right now at 5:00, tracking the deadly winter storm. weather across parts of the u.s. still snarling travel plans nationwide. meteorologist vianey arana is timing out where that storm is headed next. also, we have a live report on any delays and cancellations already being seen in bay area airports this morning. plus, a warning for travelers heading to the sierra today, the high winds you'll have to deal with to make that drive. we are moving you forward with everything you need to know to head into 2023. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. here we go monday morning. i'm laura garcia. >> and i'm marcus washington. we'll have a look at your commute coming up in just a bit.

first, take a look here. that winter storm making holiday travel even more of a hassle with flight delays and luggage pileups across the country and here in the bay area. this morning travelers trying to get home after that holiday might be out of luck. >> the arctic blast forcing hundreds of airlines to cancel their flights. nationwide over 2,800 flights have been canceled. "today in the bay's" ginger conejero saab joins us live with more. ginger? >> reporter: good morning, laura and marcus. and i think a lot of travelers are hoping it will be a good morning here at the airport for them in san francisco. we're at terminal 3 where you can see it's clear over at the tsa lines. you can see there's a little hustle and bustle this morning of travelers trying to get to their flights but relatively still smooth. just in the couple minutes we've been here the numbers have been --

[ no audio ] over 25 flights are delayed as of this morning. that's after 90 flights were canceled on sunday. it's not just sfo, 29 flights out of oakland international have been canceled so far. 29 flights as well at sjc canceled this morning according to flight aware. over the weekend hundreds of travelers were stuck because of delays and cancellations. they told us they are frustrated. >> going to meet family in denver. we got up to the counter, oh, they couldn't check us in. you have to go because the flight has been canceled. we may not even be able to get a flight until tomorrow, maybe tuesday they were saying. >> they told us at the gate they canceled all the flights because there's too many flights going into l.a. and san diego and they can't handle the flights coming in. oh, by the way, calling southwest, you get a busy signal.

>> reporter: you can imagine that frustration there but this morning we've spoken to a couple travelers who seem hopeful so far. they have been receiving good news about their flights. one woman who is flying to lisbon this morning was supposed to fly out of san jose yesterday. her flight was completely canceled, rescheduled until this morning. she'll have a big smile on her face saying so far good news. she walked in to go to the security check. it looks like a little bit of improvement. as we've been hearing, that stormy weather is still creating a lot of problems for travelers. we'll give you more of an update in the next hour. we're live at sfo, ginger conejero saab, "today in the bay." >> the troubles of traveling. i hope they all make it to their destination. >> looking at the cup half full. now to meteorologist vianey arana who has been tracking that storm causing all those delays but some rain is coming in. we have a good mix of everything going on across the

nation right now. i want to show you where the storm currently lies. the biggest effect we're seeing still out of the bomb cyclone is the lake effect snow which means all of that blowing snow that you've seen very intense winds and then, of course, the freezing cold temperatures. now this is expected to continue its track north/northeast. eventually by tuesday, tomorrow, it should improve as far as traveling conditions. hopefully that will help out. locally our atmospheric river event tapping into the subtropical moisture. what that will do is bring us a lot of rain but a lot of rain all at once. we'll be monitoring some of the higher peaks and mountain areas, the potential up to 5 inches of rain with very gusty winds 35, 50-plus miles an hour, wind advisories and flood advisories go into effect starting tonight. the overnight impacts will definitely be really intense for the north bay initially becoming more widespread into tuesday

morning's commute. i'll take you through the timing of all of this coming up in a few minutes. first let's check in with mike. the story of the day also likely will be all this fog because i expect traffic should be light. everybody operates in a safe manner that's great. today a holiday for many businesses. yellow in the north bay. out of the altamont pass for 580 this alert, chp helping with something going on here. police activity in the area of 380 and 280. eastbound was blocked for a period of time. i do see the westbound slowing because of the flashing lights. police activity is causing this interchange to be closed for portions at times and we're on the end of 380 with 280 interchange. we'll track that and will give

you more updates as they come in. the rest of the area, in fact, closer to sfo, we're looking just fine and sjc no problems. we're shouting out the airports. back to you. with the end of the year quickly approaching, a look at new laws set to begin in 2023. our political analyst, larry gerston, joining us. always good to see you. let's talk about it, climate change. california has done a lot. governor newsom signed nearly 40 bills into law just on this. what should we look forward to with this and what do we need to know? >> reporter: good morning, marcus. 40 bills accounting for $54 billion in coming expenditures to deal with climate change. which californians rank as the number one issue and california does the best job of moving forward on this tough problem.

what we must do and deal with fires, dealing with all kinds of issues, pollution and what not. this piece of legislation and, believe me, out of 40 bills we'll be talking about a lot. carbon neutral, slowing down emissions another. tighter rules regarding gasoline use and production, refineries, things like that. clean energy as a target for 90% by 2035. that tells you a very aggressive posture here. >> let's talk about california. they're about to have a clearer picture where their pay lies. companies with 15 employees or more will have to show the pay scale for their job. this will look at pay moving forward. >> reporter: marcus this is a critical issue for california and particularly silicon valley

which is known for very high salaries. are they equitable? what about minorities? do they get paid what others get paid? there have been complaints the salary ranges are broad and women and minorities are often paid less than male whites. what a company has to do is show both the range of a salary and the median, where it falls in the middle. bring up women and minorities to the salaries earned by whites and men. we know women nationally make about 80% of what men make. in this area we talk about equality, equity, this should go

stretches all the way through new year's eve. >> wow. >> there's a high wind warning that goes into effect tonight that stays in place through wednesday. in addition to that a winter storm warning as well. lake tahoe, 27 degrees. the pattern is calm but that atmospheric river is expected to really impact not only the bay area but the sierra. tuesday, wednesday, thursday, snow in the forecast will create complete whiteout conditions. in addition to that very gusty winds. over 60 miles an hour. how much snow are we expecting? i took this time stamp forward through the first week of january and look how impressive these numbers are. 97 inches of snow, twin bridges, 95. again this is through january 5th.

right now we're lining up for a third one heading into new year's eve that will make an impact heading into friday, saturday. the weather outlook is active leading into the first week of january. let's take a look at gas prices with mike. san jose has a new leader with the quick stop on pearl, $3.73. the other lower ones dropped off the chart. a penny below their usual suspects. $3.73 is the winner. alameda county's best is in oakland. the safeway on lincoln road is the leader. vallejo has you $3.49. the price is holding steady. the roadway is doing well except for one key spot as we look at our maps we do have that blip.

everything else is green and the fog with the highlighted yellow. red and yellow and orange, this closure and police activity, police are doing something there off of the transition north and southbound 280 on the eastbound 380 heading over to sfo. that is an issue right now. you can't take that connector ramp which might be an issue if you head to sfo early. plan on taking some other routes to get over. you can take surface streets 101 and millbrae. everything is light in contra costa county. it is 5:12. a year's worth of headlines to catch up on. next, scott budman wraps up the most talked about news stories taking place here in the bay area and beyond from 2022. also, he shows us a preview twhaf could come in 2023.

it is 5:15 right now, and we are seeing areas of dense fog up through santa rosa, novato, in through parts of the east bay and tri-valleys. 43 in concord. we have an incoming storm with major impacts including gusty winds. i'll take you through the timing of all of it coming up. vianey, it will affect your timing. this is what she was talking about. san rafael in the middle of all that fog. south taillights head into denser fog. we have some places to warn you

about on the peninsula. san bruno still has police activity coming up. from wallets to the courthouse and it has been a wild ride for investors, employees and for those of us, really all of us who use technology, and it looks like 2023 will continue with this drama. >> "today in the bay's" scott budman covered it all. he's here with a look back and ahead. if you spent a lot of time tracking tech, you spent a lot of time on twitter, a lot of time on court and even where did all that money go? here is a look back. the story that affected the most people the fall of tech stocks. trillions of dollars lost by investors here. amazon, even as we shopped on it, lost a trillion dollars in pandemic highs. meta more than half its value trying to build out the

metaverse and then laid off more than 10,000 employees. netflix, intel, and salesforce also among those hit hard by wall street and among the companies laying people off. one stock that jumped this year, twitter, thanks to a $44 billion buyout by the, at the time, richest man in the world, elon musk, who, shortly after walking into twitter hq, laid off thousands of employees then led the social networking site on a wild and controversial ride ending the year by promising to step down after polling users, possibly because the company that made him so wealthy, tesla, lost $800 billion in stock market value this year. it was a year of tech on trial and the spotlight was brightest on elizabeth holmes who dropped out of stanford to run the doomed blood testing company theranos. in 2022 holmes was found guilty

on four counts of investor fraud and sentenced to 11 years in prison. her ex-boyfriend sunny balwani found guilty on 12 fraud counts and sentenced to 13 years. crypto crashed this year. 2021 saw a single bitcoin go for $68,000. it ends this year worth less than $17,000. the crypto story will also be big in the coming year with palo alto native sam bankman-fried awaiting trial. his cryptocurrency exchange, ftx, lost $32 billion of investor value in what's shaping up to be one of america's biggest fraud cases in history. also big heading into the new year artificial intelligence. ai had its moment this year both visually, yes, you all looked

virtually gorgeous, and with something called chat gpt, a way to get a computer to write for you. it already has teachers wondering what's being created by humans and what comes from the inner workings of a computer. and now the question is will 2023 be a bounceback year both for your stock options and the bay area housing market. we'll keep you posted. scott budman, nbc bay area news. >> so much right in our backyard. look at this backyard. >> oh, yes. beautiful. san jose, christmas in the park all lit up. you know what, it's making way like the landing ground. come on, rain. a lot of rain coming up. >> secure those decorations, the trees, everything. it's going to be stormy. in addition to the rain, it will be gusty, so the wind will really create a big impact

especially for some of those higher elevation areas. i want to show you how pretty it looks at the golden gate bridge. by tomorrow this will change, and here is the reason why. we have satellite radar right now. you can see the setup right here starting to line up with that atmospheric river, subtropical moisture. that creates a plume of moisture. think of it as a river in the sky and it brings a lot of rain. the concern for this, of course, will be some of the burn scars up through the ben lman area as we see the system move in later tonight starting out in the north bay. right to that timing. at about 7:00 notice santa rosa, calistoga will see the initial band of rain moving in through san francisco, half moon bay. then notice what happens after 7:00, it becomes more widespread. but really the bigger impact starts to move in overnight into the early morning hours. we're talking around 3:00, 4:00 a.m. the heavier pockets of the red and purple are the heavy downpours. notice how this line continues

to push southbound. by 5:00 a.m. half moon bay, highway 17 we are expecting to see that ponding water and will be monitoring for possible debris flow. as we head into the afternoon by about 1:30, that big band of showers breaks apart. we have a lot of instability behind that. we'll get a little bit of a break. i want to show you just how much rain we could see out of this initial system. take a look at santa cruz, possibly over 4 to 5 inches of rain just in the next 24 hours. in addition to that parts of santa rosa, san rafael and less in the valleys. even then a good amount of rain which is the reason why there will be a flood watch that will go into place starting tonight, pretty much at 1:00 a.m. through 4:00 p.m. on tuesday because of those rain rates heavy mountain rain, rain totals could bring the potential for localized flooding. we talked about that wind, a

wind advisory will go into place. gusts upwards of 50-plus miles an hour. the peak wind will be early tuesday morning. the potential for tree damage and power impacts. look at this. a second system lines up heading into thursday. that will bring more rain in the forecast. and as of right now new year's eve is looking like it's going to be a pretty rainy day as we see another system lining up that's going to bring even more wind to the bay area. mike, how are the roads looking? overall looking great, one major issue because folks heading to sfo got rescheduled, planning on delays. looking at another delay. you cannot get on to eastbound 380 from 280 either direction. police activity there. you can get off and use san bruno avenue taking you over to the airport. just know that it is there. important for folks heading to sfo. things are light as you would expect on this monday which is

let's figure out what to do with it. we'll use guidance from the city of san jose. let's start with bows and ribbons. san jose says all bows and ribbons can be thrown in the trash or you can save them and reuse them next year. wrapping paper is easy to reuse, too. well, some of it is. it's okay. san jose says aggressive unwrappers can recycle. wrapping pape they're is shiny or contains foil or metallic pieces cannot be recycled, reused or trash. same for tissue paper. tissue paper contains the wrong fibers for recycling. you have three choices, reuse it, trash it or compost it. as for cardboard boxes they are generally recyclable. the city recommends you flatten them down saving space and helps with sorting at the recycling center. greeting cards made a big comeback in 2020. what do you do with all of those? san jose says you can recycle them but first remove parts that

thanks for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. a lot to get to this morning. first, developing deadly weather sweeping across the country. this is video of whiteout conditions in buffalo, new york. today more than 400 national guard troops will be arriving to help those in need. >> nationwide the storm has killed 50 people the last few days. new york governor kathy hochul is declaring a state of emergency. >> we are in a war, a war with mother nature, and she has been hitting us with everything she has since the late hours of thursday into friday, saturday and now on christmas morning and this will go down in history as the most devastating storm in buffalo's long-storied history. >> people in that area are urged to stay home and stay off the roads. >> let's check in with meteorologist vianey arana who has been tracking that winter

storm and also rain heading to the bay area this week. yeah, we have a lot going on. the ingredients allowed for the perfect rapid intensification of that storm which is what created the bomb cyclone and what that basically means is a rapid drop in that atmospheric pressure. 24 millibars in 24 hours. this is what we see left of it. notice we have that lake-effect snow that will continue to impact really in through parts of the east coast, chicago, cincinnati, st. louis, at least through tomorrow and our setup here locally is going to be an atmospheric river event and this will bring a lot of rain all at once and the concern for that is in addition to localized flooding through the ben loman area and the burn scars in the north bay as well. a closer look at what i'll be monitoring and what to expect, rain and wind. wind advisories go into effect. flash flood watches go into effect starting tonight and gusts upwards of 50 miles an

hour. your prep window for this storm, get those tires checked and all of that, is right now through about 10:00 p.m. when that storm really starts to move in. that the rain will be impactful in the middle of your commute, mike. tomorrow morning will be very busy. >> vianey reports what will happen so you talk about today, right now the fog and what's going on at the top of the screen, looking south down to lincoln avenue. you'll have patchy, dense fog. a look at the road weather index pulled back but it was extending down to our view of the richmond bridge in the north bay and is still hanging out further north as you look into the area right around windsor there. across the carquinez and benicia bridge as well. the traffic front itself is this closure still from north and south 280 on the eastbound 380.

good morning, laura and marcus. we are seeing about 30 fewer hospitalized covid cases across the bay area since last week. here in san mateo county right now 64 of the 68 icu beds in the county are taken. only four are available, not all with covid patients. there are 42 covid patients hospitalized in the county right now. covid cases are up 128 on the average daily over the past week. surge beds and those are all available right now. one example how private and public health care officials are working together while we have the possibility of holiday pictures. having enough beds available as people got together indoors.

>> hugging and everything going on. people are getting sick and infections. >> reporter: covid hospitalizations doubled since mid-november. hospitals seeing similar increases. health officials say whether you're traveling by air, bus or train as you go home or to other destinations assume there are infected passengers near you. do those things as you travel with other people or as you're going to new year's eve get-togethers. mask up, social distance where possible and to also remember to get tested for covid. thom jensen, "today in the bay." >> so many things are open, people forget. covid is still around and strong as ever. 5:36. a tiktok video showing a customer making bigoted, racist

comments have gone viral. take a listen. >> are you kim jong-un's boyfriend? >> the incident happened about 10:00 p.m. on christmas eve at the in-n-out in sam ramone. arine kim and her friend elliot ha were filming a tiktok about their order when another customer came up making homophobic anti--asian comments. eventually the other customer asked them to meet him outside. ultimately they walked away unharmed. we spoke with the college students about the incident. >> i think also a lot of people don't take these kinds of situations very seriously. i think a lot of people don't take these situations very seriously. >> understandably emotional. the video has been viewed more than 1 million times online. kim says she's been in contact with police as officers try to

track down the man. we reached out to in-n-out about the incident but have not yet heard back. this morning one teen waking up behind bars after being arrested for giving out fake parking tickets. santa cruz police say a 19-year-old man targeted cars near the beach on wednesday. the fraudulent tickets directed victims to a website to pay through a qr code. police say they don't know how many fake citations were issued or if anyone paid the fake fines. investigators say they found evidence related to the scam inside the man's car. officers arrested him for attempted fraud. from hanukkah, christmas, to now kwanzaa. a live look at san francisco where today the first day of the village project's 17th annual san francisco kwanzaa celebration is happening. the seven-day celebration highlights the principle every day. today is emoja which, i love it, means unity. we have a lot of that around here. the event starts at noon and then tomorrow night city hall will be lit up in red, green and

black for kwanzaa. a nice celebration. right now we want to turn to meteorologist vianey arana who is tracking that rain that we're going to see. she says it's not just the rain. wind. >> this is an atmospheric river that will bring a lot of rain all at once. i want to take you through the advisories in order when they go into effect so you are fully aware of what to expect. the highlighted areas, gusts 35 to 50 miles an hour especially for the coast and mountains. peak winds will be early tuesday this could bring the potential for downed trees and, of course, power impacts as well. and we head into the overnight hour which is when the big event rain moves in. we're monitoring a flood watch. this goes into effect starting at 1:00 a.m. through 4:00 p.m. heavy mountain rain. a lot of moisture with it. upwards of 4 to 5 inches for the ben loman area. it's starting out beautiful

today when it comes to mostly calm conditions but as we head in toward wednesday as well we're going to see a high surf advisory. this kicks in starting at 9:00 a.m. on tuesday. we could see a swell with breakers 20 to 25. there is going to be a risk for sneaker waves. you don't want to turn your back to a wave. through the timing of the rain and also sierra snow impact. let's check in with mike. we continue with this police activity. this is very important for folks who are heading to sfo for an early flight trying to make up for a flight postponed from yesterday. can you not make the connection 280 either direction. on the other side of 380 it's sfo critical for folks but you can exit off on the major surface street. that's your note right now. that's police activity going on in san bruno affecting folks

heading to sfo. the wider look shows you there's not a lot of traffic outside of that as far as any incidents go. the other issue on the blotter is what will affect us for today and the rest of the week and perhaps longer, talking about the weather going on here. i'm talking about the fog that will be a dense fog advisory. looking ahead, also, for today you may have to delay or change your schedule. ac transit and muni have changed their schedule from a typical monday because this is a holiday observed for businesses. b.a.r.t. is not seeing any change to their service. that's regular. we saw this change for caltrain. they brought back regular service after they had the electrification project. the fog is the biggest issue. might be a delay for folks across the antioch bridge, benicia, carquinez, american canyon up i-80 and folks coming back from tahoe or folks trying to get away this is your window to get over to tahoe. there are no chain requests or

kamala harris's residence on christmas eve in washington, d.c. they arrived on christmas eve from texas during historically frigid temperatures. now this is file video of one of the drop-offs back in september. this is the latest effort in republican-led states to bus migrants to liberal states. immigration activists are criticizing the recent drop-offs calling it cruel because of the dropping temperatures. turning to our climate in crisis a former white house chief says food and agriculture are now front lines in climate change. this is sam cast who worked as a chef and senior policy adviser and now is calling for more sustainable ways to grow food. he is warning that many foods may become much more expensive in the future. he says americans need to change their habits when it comes to food waste.

please wear a coat. an umbrella will not be your friend because of the wind. we have an atmospheric river set up and here is what we have in store. we are under a weather alert because we want to make sure you are prepared. this is the calm. satellite radar right now showing us the setup. if i zoom this in closer this will tap into some of the subtropical moisture and it will bring us a lot of rain late tonight into the overnight hours especially. so let's look at the timing right here. you can see it. ukiah, santa rosa, san francisco around 7:00. the first round of showers starts to move in and then notice by 10:00, 11:00, 12:00 it's more widespread. at around 3:00 a.m., look at this line of rain, they have yil pockets of downpours. that red and purple color around 5:00 a.m. look at the ben loman area. you see that santa cruz bull's eye. oakland as well.

and to this i talked about the wind gusts. so that will be another thing that will be impacting all of the bay area. how gusty are we expecting to get? at around 1:00 a.m. when the wind advisory really starts to play out, look at san francisco. 43-mile-per-hour wind gusts. even down through the south bay, 20-plus miles an hour into early tuesday morning. we'll see the winds taper off behind the storm heading into late tuesday and rainfall totals right now so impressive. look at the rainfall totals as far as the purple, white colored hues. santa cruz, over 4 inches of rain just in the next 24 hours. this isn't even counting what's to come. on thursday we set up for another system, and i do want to give you a look ahead december 31st, new year's eve, lining up with another atmospheric river setup and that looks like it will bring another pocket of heavy downpours at times all the way down through southern

california leading out into late saturday, a little break on sunday, look what happens behind that on monday. so that's the first week of january. this is a really active weather pattern. the outlook is looking very much like winter which is fantastic to see. the rain will not be letting up. the concern now is going to be those burn scars, possible debris flows through the santa cruz mountains and the north bay. we'll see that ponding water as well into the early morning hours. please make sure you have your tires checked and all of that because the next seven days the rain is not really going to let up. we'll get a little break on wednesday at times, but then late into wednesday and thursday that second storm system lines up and on friday a third storm system lines up. as we head into saturday and sunday we could see an additional system line up as well. it's looking good into early sunday morning. we'll welcome the new year with a very, very wet outlook in the seven-day forecast for san

welcome back to "today in the bay." happening this week the man accused in the violent attack at house speaker nancy pelosi's home returns to court. a judge ruled there is enough evidence on all charges meaning david depape will stand trial. at that hearing the court heard detailed accounts of what happened when police responded to the pelosi home including when depape allegedly hit paul pelosi with a hammer. depape faces charges including attempted murder and threatening the family members of public officials. he's due in court for a second arraignment on wednesday. three years after a fire nearly destroyed the iconic and historic notre dame cathedral repairs are still under way. crews are now hard at work restoring the church to its former glory. workers have spent years making the church secure and safe enough to repair. you can see here inside it's still a jungle of scaffolding
