streaming live on roku, amazon fire, apple tv and online. good thursday morning to you. thanks for joining us. i am laura garcia. >> i am scott mcgrew. marcus washington is taking some time on. we have live team coverage. >> mike inouye is tracking your commute, and bob redell is tracking the roads out in the bay. >> this is a lighter storm, the one that moved in late overnight and it's impacting our morning commute. notice the rainfall is a little more scattered and a little more widespread in through parts of the interior. down through the south bay on 101 and morgan hill, santa cruz, but no heavier pockets. we are not in the clear just yet. even though the system will bring over all 0.01 much an inch

to one quarter of an inch in the bay area, the next system that moves in friday into saturday is expected to bring heavy rain at times and a potential for an additional three to five inches. i know that it's new year's eve, and the good news, though, it does look like even though we will see the system push through, there could be a time when it clears out just in time for those midnight celebrations to welcome in the new year. we will watch out for that localized flooding. flood watches go into affect, and i will take you through that and how much rain and who will see the biggest impacts. bob, officials are urging the public to be cautious as we get more wet weather in the coming days. how is it looking out there right now? >> reporter: well, good morning, to you, vianey. we want to talk about the flood watches. those are one of the concerns are the waterways, like the

alameda creek behind me at the end of niles cana. that dark right there is the water and it's nowhere flood stage, and that could change over the next 72 hours. the national weather service issued a flood watch for almost the entire area starting later tomorrow through saturday evening. this weekend's storm could cause a rapid rise in rivers, streams and creeks, and this is an issue that i know you and our fellow meteorologists will be tracking. we have seen flooding here before especially on 84 as you head through niles canyon, so this could be a problem. last night a driver lost control of their car along blossom hill road in san josé and rolled over and crashed and the fire department says the driver was trapped and then was taken to the hospital with what the

battalion chief described as significant injuries. >> try and slow down and obey the speed limit, and please don't drink and drive, and there's a lot of people out and about for the holidays, so slow down and make sure you get to where you are going in one piece. >> public workers throughout the bay area took advantage of yesterday's break in the rain to clear up storm drains for this weekend's storm. as a reminder, if you live in an area prone to flooding, you want to check for your location for sandbagging. >> thank you for being out there, and that means i don't have to go out, because there are wet roadways. we are looking at wet roadways and the basic speed law kicks in here, folks. the green all over shows wet roadways. basic speed laws, remember from

high school or drivers ed, only drive as quickly as the conditions allow. you slow speeds down and allow more distance in front of you. over here, west 84 to the crash on the interchange, and it sounds like folks are visible and trying to flag down tow trucks in the area, and there are tow trucks heading out to this incident. that's the only slowing in the area is southbound 680 and southbound 84. this is by nut tree, a crash, and the chp called for a traffic alert. with a couple incident that are taking a while to clear, we may see other incidents in the area as folks are distracted. just that warning to you. >> thank you, mike. if you are staying home or traveling this weekend, our app

is a great resource. it's all free. the cdc says covid infections have topped 100 million this week. >> but in reality the number infected is likely at least twice that high. some 400 people are dying each day from the virus. starting next thursday the u.s. will require a negative covid test from travelers coming from china. today in the bay's brie jackson is in washington. the covid infections abroad is driving these changes. >> that's right. the new travel policy is driven by an increase in cases in china as well as concerns over a potential new variant. starting january 5th, the u.s. will require proof of a negative covid test from anybody flying from china, regardless of nationality or vaccination status. this latest travel requirement comes as covid patients fill up china's emergency rooms.

>> a lot of them got admitted to the hospital. they are not getting better in a day or two, so there's no low. >> china eased its zero covid policy earlier this month following mass protests against restrictions. there are fears the virus could spread from oversees to the u.s. where cases are already on the rise. in the past two weeks, covid-19 cases have increased 19% nationwide, with three omicron sub variants making up 90% of cases across new england. >> let's be clear. we are seeing a new variant out of new york and especially spikes in the northeast. doctors worn-out brakes are expected to get worse in the coming weeks. >> the worst is yet to come for the surge. >> the surge in covid cases is part of a tripledemic professionals are grappling in, including the flu and rsv are also spreading.

>> it's not a mystery. we are all exposed to the weather. >> health officials urge caution as people prepare to gather for the new year's celebration. they are waiting for january 5th to enforce the new policy for passengers from china to give airlines time to adjust to the policy. and then the 2019 kincade fire ravaged the north bay burning more than 77,000 acres. 174 homes were destroyed and many others damaged. a state investigation traced the cause of the fire to old pg&e equipment east of geyserville. as part of the settlement, pg&e was ordered to pay to local

charities. today in the bay's cynthia joins us with how much snow has already fallen. >> the sierra snowpack is looking good for this time of year and that's welcome news for our drought, and skiers and snowboarders as well. in the last 24 hours sierra at tahoe saw half a foot at snow, and while at kirkwood, a little more than a foot at 15 inches. the national weather service issued two watches at lake tahoe. we have a winter storm watch here in blue, and it's in effect tonight through saturday evening. one to three feet of snow mixed together with heavy wind gusts up to 45 miles per hour around tahoe could make travel dangerous.

as we fast-forward to tomorrow morning, this is the green we have here. a flood watch. rain around tahoe could be three to five inches with more on the way for those higher elevations. there's concerns for rivers and creeks to flood during this time, and of course that could lead to some road closures. meantime, if we take a look at the early estimates of snow accumulation, our models right now are hinting at -- take a look at this -- almost 100 inches of fresh snow around kingvale. we have 84 inches possible in south lake tahoe. a lot of fresh powder, and it's coming and won't stop and that's very, very good news. we love to see all of this rain and all of this snow. of course, we need it to last through the winter season on into april, you know, and even on into the summer months, and that could help with our water to help the local reservoirs. >> we need that snowpack as well, and the rain keeps coming. >> yeah, and the wintry mix will

be an issue as you head up to tahoe and around here locally. the incoming storm right now is a weaker storm. that's the good news. at 7:00, it remains scattered overall, napa into half moon bay, and in through the interior and tapers off by 10:30, 11:00. we will get a little break until 3:00 or 4:00 in the afternoon, and then we start to see that move back in. notice it starts to creep in through parts of the north bay and becomes widespread with heavier pockets at times through the remainder of your night into early friday morning. early friday morning commute will be similar to today, very scattered and light to moderate at times. the intensity of the rain increases but not until friday into saturday. let's talk rain totals. i mentioned this was a weaker system, the one we are seeing right now, from a couple 0.01 of an inch, and then a potential three to five inches of rain for

some of the higher elevations. let's check in on the gas prices. >> make sure you have enough gas because you don't want to run out of gas and have to walk in the rain, right. the best in sunniville, the national on old san francisco road, and it's 3.84, and danville's best on san ramon valley boulevard, 3.89, and then marin at 3.75. there are a lot of prices around the bay 4 bucks and higher, but we picked out the cheapest on gas buddy. we are looking at the red sensors that should be changing back to orange and yellow. the crash just off the 84 merge is cleared from the roadway. there could be a couple vehicles

wall street is expected to open higher. the dow dropping 365 points or more than 1%, and the s&p 500 and nasdaq also falling more than 1%. the markets are on pace for their worst year since the financial crisis in 2008 with the dow off 9.5%, and the nasdaq down nearly 35%. we will get jobless claims. elon musk tells employees at tesla not to be bothered by stock market craziness. the stock has dropped this year on jitters over electric cars. musk says he believes over the long term tesla will be the most valuable company on earth. he's also urging employees to make a push to deliver as many vehicles as possible by the end

weather. rainy, rainy, rainy. no beach football today. >> the beach hazard is about to expire, and maybe not the best beach day but you probably already knew that. if you are going to head around the coastline, enjoy it with your poncho. 49 degrees right now in san francisco. light to moderate at times. the storm system is weaker compared to what we saw on tuesday. and then scanning rain and pushing through vallejo. parts of san francisco taking a break from the rain right now. hayward getting a break. san ramon getting a break. san josé catching a break from the rain, and a lot of that focused now on morgan hill. as we go into the next maybe two to three hours, it will become even less scattered, and at that point we will just see cloud cover. by 11:00, a majority of the rain

will take a break and by 3:00, 4:00 p.m., we will start to see the rain move in and becoming more widespread with heavier pockets at times. this is not a storm system that has us as concerned for rainfall, but it's the next system making its move starting friday into saturday. look at the rain potential, three to five inches heading into the north bay mountains, and that will be a concern because mount tam already saw six inches. you can see that line of storms, the heavier pockets with the purples and yellows, it will stall out from about 3:00 a.m., 4:00, 5:00, 6:00, and even through 7:00, that storm system will still be in the north bay. if it sits in one area for too long we get too much rain all at once. that line of showers moves down and creates a bullseye through the south bay at 10:00, 11:00

a.m. the good news out of the system, although it will pack a lot of rainfall, it looks like it clears out south. that will leave us a nce night for our new year's celebration, and it could cause delays in through the afternoon. there's a flood watch in place and this kicks in and that's why we are under a microclimate alert, because we want to make sure you are prepared if you live near rising creeks or streams. we could see an additional three to five inches for the mountains, and this includes the north bay and the santa cruz mountains, already saw four inches of rain there. as we head into sunday, which is the first day of the new year, we will get another break, so we dry out. then we get an additional system that moves into monday, tuesday and wednesday. there are no wind advisories in effect right now, and i can

imagine around early saturday they will start to kickup into affect. january 4th -- you are thinking, january 4th? but it could be our next rain maker that could drop an additional five to six inches again. the weather pattern will guide us into the first and second day of january. l.a. will get the new year's eve rain, that 10:00, 11:00, midnight hour rain will head to central california. let's get a check of the roads with vianey. >> impressive, all the way across the state and into next year for your forecast. i borrowed your radar to show the activity pushing off here, and green on the radar, and green on the road index showing you how widespread the wet roads are. in exception to the green

>> yes, this is a new storm system. we had a break yesterday, and we need a break because it's a lot of water at once, right? and then storm ranger, you can see a line of showers about to move in through fremont. not as widespread or intense, and this is good. you can still see issues out on the road. san josé getting a little bit of a break right now from the rain. light to moderate today, and heavy rain moves in tonight into some parts of the north bay. it's not until friday when we see the bigger storm system that will be more impactful, and it will head in saturday and that will be more impactful for the creeks and streams. we have good news for your new year's eve forecast. we will also talk about the issues out on the roads, because i know a lot of people with the missed flights, they are hitting the traffic woes out there. >> you are talking about the rain coming in, so we are

watching the grapevine. we are looking at the bay bridge. i just saw flashing lights traveling to the left side of your screen coming off of the lower deck and out of the treasure island tunnel. no disturbance, but i do see a little slowing on the sensors. there's a report of a spinout as you are entering treasure island. even though treasure island, the exit has a tunnel, the cars driving through the roadways and the lower deck exposed, it could lead to slowing. we want you to be warned about that out of san francisco for the next few minutes. a crash on 880 on the shoulder but cleared from the road itself. no other incidents aside from slick and wet roadways. >> slow down if you are on the roads. if you are trying to take to

the skies this morning, southwest continues to cut flights nationwide. >> this is sending a ripple affect. >> not much moving nationwide. >> reporter: good morning, scott and laura. the flight-mare continues across the country. the long lines at airports, and people searching through a sea of baggage trying to find their luggage. of course, navigating everything in between. we're live at sfo at terminal 1 at southwest. i was about to show you the progress they made here. we'll show you that now. actually, if you take a look at some of the bags that are here at the baggage claim, and they are alphabetized and sorted through trying to make progress in the confusion and

frustration. nonetheless, overall cancelations today still nearing 4,000 flights. over 2,300 of them are southwest. yesterday, southwest canceled more than 2,500 flights sending a rippled affect to flights across the country, and here in the bay area that confusion was felt. yesterday at josé international, passengers were searching for their bags. the airline's ceo issued an apology saying he's truly sorry. other officials from the airline are also doing the same. >> i want to speak to every single person disrupted by our challenges and i want to offer you three things. first, my personal apology on behalf of myself and everybody at southwest airlines for all of this. >> now, more so here in the bay area, let's talk about cancelation numbers. over in san josé, 145 flights

have been canceled as of last check, according to flight aware. 144 of them are southwest flights. over in oakland, 117 flights are canceled and all 117 are southwest's. if you are one of the passengers impacted by the flight-mare, as it has been called, you have a right to get compensated. >> the number one thing is you have a right to get a refund of any ticket where the airline cancels it, regardless of their reason. and regardless of whether the ticket says it's nonrefundable or not. >> reporter: we will leave you with final numbers at sfo. 38 flights are canceled here, which is much less than oakland and san josé. of those 38 flights, 35 are southwest flights. as you can see, we were just moments ago seeing a gentleman

from the office sorting luggage, and we'll bring you more updates in the next hour. >> at least they alphabetized all that behind you. thanks, ginger. with other passengers back in the bay area after a different southwest problem. the pilot had to turn a plane back to hawaii because of passengers misbehaving. weary passengers arrived from honolulu at oakland international, and they were supposed to be home on tuesday but after two hours in the air two passengers got into an argument, and one of the people involved later escorted off, you can see in the photo. southwest told us in a statement the pilot turned around because of the behavior of the customers onboard. >> something about a seat being pushed back and spilling a drink. >> i heard loud voices and ice

cubes being thrown all over the place. >> shortly after that turn, a medical emergency happened, and we are looking into if anynybod is facing charges. and then a deadly crash on i-5 this morning happened at 1:15 in hollister. one person was in the vehicle and that person died. at last check, one eastbound line of highway 52 is still closed and we are still look into what led up to that crash. and then the 95-year-old's health is deteriorating due to his age. and just into our news room, a vatican spokesperson says

live coverage from rome on his health and the constant medical care he is receiving. let's take you out live to times square in new york and they are getting ready for new year's eve. for the first time since the pandemic there will not be covid restrictions for the festivities on saturday night. >> back here at home, bringing in the new year with rain here in the bay area. >> it will be interesting, a weekend of rain, wind and sunshine. let's get to the timing of all of it, because we do have flood watches in effect as well, and that will impact where you live depending on where you stand on this map. look at where the line is of heavy pockets of rain. i wanted to start this at 3:00 a.m. on saturday, because that's when we get the most intense line of storms. napa, calistoga, we also have a lot of gusty conditions. any of those older trees that have been saturated by the most

recent rain have the potential to be uprooted with the strong wind gusts. that will be something we monitor as well, and a potential for power outages, so it's good to prepare ahead of this. heading to 3:00, 6:00, 7:00 a.m., it stays stalls out over the north bay. the concern for that is how long it will stay in the north bay because the more rain we see, of course, that's a lot already sitting on top of rain we saw earlier this week. it becomes a little more widespread head into mid morning. if you live in the south bay, your pockets of heavy downpours through santa cruz will be at about 10:00, 11:00 a.m. i talked about that sunshine and when that will make its arrival. look at what happens around 4:00, we start to see that system, a cool frontal boundary making its exit through central california and los angeles. if you plan to travel to l.a., you want to leave early and you will catch the rain in the bay area and miss the rain through central california and that rain doesn't move in until tonight.

looks like we will be clearing into new year's eve, and a flood watch goes into effect starting at friday until 10:00 in the morning. we washed out 2022, and let's welcome in 2023. we will do some of the cleaning for the new year, right, wash the roads off? slowing out of the altamont. a great recovery from the crash in sunol. we are looking for a smooth drive around the bay, and still damp and slick conditions around the bay. as we check our cameras throughout the bay we also want to remind you looking ahead that over here we're not talking about rain, but we are talking about ice. the sharks do play tonight and so some activity and some folks that may not be familiar with the traffic patterns throughout downtown as they are leaving work. and we see the wet roadways, and a smooth and lighter drive south out of san rafael.

good morning. it's 5:45. santa rosa right now at about 47 degrees. light rain coming down and it will remain to about 12:00. we will talk about the rain totals coming up in a few minutes. and the key here in dublin, lighter traffic flow coming out of the altamont pass, but you see the water kicking up behind the cars, and that will be a factor around the bay affecting the traction. bart just let us know they may have delays as much as 20 minutes as they slow for the tracks and the conditions. an error could flip the oakland school board race to the third-place winner. mike hutchison may have actually

won the election. the office confirms to the paper an error. counting them means hutching sun is ahead of the challengers. hutchison tells the paper the win came as a shock as he did not challenge the results and is now looking for a lawyer in order to do so. the registrar is working to recertify the election. and then shelters across the bay area is saying the economy is causing people to surrender their pets in unprecedented numbers. currently it's at 150% capacity. that means if pets don't get adopted this weekend they may have to start euthanizing as early as next week. they are not the only ones

conditions. the rain is not as widespread or intense. this is considered a weaker storm. from a couple 0.01 of an inch to a quarter, but we are under a microclimate alert so you can be prepared for what is to come. some activity down through morgan hill, and most of the bay area is try right now. 7:00, we will still continue to see scattered activity. then we take a break and then see the rain become a little more widespread with moderate pockets at times. this is not going to be the biggest rain maker. we have more rain ahead. let's talk about this through friday. again, we will see widespread through tonight and a couple 0.01 to quarter inch. look how the colors change. this is guiding it through 5:00. the dark purple colors, those will be major spots for concerns.

we could see an additional five inches on top of the six inches we got in the north bay. we will monitor the wind gust as the frontal boundary passes through, and we will see the wind conditions kick up getting gusty. there's no wind advisories in effect right now, but we could see them be triggered into friday when you look at the conditions, 30 and 40 plus. remember i talked about the storms ahead? saturday morning will be the next big intense storm. look at the time stamp. focus your attention over here. that's january 2nd, and that's monday, and then sunday, nice conditions. widespread bringing chances of showers for all of california, so down through central and san diego as well. and then the next storm is on january 3rd. creeping into january 4th and 5th, this looks to be more intense, and then we get a plume

of moisture perfectly creating heavy pockets of rain and could bring us an additional six inches of rain by friday. if you are keeping track, right about nine systems already from what we saw earlier this week leading into next week. widespread all the way down through l.a. if you had plans to travel through any parts of the bakersfield, san diego, keep this on your radar. now, i also want to look ahead to january 7th. the precipitation outlook shows another system. that's a different run from the january 6th, lining itself up perfectly. i want to give you a glance out on the pacific. the outlook right now extended to the second week of january shows us even more storms making their arrivals. as far as timing, of course, we get a little idea once we get closer. but one thing is for sure, i can safely say even though saturday is starting out stormy, looks like we will get a break just in time to ring in the new year. mike, how are the roads looking? >> first, i have to remind
