three hours now, over here there is the cluster. the rest of the bay very light traffic. focusing on north 880, completely stopped to traffic. there are two sites, one north of the off ramp and the other shy of fruitvale. both scenes have vehicles in the roadway. the sig alert or major traffic alert because everybody is forced off to a couple lanes here at the high street exit and getting on to city streets. it's backed up solid all the way to 98 before the coliseum. folks are exiting there. be careful navigating city streets, crowded and slick. rain at times. we're looking at that. we're also looking at the alternate, westbound 580. it comes through the orange area. mist, drizzle and big rigs are allowed on 580 meaning a different traffic flow.

people should be advised into castro valley. this may be a shift that continues. chp thought perhaps maybe around 5:15, 5:30 they might have some progress. i'll check in with them again in just a few. back over to you. >> perfect. across the bay area, so many of us bracing for incoming rain monitoring possible flooding this is video from marin county where crews are on standby keeping an eye on low-lying areas, hillsides and burn scars. >> vianey arana monitoring those conditions. what's the latest? right now it's sort of calm compared to what we will see into the early morning hours on saturday. with all the rain since the start of the week this is adding to that. satellite radar, the system that's passing through is more of a warm front. not expecting anything to freeze over. daytime highs starting out in the 50s through the afternoon. it's this moisture tap right

here that's going to pretty much set us up for that boundary that will bring gusty winds. a lot of this green you see here is mostly light to moderate. here is what to expect in the next 24 hours. north bay flood watch goes into effect starting at 4:00 p.m. pretty much the rest of the bay area will see the flood watch kick in at about 10:00 p.m. heavy mountain rain, 3 to 5 inches, especially areas like mt. tam that saw 6 inches on tuesday. with that adding on to what we've already seen we'll be looking at the run-off possibility especially into tomorrow morning. i'll have a closer look at your extended forecast in a few minutes. >> vianey, thank you. southwest airlines says it will return to normal service today this is a live look at sjc. as we take a peek at those departure boards, they look pretty good. since christmas, south of west canceled more than 13,000

flights nationwide including thousands in the bay area. san jose and oakland were hardest hit. many passengers, as you well know, have been stranded for days now. this morning not seeing any southwest cancellations at bay area airports. there are 39 but that's nationwide. meantime, all that unclaimed luggage was a big problem as southwest was required to reroute much of it. take a picture of your checked bags in case it ends up in a similar situation. >> right before you hand your bag to an airline agent to check it, unzip it, take a quick picture with your camera. when you have that picture on your phone of all your contents inside, if that bag ends up getting lost, you can show the airline clearly what you had in there and be able to get reimbursement for any of those missing items. >> another great resource is our

23 rooms of music. hundreds of costumes and live performances to close out the year. a very different experience for both organizers and partygoers this time around. >> there's a huge relief. still have protocols in place but much less scrutinizing. >> reporter: also back this year in full force, fireworks in san francisco to ring in the new year. you'll remember last year fireworks were canceled three days before new year's. this time around there are plenty of choices if you plan on watching the fireworks display up close on a cruise around the bay or if you want to watch from the embarcadero. while rules and restrictions are not enforced there are some recommendations from health experts on how to keep your celebrations safe including celebrating in an outdoor space, staying updated on your

in the north bay that flood watch goes into effect starting tonight at 4:00 p.m. for the rest of the bay area, that goes into effect starting at 10:00 p.m. so anything highlighted in this green color that you see here will be under some form of flood watch or advisory. the mountains could see rain totals 3 to 5 inches. the high rain rates create the possibility for also localized flooding, talking roadways, low-lying areas as well, the potential for run-off. and we will see a rapid rise in the creeks and streams as well especially once that system kicks up into the early morning hours. so just a couple of things to consider as you are preparing not only for tomorrow morning's rain but the incoming rain in the first week of january. we have the winds that will kick up behind this cold front, 30, 40-plus-mile-per-hour winds. not only could that topple trees but consider all the holiday decor, patio furniture. clear the storm drains, check the tire pressure, windshield wipers and allow yourself extra

time to travel. if you live anywhere near a creek or any form of river flow, you want to consider sandbags as well as we see that rapid rise, those low-lying areas will be a spot for concern. and keep your phones charged. i'm guilty of letting my phone drain to a low percentage. make sure that's handy in case you see power outages as well. how are the roads doing? let's check in with mike. i want to show you what our photographer josh has shown us. i'm going to step into this shot, folks. this is the elevated portion of 880. here is the rig. you see the damage, the flipped over cab part, and looking at a crane. from time to time you can see it extended. they have it vertical. i don't know what condition this rig is in. they were hoping to have some lanes open by just after 5:00. it's just after 5:00 and i've heard of no additional lanes open of 880. we're on scene showing you the backup. this is on the caltrans camera -- actually, our camera,

across the way from the incident. flashing lights, one crash that we showed you and another just to the north. a big backup extending back to 98 where other folks can get off and folks are limited to the off ramp here at high street in oakland as well. north 880 basically closed there for the time being and since 2:00 this morning chp says 580 is your alternate. city streets will get flooded north of the coliseum as folks try to find their way around. be patient, folks. we have misty conditions, folks trying to get through the backup and are in a bit of a rush and this may ripple back. we do see more traffic hitting the sensors out of the castro valley off the dublin grid and slowing in toward the oakland hills as an alternate avoiding north 880 closed north of the coliseum. we'll continue to track the progress. i'll give you the prognosis once chp updates us. back over to you. new tech helping ward off potential spam. ahead on "today in the bay," the way it will warn some users about spam calls and when it's

good morning. it is 5:15. we have some light showers moving through now, but more rain ahead. take a look at satellite radar. that plume of moisture that looks like clouds out in the atmosphere is actually an atmospheric river that's taking an aim right at the bay area. we'll take you through the impacts and what to expect coming up. this live look from off the

freeway looking at the freeway. this big rig is now vertical. chp talking about what they're going to do when they eventually reopen the nimitz. it is not open yet. this rig still has to be cleared from lanes north 880. we'll show you the camera over by the coliseum and the backup on the nimitz. it shows traffic jammed up at high street. a couple of crashes and closures. we'll track that. good morning. i'm silvana henao from cnbc. wall street is set to open lower on this final trading day of what will be the worst year for the markets since 2008. stocks rallying yesterday with the dow up 1%. the s&p 500, 2%. but all three indices are lower for the month and are poised to snap a two-month and three-year

winning streak. the dow faring the best down 3.5%. the s&p tumbled 19% and the nasdaq 33%. only one major sector is in the green this year, and that's energy. many americans will qualify for a tax credit of up to $7,500 for buying an electric vehicle starting new year's day. credit is part of the inflation reduction act, and it's aimed at spurring sales of evs. now it's unclear whether anyone will get the full credit and that's due to a complex set of requirements but it will likely make it temporarily available to people who need income and price limits. google voice will warn you about potential spam calls. google says it's using the same technology it employs for the traditional android phone app f. a label appears, you'll have the option of identifying it as spam which will send future calls from that number straight to voice mail. now the feature will be rolled out over the next few weeks to everyone with a google voice

account, guys. good news, right? avoid those spam calls at all costs. >> exactly. nobody wants those. thanks so much, silvana. we've been monitoring all kinds of things this morning. let's start with vianey and, my goodness, the storm on the way. it's been a very active week in december and this is actually normal. we're supposed to be active in december. what's not normal is the fact we haven't seen this many storms in a long time. that's the problem, right. we've been really inconsistent when it comes to our water rate, the month of december is supposed to bring a lot of storms and so is january. it looks like it's in the direction we are headed. satellite radar over san francisco you can see we have a little bit of that light to moderate activity and then right behind that look at this long moisture tap. think of it as a river in the sky. the atmospheric river extending all the way to hawaii. now we have a cold frontal boundary so mid latitude colder

weather and some winds kicking up from the southwest. that will bring a lot of changes. impacts for today, great. you have time to prepare. it will be light to moderate at times. you have time to clear the storm drains, run all your errands today into early tomorrow morning. let's take a look at the timing. notice by about 3:00 p.m. that cold front starts to move in. we get the warmth making its exit. even through this afternoon it's scattered. it isn't until midnight we see the heavier pockets move in until the early morning hours so a lot of this will happen while you're sleeping but the impact will carry over when you wake up for sure into the 7:00, 8:00 hour. look what starts to happen. the concern whenever we see this giant plume of moisture is also how long it stalls out. oftentimes these are quick-moving systems that drop a lot of rain all at once. if it only stalls out over a

certain spot, that's too much all at once. the tap is showing a lot of that over the santa cruz mountains as well as the north bay which is a concern for the burn scars especially because we already have a ton of rain we've had earlier this week and more to come. rain estimates now the highest totals potential for 3 to 4 inches for some of the higher elevations up to ukiah and also in through santa cruz, pretty typical pattern there. flood watches do go into effect starting in the north bay and then extended for the rest of the bay area by 10:00 p.m. i want to give you a heads-up about the long-range outlook. if you had any plans to travel to l.a., anything along southern california, the impacts will extend that far even up through portland and seattle. monday we get a break sunday into monday this is good. we need those breaks. they are critical in allowing time for the ground to dry out before the next system moves? the next big system heading wednesday into thursday and it looks like it could be a

widespread storm with more snow on top of that. this could bring, by the time the next storm arrives january 7th, an additional 5 to 6 inches, potentially even 7 inches to the north bay, the ben lomond area. at this point the potential for instant run-off will be extremely high. monday and tuesday we'll get a little bit of that light period of rain. some good news the rain is going to clear out just in time for the new year's celebrations and will allow for a beautiful, sunny sunday. a look at how traffic is doing with mike. the best look we have is from josh, our photographer, alongside this rig, still trying to clear it. the crane ahead trying to do more work. 880 is jammed up. folks are joining in from the coliseum. don't do that. you still have the closure at high street. still closed northbound 880 approaching high street off ramp there and the backup extends to

98. the surface streets will get much more traffic. chp is talking about what happens when they clear, but they have not cleared, have not cleared, northbound 880. westbound 580 is the alternate. a lot more slowing coming out of castro valley about 20 minutes ago. things have calmed down but that indicates more traffic and more folks taking westbound 580 including the big rigs. that's not usually the case. this has been here since 2:00 in the morning. the rest of the bay shows a smooth, easy drive. silicon valley getting a break. we'll have more new weather s,an

good friday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm scott mcgrew. marcus washington has some time off. we have team coverage on the latest storm system. our bob redell live from dublin as residents prepare for possible flooding and landslides. he's getting his shot ready. meteorologist vianey arana tracking the storm's path, and mike is tracking breaking news on 880. mike? let's show you -- well this camera -- there we go. josh was wiping it down. a great shot. this big rig is still going on as an issue blocking still northbound 880 just north of high street right at the off ramp. the other crash we had in front of our caltrans camera, i caught a glimpse of it but it's spotty at time. much less activity but you still see flashing lights. both crashes still have to clear. as far as the backup goes, this is the jam up past the coliseum. the first one happened just after 2:00.

they both have to be cleared northbound 880 is slammed solid from 98. folks are exiting there as well as at high street and heading to city streets. 580 is a great alternate for you. we did see more traffic off the castro valley y. misty conditions, perhaps rain and soggy and perhaps foggy, low clouds. we're looking for all of that to be an issue as folks travel to the bay bridge. you cannot drive through oakland. take 580 westbound to the maze or go 680 to walnut creek. other than that major crash in oakland, everything is very calm. folks like the south bay showing a smooth, easy drive, much easier by comparison. vianey, the roads are getting a break at least in the south bay. >> definitely tough to drive in the rain. that's one of the worst aspects talking about storms. let's talk about what's to come. light to moderate, this system passing through right now brought a couple hundredths of an inch already and that's what

we're expecting to see with maybe around a quarter for some of the mountain areas. but what's ahead is what's going to bring, of course, all of the flood watches in effect, gusty winds as well, but that cold frontal boundary, you can see the moisture tap on satellite radar. here is the thing, in the next 24 hours, we have a couple things unfolding. the north bay flood watch will go into effect first starting at 4:00 p.m. especially for some of the mountain areas, the possibility of seeing some flooding and also we're going to monitor the creeks and streams as well because we could see an additional 3 to 5 inches, maybe even higher for the locally higher peaks, for example, mt. tam, they already have 6 inches. santa cruz has seen 5 inches. one thing we have to keep also a close eye on is how quickly our streams rise. so now let's send things over to bob in dublin where residents are monitoring potential flooding and landslides. bob? >> reporter: good morning to you, vianey. we are already seeing some

problems overnight because of the rain. this is new video in to our newsroom of a rock slide that happened around 1:00 this morning. this is in marin county along highway 101. as you can see did send some rocks onto the ground in the southbound direction of 101. we don't believe anyone was hurt but several cars were damaged. four had to be towed away. three more needed tire changes. caltrans removed the debris and that road is cleared in time for the morning commute. now the usgs warning about this yesterday that we could expect shallow landslides during this weekend's storm like this one from a few years ago. you might recall on valentine's day in 2019 when a home on crescent drive in sausalito slid off its foundation, carried down the hill by a mudslide, slammed into another house. we were there. i remember it clearly when a

woman was rescued miraculously with minor injuries. >> given the intensity of the rainfalls we're expecting tomorrow, friday into saturday, we'll likely see trees coming down and the potential for shallow mud slides throughout our hillside communities. >> reporter: that's the division chief fire marshal at the santa rosa fire department. he's concerned about the burn scars from wildfires in the north bay. those areas are prone to mud slides because there's little vegetation to hold the ground together during a big rainstorm like the one we're expecting. the city of san jose dispatched outreach teams asking those people to move to higher grounds, cities like san jose want to remind residents they have 24-hour sandbag locations just like the city of dublin back out here live where they have a handful outside their public works facilities. if you need sandbags, check with your local city, your local

county, most of them do have this available for you. reporting live in dublin, bob redell, "today in the bay." >> thank you, bob. also available our team of meteorologists through our nbc bay area app. you type in your city, they'll send you up-to-the-minute weather alerts straight to your phone and of course that is free to download. this morning there is a growing memorial in southern california for a riverside sheriff's deputy who was shot and killed in the line of duty. 3 it-year-old sheriff's deputy isaiah cordero was an eight-year veteran of the force. police say cordero pulled over a driver about 21 miles southwest of san bernardino. as he approached the car the driver shot him and took off. paramedics rushed cordero to a trauma center but, sadly, he died. cordero is the first riverside county deputy to be killed since 2003.

chp urging everyone to ring in 2023 responsibly, designate a drive, a sober driver. the maximum enforcement begins tonight. all available chp officers will work through the holiday to make sure drivers are safe this weekend. last year chp says 29 people were killed, nearly 500 impaired drivers arrested. the chp issued 2,300 citations for speeding. one san jose officer says drivers need to be cautious if it's raining. >> so if we're driving too fast for normal conditions, it could be dangerous. driving too fast in wet or rainy conditions is also dangerous. so we remind people because it's raining, we want to slow down a little bit. increase following distanls. >> make sure you have a full tank of gas and your wipers are working. happening tomorrow crab season finally starts. it's been difficult to get

dungeness crab, something san franciscans associate with a new year's tradition. experts say the soonest you should expect to see crab in stores some time next week. >> it will be a busy weekend. mike will have issues on the roads. vianey, a little bit of sunshine sunday. a little bit of sunshine. we have to get through the storm. we're going to see the system roll out just in time to go out and about. the potential danger. flood watches in effect for the north bay starting at 4:00 p.m., an area we look at the streams, the burn scars and we'll see all of this leading us into saturday morning go under a flood watch as well. from 3 to 5 inches in the mountains and i'm telling you there's flood watches in all of

that, if you live near a burn scar, you are likely aware, you know the impacts of it. if you are thinking why should this make a big impact when it comes to all the rain on top? let's talk about it. we have all of these burn scars. highlighted zones from fires in the past. we've seen 5 inches of rain. we get all of that water all at once. it becomes extremely saturated. at that point that water has nowhere to go. so when we get additional rain on top of that, let's talk about mud flows and debris flows which are different. mud flows can contain mud, sediment. debris flow can contain everything from rocks, trees, bringing down everything with it. how does that happen? water loading of the top layer. a lot of rain becomes pretty much impermeable. we have burn material in the burn scars which helps repel water.

we get this effect right here. most common with intense rain especially after wildfires with the atmospheric river plume that's lining up. that's when we see the rain all at once. how we could see the impacts into the new year. i'll take you through that coming up in a few minutes. let's send things over to mike inouye because he has been keeping a close eye on breaking news and the roads. sorry, i was checking with josh, our photographer, his shot. rainy times, still an active scene. we're seeing this, this tow truck -- i thought it was a crane. the crane on the back of the tow truck, the lift, it's now moved from the back to the front part. i believe they're hooking up this rig. the rig is now on its wheels.

if things go as i think they're going to hook this up and be able to remove the rig. this is around the high street off ramp. now the full closure of 880 because of all of this activity and just past it near the high street on ramp a second crash. they're working on that as well. hopefully both will clear in the next bit, half hour, as we have the full closures going on since just after 2:00 this morning. so because of that backup you're going to use 580 for a freeway accident. it's clear right now. we saw a burst of traffic off the catro valley y. everything is moving at speed. different traffic flows. be more aware here. it's closed at high street. you see all these caltrans and chp vehicles forcing folks off at high street. others choosing to get on to the

happy. joining me to talk more about some ways we can make sure we stay mindful is performance coach and best-selling author dr. neeta bhushan. thank you for joining me. you have a very different approach, i understand, to resolutions. you want people to embrace something they're not good at, sometimes failures lead to opportunities of change. can you elaborate on that? >> absolutely. my -- the thing i usually tell people is what if we focus on something that we suck at, so embracing the suck, to suck at something new. if, let's say, we want to curb sweets or we want to get to the gym or build the outcome is to build our muscles, either our six pack or our biceps, why don't we suck at something new. so let's suck at eating better three times a day or let's suck at going to the gym twice a week because if we can break up those

goals perhaps we may just be better off later on when we actually stick to that habit a month from now. >> and what is your advice to those who stray away from those goals, they haven't become habits just yet? >> yes, i would definitely recommend small steps. if we can actually commit to just a small thing, maybe it's going to bed 30 minutes earlier or tomorrow having your workout clothes on your bed and maybe you go to the gym for, let's just say, two reps or two rounds or a 15-minute walk, you may note that by week two or week three you may actually be more inclined to actually stick with those tinier incremental habits that then later become huge assets to change your lifestyle. >> i like that.

with that. we have our live look and of course we have some light rain coming down, satellite radar doing a really nice job of showcasing the sierra snow coming down up through lake tahoe, gusty winds, flood watches are also going to be in effect for the sierra as well. and if you notice this moisture you're going to hear us talk about that a lot. that atmospheric river plume all the way to hawaii bringing rain and gusty winds. that mid latitude cold air. we're seeing the warm system pass through. behind that a cold front. peak rain and wind will move in friday night into saturday. everything is pretty scattered through today and then overnight we start to see the system really begin to ramp up creating those heavier pockets when you're looking at this color queue, we start out light and then the pinks and the reds means we're seeing heavier pockets along with the reds and yellows. midnight, look what happens if

you're san francisco, oakland, danville, fremont. it all happens overnight so please be mindful that it's really hard to see ponding water and just how much water is in a spot in the dark. you can't really tell. if it looks like it has the potential to be deep, avoid it, go around it. don't try to drive through it. another spot we'll monitor closely will be -- we've been looking at the burn scars, the santa cruz mountains. the potential for this to stall out further north or south. model runs are actually now showing this a little bit further south over santa cruz and there's a lot of burn scar in the area. the potential for really fast run-off could happen quickly and then the good news, i do want to bring you good news. by 12:00, 1:00, we'll see some clearing, some cloud cover. here is my side note, if you travel through central california or l.a., i would recommend actually leaving early from the bay area because if you

live later you will be following the storm, right? by the time we get to l.a. at 5:00 or 6:00, then you will be smack dab in the middle of l.a. weather. if you leave early during our storm system, you might miss the rain pushing through bakersfield and l.a. that's just a little side tip. a lot of people travel through the grapevine. saturday ukiah, santa cruz. expect to see the heaviest of the rainfall totals. you're going to see that in the rain totals once we get through the system, avalanche watches in the sierra through the weekend. long-range outlook now, our next system continues to the start of 2023. mike, how are the roads doing? they're still making progress here. a much clearer shot. our photographer josh, i have to give him credit out in the elements and figured out a way

not to get a blurry lens. a shattered windshield, we have a second tow truck on scene. there are a couple of other vehicles in addition to this big rig that has to be cleared north 80 around the high street on ramp. the location for another crash. flashing lights, caltrans, all shutting down traffic for the northbound lanes in the mist, drizzle and wet roadways. the backup extends to '98 for northbound 880 which is closed. a distraction as folks see the flashing lights. west 580 is the alternate taking on the traffic just fine because it is lighter traffic today. that is where all the activity is in oakland. everywhere else seems like it's lighter. watch for slicker roads. back to you. thank you, mike. happening now, las vegas raiders fans dealing with a tough blow. quarterback derek carr will not only sit out the rest of the season, he's asked to leave the team for the final two games so he wouldn't be a distraction.
