right now at 4:30, a state of emergency. a brutal winter storm is hitting multiple areas across the country and it's turning deadly. ahead, a look at conditions and new help that will be arriving today. delayed and in some cases canceled. that winter weather across parts of the u.s. is still snarling travel plans nationwide. the impact this morning including right here in bay area airports. also racial slurs caught on camera. an incident at an in and out burger is going viral and sparking a police investigation. we'll speak with the woman who took the video. the reason she says these incidents should not be

overlooked this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. well, a good monday morning to you. everyone's back from christmas. >> very nice. >> thanks for joining thus morning. i'm marcus washington. >> and i'm laura garcia. deadly weather sweeping across the country. we have video of the current conditions they're having in buffalo, new york. national guard troops will be arriving to head with aid. governor kathy hochul declared a state of emergency. >> we are in a war. this is a war with mother nature, and she has been hitting us with everything she has since the late hours of thursday into friday, saturday, and now on christmas morning. and this will go down in history as the most devastating storm in

buffalo's long storied history. >> people are urged to stay at home, stay off the roads. right now we want to turn to meteorologist vianey arana. of course you have been tracking this. as of friday into saturday, over 60% of the u.s. was in some form of winter storm warning or advisory, and now as the bomb cyclone makes its exit what we will see behind it really cold temperatures, that lake wind-effect snow will continue. let's look at satellite radar. we are seeing, of course, the impacts as well in through parts of st. louis. take a look at chicago. you might have seen all the videos come out of seattle as well. as far as the bay area goes, we are also monitoring our own system which is the reason we are under a microclimate weather alert. you can seep the development sweep in. one of the big e impacts is the fog. you can see down to a quarter of

a mile visibility. less than two miles in concord. but heading into tonight and into tuesday morning, a closer look at what i will be guiding you through. rain and wind with the possibility of seeing as much as 5 inches for some of the mountain areas, and it will get very gusty, upwards of 50-plus miles an hour for some of the higher elevation areas. i'll take you through the timing of this and how long this is expected to last in a few minutes. first, let's check in with mike. vianey, the same look at the golden gate bridge you showed. we talk about fog and we always say the golden gate bridge is socked in but it's not. look at the map. remember our traffic and weather system tied together. we're using the weather data vianey has. here is what we're talking about, the fog north of there. san rafael along the bay, 37, across the benicia and carquinez bridges. chp calling for the dense fog.

a note for folks traveling i-80 up into 680 as well. the entire north bay. coming down along contra costa county over to 205. folks coming in out of tracy and stockton will get hit with the dense fog. things are calmer. watch for pockets drifting around. our commute along the bay on either side for us moving smoothly. it will impact your drive, lower the speeds. we should have lighter traffic flow. again, more awareness is necessary. back to you. >> very much so. thanks, mike. 4:34. a live look at sfo this morning. according to flight aware which tracks flights in real time, 43 flights out of sfo have been canceled today. it's not just sfo. 29 flights at oakland international have been canceled so far. in san jose, 29 flights have been canceled this morning. over the weekend hundreds of travelers were stuck because of delays and cancellations. they told us they're frustrated. >> going to meet some family in

denver and then we got here to the counter and they said, oh, they couldn't check us in. you have to go because the flight has been canceled. we may not even be able to get a flight until tomorrow or tuesday. >> they told us at the gate they canceled all the flights because there's too many flights going into l.a. and san diego and they can't handle all the flights coming in. oh, by the way, calling southwest, you get a busy signal. >> you can understand their frustration. nationwide over 2,800 flights have been canceled this morning. this morning one teen waking up behind bars after being arrested for giving out fake parking tickets. santa cruz police say the 19-year-old mab targeted cars near the beach on wednesday. the fraudulent ticket directed victims to a website to pay through a qr code. police say they don't know how many fake citations were issued or if anyone paid the fake fines. investigators say they found evidence related to the scam inside the young man's car. police arrested him for

attempted fraud. a tiktok video showing a customer making bigoted, racist comments to other customers at an east bay in-n-out burger have gone viral. >> "today in the bay's" alyssa goard. >> reporter: the people who filmed the video said this happened on christmas eve. >> have you had a -- >> reporter: two college students back home in the bay area on winter break met up at the in-n-out to film a tiktok video and then -- they say another customer walked up to them asking questions then making homophobic and racist remarks. then the man tells them to meet him outside. >> you can try the fries.

>> reporter: she says what you can't see is the man staring at them through the window for 15 minutes after. they felt like the man was threatening them with violence. they waited until the restaurant closed and workers walked them safely to their car. >> what had me shaking is when he told us to meet us outside and kept staring us. arine says she's been on the end of plenty of racist comments before. but she posted this video hoping others take notice. >> i think a lot of people don't take these kinds of situations very seriously. i think a lot of people don't end up taking a lot of these situations very seriously. >> for everyone there's hundreds that go unchecked. >> reporter: arine and elliot

good morning. it is 4:40 right now, and we do have some areas of fog down to about a quarter of a mile visibility in areas like santa rosa, fairfield less than two miles in through concord. we'll see some of the clearing but a lot of rain and gusty winds on the way. i'll take you through the timing of the atmospheric river. really tough throughout the north bay. over to the east bay, dublin, you should drive slower. you'll go through patchy, dense fog. east heading out of this area and in toward tracy and stockton, toughest to see. we're tracking that alongside some unusual views you'll see coming up as well. 4:41 right now. from our wallets to the courthouse, it's been a wild ride for investors, employees and those of house have used

technology. it looks like 2023 will continue the drama. >> our business and tech reporter scott budman covered it all. here he is with a look back and a look ahead. >> reporter: tech drives our economy this year. it also drove to us distraction. here are some of the top stories from tech 2022. the story that affected the most people, the fall of tech stocks. trillions of dollars lost by investors here. amazon, even as we shopped on it, lost a trillion dollars in value from pandemic highs. meta lost more than half its value trying to build out the metaverse and then laid off more than 10,000 employees. netflix, intel, and salesforce also among those hit hard by wall street and among the companies laying people off. one stock that jumped this year, twitter, thanks to a $44 billion

buyout by the, at the time, richest man in the world, elon musk, who, shortly after walking into twitter hq, laid off thousands of employees then led the social networking site on a wild and controversial ride ending the year by promising to step down after polling users, possibly because the company that made him so wealthy, tesla, lost $800 billion in stock market value this year. it was a year of tech on trial and the spotlight was brightest on elizabeth holmes who dropped out of stanford to run the doomed blood testing company theranos. in 2022 holmes was found guilty on four counts of investor fraud and sentenced to 11 years in prison. her ex-boyfriend sunny balwani found guilty on 12 fraud counts and sentenced to 13 years.

crypto crashed this year. 2021 saw a single bitcoin go for $68,000. it ends this year worth less than $17,000. the crypto story will also be big in the coming year with palo alto native sam bankman-fried awaiting trial. his cryptocurrency exchange, ftx, lost $32 billion of investor value in what's shaping up to be one of america's biggest fraud cases in history. also big heading into the new year artificial intelligence. ai had its moment this year both visually, yes, you all looked virtually gorgeous, and with something called chat gpt, a way to get a computer to write for you. it already has teachers wondering what's being created by humans and what comes from the inner workings of a computer. and for 2023 we'll also be

good morning to you. it is 4:47. from christmas to kwanzaa, a live look in san francisco. this is where today the first day of village project san francisco kwanzaa celebration is happening. it highlights the principles each day. today is unity. tomorrow night city hall will be lit up in red, green and black for kwanzaa. >> all right. finishing up christmas and hanukkah and now it's kwanzaa. here we go, holiday spirit and the winter weather continues. it feels very much like december, rain every day, and that's what we have in store. your window of opportunity to prepare is right now which is why we wanted to make sure you got a heads-up. we are under a microclimate weather alert. we're starting pretty calm right now. this gray you see here, the areas of fog. we have limited visibility

through parts of the north bay. that will clear out into the afternoon and i want to guide you through your hourly temperatures and what will be happening. for the morning the overcast skies, patchy fog. notice the temperatures in the 40s. fast forward to about 11:30 and we'll see that cloud cover increase and you'll start to notice the winds picking up from the west/southwest. heading into the evening, into the afternoon is when we'll see the daytime highs reach the 60s. look what happens. we start to see that rain returning to the north bay and here is the setup for this. we're going to tap into some of that subtropical moisture. you can see the plume there and this is an atmospheric river. what that means we get a lot of rain all at once. this is going to make its move starting tonight into early tuesday morning and then right behind that we do have an additional system moving in what looks like new year's eve. i want to make sure i take you through the timing of today's storm. we have the gusty winds at 7:00.

you can see rain starting to move in through san francisco, half moon bay, santa rosa. fast forward that into the overnight hours to about 2:00, 3:00 in the morning and look what really starts to kick up the band of heavy downpours all at once for santa rosa, ukiah, those pockets of the orange and purple that you see there are those heavy downpours at times. look at 5:00 a.m. especially right here, bull's eye, so right in the middle of that morning, early morning commute, we are expecting to see the worst of the rain in through parts of livermore, fremont, oakland. you can see just how heavy that rain continues. now we'll see that rain continue to be pretty heavy until about noon and then notice by 1:00 it becomes a scattered rain event. again, the big rainmaker is going to be overnight into the early morning commute on tuesday. so just to give you an idea of how much rain we're expecting, take a look at this, santa cruz, only 24 hours. it has the potential of maybe

even coming down with over 5 inches of rain in just 24 hours. so we will have to monitor for the potential of debris flows and some of the burn scars, flash flood watches and warnings go into effect starting tonight. we'll guide you through what to expect. if you live in a mountain area, the rain rates will come down so fast. we're talking about 2 to 5 inches. localized flooding could be the potential and i do expect to see some of that ponding water rather quickly on the roadways. so clear the gutters, clear anything like that. we'll see a rise in the creek levels right now. we are going to expect to see gusty conditions overnight. look at this. i mean, by about 5:00 a.m. into the early morning hours 43 miles per hour around san francisco. wind advisories will also go into effect. let's send it over to mike. >> wind, rain, fog. we're talking about that today. this is a cool video of the san mateo bridge like a curtain on either side showing you where you can drive in either

direction. it's very clear as far as the drive. lighter traffic, denser fog for many as we look at the maps the entire bay. the road weather index stands out. mostly green everywhere around the bay with lighter traffic now. contra costa county heading to 580 all the way up to the benicia, carquinez bridges through the area coated with dense fog here that may be a significant issue for folks traveling across the antioch bridge and the benicia and carquinez bridges. 580, low clouds. visibility is fine. we did hear from chp on the peninsula. 280 at 380 there's police activity. i'll get more detail. i want to illustrate here again look at how much of the north bay is just hit with that dense fog. back to you. >> thanks, mike. 4:52 right now. when you think of christmas, a lot of people think about trees, gifts, spending time with family. for many it's about giving back. >> and dozens of volunteers did just that. this is to people in need over

the weekend. a closer look at the christmas cheer that was felt throughout the night last night. >> reporter: the sun is shining this christmas day. it's a great day with a great need. >> this year we're planning to serve 2,100 meals. >> reporter: they have been doing this for years. >> when you don't have a home and you don't have a family you are always welcome here at glide. >> reporter: she spent two decades living on the streets. >> where would we be? >> reporter: christmas is about seeing familiar faces and welcoming new ones. >> right now i'm homeless. >> reporter: chad cruichshank is one of the new faces seen this year. >> the pandemic hit a lot of people hard. a lot of folks lost work. we are at the beginnings of a recession. >> reporter: with so many going wrong he says the christmas cheer is just right. >> i love it. the staff is friendly and helpful.
