okay. >> kari will give us a check of the weather in a second, but vianey you have breaking news. >> we have a big sig-alert. this is in the tri-valley near sunol, westbound 84 is closed in both directions right now just east of 680. you can see it there that hard closure. they also closed the on-ramp and off-ramp leading into westbound 84. this is in both directions. right now the chp reports are showing it could be a crash involving a bus and potentially another vehicle as well. we are making phone calls to see if there are any injurie surrounding the crash, but it looks like it will take time to clear out. again, this is along westbound 84 east of 680, both directions, hard closure. a sig-alert has been issued. no estimate time on when this will reopen. it will be impacted all through the morning commute. let's check in with kari. >> yeah, we are seeing more waves of rain coming in.
6:01 am
we are seeing rain returning for the north bay. at we e seeing happening here as the center of the storm, the area of low pressure we are watching spinning off the coast from yesterday, it's drawing moisture in and there's a chance we could see thunderstorms as we go into today. we are starting to once again see the rain returning in the north bay, and then more activity for the south bay extending over towards the east bay. our hour by hour forecast shows by 9:00, heavier rain returning, potential thunderstorms and hail. the cells are popping up out ahead of that, at anytime at anyplace in the bay area, there could be severe weather as the storm system continues to bring heavy rain, that flooding threat and now thunderstorms as we go into today. eventually this is going to taper off as we go into tonight.
6:02 am
still, we are in with that possibility of bad weather through at least this evening. we are tracking the hour by hour and will talk about the next storm coming in. that's in the forecast coming up in a few minutes. >> thank you, kari. we will continue our weather coverage, of course, and we have breaking news out of san francisco. a security guard was shot to death. two young teenagers now in custody. a little before midnight san francisco police confirmed a report that a guard was shot on webster street in japan town, though it actually happened around 5:00 in the afternoon. the unidentified guard died at the scene. police say investigators quickly identified and detained two suspects, a 14 and a 15-year-old boy. police believe the 15-year-old fired the shots, and the 14-year-old arrested as an alleged accessory. police are not indicating what led up to that shooting so far. growing turns as waterways reach their limit. a lot of people fearing flooding
6:03 am
may be imminent. >> pete suratos has been live there all morning. this area has a history of flooding. how is it looking there right now? >> reporter: yeah, good morning, laura and scott. yeah, definitely that history here, the 2005 flood, flooding downtown and there's the history. the creek levels are fairly low right now, ten feet below what is considered flood stage. you see sandbags in front of the businesses and they are familiar with the flooding. that is in place. so far obviously the creek levels are low and there's no flooding in this area. let's check out some of the other damage we are seeing from the storm in the north bay. this is in santa rosa. a tweet from the city. you see some of the downed trees and busy night for crews as you have the saturated soil from all the rain, the back-to-back
6:04 am
storms leading to the downed trees with the strong wind gusts. busy night there for some of the crews. let's stay in sonoma county. let's talk about the russian area. that area is prone to flooding, and according to the noaa website, it will hit flood stage at that river on sunday morning. sonoma county put in evacuation warnings for some of the low-lying areas, and we are talking about guerneville and monta rio. the creek levels are low, and that's good news for businesses in this area. live for "today in the bay" and now is all this rain bringing some relief to california's ongoing drought? >> well, today cinthia maldonado is here with news on the drought.
6:05 am
>> i will show you the latest map in just a second. if only it were that easy to solve the drought. we have to remember this is years in the making and it will take a lot of storms to make a remarkable dent in the kind of situation we are seeing. good news to share so let's start with a little comparison map of the drought monitor. this is our map for the last week in december. you can notice the date stamp up there, december 29th. we had some rain in mid december that gave some improvements in several areas of the golden state, the darker red in the central valley. believe it or not, at that time it did shrink by about 5%, and there were improvements along eureka coast and monterey county. and in that orange, it includes the bay area and we didn't see much change there. the anticipated map for today. breaking news at this hour, no more exceptional drought. that dark color you were seeing a moment ago, mother nature
6:06 am
eliminated that category. here in the bay area, listen to this. we have gone from severe to the moderate category for some parts of the following counties, san -- santa clara, santa cruz and sonoma county. this is exciting news and we are hopeful more changes will pop-up in next week's map and the following one after we get done with the series of storms. it's an active situation with the drought, the reservoirs, creeks and rivers, which is why i want to return to the information i brought you at 5:00 a.m. let's look at this inform mission now. santa clara county has issued an evacuation warning south of morgan hill through part of gilroy. you see all of the points on this map. this is for residents living in the watershed areas. the county is urging people to
6:07 am
move to a safer location. we have all of this information posted on our website, and we will update that new drought monitor map just as soon as our digital team can get it up there. >> i was trying to take pictures of it. so exciting. >> yeah, step by step. >>. >> it's a marathon and not a race. >> exactly. 911 operators receiving a lot more calls than normal and some were about less important emergencies, like repair-type issues. at a news conference yesterday the city's office of emergency services said those will infrastructure or services concerns, please dial 311 instead. >> 911 is extremely busy right now, and we are asking the public for storm-related issues that are not life safety, please use 311. that's the fastest way to get
6:08 am
the information and dispatch a response to the affects of storms. >> people were reminded to remain at home if possible during the worst of the storm to better limit the number of accidents. this storm knocking out power right now for over 80,000 bay area households. this is a look for pg&e outage map. the last hour shows pg&e making progress in restoring power. last night it was just shy of 1,000. the outages are widespread across the bay area. now to sfo. weather-related issues are likely to lead to more delays and cancelations. it's unclear if it's our weather or elsewhere that is causing it. yesterday about 100 flights into and out of sfo were canceled. each airport, dozens more

delays. we have been keeping our eye on the sierra. they are seeing a harsh round of weather this morning. that's the live camera we take at the sierra, it's frozen over and all icy. it's cold up there. palisades resort in lake tahoe is where you are seeing the camera. the fresh snow is piling up. winds on the mountain could go above 90 miles per hour. road conditions are dangerous and drivers should avoid traveling to tahoe until we get a break between the storms. meteorologist, kari hall, is here, and road conditions are everywhere, and we are talking about ponding and to take it slow. if you are going up to tahoe, wait for a break. >> yeah, even just going through sacramento and some of the areas, they had major flooding. upper elevations it changes to snow. big impacts across the region
6:10 am
because of the storm, and a lot of heavy snow is still coming down for the sierra. we are getting waves of rain coming through the bay area right now. here's a look at how much snow we could see over the next few days. for the weekend, another foot or two. in total as we take it out to next week, there could be up to an additional 76 inches of snow in kingville and kirkwood, and about 34 inches of snow for tahoe city and south lake tahoe. there will be a lot of rain and snow going on across the region. before today, here's what to expect, a potential for thunderstorms and small hail. flood watch will continue for all of the bay area as water drains down to the low-lying areas, and creeks and rivers will rise quickly. we are looking at high wind gusts. more downed trees and the landslide potential will ten for quite a while at this time.
6:11 am
we will talk about the next waves of rain coming in a few minutes. if you live in the tri-valley trying to commute alg 84, it's closed in both directions a sig-alert has been issd. just east of 680, again, both directions are completely closed. chp is reporting this as a crash involving a big rig and another vehicle, so estimated time of reopening not known right now. we don't know as well if there are any injuries being reported. they are on the scene actively trying to clear this out and this out. we hope everybody is okay. what you want to do is avoid this stretch altogether. if you are watching us now and getting ready to leave, take a look at this, your best bet is to avoid this stretch and head up to 580 and travel down 680. i am not noticing any big ds along 680 jus this remains closed this is likely to also be impacted as well.
6:12 am
we will keep you updated to when that will reopen. kari and vianey, you can follow them for updates. on roku, there's a live tv tile and you click that and scroll down to 133. we have much more storm coverage ahead. as we go to break, we have school closures to tell you about. >> some districts in san mateo county are closed. take a look at your screen. the list continues there. for a full list, including other counties, you can head to our website.

north bay, and i want to highlight how much rain has fallen in the bay area. santa rosa, san rafael have gotten over two inches of rainfall. it's about an inch and quarter, a little more in napa. one inch so far in san francisco. san josé as well as palo alto getting over an inch of rain. almost an inch of rain in hayward. we are going to see more rain, but our mountains always measure more as they are ringing out that low level moisture that you get from the atmospheric river. we have had over five inches of rainfall in the santa cruz mountains. st. helena, you see there.
6:19 am
more rain in marin county. then we have seen the rain kind of stall out over sunnyvale, cupertino and north san josé. as we continue to see the activity increasing, that's going to cause more potential of creeks and rivers rising quickly and also more tree damage as the ground is just saturated. take a look at the peak wind gusts. yesterday evening in marin county, we had a 90-mile-per-hour wind peak gusts. mount alison had 76-mile-per-hour wind gusts, and mount diablo, 74. at the oakland airport, even a low-lying area had a 59-mile-per-hour wind gusts. we are going to see activity peaking and picking up again late morning. by 9:00, we will see potentially thunderstorms moving through the east bay as well as the south bay. there will be more in the way of breaks for today, but possibly stronger storms and heavier
6:20 am
downpours as we go into this afternoon. it starts to improve for the evening commute. we should take a brief break before we start to see more activity popping up, especially for the north bay. there may not be much of a break for the north bay, because here we are at 5:00 tomorrow and the next storm is already approaching. we're going to see that linger into the north bay and spread across the rest of the bay area by late saturday morning into the afternoon, and then it's just off and on rain throughout the day, saturday into sunday. as far as what we will see today, additional rainfall totals could reach close to an inch for mill valley and san francisco. about another half inch of rain for san josé. as we talk about what is ahead for the weekend, once again, more activity, this storm coming in and causing widespread steady rain. it picks up in intensity on monday as it taps into an atmospheric river and enhances
6:21 am
the rainfall from monday into tuesday. another storm on wednesday and thursday. this is going to be a lot going on here, at least over the next week. we will see a series of storms coming in and very brief breaks in between. we are going to see the north bay rain returning by tomorrow evening, and then off and on throughout the weekend times of rain, and then a stronger storm hitting the bay area once again to start out the new workweek. vianey, you have another big update for the commute. >> unfortunately, if you are traveling from the tri-valley along 84, heads up, westbound 84, there was a crash earlier involving a big rig, but now both directions are completely closed off just east of 680. it appears that big rig is jackknifed, so they closed both directions because crews need to get in there and try to safely remove this. looks like a big rig involving another vehicle. we don't know if there are injuries involved.
6:22 am
we hope everybody is okay, and as soon as we hear we will bring that to you. you don't have many options as far as once you are in there, you are in this. we have a lot going on with the flooding. if you are joining us now and about to hit the road, go ahead and take 580 down 680. warning, though, 680 is already starting to get really busy as the folks are being rerouted. it's 6:22 right now. a final farewell to pope benedict xvi. we will look at the funeral servic at the vaticanes

we are under another microclimate weather alert as the remnants from the latest storm affects the bay area. >> we are on roku and amazon fire and apple tv and online. we have reporters standing by across the area. bob redell is on the peninsula. and candice nguyen, you can see behind her. she's monitoring that damage. kari hall, you have been tracking the storm system all week. >> we are seeing it come in waves right now. the activity breaking up, and some of us getting a break here and there and there will be a potential with a lot of impacts

as heavy rain moves in. it stalled out in some areas that could cause flooding very quickly, just depending on how this storm wants to behave over your microcle. as we looking at the north bay where rain is returning, there's steady rain for parts of the north bay but heavier downpours, sunnyvale also seeing steady rain right now. for the north bay, we have seen it pick up from marin county in the areas still dealing with flooding and quickly rising, creeks and rivers. that's going to be the case for today. as we go into late morning, the heavier rain starts to make its way into parts of the east bay, and there's a potential of thunderstorms and small hail as well as gusty winds. when the rain is coming down hard and fast, it does not pt have anywhere to go. there's still the risk of flooding. it becomes much more scattered this afternoon, and clearing this evening for much of the bay
6:31 am
area and parts of the evening commute. we will have a brief break before the neck storm system comes in and that break is shorter for the north bay. tomorrow afternoon at 5:00, the next wave of heavy rain is already hitting areas in san francisco on northward. we will talkorbo that. vian you are seeing big impacts on the roadways, too. >> yeah, we have had a couple crashes and there's still debris on some of the roadways. overall look at the bay area, you notice we have slowing on highway 17, and the big problem, though, of course is in through the tri-valley because of 84. niles canyon remains close. avoid that stretch. no eta. there's a crash involving a big rig. 880 near the interchange near foothill boulevard, there's a hazard in place.
6:32 am
highway 17 -- highway 9 remains closed because of the earlier mudslides this weekend, and no eta as to when that will reopen as there's more rain on the wa and then i am noticing a lot more green on the map here, and that should help ease the morning commute. the tri-valley, it's going to be tough to get in from river more, tracie and 680. one death has been confirmed that happened last night in rural sonoma county, and that's where a falling tree smashed into a home killing an infant. it happened on joy road. the baby's parents were uninjured, but obviously the incident weighed extremely heavy on first responders. >> anytime you have a situation like this, especially with a child, everybody's emotions are a lot higher.
6:33 am
a lot of the firefighters went to give aid, and some of them were having distress about it. >> completely understandable. according to "the press democrat," the tree fell on to a double wide mobile home. this was only one of several downed trees in the neighborhood during the height of the storm. 6:33. authorities in fairfield say weather caused a deadly crash early yesterday morning. an unidentified 19-year-old woman died when her car hydroplaned. the car then hit a utility pole. downed trees have been a problem across the bay area this morning. this is a tree that toppled into an oakland apartment complex. it's in the peralta area near 35th avenue. no reports of injuries. crews across the bay area have their hands full. today in the bay's bob redell is
6:34 am
in redwood city. what is going on in redwood city? >> reporter: fortunately we don't have any reports of major destruction or damage here in redwood city, but we came across this. this is minor flooding in front of a couple homes off of the westbound 84 off-ramp on to redwood road that takes you to the el camino. the homeowner on the left were prepared for this, and they had a row of sandbags to keep the water at bay, and to the right there are no sandbags and looks like no wat got into the house. this looks like an area that regularly floods when it ins, hence the preparation from that one homeowner. as you mentioned, there was a large eucalyptus that fell on a apartment building on lynn street in oakland. that building has been red tagged since, which means nobody is allowed back inside. d then 580 in downtown
6:35 am
oakland, a user tweeted this out and gave a shout-out to the city of oakland, and workers were trying to clear that train so the water could go away. this is on old cory road at camelback, and not far from there in nearby concord, there were closures along part of the boulevard. more trees down and crews say three nearby trees all fell at around the same time blocking traffic. fortunately, nobody was injured. reporting live in redwood city, bob redell for "today in the bay." >> thank you. our team coverage continues with today in the bay's candice nguyen, and she's live in san francisco where strong winds caused damage at a gas station. look at that behind you. >> reporter: yeah, that's right. the first thing that sticks out here is the shear size of the canopy that is supposed to be
6:36 am
over the gas station in san francisco. instead it toppled over and is on its side, and as i step aside you can see two gas pumps just crushed under the canopy. the employees said the structure could have been slumping over before the winds blew it down. look at the base of the canopy, you can see the hollow beams rusted and the ground is now filled with water. the gas station located on king drive in south san francisco. the canopy came crashing down yesterday while the strong winds came through the area. good news, no reports of injuries and no gas leaks. workers cleared out already fearin sometng like this could happen. there's new video this morning from fncisco public works. crews breaking down a large tree blocking westbound market. in their tweet this morning the
6:37 am
department said how their morning is far from over as emergency crews work to clear the roads, and they are asking all of us to do what we can to stay safe. >> this is a great reminder if you don't need to be out driving in the weather, wherever you are in the storm system, please consider staying at home. >> reporter: back out here live. the wind is picking up just a bit. a lot windier compared to the last couple of hours. as you can see, it's dry, and it has been dry as long as we have been out here. please be careful of the winds and do not travel if you don't have to. of course, this rain expected to return. reporting live from south san francisco, candice nguyen for today in the bay. >> it's coming back. >> expecting to return in force, right? >> yeah, we have the potential for thunderstorms even today, and it makes it difficult for people trying to get away for the weekend, and it's thursday
6:38 am
and you are starting to make plans, and we are seeing active weather moving through. we are keeping an eye on the sierra where heavy snow is coming down. you may have a window tomorrow to travel once they clear the roads and it will dry up for a little while. you want to be flexible with your plans coming back to the bay area, because there are more rounds of rain and snow as we go towards saturday and sunday, and maybe a mix of sun and snow there. looking at napavalley, also there will only be a brief break in the activity as it picks up again for friday evening and continues basically off and on throughout the rest of the weekend. further south you go, you may have a little more of a window where it will be dry on friday, but at least starting out saturday with dry conditions and then the rain comes inate saturday evening andontinues into sunday. if you are going to l.a. this weekend, there it looks like the weather is nice and dry. as we go into the next several days, we will see a lot of the storm impacting us here in the

it pick up in intensity and some of the rainfall moving through sonoma county as well as more spotty rain for parts of the south bay. here's a look at the san mateo bridge in between all of the rain. for now it's a dry commute for some but we are still watching out for gusting winds. more on the forecast coming up. and breaking news for the tri-valley. there's a sig-alert in place. both directions of 84 completely shutdown because of a jackknifed big rig. we hope everybody is okay. we will give you full details. no et on any reopening. details coming up. as we continue our storm overnight. flooding in the south bay, and parts of southbound 87 under taylor street in san josé underwater. i saw this as i was coming up north bay. several lanes were flooded and drivers want to be very careful. look at this, a sidewalk in san josé underwater as well.

san carlo street at about south 4th. and then you can see the hazardous driving conditns, and we have seen trees in roadways. if you plan to drive this morning there are things you need tow to be safe before you start that commute. >> california highwayatrol says by all means avoid stalling your car in the water. do not drive into water you do not know. unsafe speed is also a big problem, as you might imagine. in our last hour, chp officer barkley talked to us the dangers of driving in the conditions. he said if you hit a lot of water do not overreact. >> if you feel your vehicle hit a puddle, the worst thing you can do is overreact, slamming on the gas, slamming on the brake. that is normally what leads to somebody losing control. the best thing you can do is just slow intentional movements. just take your foot off that gas
6:46 am
pedal and tiny movements to help steer the vehicle when you get the traction back. >> the chp says when it's wet, slow down, and when it's dry, the chp says slow down. that's what the chp does. >> yeah, some people do drive really fast even in good conditions. you don't know if there are fallen tree limbs that fell in the overnight hours. we want to talk about how much rain we have measured. over two inches in parts of the north bay. oakland is nearing an inch and a half there. we had almost an inch of rain in hayward and a little more than an inch in hayward and san martin and palo alto and san francisco. as we go up in elevation, usually that tends to ring out more of the moisture from the low storms like atmospheric vers. the santa cruz mountains got the rain first and the most of it
6:47 am
with now over five inches of rain that has been measured. in the east bay at the peak, we have seen about 2 1/2 inches ere. we are not done with the storm just yet, but what happens in these types of situations, especially now that we are pretty far removed from the center of the pressure far to the north, it's still drawing in pressure and dry air will cause breaks in the rain. where we see the moisture coming through, it's quite heavy. there's enough energy now for thunderstorms to develop. now we are looking at some steady rain for parts of the north bay, but we also have seen some of the activity picking up overhe tri-valley as well as the south bay looking at palo alto. we have seen study rain coming down there, but for the north bay it's picking up moderate rain over towards santa rosa where the rain is picking up as
6:48 am
well. we will continue to have a flood threat here. what happens even after the rain takes a break, that water is still draining down to low-lying areas, creeks, streams and rivers will continue to rise. then as we are also dealing with more waves of rain, there may be street flooding, so that will be in effect until at least 4:00 this afternoon. there were a lot of trees down, and here's part of the reason why. take a look at some of the peak wind gusts yesterday afternoon. not all of us experienced winds like this, and it was mainly in the hills. look at marin county at big rock ridge, we had a 90-mile-per-hour wind gusts. in the santa cruz mountains, mount alison had 76-mile-per-hour winds. mount diablo, 74-mile-per-hour wind gusts. even at the oakland airport, one of the lower lying areas at a 59-mile-per-hour wind gusts. this is what to expect today. more waves of heavy rain and even small hail and thunderstorms possible. we talked about the flood watch,

and especially the creeks and rivers we will have to monitor closely. winds are now past the peak but may still gusts 20 to 60 miles per hour. more downed trees and impacts possible, as well as the landslide potential. that's not only for the next hour or days, but it may continue for weeks because of all the extra rainfall we are expecting, and it takes a while to load up in the soil. notice how it becomes more scattered this afternoon. by this evening, there's a nice break here, but there still may be scattered showers moving through parts of the north bay even tonight. it really starts to pick up tomorrow evening as the next storm system arrives, so there's not much of a break there. we always say turn around and don't drown, because where water covers the road you don't know how deep it is. it doesn't take much water to

carry you away or your vehicle. watch out for theotential of mudslides and debris flows especially in burn scar areas. we have too much rain to be absorbed and with multiple days of soaking rainfall, that absorption stops at the rock layer. there's the movement downhill where there could be a major mudslide, and also the gusty winds don't help that out as well. we will see the winds calming down. we are at 30-mile-per-hour winds through at least noon. later this evening it's looking a little better. we talked about the break in between that doesn't last that long especially for the north bay. the next storm system coming in late tomorrow evening. continuing throughout the day on saturday throughout the rest of the bay area. another atmospheric river will be moving in on monday into tuesday. there could be another storm system behind that for next thursday that may last into the
