"today in the bay" is streaming live on roku, amazon fire, apple tv and online. we have team coverage from flood watches and landslides to the impact the sierra is seeing due to this winter storm. our team ready with what you need to know to stay prepared. some dangerous driving conditions. the chp is asking people this morning to stay home if you can. more on into ahead. first, meteorologist kari hall. what are the conditions looking like right now? rain is covering all of the bay area as we track it with storm ranger, mobile doppler radar. some of the heaviest pushing into parts of the east bay. pretty much all of contra costa county and northern alameda getting in on heavy rain. moving into san francisco as you cross the bay bridge moving over to oakland, danville, as well as livermore, san ramon, dublin. it is a lighter rain for milpitas in san jose. down to morgan hill and gilroy.

as we open up the view, we see a lot of the storm that has to work through the bay area. it has intensified as we look at even the motion, the low pressure, and taps into the tropical moisture all the way from hawaii moving across the pacific. that will enhance the rainfall that we see today. as the center of the storm gets closer, the winds will pick up and we'll see high wind gusts later on today. as we go hour by hour at 8:00 some of the heaviest rain is hitting the north bay, there may be some breaks for the peninsula as well as parts of the east bay, but then as we go into the noon hour, some of us may even see a little peek of sunshine or two but then we're getting ready for the heaviest part of the storm that will be moving in for the evening at 4:00. it's moving into san francisco as well as the north bay. this is when the winds will be quite high gusting at 40 to 60 miles per hour and we're also looking at the potential of all of this heavy rainfall causing

some flooding very quickly. flash flooding very likely especially with this coming down on an already saturated ground. we'll monitor those conditions out there as we now turn to "today in the bay's" pete suratos in san francisco. now the city is still recovering from the weekend storm, pete, but soon will be lining up for sandbags. >> reporter: that's right, kari. as you mentioned the heavier part of the storm moving in later this afternoon. light rain here in san francisco this hour. what you'll see is a long line of cars heading into san francisco public works yard behind me to get the sandbags. if you want to get them, cesar chavez street. get here early. folks are trying to prepare for this storm. they experienced so much rain on saturday and want to be prepared this time around. we know there are those two big

concerns, the flooding. we saw a lot of it in the low-lying areas this is video from a restaurant owner near 17th and folsom. you can see his restaurant as well as the streets were pretty much under water so, again, if they get a repeat of what we saw on saturday, the big concern there is they will once again deal with flooding after dealing with it just a matter of days ago. the next issue are the landslides. i want to show you video of the bernal heights area in san francisco. when we saw this rain come down on new year's eve, it triggered those landslides. that's a big concern. that's why the city has activated its emergency operation center to better coordinate for these conditions. and because the conditions might explain why they continue to run out of sandbags at the public works station. >> close to 10,000 sandbags since saturday. for the last couple of days we've been working very hard to store sandbags from wherever we

can in northern california. >> reporter: this is video from 2019 in sausalito, the home taken out by the landslide. thankfully the woman inside did survive. that's an area they will be monitoring with the storm. kari, you mentioned the high winds in the area that could cause downed trees. all that soil has been saturated from the rain. at 6:00 a.m. we'll talk about the north bay concerns, the glass fire burn scar, will this rain cause any issues and potential landslides in the area. over to vianey, the chp warning for folks hitting the roads. any form of rain should be a concern for you to slow down. when we get this much rain, the issues really start to pile up once we start to see the downpours and accumulation of it. one of the major concerns on the

road as the storm moves through is the danger of standing water this is video from saturday's storms. take a look at this new video. a san francisco woman made her way saturday. when you encounter standing water be sure to proceed with caution. the water becomes a barrier between your tires and the roadway and can cause you to skid or run off the road. here is what the agency says you can do to avoid that. >> important information is to not hit the brakes and swerve. the only way to get out that have is to remain calm, maintain the vehicle driving in a straight line, take your foot off the accelerator so the tires slow down enough to get back in touch with the roadway and regain traction. you'll be able to drive straight through that. >> keep in mind the rain brings up oil from the roads which contributes to the slick

conditions. when your windshield wipers are on, your headlights are required to be on as well. ponding water can be very deceiving. if you don't know the depth or how deep something is, you want to not drive through it and take that chance. i do want to bring you with an update on the bay bridge. chp is reporting a lane that's blocked near treasure island -- it looks like it could be a possible crash. no idea if there's injury just yet. they will update us. for now this could be something we look out with concern for. anytime we see rain on the bridges, the slick conditions will see a role. the green on the map is rain coming down right now. both directions near niles canyon and 9 is closed because of earlier mudslide cleanup from new year's eve weekend. that will remain closed. now that we're seeing more rain we'll see how that plays out. you're looking at about 25

minutes. back to you. a lot to keep track of and right now we are keeping an eye on power outages across the bay area. in fact here is a live look at the pg&e outage map. so far no major outages across the bay area but we'll continue to monitor. now we talked a lot about sandbags. pg&e says those are just a start when it comes to preparing for the storm. experts advise keeping your phones and laptops charged. and if your home loses power, use flashlights, not candles, to avoid a fire. make sure you have fresh drinking water supplies and ice on hand. also keep your medications refrigerated in case of an outage. also big freezing tip is to get big containers of water ahead of time should you need them. finally if you plan to use generators, be careful, and if you see downed power lines, don't touch them. call 911 and pg&e. let the pros handle it. you can stay up to date with our storm coverage here on nbc bay

have seen 4 to 6 inches of snow in the last 24 hours. this is what we are looking at now, this winter storm warning, the pink all along the sierra. goes into effect about 7:00 this morning and lasts through friday. 8 to 14 inches around the basin. of course more on the higher elevations at about 7,000 feet. this will be paired with strong wind gusts upwards of 100 miles an hour or more at the crest. whiteout conditions are possible on the road. be prepared with those emergency kits. check on road conditions if you must travel. as the rain and snow continues, our models are looking at a few more feet of snow in the coming days. it will be piling up over there at kingvale. look at close to 100 inches by the time this storm is through and through. i'll be keeping an eye throughout the morning. i'll be back with an update. >> so much going on throughout our state. let's bring in meteorologist kari hall. let's get this hour by hour. when do we see all this begin?

we will see the hardest rain this afternoon. we have several hours of rainfall and the snow is already getting going in the sierra. we can start to see the snow showers popping up there for the upper elevations, but you can see there's not a dry spot here anywhere across the bay area. so we power up our storm ranger, mobile doppler radar with intense rain off the coast. we're also seeing a wave of it moving through the east bay and as well hitting areas like vallejo and over to fairfield and vacaville. we're also seeing all of contra costa county now dealing with some heavy rain and also we have the concerns of flooding. that's the reason we have a flood watch in effect for today and tomorrow with this new round of rain coming on top of what we had over the weekend which was also a record amount of rainfall in some spots. and we could see quickly our rivers, streams and creeks rising as well as street

flooding with the storm drains that could be clocked up. we have the concern of mud flows and debris flows that could hit hard in some of the burn scar areas. what happens you get water loading on the top level and if you do have burn material that actually repels the water and causes the soil and rocks below to start to slide and travel as fast as 30 miles an hour. this is most common in areas where we have wildfires. this could happen especially along our hills. we're monitoring for that. vianey has been watching out for road conditions. we had a lot of rock slides over the weekend and now we're starting to see things hopefully improve. we had a chance to dry out on the roads but the issue will continue to be ponding water. rain kicks up behind vehicles. we are noticing some slower spots in through the tri-valley, westbound 580 from grant line to 680, 25 minutes. southbound 680 to vargas road,

few minutes. and i do want to give you the latest look at your north bay drive times this will probably be your best window of opportunity. so far no issues along westbound 37 from sonoma boulevard to lakeville highway, 13 minutes. southbound 101 from 580 to golden gate you're looking at about ten minutes. we'll talk more about the remainder of the impacts throughout the entire bay area coming up. and let's take you out to the futures this morning. wall street looking to open a bit higher after the markets kicked off kind of a sour note yesterday. the dow, s&p 500, nasdaq all closed in the rate. interest rate, inflation, the usual. tesla, oh, man, down another 12% on disappointing delivery numbers. salesforce says it is closing some offices. it is unclear if any of the bay area offices will be impacted.

this is the latest company to undertake cost cutting measures in a challenging economy. trending this morning our very own raj mathai prepping for the storm, which is now right here in the bay area. >> reporter: it's going to be a little rough tomorrow. >> raj says he's been living in the bay area more than 40 years, the first time he's had to use sandbags. he made some friends along the way and shares that the bags are a lot heavier than expected. not to make light of this, but if you've ever been the reporter out covering sandbag and people going to get them, they come and pick up about two and they say, oh, my goodness, this is going to be a lot. i was impressed by the prius owner, had something like 15 of them in there. >> yeah, well, you kind of need it to build the wall. >> you need it and pick one up. >> it's a lot of work but worth it. we're going to see serious flooding. >> we know this is another big, impactful storm coming after one we already had over the weekend

and it hasn't really had a chance to soak in. it's already hitting us with some of the heaviest rain as we're seeing it moving through the east bay as well as solano county. i wanted to give you a closer view of san francisco where there's a steady rain coming down but look at how much more intense it is as you move over to the east bay. concord, antioch, san ramon, livermore seeing the yellows and the reds there indicating some much heavier rain moving through. widen out the view to show you what else is coming our way. the center of the storm here is really getting wound up and will be moving in. there's also this long connection of these clouds that are bringing in enhanced moisture from hawaii that is an atmospheric river which is the steady stream of enhanced rainfall that we see happening most likely during the wintertime. so looking at rainfall, it does get heavier this evening and in total we're looking at 2 to 5 inches of rainfall. but the wind is also going to be

an issue. 40 to 60-mile-per-hour winds. all of the impacts we're expecting here flooding, mud slides, power outages and downed trees that will really start to pick up as we go into this evening, but we're going to see a lot of heavy rain in parts of the north "today in the bay" 8:00 to 9:00 this morning. there may be some breaks by late morning into early in the afternoon. then we start to see the brunt of the storm hitting us at 4:00 in san francisco on northward spreading quickly into the east bay during the evening commute and then it moves into the south bay as well through the evening and overnight hours and then it starts to break up a little bit, but we'll still see waves of rain coming through tomorrow. several more storms coming our way. only a brief break on friday and another storm saturday to sunday. this one looks to move through fairly quickly. another storm behind that on

monday so there won't be much time to recover and it looks like we're just now in the beginning of a very active and high-impact week or maybe week and a half as we can see a lot more flooding, downed trees as well as power outages. look at our seven-day forecast here. we will see temperatures not changing much. high wind and rain today turning to more scattered showers tomorrow and not tapering off until the evening and then on friday we'll see some peeks of sunshine but it doesn't help us dry out ahead of the second storm system that will be coming in saturday to sunday and a third on monday into tuesday. we are seeing more beyond that point. vianey, the roads are starting to get wet. are we seeing any accidents? so far things have been quiet. i want to given you a look at san rafael. notice the sheen on the roads, and as kari mentioned, the wind will be a factor. we have some wind kicking up in the bridges especially for the

high-profile vehicles. an update on the bay bridge. remember i mentioned there was one lane blocked on the westbound side near treasure island. it looks like the tow truck is there so they have managed to clear the road out which is good. another spot that i'm going to be monitoring is southbound 280. we experienced flooding from the weekend storm on new year's eve so this could be another zone for concern as we inch closer to the 6:00, 7:00 hour once that rain really starts coming down but you live anywhere near that stretch definitely keep that in mind. now drive times now not noticing any major slow spots. you're looking at about 14 minutes. i'll have another update coming up in just a few. >> we'll check back with you. our storm coverage continues all morning here on "today in the bay." ahead, damar hamlin still in critical condition after his collapse during "monday night football." we'll have an update this morning on him and the touching tribute from the 49ers.

welcome back. it's 5:24 right now. there's no plan to resume the "monday night football" game suddenly halted when safety damar hamlin suffered cardiac arrest. >> the attention fully focused on his health and well-being. here's nbc's maggie vespa with an update on hamlin, who remains in critical condition. >> reporter: our second morning

outside the icu since damar hamlin, the 24-year-old buffalo bills safety, collapsed on the field during "monday night football," the result, the team says, of cardiac arrest. on the second morning we have potential good news. hamlin's uncle telling reporters overnight that he is needing less oxygen than he used to though he remains intubated and doctors have flipped him onto his stomach in part to help drain blood from his lungs. medical experts says that's standard practice in a case like this. a lot of people hoping that improvement continues. at the same time a lot of questions and conversations about the nfl and how they handled that moment when he collapsed from praise from the doctors and medics who sprinted onto the field to help hamlin to questions and a lot of criticism why the nfl took an hour to postpone the game in the wake of that collapse. >> i don't think there's anything can you change from the game play but if the nfl called that game a lot sooner it would have sent a message loud and clear to the players on that field, around the league, to the

right now at 5:30 we are on storm watch as the first bands of a powerful storm system move into the bay area. ahead, live team coverage on the new warning for some neighborhoods and the places that may be most at risk of new

flooding. meteorologist kari hall has the hour-by-hour outlook and details on when and where it will have the most impact this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. good morning, everyone. i'm scott mcgrew. marcus washington has the week off. >> and i'm laura garcia. looking at our storm ranger this morning, some bay area neighborhoods, take a look at that. the next round of wet weather has already arrived. bay area counties are actively setting up emergency centers expecting the worst of the storm. >> vianey arana taking the roads, cinthia pimentel monitoring rising levels, bob redell live in danville where there are new flood concerns. >> first, the latest on the conditions right now. meteorologist kari hall is tracking it all.

storm ranger is picking up on these intense bands. moving in within the next few minutes. as we get a closer look where we see the yellows and it changes over to orange, that's really heavy rainfall. look how it picks up in antioch as well as discovery bay. we are going to also see that heavy rain continue for the tri-valley. it may lighten up here within the next few minutes. as we get a look at the wide view we are seeing this storm system that's going to be rolling through the bay area all day today and throughout the day tomorrow with very few breaks in between. we are expecting the potential of flooding. make sure ahead of that you do have a plan and if told to evacuate you do so immediately so you want to be prepared for that. do not drive over flooded

roadways. just a little bit of water can carry you away and a little bit more can sweep your car away. you want to make sure that at home you're protecting your possessions and gathering your paperwork and make sure you have those alerts as we continue to see the weather situation evolving. you are already seeing spinouts. i am. anytime we see any rain on the road it becomes an issue. there was fog early this morning so i want to talk about that accident that i was mentioning right now that kari brought up. this is blocking the slow lane right now. not seeing any big delays behind that. as they work to clear that out it could start creating slow spots through there. we hope everybody is okay. our biggest concern is going to be the safety of all of the drivers out there. as you look at the speed sensor map another area we're looking

out for is the benicia bridge. chp has issued a wind advisory for the bridge. kari has been mentioning gusty conditions all morning long, and that's what we're seeing. through the south bay, san jose looking okay but remember that we still have stretches across highway 17, highway 9 that have seen some mud slides and rock slides. right now the bridge drive times are looking good. you're looking at about eight minutes. another update coming up in just a few. this morning local emergency response agencies across the bay area are bracing for the onslaught of this wet weather but they want the rest of us to be ready as well. >> many staffing up. "today in the bay's" bob redell in danville. that areas has had flooding. >> reporter: we're along el capitan drive in danville in the east bay. you probably can't see but the roads here are still muddy. the sidewalks have a couple inches of mud and grime from this weekend's storm. this is a neighborhood that did

flood, and you can see if you look at that home there in the background there's a lot of homes doing what these people did. they have sandbags in front of their garage, in front of the entryways because they're anticipating what could happen today. i know they don't want this to happen but they are trying to be prepared because of what they witnessed this past saturday. further north in contra costa county, the fire protection district, they're prepared, too, they tell us. they have boats ready for possible swift water rescues after the flooding they witnessed and con fire says it's almost a given this storm will threaten lives. >> our residents can prepare now to avoid those risks, it will help all of us to focus on this life-threatening situation that requires immediate response. >> reporter: and last night emeryville police department sent out messages summing up what all of cuss do to help.

make sure all storm drains are clear of debris, stack sandbags to divert water away from flood prone areas, and be prepared for power outages. reporting live in danville, bob redell, "today in the bay." >> everyone is getting prepared. thank you, bob. this morning bay area counties also activating emergency centers. this is a live look at san jose where a state of emergency is now in effect for residents. san jose is issuing a mandatory evacuation order for unhoused people living near creeks. city leaders say the rising creek levels will be dangerous. there's also a state of emergency in danville and san mateo county. flood risks there continue to be a major concern. san mateo county officials warning people to be ready to go. evacuations could come for people living along the county's southern coastal areas especially in the czu burn scar. the county says the upcoming storm will make hillsides

unpredictable. now their advice is to plan ahead, and they remind everyone you do not have to wait for evacuation orders. leave if you don't feel safe. emergency managers are warning this storm might cause power outages and force people to leave their homes. >> consumer investigator chris chmura here with three important steps you can take right now. >> reporter: good morning. first, you can get ready to evacuate. you can pack a go bag full of essentials. keep that bag by the front door or in the trunk of your car. emergency managers recommend things like a phone charger or two or three, a few days' supply of medicine, clothes, water, nonperishable food, et cetera. think about the basics you might need if you end up in a shelter for a few days. second, prepare your home for a possible power outage. consider powering electronics down and unplugging them. side note about your fridge during a power outage.

you can crank it colder now. and here's some good news. the uh sda says a refrigerator will hold its temperature about four hours if you keep the door closed. the freezer is better. half stocked will keep food proezen 24 hours. fully stocked, 48 hours. third, think about your insurance. a typical homeowner's or renter's policy does not cover flooding. you have to buy flood insurance separately. 99% of california homes do not have it. the national flood insurance program says only 204,000 california properties carry a flood insurance policy out of 14 million housing units according to the census. one call to an agent can change that. fair warning, insurers tell us it takes about 30 days for a new policy to kick in. too late for this storm. back to you. also, don't forget you can follow vianey and kari on twirpt as they track the storm and road

conditions all morning long. you can get a look at the interactive radar on our website, nbcbayarea.com. let's talk about the water levels this morning. they're high for many bay area creeks and reservoirs, and that's before the brunt of this next storm arrives. >> "today in the bay's" cinthia pimentel, you're keeping an eye on the creeks and rivers. yes, indeed, scott and laura. the heavy rainfall continues to be a concern. we were looking at creeks and rivers already running high. could become a dangerous situation as the next storm rolls on through today and tomorrow. in the north bay there is a lot of data on these graphics. we are looking at the napa river, downtown napa, the flood stage there is 25 feet. it is forecasted to reach 22 feet by tomorrow morning which is in that moderate flooding category. in the north bay we have the russian river in guerneville.

it's forecast to rise above that to 35 feet by tomorrow morning. everyone please be careful and listen to alerts and evacuation orders if you live near any creek in the bay area or see any unhoused residents, please tell them to get out. coming up at 6:30, i'll have a look at some other creeks down here in the south bay and a look at the complete state reservoirs at 6:30. >> very important. >> they're putting a warning out to get a lot of unhoused people away from guadalupe river and such. very concerning. let's bring in meteorologist kari hall. she is timing out this storm hour by hour. >> we're going to see a lot of water here. we've been tracking it with our radar. we have the best view of what's happening all around the bay area.

picking up on the rain moving through, a new round of rain is moving off the coast into san francisco as well as down the peninsula but once again we've been tracking this rain that's been pushing through parts of the delta and the tri-valley here within the past few minutes. deep cropcal moisture will enhance the amount of rainfall that we are going to see. it picks up 8:00 to 9:00 in the north bay. there may be some slight breaks in between. very brief before the brunt of the storm starts to roll in going into this evening. here we are at 4:30 this evening and you can see oranges and reds in the north bay and that will sweep across the bay area this evening with high winds as well as flooding, and we are also looking at the potential of power outages. we'll be tracking all of that. vianey has been watching the bay

bridge. it looks like it's sloppy but not backing up. that's the concern always is the bridges with the wind, also the rain factor. we had an earlier crash near treasure island, that was cleared out and this is what we're seeing right now at the toll plaza. no metering lights on yet but it looks like chp is reporting a solo spinout as you approach the bay bridge toll plaza. it looks like right here westbound 80 near buchanan street near the on ramp was blocking the slow lane. we'll monitor that. we hope everybody is okay. something else that i want to bring up, i know there's a warriors game tonight at 7:00 near the chase center. right around the chase center near 280 we did see a lot of flooding last weekend on new year's eve. so your game plan for this would likely better include public transportation as a way of getting there as we see that intense rain start to pick up again. remember, that window between 4:00, 5:00 and 6:00 in san francisco is expected to get

wednesday morning we are under a microclimate weather alert as storm ranger tracks waves of heavy rain now moving through the east bay and back into marin county and san francisco. the impacts of this storm will produce 2 to 8 inches of rainfall, a lot of flooding, mud slides, power outages and downed trees possible along with high winds that could gust up to 60 miles per hour. we'll talk more about the impacts and what you can expect coming up in a few minutes. and we are keeping a close eye on all of those passes as well. contra costa county starting to notice some slowing along highway 4 to walnut creek, about 31 minutes kirker pass road. 22 minutes as that rain picks up, the commute is also expected to pick up. we'll have an update on potential flooding spots coming up in a few minutes. and a live look at capitol hill where some dubious history is playing out for the soon-to-be seated congress. for the first time in 100 years no decision on house speaker,

the onslaught of a new storm after rainfall brings a lot of that white stuff to the sierra. >> the first sierra snow survey, we know the all-important snowpack is high. joining us lie is consultant kevin cooper. you're in south lake tahoe. what's it look like there? >> reporter: it's the calm before the storm right now. we're waiting for it to come in. i know it's down in the bay area working its way to sacramento. about 27 degrees. we're looking at multiple feet over the next several days. >> it has come and gone for most folks there. what about some of the slopes, have they had to close some of the higher elevations? >> there was a lot of work to do plus all that rain. that's the biggest challenge. it ices up the lifts. lift operations team have to do

an exorbitant amount of work, hike up every tower on every lift to knock the ice off. that's what we're expecting in the next storm. it will start to warm up and cool down again. a lot of work and a lot of mitigation on i-80 and state route 58. we're prepared, we're ready but it will be a challenge, again, into next week. we're looking at 169% of snowpack. 69% for the year. this next storm is probably going to put us over 200%. >> kevin, you mentioned the lifts. the gusts are expected to be very powerful. will that affect the resorts today? >> absolutely. once we see the lifts, the winds pick up between 15 to 20 miles an hour. we're looking at 100 to 125 miles an hour. we are going to be operationally

moving through the bay area. this is what we're talking about, 13 to 23 inches of snow with the first wave. as we go through the forecast it could be as much as 94 inches of snow over the course of another week or so with all of these storms coming in. and we're concerned about what we have right now because it will have a high impact as storm ranger shows the first wave moving into the sacramento valley. another wave of rain is moving in and that's going to be approaching with heavier rain. flooding a definite possibility here. we are under a flood watch for the entire bay area for today and tomorrow with all of this rain coming on an already saturated ground. if you do see any water covering the roads do not drive over it.

storms lining up coming in for the weekend saturday into sunday, monday into tuesday, and then again next wednesday another storm system will move closer. big impacts with flood, debris flows and power impacts and also downed trees because of the high winds. and we'll see that happening between today and through tomorrow. vianey, you're watching the roads. you're saying there's another spinout? a solo spinout. now we're seeing another one impacting. i want to turn your attention to the bridges as well because we have some high-wind warnings and advisories from chp for the benicia bridge. this is where we had the earlier crash. it looks like they have cleared that but now in san ramon we're seeing another crash that popped up right here on 680. chp saying this could potentially be a hydroplaning

in on waves of rain. it's heavier than others. now that's continuing to push off to the east and elsewhere we're seeing a steady background with another wave of heavy rain approaching san francisco and into participates of the north bay. as we see the yellows on storm ranger that indicates some heavier, more intense rainfall makes it difficult to see if you're out there as well as the water quickly starting to pond on the roadways. a steady rainfall that has been moving in for the past couple of hours. we are under a flood watch for all of the bay area. this water coming on top of an already saturated ground. now that we're going to see the excessive rainfall we're expecting creeks, streams and rivers to really rise quickly and also street flooding a major possibility. let's go hour by hour.
