good morning. welcome to "today." it is 7:00 a.m. on the west coast. we're so happy you're with us. it is a thursday morning. boy did we have a busy wednesday morning. >> ringing the opening bell on new york stock exchange. we were looking to ring a bell like that every morning at 7:00. >> nice to be with our colleagues there at the new york stock exchange. it was a real fun day for us. >> yeah. the funeral for pope benedict concluded a short time ago. tens of thousands gathero pay their respects. out west, the powerful storm system, it is known as a bomb cyclone, it is hammering the west coast. it is causing widespread flooding, ergency rescues. we'll be right there live in the region and then dylan will have our fuorecas in idaho, the suspect in the quadruple murder of four college students is in custody there. coming up, what we expect to learn later today about the

evidence police have gathered to back up those charges. we want to start in washington, d.c. there is still no speaker of the house. that stalemate within the republican party now reaching its third day, after gop leader kevin mccarthy lt a xth straight vote yesterday. but there is word this morning that mccarthy is set to make further concessions. we're going to break it all down. we are going to start with nbc's senior capitol hill correspondent garrett haake. good morning. >> reporter: good morning to you. there is still no speaker and no deal. negotiations going late into the night here overnight but it is still not clear if republicans can break the stalemate within their party on selecting a speaker. this as members of both parties get frustrated to be stuck. this morning, no end in sight to the chaos in congress. a small but determined band of republicans digging in against party leader kevin mccarthy. he is still short of the votes needed to claim the speaker's gavel.

the house all but paralyzed after three more failed votes wednesday. >> a speak has not been elected. >> reporter: the new gop-controlled congress can't vote on bills, form committees, or even swear in members until they elect a speaker. and that may not happen for days after late-night closed door talks failed to break the impasse. but a new deal may be on the horizon. overnight, mccarthy offering the rebel group a series of concessions in a bid to win them over, including a rule that would allow just one member to call for a vote to remove the speaker at any time. >> i think we are making progress. i think people are confident. >> reporter: it comes after 20 republicans oppose mccarthy on wednesday. me demanding concessions like committee slots or rules changes. others refusing to vote for the californian under any circumstances. >> i'm ready to vote all night, all week, all month and never for that person. >> reporter: his allies growing frustrated with the hardliners in their party. >> it is actually becoming

detriment toll our nation. >> reporter: even former president trump who urged republicans to quote vote for kevin closed the deal, couldn't sway mccarthy's opponents. >> the president needs to tell kevin mccarthy that, sir, you do not have the votes and it's time to withdraw. >> reporter: president biden weighing in on the sight on capitol hill. >> i just think it's an embarrassment. the rest of the world is looking. they're looking at, can we get our act together? >> reporter: and overnight the last person to hold the speaker's job, offering this advice to mccarthy. >> just get it done. >> reporter: among the other concessions that mccarthy offering the 20 votes against him, are seats on the powerful rules committee which controls all of the legislation that actually comes to the floor, and an agreement to stay out of these kind of uncontested republican on republican primaries in future years of savannah, the house comes back in at noon today. we'll see if it's enough. to move any votes. savannah? >> all right, garrett. thank you. that brings us to national political correspondent steve kornacki at the bill board with

a closer look at what the numbers mean. day three the latest episode of the real lawmakers of capitol hill. there was a vote yesterday to adjourn, okay? this sounds kind of wonky. >> yes. >> why does this vote matter? what did it signal about where mccarthy is and whether he is starting to see a crack in the resistance to him? >> here's the problem. right now before they have a speaker, the only thing the house can do, is a, vote on a speaker, having round after round, or b, adjourn. so all day yesterday, mccarthy knew he didn't have the votes and wanted to adjourn, but the republicans who wouldn't vote for him for speaker also wouldn't vote to adjourn. so finally, late last night, about 8:30, the republicans put a motion to adjourn on the floor. that's what you're seeing right here. you can see 216 republicans voted for it. the democrats are in no mood to help the republicans on anything here. they all voted against it. 210. four republicans voted against it. four of the anti-mccarthy republicans. so it ends up passing by the slimmest possible margins. and does that indicate that

negotiations taking place yesterday, mccarthy made some of those concessions garrett is talking about, does it mean that some of that renegade faction takes that as a sign they can get some progress? or do they just want to get out of there? >> it is the highest number of pro-mccarthy position which was just adjourned to stop for the night got to 216, maybe it is a sign of progress for him. let's go to the last ballot, the sixth ballot. essentially it has been the same thing over and over again. how many votes does mccarthy have to pick up of the 19, 20 defectors to win the speakership? >> there isn't an exact number because there are technical things but basically it comes down to this. we showed you on the last vote, even with the four republicans who voted against mccarthy, four basically is the number he can afford. if all 212 democrats continue to vote for hakeem jeffries which they have been doing on ballot after ballot, and mccarthy with 201 and the other republican nominated byron donalds and somebody voted present, a republican voted present, 21

republicans who did not vote for mccarthy. he basically needs to pick up 17 of them to vote for him if 4 vote against him. >> this is difficult. this isn't just like, you know, twist the arm of one lawmaker. he's really got to make a big concession here. and it sounds like one of them he is prepared to make it just that. some of these holdout republican lawmakers want to be abl vote to remove the speaker with just one lawmaker asking for it. isn't that like having this day over and over and over again potentially? >> it could potentially be, this rule, they call it the motion to vacate. it was changed a couple of years ago because in 2015 it was used against john boehner who was the house speaker then. it helped to precipitate boehner's downfall as speaker in 2015. so when the democrats got the house, when pelosi took charge a few years ago, she changed it. she said that half of one party has to vote.

that's more than 100 members. has to vote for it first, before you can bring it to the floor. mccarthy said, you know, five he was willing to go down to and the renegade faction said not even that. we want a single person at any time to be able to say i want a vote on whether mccarthy should continue as speaker. >> with that concession, lauren boebert or whoever could wake up tomorrow and say let's have a speaker election again. >> could happen any time. >> steve, good times. appreciate it. hoda? >> thank you, savannah. turning to an extraordinary scene at the vatican overnight. tens of thousand us of mourners and dignitaries gathering in saint peter's square for the funeral of pope benedict xvi. the service officiated by his successor, pope francis, marking a first in the church's modern history. nbc's molly hunter is there for us. good morning, molly. >> reporter: hoda, good morning to you. it was extraordinary to be here. it was somber. it had many similarities to previous papal funerals but it was understated. really slimmed down. much simpler. which is exactly what pope emeritus benedict xvi wanted.

♪ >> reporter: the dome of saint peter's basilica shrouded in a heavy mist this morning as thousands gathered to witness pope emeritus benedict xvi embark on the final journey. the pallbearers, the archdiocese, benedict's personal secretary, his closest confidante for decades, leaning down to kiss the coffin. thousands of priests, bishops and cardinals including all seven american cardinals and some 50,000 faithful filling saint peter's square. 86-year-old pope francis arriving in a wheelchair with mobility issues, delivering the homily, for the first time in more than 600 years a current pope is presiding over a predecessor's funeral mass. cardinal ray, the dean of the college of the cardinals, acting as principle celebrant. a traditional catholic mass but a simpler one, as were benedict's wishes. >> pope emeritus benedict was

deeply respected throughout the whole world, where many people simply did not buy the caricature of him that had been promoted for so many year, frankly by his critics and enemies. >> reporter: the whole event pared done compared to the last papal funeral of pope john paul ii back in 2005. >> world leaders were here. it was a big event for the entire world. this was a event for the hometown if you will. >> reporter: in the last three days, some 200,000 people waited their turn to say a final goodbye. many more than expected. and today, a new precedent, a blueprint for the 2013 benedict opened the door for francis or future popes to retire from the job for life. and today, as the sun finally poked through from the heavens, a blessing from pope francis on his feet. we saw what a funeral mass for pope emeritus, a simpler but majestic sendoff, could look

like. now, hoda, we now know, we have just gotten word from the vatican, that he now has been buried inside benedict's cypress coffin, coins minted during his pontificate and a summary of his time in office was put in a metal tube inside the coffin as well. that cypress coffin put in a zinc coffin and then in a wooden coffin and then interred in a vatican crypt, the same one as his mentor and of course long-time confidante pope john paul ii, right underneath saint peter's basilica. hoda? >> molly hunter there for us in vatican city, thank you. there is encouraging news on buffalo bills safety damar hamlin. the team and the family saying the 24-year-old's condition, while still critical, is continuing to improve. in the meantime, coaches and players across the nfl are preparing to the return to the field for this weekend's games. nbc's maggie vespa has the latest for us. maggie, good morning. >> reporter: savannah, good morning. heading into this la weekend of the regular season, obviously hamlin's cardiac arrest and ho for his recovery looms

another monster storm prompting a state of emergency. massive power outages and evacuations. known as a bomb cyclone, it is the latest in a string of back-to-back systems hammering the region with torrential rain, flooding, as well. we will get to dylan's forecast in a moment. first though, miguel almaguer joins us from outside san francisco. miguel, good morning. >> reporter: craig, good morning. we're in a break from the rain but more is in the forecast. the wind is the story. powerful wind event, we believe gusts upwards of 50 miles an hour is one of the reasons why this gas station awning came down. across the west coast about 200,000 people lost power with all the downed power lines and more wet weather on the way. the worst could still be to come. slamming into california and hammering the bay area overnight, this morning the powerful brunt of another dangerous storm has already triggered a statewide state of emergency. poised to deliver more daring

water rescues, catastrophic flooding, and widespread damage, than the storm earlier this week, today 33 million are under flood watches. >> we need the rain, but we don't need it all at once. >> reporter: overnight in san francisco, a family rescued after a tree fell on their car and trapped them inside. firefighters using chain saws to break it apart. as the west braces for up to eight inches of rain, four feet of snow, and nearly 100 mile-an-hour winds in the mountains, authorities warn roads may wash away. landslides are expected, and drivers will be stranded. >> it's maybe one of the most challenging and impactful series of storms to touch down in california in the last five years. >> reporter: with emergency operation teams expecting catastrophic conditions, a bomb cyclone, connected to a strong atmospheric river will wallop the west.

over the next seven days, three separate atmospheric rivers could drop up to 20 inches of rain. the dumping deluge that caused this epic holiday storm has now fueled nearly 20 reported tornadoes in states like arkansas, alabama, and louisiana. with the south still swamped, roads and cars vanished in georgia. now, it's california in the bull's eye all over again. another monster storm promising misery and mayhem. tragically this storm did turn deadly overnight. in a small northern california city police say a big tree fell on a family's trailer killing a young boy inside. we expect more stoin the coming days and expect more heavy ran in the area. craig? >> getting hammered. miguel, thank you. >> to dylan now, and that is the story out west. >> if you can believe it, we are expecting three more storms over

the next seven days out west so what is going on? there's a lot of things to explain here first of all, that bomb cyclone, it's really a technical term that when a storm, the pressure of the storm drops 24 millibars in 24 hours, that actually happened twice with this most recent storm so it is kind of a double bomb cyclone. very, very perful storm. this is called the pineapple express. you have the moisture extending from the hawaii area, extending 4,000 miles over the pacific ocean and then dumps all of that moisture it just kind of picks it up as it moves across the ocean and dumps it all into, unfortunately, california. so this is the setup and until that setup changes, we're going to have to deal with more and more of these storms. we do have the heavier rain now stretching down into southern california, and then as we continue through the day, we're going to see more wet weather, especially north of the bay area so that is an area that was hit hard yesterday and we could see another sevel inches of rain in that spot rainfall rates of one to two inches per hour. rainfall totals up to three to five inches.

scandal has pleaded guilty to money laundering and racketeering and other charges in connection with the scheme which investigators called "operation varsity blues." he raked in more than $25 million from his clients paid bribes more than $7 million. so far more than 50 people, including parents and coaches, have been convicted in connection with the case. there is growing concern this morning about the latest omicron subvariant. the strain, known as xbb.1.5, now accounts for more than 40% of u of u.s. covid cases. but so far, it hasn't led to any major spikes in hospitalizations or deaths. the white house says covid-19 response coordinator dr. ashish jha says the subvariant could likely be more contagious than other strains but still it is unclear if it is more dangerous. amazon announced yesterday that it will be cutting about 18,000 positions it's the largest set of layoffs in the company's history the cuts will mainly hit the company's corporate workforce and brick and mortar stores, and will not affect those hourly

warehouse workers. amazon's ceo says the layoffs were set off by the uncertain economy and the company's rapid hiring over the last several years. let's turn now to breaking news overnight, in a case that has been closely watched, the accused killer of the four college students in idaho is now back in that state to face charges. >> and this morning, new details are emerging about the evidence police have gathered in this case nbc's gadi schwartz is in moscow, idaho, with more gadi, good morning. >> reporter: good morning, hoda. the next few hours, we expect to see the charging documents against bryan kohberger, the suspect in this case, finally unsealed, and they should shed light on exactly why police think he is the killer in this case bryan kohberger touching down after a cross-country extradition flight, turned over to a convoy of heavily-armed local law enforcement. ready to serve him with the arrest warrant for the first-degree murders of four

university of idaho students, kaylee goncalves, madison mogen, xana kernodle, and ethan chapin. overnight, authorities releasing the mugshots of the suspect being held at the county jail in moscow, the city where the vicks were found stabbed to death on november 13th. next, he is expected to make an initial appearance in court where the judge will explain his him. he was resisted in an early morning raid at his parent's home in eastern pennsylvania last friday and agreed to be extradited to idaho at a hearing on tuesday the attorney in pennsylvania says bryan kohberger intends to plead not guilty. >> he believes he is exonerated. >> reporter: body cam shots show he was dving a white hyundai elantra to pennsylvania. and according to public records, he planned to title the transfer of the same car from pennsylvania to washington, just five days after the murders and had new washington license plates when he was pulled over >> we're slightly punchy because

we've been driving for hours. >> reporter: he can be heard talking with an officer about an incident with a s.w.a.t. team at washington state university. >> there was - >> what did you say about an s.w.a.t. -- >> there was apparently a mass shooting >> reporter: that incident had no apparent connection to the murders in idaho, a month earlier. now, the quest for justice begins to play out in the county courts with victim's family and loved ones anxious for answers >> indeed those answers hopefully will come soon tell us what we know about bryan kohberger's first night in moscow >> reporter: well, we know as soon as he landed, they seemed to put him in a protective gear. they actually took a helmet, a bullet-proof helmet and put it on him and you can see that in distance. there was some shielding alongside that truck, as well, so they seem to be taking his safety very seriously. the sheriff here says that he will be treated like any other inmate he will be evaluated he will likely be held alone.

it has left the new congress without a speaker of the house nbc's senior capitol hill correspondent garrett haake joins us now with the latest what are the details >> reporter: hey, hoda good morning they were talking late last night, but no deal yet, and still no speaker, as negotiations continue to break this republican stalemate as lawmakers in both parties get more and more frustrated to be stuck in this political purgatory. so where are we after two days and six votes, republican leader kevin mccarthy is still short of the votes he needs to become speaker. he has been losing 20 republicans. he can only afford to lose four. last night he made some major concessions to those 20, including rules changes that would make it easier to oust a speaker later and seat some of the most powerful committees in congress, the rules committee which controls what legislation if any ultimately comes to the floor. today, we will learn if those changes were enough to sway any of those 20 holdouts, although some have indicated they intend to keep voting against mccarthy until he drops out of this race. bottom line, though, hoda, is this republican-controlled congress can do no other work,
