of these issues, a major issue in traffic along 880. it is a jackknifed big rig. it's off of its wheels, scott and laura, good morning to you. a bad morning here on the nimitz freeway. our camera right across the street from the coliseum, so we're looking at all lanes blocked at the high street exit. i do believe they're trying to make it so some folks can exit at high street, but you see they're cut off just shy of that. we have a camera caltrans is sharing online. that camera may have problems. the weather is an issue in the area. i'll show you on the map northbound 880 is cut off shy of fruitvale. i'm told we have the camera again and we have flashing lights facing north. the signs just off to the right as you head up to oakland. we have this overturned big rig, and that is preventing folks

from traveling past or off the high street looking at the slow drive here. an indicator how long it's been, this happened just after 2:00 this morning. it's already 4:30. they don't have the appropriate crews clearing that yet. caltrans and chp have said we don't normally allow big rigs on 580 but you can because we don't know how long it will take to clear. we see the highlight in orange meaning foggy and misty conditions. that will be a factor as well. west 580 to get up out of oakland toward the maze and the bay bridge because north 880 is currently stopped and has been for over two hours. that shows you in oakland the big breaker, north 880 is closed just shy of fruitvale. back to you. thank you very much, mike.

many are bracing for the incoming rain and monitoring possible flooding. crews across the area are on standby keeping an eye on low-lying areas, hillsides and burn scars. >> let's head to meteorologist vianey arana. let's find out when this big rain is coming in. this is sort of considered the light to moderate maybe at times portion of the system. the one behind this is a frontal system. we have a cold front that will sweep through later into tonight and early saturday morning. you can see a lot of that pretty much up north off in the pacific but we have moderate showers pushing their way through san francisco right now as well down through the south bay. notice we have a couple of scattered showers in through san jose and, of course, around the peninsula. the next 24 hours are going to be crucial with the north bay flooding. that flood watch goes into effect starting at 4:00 p.m. there is the potential for heavy mountain rain and locally higher for the higher peaks. run-off and flooding is likely.

those creeks and streams may rise. that's what we are concerned for heading into the early saturday morning hours. i will have a guidance on the timing of the most intense rain and then, of course, when this is expected to move out. we do have a series of storms that will lead us into the first week of 2023. but i have you covered on that as well. i'll send it back to you. meteorologists have it covered on our nbc bay area app you just type your city in. we'll send you up-to-the-minute weather alert straight to your phone. the app is free to download. after nearly a week of mass cancellations southwest airlines says it will be back to normal service today. here is a live look at sfo. since christmas southwest has canceled more than 13,000 flights nationwide. some 2,300 of them have been here in the bay area. many passengers stranded for days and the sea of luggage keeps piling up. southwest has apologized for the

mess and is promising to reimburse customers for plane tickets, meals, hotel stays and alternative transportation. so far this morning we're not seeing any southwest cancellations at bay area airports. however, there are 39 canceled nationwide. in the east bay a suspect is in custody for attempted kidnapping and sexual assault. police say 27-year-old michael anthon approached a woman in concord on christmas day. they say he then sexually assaulted her and tried to force her into a car. the woman was able to fight him off. investigators believe he has attacked other people. here is a look at his car. if you have any information can you call the concord police department. new details about the case of a man who went on a racist rant at a san ramon in-n-out. hate crime charges filed against jordan krah. he left california for colorado after making bail. authorities are now working to extradite him. he was arrested monday, made

bail. not clear when he got to colorado. krah also charged with battery after he spit on someone the next day outside a grocery store in danville. the chp is urging everyone to ring in 2023 responsibly by designating a sober driver. the department's holiday maximum enforcement period starts tonight. all available chp officers will be working through to make sure they are safe this weekend. last year the chp says 29 people were killed and nearly 500 impaired drivers were arrested. the chp issued over 2,300 citations for speeding. one san jose officer says drivers need to be cautious even if it's raining. >> if we're driving too fast for normal conditions, it could be dangerous. driving too fast in wet or rainy conditions it's also dangerous. we remind people because it's raining, we want to slow down a little bit, make sure we

good morning. it is 4:42 right now. we have some light rain coming down in san francisco. 58 degrees. daytime highs will be in the 50s. but we do have flood watches that go into effect starting tonight. the biggest impact will be early saturday morning, and i'll take you through the timing and also how much rain we're going to get coming up. the timing here is frozen, frozen in time for northbound 880. i believe there are a series of crashes which are leading folks traveling northbound just shy of high street stuck there for the time being. i'll talk about what i think is happening based on what clues i see in those chp reports, but this is not a good drive on the nimitz. take 580 instead. let's hope things are calmer in

the business world. we'll check in with silvana. good morning. i'm silvana henao from cnbc. wall street is set to open lower on this final trading day of what will be the worst year for the market since 2008. stocks rallying yesterday with the dow up 1%. the s&p 500 about 2%. the nasdaq more than 2.5%. but all three indices are lower for the month and are poised to snap a two-month and three-year winning streak. the dow faring the best down 8.5%, the s&p stumbled 19%, and the nasdaq 33%. only one major sector is in the green this year, and that's energy. southwest airlines is promising to reimburse customers for the holiday meltdown that resulted in thousands of flights being canceled. passengers can submit receipts by following instructions on southwest's website. what they'll get back will be up to the airline and those decisions could take weeks.

southwest says it's focused on covering reasonable requests for hotel and rental car costs. many americans will qualify for a tax credit of up to $7,500 for buying an electric vehicle starting new year's day. now the credit is part of the inflation reduction act and is aimed at spurring sales of evs. it's unclear if anyone will get the full credit due to a complex set of requirements, but a delay in the government's rules will likely make it temp rarely available to people meeting income and price limits. good news for people buying evs. >> the more we can get out there the better. >> thank you, silvana. happy new year. >> absolutely. 4:44 right now. a new year often leads to new goals, but how high should we set those expectations. ahead on "today in the bay" we talk to a life coach to get tips on how to crush those resolutions. resolutions. maybe it's working out.

welcome back, folks. if you plan on driving through the east bay, look at the screen. this is 880, the nimitz, completely stopped heading north of the coliseum. we have our camera here. showing you the backup this is shy of the high street exit. i believe vehicles are exiting at high street, but there's so much traffic. this map has been building since after 2:00 a.m. and so that's why it is having such a problem getting off that one exit with just a couple of lanes at high

street. the deal is slicker roadways, an overturned big rig and two separate crashes involved. chp trying to get folks back to that exit and the on ramp. trying to get help from chp. the caltrans camera is inundated with requests folks trying to get the latest look. north 880 is stopped. that complicates the view and folks unfamiliar with the area may have trouble navigating surface streets. west 580 your alternate. chp has set up the alternate. big rigs that don't normally get to flow on 580. use extra caution.

this may ripple back. over to the maze, you might normally avoid that part of the maze. it may have others avoiding 580. we don't have word when they will reopen. mist and drizzle, fog and participates of the north bay, the green highlighting, slicker roadways out there still and the activity a lot calmer than yesterday, vianey. aside from 880 the roadways are relatively light traffic. how is that weather looking? as you said, it's pretty light. this warm system brought a couple hundredths of an inch. we have a cold front, and that will be our rainmaker leading all the way to hawaii. you can see it right up here on satellite radar. this will continue to make its move in on saturday. let's see where the rain stands

as far as the north bay. light to moderate showers. you can see along the coastal areas and in a santa cruz. remember, this is a different system from the one we saw yesterday that will move in. a flood watch does go into effect starting at 4:00 p.m. and notice it begins to get scattered through about 11:30, 12:00. it will not be continuous, hetch heavy downpours. calistoga and napa, the concern when we see this type of moisture plume is the possibility of it stalling out, sitting over one area for too long creates really high rainfall rates and that causes the issue with the run-off and potential for flooding. at midnight we see the heavier pockets through oakland, san

francisco. san francisco could be an issue we've seen some street flooding in the past with pour drainage around the roads this will be something we have to look at closely into the overnight hours and early morning as well. it was more north bay focused. the latest model runs are showing this a little bit more focused to the south bay. notice the bull's eye here. there are burn scars so we have to monitor those burn scars. if this decides to stall out, it's going to stick around through about 10:00 a.m. bringing a lot of that heavy rain focus not only on the north bay but now looking like the santa cruz mountains as well. timing wise by 12:00, the good news here we'll see the peak wind and rain and then it clears out. look at that. just in time at about 4:30 to give it a possibility of enjoying some new year's eve celebrations. rainfall rates for the next 24 hours seem to be the highest for

some of the elevations like santa cruz, north bay, 3 to 5 inches. flood watches for the rest of the bay area do go into effect starting at 10:00 p.m. tonight. creeks and streams, we're going to see a rapid rise there that could be the possibility of seeing low-rise areas causing some issues. snow estimates as well. winter storm watches, no win dope right now. your window is closed for the sierra. we have wind advisories in effect all the way through saturday night into sunday. sunday we'll get a little bit of a break. the conditions are going to be pretty rough to even get up there late saturday. you pretty much have to already be there. by sunday if you want to head up on sunday that could be a better possibility. a break into early monday and our next system starts to move in by next wednesday and we have a lot of storms for the first week of january. i have a look at that coming up
