right now at 4:30, the bay area blasted by a new round of windy weather and stormy conditions. monitoring the damage from the latest storm. this is just the start of what will be a week with lots more rain. we're staying on top of it for you with an updated time line this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. >> a very good morning to you. thanks for starting your day with us. i'm laura garcia. >> and i'm scott mcgrew. marcus washington has the day off. we begin with the continuing threat of flooding in many parts of the bay area.

trying to warn people water ways including the guadalupe river may soon surpass flood stage. city staff yesterday went to possible flooding hot spots to inform neighbors and the unhoused about possible resources. we spoke to one man living along coyote creek staying at a hotel paid for by the county. the city of milpitas is using drones to warn the unhoused about flood risk and to check on them as the storms pass through. drivers, again, will have to keep it slow and easy on the roadways. slick roads are a hazard along with strong winds. our mike inouye is tracking the morning commute. he'll have more in a moment. first, let's get to meteorologist kari hall. what does it look like now, kari? we are seeing widespread rain. look at how the storms are just lining up out there in the pacific and bringing all of that rain into the bay area with yet again another atmospheric river. as we get another look at what's happening right now, once again, a steady widespread rain coming

along with gusty winds, so that makes it tough to see as you're driving around. seeing some of the heaviest pockets of the rain right on the peninsula and also for parts of the east bay as you're driving on either 580 or 680. we'll see some of the heavy rain moving through. the high wind warning continues until 10:00 and also the heaviest of the rain happening this morning. some of our mountains may reach 3 to 6 inches of rain and also there's the risk of isolated thunderstorms and damages wind gusts. take a look at our hour-by-hour forecast, pockets of heavy rain moving through especially as you head over towards parts of contra costa county, up and down the coastline into san francisco, the santa cruz mountains really being targeted by where we see the heaviest rain moving through. and that's what we are expecting with this storm system that gives the north bay a little bit more of a break. still some light, steady rain. some of the heaviest now san francisco, east bay, on southward.

we are going to continue to see the rain in those areas into the afternoon. we have flooding, rising creeks and rivers as more mud slides get the heaviest rain coming through the south bay. there will be some breaks later on this evening, but another storm is set to arrive early tomorrow morning and we only have a few hours to recover before we are once again dealing with more flooding, high winds and even a chance of thunderstorms. so we'll talk more about that coming up in a few minutes. mike has been tracking the impact on all of this on the roads. we have a very active chp blotter. many crashes are showing up on our maps. nothing major as far as incidents. highway 17, a couple of issues, one from the monterey reports saying coming northbound there will be a rock slide on the northbound side right around laurel and south there's been flooding reported. the only highway it's impacted.

besides 84. 84 washed out again. you might have heard about the problems there from before new year's through last week and there's an issue blocking the roadway between mission and over here in pleasanton and sunol. pudz willing and ponding and the blue shows up. southbound we do have lots of water on the roadway and the lens. not a lot of traffic, a light flow now. we expect to see more traffic this week than the previous couple. back over to you. more breaking news just in. strong winds knocking down a tree in san bruno back to the live look at the scene. this is near pacific heights and colbiway. is on her way to the scene. trees are a concern in the east bay. reports of a tree coming down on a high voltage wire causing big flares. in pacifica a fallen utility pole caused a closure. governor newsom is asking the federal government for help from all the recent storms. leaders from various agencies as well as the national guard gave updates on the response. >> these floods are deadly and have now turned to be more deadly from the wildfires in the state of california.

be cautious the next day or two. >> 35 million people across the state are under flood alerts or flood warning. . we are staying on top of road closures and school closings. look for the latest links on our trending bar. the city of oakland's new mayor takes office. mayor elect sheng thao won come from behind style win in last november's ranked choice election. she'll be sworn in today with other administrators. the city plans to live stream the ceremony on its youtube and facebook pages. also happening today in oakland, they plan to launch formally evictions in one of the largest homeless encampments. many of those living along wood street under the mcarthur maze were moved last fall. the city says there are some holdouts. they have tried to offer the evicted housing alternatives.

4:36. a key change for many merchants in chinatown boost safety. they fanned out to replace rusty locks on businesses and gates. in all teams changed about 20 locks. the goal is not just to prevent break-ins. they hope to offer peace of mind for neighborhoods still struggling recovering from the pandemic. >> in the beginning they thought, why? we just bought new locks. after we educated the merchants and showed them the differences of our locks versus their locks, they're, like, very open and very willing to change the locks. at the end they were very happy and grateful and they feel a lot safer. >> that's because the new locks are much stronger and more secure. the best part, free, thanks to a chinatown grant program. 4:37 right now. fighting for the right to repair heavy machinery. up next on "today in the bay," the growing movement that is forcing one of america's largest manufacturing companies to allow

good monday morning. right now at 4:40 we are under a microclimate weather alert as heavy rain moves through. it's steady around the bay area, but i'm picking up on heavy pockets of rain right there on i-280 either going north or south. it's really been picking up.

a tough drive for you as you head out early this morning. we'll be tracking it taking it hour by hour coming up in a few minutes. >> that's an issue, travel over to where there's more traffic on the nimitz. here also traveling across the bay, the san mateo bridge. 92 or what you can see of 92. we are looking at soupy conditions around the bay on this bridge and getting to the bay bridge. let's check in with silvana. i'm silvana henao from cnbc. wall street is set to open it modest gains. the dow surging 700 points or more than 2% while the s&p 500 and nasdaq jumped more than 2% after the december jobs report signaled inflation may be increase. we just increase at a slower pace than expected suggesting the labor market is softening and rate hikes by the federal reserve are accomplish their goal. the dow, nasdaq and s&p posting

their best week since november. now in focus today we're going to get data on consumer credit. goldman sachs will start cutting up to 3,200 jobs this week. the bank is trying to rein in costs and scaling back its consumer business. the cuts represent about 6.5% of goldman's roughly 49,000 employees and are some of the deepest the company has made in recent years. goldman, who had twice the pace of the broader banking industry and paused annual cuts of lower performing employees during the pandemic. deere signs an agreement to allow farmers to repair their own equipment or take it to an independent repair shop. deere and other manufacturers have been accused of using proprietary software in their machinery restricting repairs to their own dealers. farmers say that increase is caused by forcing them to call technicians for work they can

>> we're keeping tabs on the outages that are happening right now. you're taking a live look. this is the pg&e outage map. it looks like a lot of customers affected. the high winds across the bay area, so you can actually put in your address there and see and they'll give you a real-time updates. >> the green spots, by the way, are power outages, too. very small, but there you go, lots of trees down. it's been super windy, too. the impacts of all of this adding up as we get more and more of the storms coming in. i wanted to show you one of the areas we're watching, our creek levels continuing to rise, the russian river at guerneville. we are expecting it to crest as we head into late this evening into tomorrow morning. now monitors say just 29 feet. we are already seeing it going above that and then flood stage is 32 feet. we're expecting it to crest at 34.7 feet heading into this

evening. also, the napa river in downtown napa is expected to crest by this afternoon nearly 25 feet which would put it just at flood stage and so we're going to see some impacts there. we're also watching the san lorenzo river where we expect it to crest this morning up to about 22.8 feet which is above that major flood stage. so we're going to see a lot of impacts there in the santa cruz mountains as well as the guadalupe river at almaden we expect to crust above flood stage. minor flooding here as we go into this morning. we are seeing water levels rising, all of this rain continues. and several more storms that continue to develop out in the pacific and pumping in all of this moisture that will continue throughout much of the morning into the early afternoon and gradually start to taper off. as we get a closer look where we see the yellow indicates we are getting slightly heavier rain. slightly heavier rain moving through sonoma county as well as solano county, and right over

the bay, but getting ready to move into the east bay. the threat of flooding will continue today with creeks and streams likely flooding as we go into at least late this morning but definitely by this afternoon. once all of that water has a chance to go down to some of those low-lying areas, but we're also going to have big impacts in the commute this morning with all of this heavy rain, but we're going to start to see the axis starting to shift from san francisco on southward, so this is where we're expecting the biggest impacts over the south bay as well as the santa cruz mountains. we can see that by 11:00, the rain gets lighter for the north bay but still raining heavily into the early afternoon from the tri-valley down to san jose as well as the santa cruz mountains once again. here we are at 9:00. it looks like quickly the rain just cuts off and we get a bit of a break here. the next storm is it going to be arriving right on its heels, and we start to see the potential of

some thunderstorms going into tomorrow as the cold front comes in, we're going to get colder temperatures, a lot more energy, and there may be some small hail. that rain continues through tomorrow evening kind of off and on more scattered in nature, but then we'll see another storm rolling in right behind that on wednesday, so we are not going to see any breaks just yet. in fact, we widen out the view to show you what's coming our way, storm after storm that will be parading into the bay area, not much of a break until about thursday or friday where it looks like it's being held up just off the coast and then we do look at a very wet weekend from saturday to sunday into monday. it just seems like it's never ending here even into next tuesday. so what we're expecting here in the near term between now and wednesday will be the possibility of another two to three to possibly closer to four inches of rain in spots from the north bay as well as the santa cruz mountains, going beyond that we may see several more

inches of rain and while we get the rain, the sierra gets snow so just this week into early next week we could see another 37 to 66 inches of snowfall at some of our resorts. it's also been quite warm so it's changing back and forth to rain and snow in the sierra and it's all rain for us as we see more possibilities of thunderstorms, flooding, mud slides, all of that still remains with us. and, mike, you are seeing a crash heading toward the bay bridge? i saw it just after it happened. there were a lot of lights, looks like a big rig and two other vehicles were involved. it looks like someone with a flashlight out there. that's a big concern because lower visibility tougher to control cars. you see all of the traffic heading to the berkeley curve. that will be at least a distraction. once chp arrives, and perhaps there is one there now, this will be a distraction and perhaps the bigger issue as folks here are traveling toward the bay bridge. the berkeley curve picking up more volume and wet roadways,

lower visibility around the area. richmond saw puddling and ponding. more here in san rafael. southbound 101 flooding right around lucas valley road. the on ramp really impacted by four or five vehicles that may have been flooded out by the on ramp. 101 itself, one lane is blocked by flooding and there may be a disabled vehicle as you head south down to san rafael. the rest of the bay shows a pretty smooth drive. 84 is washed out here between mission and pleasanton and sunol. 17 in both directions are slow because of flooding or sliding between laurel and idyllwild. some fear an oakland landmark is on its last legs. the rec center needs a major renovation and now is a big effort under way to revitalize it. as gia vang reports, one 17-year-old is doing her part to help. >> reporter: on any given day the recreation center at oakland's lincoln square park is

busy, a place this girl knows well. >> my core childhood growing up is chinatown. now that i'm older, i work at the rec center park time. >> reporter: that's her design on the door as you walk in. >> it's like chinatown's uniform. >> reporter: they're on shirts and sweaters inside. her design has gone through a couple of iterations inspired by the dragon art she sees. >> if you walk around there, you'll see it. i combine that with the oakland tree logo and also a heart right here so it represents the love of the community. >> reporter: a portion of the proceeds will be dough mated to hopefully build a new rec center, one that isn't -- >> too small, too old and really doesn't meet the needs of the community right now. >> reporter: from friends of lincoln square park, she tells us the lot was originally set aside as open space in 1853. since then much has been added

including that iconic junk boat just outside the rec center. >> it's always been a mixed income, mixed race place for families to gather. so the vision is to have a place where multiple generations or folks from different communities can all be using that space all at the same time and kind of help rebuild the connections within our community so that we're not just displacing each other or fighting over what little indoor space that we have. >> reporter: building new comes with a price tag, upwards of $30 million. through local and state money the group has raised about $15 million. every bit helps and matters. >> another big part of my upbringing and heritage, i don't want people to lose that. >> reporter: gia vang for "today in the bay." >> friends of lincoln square park say they could lose the funding from the state if nothing happens by the end of 2025. the group is hoping to break ground on a new center this time next year.

much the faithful could ask for. after a show of support for buffalo bills' damar hamlin, the niners dominated arizona yesterday at levi's. rookie brock purdy threw a career high three touchdown passes, two to george kittle. elijah mitchell rushed for two scores as the niners blew out the cardinals for their tenth win in a row. after the game purdy insisted the niners still have untapped firepower. >> i feel we still haven't played to our full potential yet. we look at it as a challenge. man, if we do play to our full potential, what else could we do? i'm excited. >> they host seattle in the first game of the wild card. the next round is saturday. the next is l.a. chargers against jacksonville airing here on nbc bay area. nbc bay area will carry the third game sunday featuring baltimore against cincinnati.

across the bay area. thanks for waking up with us. i'm laura garcia. >> and i'm scott mcgrew. you're watching "today in the bay" streaming live on roku, amazon fire, apple tv and online. a live look outside this morning, the latest storm creating more dangerous driving conditions forcing early morning road closures. niles canyon road has been an ongoing trouble spot. totally shut down due to a new landslide. this is highway 84 between fremont and pleasanton. caltrans says this stretch will be closed until further notice. >> crews are working to pump out water flooding the roads. let's check in with meteorologist kari hall who has a look at the latest on the storm's path. there are a lot of storms out there developing out in the pacific. we are not going to see the storm door closing anytime soon. we will continue to see the impacts adding
