we have a little bit of that system made its exit. take a look at the temperatures. 43 degrees. we'll bump up by 10:00, 11:00. santa rosa, though, will start to dip down into the 30s yet again. at least within the next two hours. ahead of that, that cloud cover will move in. another impact on the morning fog through novato and the interior, livermore down to about two miles of visibility and through morgan hill at about a mile in visibility. mike, how are the roads doing? a clear view in patches. a beautiful look at the golden gate bridge. light, light traffic. the break little patches of

to stand trial. ginger conejero saab live in san francisco with more on what will happen. >> reporter: good morning, scott and laura. more can still happen. today is the second arraignment for the defendant which means he will enter a plea for the charges filed against him. now that the judge has considered this to be okay to go to trial this is the last step. the last day he was in court was a preliminary hearing on december 14th. there is enough evidence for the case to go to trial. more details including body cam video from the officers who responded in the early morning hours which prior to the last hearing has not been seen publicly. some new details emerged from testimony about how that initial confrontation took place and depape's alleged confession and

motive. attempted murder and threatening the family of a public official. depape could face more than 50 years in prison. depape is facing a concurrent federal case that is set to be back in court in january. we're live in san francisco, ginger conejero saab, "today in the bay." >> thank you very much. it is 5:04. new developments in the case of the accused stockton serial killer. wesley brownlee is being charged with another murder for a killing that happened in the east bay. prosecutors say he killed mervin harmon in april of 2021. brownlee now faces seven murder charges and one attempted murder charge. we have a look at the time line you'll see here. the first killing happened in oakland with the shooting death of juan vasquez serrano. six days later police say he

shot natasha latour in stockton, but she survived that very same day. the complaint doesn't say when or where. brownlee is accused of five other murders between july and september of this year. it's 5:05. developing now brutal cold conditions continue around the u.s. in buffalo the snow still hindering rescue operations. this is video as new york state police are clearing roadways and assisting vehicles stuck in the mess. the brutal conditions are also contributing to mounting frustrations at the airport. here is sfo and oakland international. all of which have seen hundreds of cancellations and delays over the past few days and hundreds, maybe thousands, remain stranded

at airports. >> brie jackson is live. southwest passengers are feeling the brunt of the backup. now this investigation is being launched. >> reporter: this has been quite a mess. federal leaders want it know what went wrong. they will investigate why southwest airlines fell so far behind other carriers. the travel chaos continues at airports nationwide. >> delayed, delayed, delayed and delayed and then canceled. >> it's been stressful. >> it's been pretty tough. southwest was a mess. >> reporter: southwest airlines is behind most of the backups forcing some to scramble for rentals. >> i've been here for three days. >> reporter: the company scrubbed 70% of its flight schedule on monday with plans to cancel over 2,000 flights daily wednesday and thursday.

a result of southwest cancellations. >> thank you so much. it is so hard to watch. i think we've all been there but not in the situations they have. turning to trains and automobiles to get back home. one woman says she bought a bus ticket to palm springs because her daughter lives there, one of hundreds stranded in the airport since friday trying to get back to seattle. >> frustrated. just scary and just i think i broke down already. >> amtrak workers say trips are full. trips headed north are booked until january 2nd. two programs aimed at easing tolls on bridges will launch. starting this sunday on new year's day veterans will be able

to cross for free. the program applies to tolls on any state bridges including the golden gate and bay bridge. it does not apply to express lanes. low-income customers won't have to pay fees for late or unpaid tolls between march of 2020 and january 1 of 2023. the program will apply to anyone who earns less than 200% of the federal poverty level or about $55,000 for a family of four. let's take you out live to san francisco this morning. the rain has held off. we have bright lights we can actually see. thanks to some clearing in the skies and i do want to go over how much rain we saw out of the system. conditions are dry but behind that more action ahead. let's go over the storm totals. a lot of rain all at once though

increase in high clouds and then the daytime highs will start to climb up into the 50s and then by the afternoon that rain is still going to hold off around 3:00. you might get a little bit of sprinkle activity. isolated showers with the wind from the west/northwest 10 to 20 miles an hour. notice calistoga, san francisco, it's an interesting line of showers. a lot of this will move through when you're sleeping at about 2:00 a.m. a decent line of showers makes its way through. behind that on thursday we'll get another round of showers. again, the heavier pockets of rain won't be as intense as we saw, of course, early tuesday morning. your san francisco seven-day forecast, we were talking new year's eve.

to get to those final destinations. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. good wednesday morning to you. 5:30 right now. thanks for starting your day with us. i'm laura garcia. >> and i'm scott mcgrew. marcus washington is going to take some time off. this morning the rain has moved out but yesterday's winter storm caused a lot of issues across the bay area. a roof at the big 5 store in san ramon collapsed. trees collapsing in the burn scar from the czu complex fire and there will be more issues moving forward this week. >> that's because more rain is headed our way. tracking it all has been meteorologist vianey arana. you have a look at some of the totals of rain. although it was pretty quick moving, it dumped a lot of rain especially for the mountain areas. and the concern when it dumps a lot of rain on mountains is the potential for run-off, debris flow, and of course the burn scars. right now when you look at the map notice 6 inches in mt. tam.

that's where we saw some of the highest totals. anywhere from about an inch to 2 inches, concord a little over an inch, napa and san jose where you probably noticed it was more south bay focused nearly an inch and a half. our current is 145% of the average. this is not taking into account the snow we got from the storm yesterday and the additional snow. this will look even better by the time the weekend storm is over heading into the first week of january and, of course, we'll bring that you update as soon as we have that. as far as your lake tahoe forecast, there is an active winter storm warning in effect so travel up there is still not recommended though there will be a little bit of a break from the blizzard-like conditions, there will still be a wintry mix and we get another system that rings in tonight that will bring rain up through the sierra and notice by friday and saturday that weather pattern stays pretty active overall.

that will keep us in the loop for more snow and rain on the way, mike. yes, but less visibility. >> what is this supposed to be? >> there you go. it's blurry now. let's show full screen. that's in the north bay. what you can't see is the golden gate bridge because the low clouds have crept in front of our camera. the fog on the deck -- not on the deck, it's our view of the bridge itself. there is fog out there, low clouds. a smooth drive right now. no real delays for highway 37, but there's a crash now around 121. we're tracking that critical portion of your westbound morning commute in the north bay. over here critical, vasco road. there may be a quick traffic break as they have to move that truck straddling the center divide. both directions will be affected for a short period of time. that slowing developing for 580 but more than the last couple of days. a little more traffic for the early morning commute but we're still watching very light traffic around the bay.

resorting to other modes of transportation, namely trains, buses and automobiles. good morning to you, scott and laura. even that's difficult because there are hundreds of stranded other passengers who are trying to do the same thing. here at oakland international, you can see hundreds of bags separated from their people during this mess over the past several days. we have seen employees here shuttling bags trying to getthe presumably get them back to wherever they are supposed to go. we spoke to people at sjc down in san jose because of southwest canceling their flights, one man tells us his sister was calling every rental car company in the area trying to get a ride back to pasadena. a woman we spoke with believes she bought the last bus ticket from san jose to palm springs, which is where she was trying to go. amtrak in san jose tells us you can't find anything to los angeles until after the 30th. nothing towards the seattle area until after the 2nd.

and today doesn't look better for passengers hoping to get out of town on their stopless flights. the latest numbers from flight aware, 124 flights canceled in and out of oakland international. 147 in and out of sjc, those are southwest. and 41 out of sfo, 38 are southwest. you can see nationwide close to 4,300 cancellations, about 2,500 of those are southwest. u.s. secretary of transportation pete buttigieg says southwest's meltdown is unacceptable. >> we'll have to take a deeper look at what's going on with their scheduling systems, other issues that may have contributed to this. while we all understand you can't control the weather, this has clearly crossed the line from what's an uncontrollable weather situation to something that is the airline's direct responsibility. >> we're doing everything we can to return to a normal operation and please also hear that i am

9:00 last night at an apartment building in pleasant hill. it happened on contra costa boulevard just a few blocks south of sun valley boulevard. police say a man was seen running from an apartment holding two kitchen knives. he refused to drop the knives and proceeded to cut himself. police then shot him with beanbag rounds until he was subdued. he was taken to the hospital. they say the fire was intentionally set. the flames and smoke damaged three apartments but no one else was hurt. turning to our climate in crisis. online shopping may be leading to waste in the ocean. a report from wildlife advocacy group says amazon created 709 million pounds of plastic waste in 2021 up 18% from 2020. they say a lot of that packaging amazon uses cannot be recycled.

the report estimates 26 million pounds of waste will end up in waterways. now the study focused on amazon, but amazon is certainly not the only culprit and the company disputes that report. amazon says it's reduced the amount of plastic it uses in each of its shipments. the winter weather brought some serious snowfall and dangerously strong winds to the sierra. this is video of heavenly ski resort in south lake tahoe. the area saw 111-mile-per-hour winds on the upper mountains along with 4 inches of snow. strong winds forced the resort to close all gondola rides and some lifts all day yesterday. here is a look at palisades resort as well this morning. it's early. the sun is not up yet. guess what, more snow is on the way. meteorologist vianey arana is tracking what we can expect. even if you go now where it seems like the conditions have died down a bit there's still a winter storm warning in effect

and for good reason because we're anticipating more snow as you mentioned. let's take a look at where the sierra snowpack lies, about 145% of average. once all of the snow melts, that translates to water equivalents that helps supply a lot of california's water. as far as our conditions that 145% doesn't take into account how much snow we got yesterday and this week. we'll see that number populate during next week's update. notice conditions, still a wintry mix. friday and saturday another system, a ton more rain. that winter storm warning still in effect right now. i booked the time stamp, the reason i did that a storm system that lines up for the 31st and another one that lines up on the 2nd and another one that lines up on the 3rd and 4th. it can potentially bring 96 inches of additional snowfall to

kirkwood by the time the first week of january ends. that is a lot of snow. don't drive up there. they have restrictions. you need chains unless you have a combination of snow tires and four-wheel drive. it's a smooth drive across the bay bridge. the same amount of traffic. we may see metering lights but not right now. just note that but the buildup isn't even there out of vallejo for west 37. traffic now very easy. the warriors play at home. keep that in mind. that will clog up on the 280 extension. looking over here for overnight closures.

>> it's 5:45. new details in, travel chaos that has nothing to do with weather reported a midair flight on a southwest plane bound for oakland forced to turn around. flightaware said the plane left honolulu 7:00, turned around less than two hours later due to what the company says is the behavior of customers. that flight is now rescheduled for today. we're still working on trying to figure out what led up to that incident. making it in the bay has been a little bit of a roller coaster this year. the once hot in high demand market is seeing a cooldown with rising interest rates, many buyers are rethinking the possibility of purchasing a new home and sellers are choosing to take properties off the market. what we could see in the bay area, john and leslie foster. thank you for taking the time to join us. we're looking forward to 2023.

home buyers are looking at the market now. we've seen the cooldown. what do you think we could expect? >> 2022 definitely gave us what i would call a healthy correction to some of the crazy and frenziness that we saw in our real estate market. we've seen inventory levels increase. we're looking on average maybe a one-month supply which is low. meaning if no other homes got listed, it would only take a month to sell the current inventory. things have normalized as a result of the rates. >> buyers were putting in offers they didn't have time to process. now buyers have the opportunity to really take the time that them need to find the perfect home. >> let's talk about the sellers

themselves. >> we either saw a lot of homes on the market for a lot longer or people were cooling them off. what can a seller be doing? do they wait or hold off for spring? what do you think? >> inventory levels are extremely low right now. from an economic supply and demand issue i would be looking at the first quarter of 2023 not a lot of competition. again, from the supply and demand standpoint that might be a good time to consider putting your home on the market. >> everybody looking at a lot of their christmas bills coming in the mail. interest rates, though, when it comes to buying a house. this is the biggest purchase a family will make. >> the most important thing in our opinion as a buyer is to have a payment you are comfortable with that fits your budget that you can afford.
