: in response to the supreme court's pause of title 42 the biden administration asking the high court to delay its expiration until after christmas. but ultimately it wants the court to reject efforts by republican-led states to keep the pandemic-era policy in place permanently.

in a tuesday filing, the white house acknowledging the end of title 42 will likely lead to disruption and a temporary increase in unlawful border crossings. immigration advocates echoing the need for change. >> this was a public health measure, not an immigration measure. we need to get rid of title 42. >> reporter: this migrant camp in reynoso, mexico, the pastor told us immigration policies mean little to those chasing the potential of a better life. do people ask you about title 42? >> they don't know what it means. >> reporter: he says over the last year venezuelans, haitians and nicaraguans have quadrupled the size of this tent city. in el paso, despite dhs and border patrol moving out more than 10,000 migrants this week alone, shelter director ruben garcia fears an even bigger spike if title 42 ends. >> i believe border patrol is going to be process five, 6,000

smaller ones because when people feel shaking, it could be a heads up there could be a fore shock. as we are in this planning phase of feeling earthquakes and talking about earthquakes, you want to make sure you have a plan for you and your family. always, if you feel shaking, you want to drop, cover, get under sturdy furniture and after the quake, make sure your family has a meeting place. once again, we pay attention to these smaller quakes because they can be a foreshock, especially when you talk about the hayward fault which is way overdue for a large earthquake and a three is minor. often felt, but no damage. we have about 100,000 of these per year. very common in california, weapon all of the major faults we have here in the bay area so it is not nearly as intense as that 6.4 we had in humboldt county yesterday, but of course, this is be one of those reminders that you need to stay

prepared and always have a plan but the good news is that with a weaker earthquake, we kind of wait and see and then if nothing happens within the next hour, most likely that may be the only thing we have. so we'll continue to monitor for any reports of who felt it and then what that motion was like. ginger and marcus. >> all right, yeah, this is also following that earthquake we had on the same fault last, it was this past weekend. 3.6 earthquake, so the shaking a lot of people felt. this was a minor quake, but we like to keep in mind what's going on here. no new reports of damage. we have on the phone now, lovely in castro valley. are you there for us this morning? >> it's leslie, yes. >> leslie, good morning, leslie. talk to us about what you felt. >> basically, it was just a couple of seconds, about ten seconds of sort of shifting side to side. >> just a quick jolt that you

felt? >> yeah, pretty much. maybe it lasted for about ten seconds. so, yeah. it was enough to startle you. especially after hearing about the 6.4. >> what about anything in your home? did anything fall off the wall or anything like that in the home? >> no, just some of the swinging lights just swung a little bit, but other than that, no. nothing fell. >> i do kind of want to just touch on that point. when you hear news of the quake, the 6.4 quake that we're still assessing the damage with up north, leslie, then you feel a little bit of a jolt, like you said. not anything that lasts too long, but just something that kind of startles you and makes you think. what's running through your mind as far as planning or kind of preparedness, earthquake preparedness? >> well, it does make you think, gee, i don't have my stuff put

together. so it does make you think. you better go do that. maybe that will be the new year's resolution. >> we've been talking to people throughout the morning and getting things prepared and ready. bottled water, any medications you need. because we're seeing what happened in humboldt county. some people are without running water. you think about that and the things you need to do with water. so certainly something to think about and just another reminder here that that big quake could happen any moment. that 3.1, if you're just joining us, a 3.1 earthquake. this was in san leandro on the hayward fault. this is considered a minor earthquake, so something kari was mentioning. we have these often. >> one just took place over the weekend. a small quake, 3.6 on sunday. i wanted to check in with leslie, if she was able to feel that one sunday morning. were you around? did you feel the jolt from that?

>> certainly did, yes. >> okay. so it has been a little bit more of back-to-back, back-to-back, plus the news up north definitely something that gives you a little bit more of a reminder of the things that need to get done to prepare in the right way. >> we know when we have earthquakes like this, a lot of the transit, they have to halt those lines. mike has been following that for us. mike, what are we seeing there? >> when we talk about how traffic flows, very smoothly now. along the hayward fault. normally, like you said, standard protocol. they would stop the trains and have to do a systems check and run them slowly if there was a significant impact that they presumed for the system. there was not been any notification from the bart system so no delay right now. if we hear more, we'll let you know right away, but bart seems to be running on time. if it was strong enough, they would stop the trains, check the

systems, then slowly drive across the tracks. a quick check because after you talk about ferndale, they had a bridge up there that's been closed and can't open it until caltrans does a structural assessment. just a 3.1, so wasn't a strong quake. we're looking over here toward this smooth drive here. light traffic back up here because it's getting close to the holiday season. so thank goodness we are showing a smooth drive. 880 through this area, not a problem, but the hayward fault goes underneath 580. again, no problems reported. no issues as far as caltrans, but we'll keep our eyes and ears out. again, the bridges and transit systems are moving smoothly so despite the fact this quake happened in this area where a

number of bart systems go through, none seem to be affected. we'll let you know. back over to you. >> thanks, mike. again, if you're just joining us now, a 3.1 earthquake hitting near san leandro this morning. this happened just after 8:30 this morning. kari hall has been monitoring this. and kari, you say this is a minor quake. we see quite a few of these happen. the last time we had a substantial sized one was about 6.8 back in 1968. >> it was a while ago. that's why they say the hayward fault is way overdue for a major earthquake. a lot of people are going to feel it was it's such a heavily populated area and on the hayward fault, you can see where it runs. to the east of oakland, union city. all the areas dealing with a fault underground. very active and we quite possibly see a lot of these earthquakes happening, but of course, our sense of what's going on. anytime we feel some shaking is really heightened after all the
