is ahead coming up in a few minutes. scott and laura? >> thank you very much. take a look at all of this water. flooding was seen across the bay area all weekend long. you may be thinking we're in the clear when it comes to the drought, but we're nowhere close. later this week we should get more detailed answers. "today in the bay's" bob redell joins us live this morning and no matter how you look at it, at least california is still thirsting for so much of the water. it is good to see these storms come in, bob. >> reporter: it is. happy new year. i mean, this is a wonderful sight along the alameda creek at the end of niles canyon in fremont. the water is back down to a norm normal level. we will get a sense of how much impact that storm has had on the drought when the drought monitor releases its latest update on thursday. as you mentioned, no one is suggesting this drought is over. our own meteorologists have pointed out we had lots of rain

and snow last december of 2021, and then there was a dry january and february. we need to have several weeks of this kind of weather to have a shot at ending the drought. this is the uvas reservoir in santa clara county which almost overflowed at the height of the storm on saturday. the water is receding. valley water says the reservoir gained more than 15 feet saturday and is at 103% capacity. the almaden reservoir did spill over. valley water is monitoring the area. people who live nearby are thrilled to have a full reservoir after years of low capacity. >> we're in a long-term, persistent drought. having a full reservoir is a great thing. you get a storm like that, the risk is you get damage. it doesn't look too bad. >> reporter: valley water is monitoring san francisquito creek, the guadalupe river, and

other areas across the county that are swollen with rain. take a look at these numbers or listen to them. the lexington reservoir was at about 35% capacity on december 1st. saturday night up to 44%. sunday up to 50%, a rise of 6.5 feet. bob redell, "today in the bay." damage from the weekend storm is widespread including four homes in san francisco now red tagged. water gushing into one. first respond hers to open the doors of all these homes to let the water flow through. they posted the video to social media. one neighbor described the deluge. >> it went through the backyard through the kitchen, bathrooms, living room, dining room, everywhere and coming down the stairs.

in the garage it was like rain. >> in the mission they are still cleaning up, some of the problems caused by clogged storm drains overwhelmed by the rains. stay with us all weeklong. we'll follow this series of storms hitting the bay area and we're also streaming online at nbcbayarea.com and on roku, amazon fire, apple tv and online. police in san jose investigating a shooting that left a man critically injured. it happened a little after 6:00 p.m. police say they have no information about a possible suspect or a motive. the damage left behind after a car crashed into a sunglass hut along the embarcadero. police say the driver of the car fled the scene and are trying to determine if a burglary was

officers, take them off the line -- deputies, i should say -- because of low scores on psychological exams. where are you with that? what is the situation now? >> yes. so from what i understand the majority, well, not all of them, passed a second round of the psychological exams. so p.o.s.t. allows for individuals who are applying for law enforcement and as peace officers, if they fail their first psychological exam, they have the option to take a second, and when, through this process from what i've learned, the failure behind how we hired individuals who hadn't passed their initial psychological exam, they were never offered a second exam because they weren't told they failed the first exam, and so that process was remedied through allowing for the second psychological exam to be conducted.

>> you understand there will be some concern over failed the first one, passed the second one. if it were an airline pilot, i would be concerned about the airplane. can you address that? >> i understand people would be concerned. absolutely. valid concerns. but it happens all the time. it is a p.o.s.t. allowance for someone to be able to take a second exam if they failed their first one. there are a number of factors in the psychological exam that are considered, life experience, whether an individual will be able to handle the stresses of the job. so it's not so much that they're mentally unstable or anything like that. >> sure. >> what it's really trying to draw -- it's a very stressful career and there's a lot of pressure that comes along with that and making sure that you have work/life balance and that's what the psychologist is trying to draw during the interview.

down, the last day of 2022. happy new year, everybody! >> really nice way to start the new year as long as you're bundled and warm. it looks like you were. >> that was something to see. all of that heavy snow coming down. >> beautiful. >> we were just walking around. everyone was enjoying it. it's great, of course, if you don't have to drive in it. and we made our way back and had the chain controls and then once it was where it just rained about 5,000 feet, there was a big rock slide that came down blocking highway 50. >> you made it back safely. >> yeah. that's always the thing, make sure you're driving safely. and so we are now looking at how well we're doing with our sierra snowpack after that big dumping we had over the weekend. and right now we're at 187% of the normal amount of snowfall

for this date for the central sierra around the tahoe area. we're also seeing the southern sierra and more than double its normal amount of snowfall for this date and more on the way. there is another 4 to 9 inches of snow with what we'll see between today and tomorrow and then as we go throughout the week there could be a few more inches, maybe even a couple more feet by early next week up to 62 inches of snow at kingvale as we go toward next week. it's definitely going to be very active here. now is the time that you are clearing those storm drains that may be clogged once again after all of the rain that we had over the weekend. you're checking your tire pressure, windshield wipers and this evening you do want to make sure you allow some extra travel time. charging up those devices because we are with even tday's storm going to see gusty winds. some trees may come down. be ready for that and also sign

up for emergency alerts that will definitely come in handy as this next big storm comes in for the middle of the week. so i'm tracking all of that. let's get a look at the roads as you get ready to head out in san rafael keeping an eye on 101 there because that's where the rain will be hitting the earliest today by late morning. looking at the bay bridge, there is nothing going on, no metering lights. a very light flow. hopefully you can hang out with us for a little while longer, get a look at what's going on. there are a couple of minor incidents, i've been keeping my eye on the valley, making your way to the patterson pass area, we've seen it slowing down on 580 coming into the bay area and we have road closures that continue for the weekend 84 heading to the coastline. we are seeing elsewhere a smooth drive. scott and laura? it is 6:10. new year means a slew of new

as we take a look at microclimate weather alert that continues even though it's dry now. we will see it coming in late morning. keep that umbrella handy outside the door. i'll have an update on that and as you are heading out a light commute, still dry conditions and bridge drive times are looking at speed. i'll give you an update on that. it's coming up in a couple of minutes. >> the new year is here and with it comes a slew of new laws. mean police won't be able to cite you for crossing the street outside of a sidewalk as long as it's safe to do so. it's called the freedom to walk act, and it was written by bay area assemblyman phil ting. >> i think this will help make our street safer and help make walking much more enjoyable in california. >> reporter: minimum wage will rise to $15.50 and expand to nearly all employees including those working for small businesses. staying in the work place employers with over 15 employees will be required to list pay and salary ranges on all job postings. the pink tax ban goes into effect. the pink tax is the up charge on certain products or services specifically targeted toward women. >> it goes down to everything down to socks -- >> reporter: and women's razors compared to men's razors. the law allows courts to impose

civil penalties if companies are charging more on two similar sets of goods. >> the pink tax was costing women almost $1,200 a year that could be going to better housing, feeding their kids, education, other things that continue to move our economy forward. >> reporter: recyclers will have to collect additional information from the people trying to sell catalytic converters including the car's make, model, even a title before they can buy it. a second law will prohibit people from buying a used catalytic converter from anyone except certain certified sellers. ian cull, "today in the bay." and there are so many other new laws going into effect. check out the list online right up on our trending bar. 6:16 on your monday morning. everybody is talking about rg3

and his wife, something way beyond football. >> what are we doing? it's in the middle of the game. >> i have to go. >> to the bathroom? >> espn football analyst robert griffin iii learning on air his wife was going into labor, it happened during one of espn's alterp gnat live telecasts for the fiesta bowl. he high tailed it down the sideline to get to the hospital. well, nature sometimes plays a trick. as of yesterday griffin posted his wife is still waiting, a false start or delay of game, one of the two. >> congratulations to them. we had a new year's baby as well in walnut creek. we want to see how we're doing with our reservoir because that's always the question after

a rainfall and we're only at 31%. some of the reservoir levels doing much better than we've seen but we do still need more rainfall. and a slight deficit for santa rosa. slightly below what we see for this date and 13 inches of rainfall so far and we are seeing the surpluses there. what we see for january 2nd and how much we've measured we're at 189% of our normal amount of rainfall for oakland and livermore doing very well. we're at 90% for santa rosa. we do see more storms coming our

way. one on the way for today is going to be a lot less in terms of moisture but still may tax some gusty winds. we could see winds 20 to 30 miles an hour and rainfall at about a quarter to three-quarters of an inch of rain just for today. the sierra may see another 4 to 9 inches of snow and we start to see it coming in 10:00 to 11:00 and becoming more widespread as we go throughout the day. upper elevations in the north bay mountains, the yellows and the oranges indicates heavier rain. there are hit or miss showers continuing all throughout the day. as we look at tonight still some lingering spotty showers. giving that rain a chance to soak in. wednesday into thursday it looks

like another atmospheric river and could bring in heavy amounts of rainfall and not much of a break and another one for early next week. it's going to stay very busy here. the ground is already saturated. we only get the brief breaks and we see more of that wet weather coming in. we do have to be prepared for the potential of more power impacts as well as downed trees and the rain is going to be fairly light, but we do already have a lot of puddles still left on some of those areas where the ground is just very saturated, so we do still see the potential of some very brief flooding on the roadways where we see the rain picking up. i'll continue to give you more as you check in every single morning.

nbc bay area responds to a lot of people who want their money back but today we're helping a viewer who needed to return a couple hundred bucks. >> going the opposite way there. chris chmura has the story of an east bay woman who struggled to repay the state. >> reporter: good morning. this one is unusual for us. zvia in san ramon got a $600 stimulus check. she cashed it with mobile deposit and said she immediately realized a mistake. someone else's name was on it. zvia wanted to do the right thing. she says she called her bank and the state for weeks asking for help trying to get that money back to the state. neither helped and zvia worried she would get in trouble so she called us. we called the bank and the state then zvia said the bank sent the $600 back to the state. the franchise tax board said as long as she followed instructions there is nothing else she needs to do.

lot colder and not as much moisture associated with it, but we are also going to see additional rainfall as we go through 10:00 to 11:00 this morning, first starting in the north bay and approaching the coastline. it will be very scattered and picking up as we go into late morning into the afternoon. here we are at 12:30. we see the heavy rain covering a lot of the north bay and starting to reach into the peninsula and approaching the south bay. at 3:00 it's picking up in marin county and san francisco. heading over to alameda and contra costa county and then even into the evening commute we're seeing waves of rain coming in. in total we're looking at a quarter to three-quarters of an inch of rain. as we mentioned there is more ahead. now let's turn to "today in the bay's" bob redell taking a closer look at the cleanup from the weekend's storm. >> reporter: good morning to you, kari. it's still happening throughout the bay area. we're along the alameda creek in

fremont and to the right of me is highway 84 which runs through the canyon along the creek. it is still shut down. caltrans has that shut down because of a mudslide that happened here on saturday and not far from here. there was another landslide can you see in the video in castro valley near mile marker 8.2. alameda county firefighters show a massive chunk of that road missing. across the bay in east palo alto, people are still cleaning up after saturday's storm especially near the san francisquito creek which overflowed into local streets and flooded an underground parking garage on manhattan avenue where bryan sainz had his family's four vehicles parked. >> we had two minivans in there and two other sports cars, and we tried to check them as fast as possible. at this point they're totaled.

>> reporter: bryan doesn't know how he'll get to his job which he tells us is about 20 minutes away from where he lives n. san mateo three cars remain submerged at an overpass. that's something we saw with many cars in the bay area. bob redell, "today in the bay." thank you, bob. some of the worst of the storm damage will leave the oakland zoo closed for at least the next two weeks. you can see this 10-foot gap here. during the worst of the storm the road leading up to the zoo's entrance collapsed caused by a culvert that collapsed leading to that rapid erosion. zoo leaders holding their breath. >> we have another atmospheric river event coming through this week. we have to let that rain get through and see where we land. >> this comes at an unfortunate time for the zoo which has been

holding its annual glowfari event. visitors had to be turned away yesterday. anybody with tickets will receive a full refund. the storm did not damage any of the zoo enclosures or exhibits. you can download our app and get alerts whenever there's rain or changing conditions heading your way. new video in showing the scene of a deadly hit-and-run in daly city that happened at about 9:00 last night. investigators say the victim was walking through a cross walk and after being hit dragged the length of a city block. so far police are not saying if they have a description of the vehicle or driver. police in oakland investigating that city's first homicide of 2023 at about 2:30 in the afternoon. police found the man shot several times who died at the scene.

a second gunshot victim arrived a short time later. that person's condition is not known and so far no arrests have been made. gun owners are required to carry liability insurance. outgoing mayor sam liccardo championed the annual gun ownership fee. they vowed to continue their battle to halt the new law. san jose has fended off several challenges. >> after a two-year pause, they are enforcing the parking permit program. police stopped enforcing it at the start of the pandemic. the city first started the program when neighbors got fed up with events and nearby residents taking up their parking spots.

visitors have a limit of four per household. climate change to housing, the full list now online at nbcbayarea.com. i also tweeted out for you this morning. taking a look at palisades where the snow over the weekend fell but clearly there's good sunshine this morning. or it's some sort of apparition. i give you ten commandments. the pictures kari took in south lake tahoe over the weekend, some three feet of snow fell in parts of tahoe, at some points coming down at a faster rate than crews could keep up. some lifts were closed yesterday. it looks like a hallmark thing where a busy meteorologist goes up to a small town and gets snowed in. you brought your romance with you.

>> you brought your lumberjack with you. >> he was the one putting on the tire chains. i was sitting in the van, okay. he put them on, takes them off -- >> sounds like a happy ending. >> it was beautiful there. and it's been nice to see how much snow we've gotten. we look at the percentage of normal and how this compares to what we typically see for this date. we are doing very well, 179% of our normal amount of the sierra snowpack for this date. we're at 187% of the normal amount of snow. and there's more on the way, 4 to 9 inches with what we have today and then as we go throughout the week there will be additional snowfall with the potential of at least 3 to maybe even 5 more feet of snow. what we're expecting here in the bay area is a cloudy morning and then the rain starts especially in the north bay. rainfall totals will be at about a quarter to three-quarters of

an inch of rain but because it's coming on an already saturated ground, we may have issues and we have another big rainfall coming our way about 4 to 6 inches of rainfall as we go toward wednesday and thursday. i'm watching all of that for you. and as you're heading out for the commute this morning, we're getting a look at san rafael where it is dry now but we'll be seeing that rain coming in. and look at how wide it is at the bay bridge. i think a lot of people have the day off, no metering lights as we approach the 7:00 hour but we start to see more incidents popping up, a couple of accidents on the roadways and just be aware of the standing water. we are also seeing an incident on 580 near san leandro, so as of now because the flow is so light, we're not seeing a backup. i'll have another update coming up again in a few minutes. >> sounds good. well, the 49ers ring in the new year with a win in las vegas. coming up, the latest win could help lead to one fewer obstacle

get the camera ready. it will be a beautiful sunrise. red sky in the morning, sailors take warning. starting by late morning, it does get heavier as we go into today. we'll talk more about this and what's ahead in our forecast coming up. a spokesman for jeremy renner says the actor is in critical but stable condition after a snowplowing incident near his ranch about lake tahoe. first responders were called yesterday morning to his property near mount rose. a helicopter airlifted rener to a nearby hospital. no details on what happened but the 51-year-old actor is with his family and, quote, receiving excellent care. renner plays the role of hawkeye in several marvel films, has a recurring role in the "mission: impossible" series. the 49ers suddenly have the chance to nab the first-round bye in their push to return to the super bowl. it all starts with yesterday's dramatic come-from-behind win

over the raiders. the game had plenty of twists and turns. east palo alto's adams gave the raiders the lead. a 14-yard touchdown run. after the raiders answered, the niners could have won in regulation but they missed the field goal. then in overtime the niners' interception put the ball at the raiders' 7 yard line, and that's where robbie gould finished off the raiders with a 37-34 win. after the game, the kid, brock purdy, called it a big win in all phases. >> we knew robbie was going to hit that one. right when he hit it, man, it was a good experience for all of us. defense, offense did their part, and special teams capped it off. >> the niners are now the two seed. if the eagles lose next week and the niners can beat arizona, they grab home field advantage throughout the playoffs. go niners. good to see. happening today we're actually just a few hours away from the rose parade.

thousands of people camped out all night in the cold waiting for the bands and beautiful floats. >> lauren coronado reports from along the parade route with more as this anticipation builds. lauren? >> reporter: we're a few hours out from the 2023 rose parade and already folks have been camping out. some taking a nap, in fact. these ladies have been here since about 2:30 in the morning. is that right? >> yes, that's right. >> reporter: and it's your very first time at the rose parade? >> the first time. >> reporter: what were you expecting? >> i don't know. a lot of people hopefully. we'll see. >> reporter: a lot of people. you'll see really vibrant, colorful floats will make their way down colorado boulevard. is this something you've been watching from home before you moved out here to l.a.? >> no, actually, we were having dinner at cheesecake and saw people camping so we ran out to the walmart, grabbed some chairs and blankets. we'll camp out, too. >> reporter: how are you braving the cold? >> it's cold but we'll be okay.

>> reporter: and it's your first time though you've been living in l.a., you said about 30 years? >> 32 years in california and this is my very first time doing the parade. i'm really excited about it. my advice is just bundle up. make sure you have a blanket, you have a little thermal, boots, and bundle up a little bit and you'll be okay. >> reporter: and this is tradition for you, right? what makes the rose parade so special? >> i think the vibe and the spirit is the best way to receive the new year. it's just the best way, the positive vibe to receive the new year. >> reporter: it sure is. what a great way to kick off the new year. thank you for chatting with us. the rose parade will kick off at 8:00. >> it's always pretty spectacular to see how they put

all those together. >> you talk about the detail, though, of the floats. >> it's all flowers -- >> flowers and beads and seeds. it takes hours to put that together. >> it's nice to hear the background stories of the floats and the people who are there. >> and the cold weather will help preserve everything. >> i guess so. that's been the story as this crazy weather, another cold front coming in on the heels of what we had over the weekend. let's check in on our reservoirs. our four largest reservoirs across northern california are still only at about 30% of their normal amount of capacity. we are seeing some progress. we're at a slight deficit for santa rosa. more rainfall but we've measured nearly 13 inches. we are seeing a nice boost there

with 189% of our normal amount of rainfall for this date in oakland and we're seeing big surpluses across much of the rest of the bay area. with this storm system coming in once again this is a colder storm, not as much moisture but it will bring in some additional rainfall. and i'm really concerned about the potential that we could see more downed trees with these wind gusts reaching 20 to 30 miles per hour for today and only a quarter to three-quarters of an inch which is a decent amount. what we've had recently has changed our level of expectations. looking at the sierra, we could see another 4 to 9 inches of snow for today and that rain really gets going for us at about 10:00 to 11:00 in parts of the north bay. san jose may see the rain around noon but then hit or miss. if you have the nbc bay area app it will give you those alerts as

the rain is approaching your location and then it starts to change over to snow. that's the blue you're seeing for the upper elevations and our north bay mountains and then for the rest of the bay area off and on rain. even at 8:00 this evening we're still seeing the spotty showers passing by. it will clear out around midnight and give us a break before the atmospheric river comes in. yes, another one. that's going to be arriving on wednesday into thursday. a lot more of the widespread heavy rain and then another weak system for the week and possibly more rain ahead for next monday, tuesday, and wednesday. the possibility of about a tenth to about three-quarters of an inch of rain for the north bay. but look at what's ahead, a few more inches of rainfall. and by the time weep get to next week, we may have another nine inches of rainfall in parts of the north bay as well as the santa cruz mountains. another three to four inches of rainfall elsewhere. and we only have these brief

breaks in between. tomorrow we see a lot of clouds and maybe even a break for a few hours but then we are once again going to be talking a lot about that next atmospheric river coming in on wednesday and thursday. a break on friday and then a chance of some thunderstorms and some scattered showers for saturday into sunday. san francisco will see off and on rain. temperatures do not warm up very much throughout this week. now to the roadways and a live look at the san mateo bridge. a little bit more of a traffic flow there as you are heading westbound as we see no major issues just yet. looking at oakland right now on 880 we haven't seen any problems but i just got this update we're getting a few more incidents on the roadways on 580 just south of san ramon we have a vehicle that is on its roof. so be very careful out there. we are seeing some people slowing down in that area. but as far as drive times in the

and welcome back. we're moving you forward with a look at the top stories on "today in the bay." certainly that weather alert as a new round of rain starts to move in. >> it follows that large-scale downpour that mostly moved out before the end of 2022. many places across the bay area, however, still cleaning up from the flood damage. in lots of cases crews are racing against time before the next big deluge arrives by midweek. >> as for the drought impact nbc bay area's bob redell is out

there live with an update. bob? >> reporter: good morning to you, scott and laura. along the alameda creek at the end of niles canyon in fremont, this is a wonderful sight to see, this much water this is down from when it was above flood stage this saturday. and so the question is how much impact will the storm have on our drought? the drought monitor will be releasing its latest update next thursday. this upcoming thursday. no one is suggesting that the drought is over. our own meteorologists, we've been mentioning, pointed out we had lots of rain and snow the previous december in 2021 and then a dry january and february. so we would need weeks of this to see a shot at ending the drought. the rain is filling up our local reservoirs this is the uvas reservoir which almost overflowed at the height of the storm on saturday. that water is receding now. valley water says the reservoir gained more than 15 feet saturday and as that 103% capacity. the lexington reservoir at at

so far police not saying if they have a description of the vehicle or the driver. also some new video showing new damage left behind after a car rammed into a sunglass hut about 12:23 along the embarcadero. police said the car fled the scene. they're trying to figure out if there was a burglary. there are reports police are investigating a few other similar incidents right now within the city. the city is showing damage to a sports basement on bryant street. you can see the front of that store damaged, the glass entrance smashed in. talking to police trying to get more details. the new year means a new slew of laws taking effect in california. >> that means eliminating the so-called pink tax. in addition police enforcement of jaywalking will be rolled back unless the infraction involves immediate danger. the state's minimum wage is also going up to $15.50 per hour.
