massachusetts has vanished. her husband under arrest. where she was lastseen. doctors give a positive update on damar hamlin. how his team and fans are coming through for him on and off the field. we begin this hour with millions along the west coast bracing for the threat of flooding. >> california feeling three storms set to slam into that region between now and thursday. today could bring up to a foot of rain the sierra mountains expecting to see feet of snow. >> 32 million are under flood alerts and the storms destructive in sacramento, one death has now been confirmed there. evacuation order is in place for parts of sacramento county. look at the pictures coming in from cap po lanier santa cruz, homes, businesses, parts of the pier were broken and damaged by the force of the storms. capitola is where we find marissa, also standing by is

bill karins, our nbc news meteorologist. marissa, start with you, what kind of damage are you seeing where you are? >> reporter: hey, guys, you can see people around me and most are people who live here gathered to see the same thing that kind of shocked us. this is cap po la beach and it is littered with debris. we're talking about logs. sometimes we've seen full-on trees with roots attached. you might see one off in the distance just floating past. this is just so endemic of what we're seeing across the area. it's debris like this clogging up a lot of rivers and these are rivers that are already cresting due to all of the rain we've already seen and creating havoc in areas causing flooding to be in places where maybe it was not expected to be. if we walk a little bit more this way, you'll see, i will make sure my photographer is safe and doesn't get tripped up, you look at the wharf and see part of the wharf completely

collapsed. this is an area that has taken a beating over the last week. this last bombcyclone. the businesses here you can see the fence in front of it to keep people away because the windows were smashed from the debris hitting it. now on the other side what you cannot see is a river. it is so intense right now, it's not normally a gushing river but this is the santa cruz mountains right now. santa cruz, all of this rain, that water is going somewhere, right, and so what happens is, when you have the dams as a result of debris like the debris that we just showed you, it causes flow to ebb and go in places you don't normally expect it go. we're seeing evacuation orders and warnings in different areas depending on where you are. here's the worst part, there may be a lull in the rain, but this is far from over. we'll be staying on top of it as this develops. >> let's get to that right now. meteorologist bill kairps is here. take us through your forecast. >> we saw the damage from the

last storm and we have significant damage that has occurred this morning and even happening right now because we have numerous areas of flash flood warnings, the atmospheric river has been over the top of areas between san francisco and los angeles all morning long. we have flash flood warnings around santa barbara. we have levee breach in the harold river, flooding at caramel lagoon prompted evacuations. people rescued on jet skis but the river hit 25 feet. the river went up 14 feet in about six hours. it was incredible. and, of course, that did a lot of damage. they are rescuing people from the neighborhoods that got trapped. that is the scene as all the heavy rain is in the same area. a lot of significant wind gusts and power down, trees on homes an cars, but it's the water right now is the problem. everywhere around monterrey, santa cruz, live oak, we have highway 9 closed with debris and mud flow on it. it is a mess right now in central california. >> bill karins and marissa,

thank you both. president biden is meeting one on one with mexico's president today. that meeting coming after the president made his first visit to the u.s.-mexico border on sunday and canada's prime minister joins them for a north american leader summit in mexico city tomorrow. joining us gabe gutierrez in el paso, texas, and white house correspondent mike memoli in mexico city. president biden didn't meet with migrants during his border visit yesterday. how is the white house explaining that? there's been criticism. >> yeah. aaron, it's interesting we heard from our colleague kristen welker who spoke with two administration officials who really cast this essentially as a coincidence that president biden, when he went to the migrant processing center, there weren't any migrants there. he would have been happy to have the opportunity to meet and discuss issues with him. a few hours later we heard from another official, the national security adviser jake sullivan, who said this was never part of

the plan. the purpose was for the president to hear from the border patrol agents, local officials, nongovernmental and faith leaders helping to deal with the humanitarian crisis to help him form his thinking as he came to mexico last night for the meetings ahead here. what we've seen from the white house over the last four days is a sustained focus on immigration we haven't seen from them in president biden's term so far. he laid out his vision for how to deal with the challenge at the border, expanding the program, new enforcement measures and yesterday making that visit to the border and the meetings here are going to be heavily focussed on migration and what the president has tried to insist is a regional hemispheric challenge that requires more than the united states at the table. >> let's bring you in here. you've been in el paso talking to some of the migrants there as well. what did the president not see and how are people there reacting to his visit? >> well, aaron, this is the

sacred heart church. it is a church shelter here in el paso where you can see behind me, there are still migrants camped out outside of it. they have been sleeping here for quite some time. back in mid-december, that was when the height of the latest influx happened. local officials in el paso were saying they were seeing up to 2500 migrant crossings a day. the biden administration has said that that number has dropped significantly, dropped about 70%, since mid-december, but we had been speaking with some of the migrants here, as is often the case in the presidential visits they heard rumors and thought oh, my, maybe the president was coming here to see us. of course that was not part of the plan as you heard mike describe. but the migrants we've been speaking with would have like to have given a message to president biden and like to present to him why they came from the countries that they did. many of the migrants are from venezuela. they say they're leaving very difficult conditions there, fears of violence in venezuela, and they do not know where they plan to head to next.

now humanitarian groups have also said that some of the latest policy announcements from the biden administration will actually cost lives. the biden administration announced last week that u.s. will begin expelling up to 30,000 migrants from several countries back to mexico after an agreement with mexico but this is such a complex issue that the president came here and has, again, the administration has been trying to get congress to act on this and to secure more funding for the immigration issue and secure some backing of immigration reform. but for these migrants right here, there appears to be no end in sight to an issue that is decades in the making. >> gabe gutierrez in texas, mike memoli in mexico city thank you. we're watching the political chaos unfolding in brazil. the country's capital complex is back under government control after it was stormed by thousands of protesters on sunday. supporters of brazil's ousted president jair bolsonaro clashed with police, vandalized

buildings, bolsonaro, who is running for re-election promoted false claims that the results of the election were rigged. brazil's current leader who was then inaugurated goes by lula, toured the damage on sunday. he blamed both bolsonaro for stoking the riot and vowed to hold those responsible account pbl. let's go to quad venegas who joins us outside the consulate in miami. more than 1200 people have been detained as i understand it. what's happening in the capital today? any indication that they knew that this was going to happen ahead of yesterday's events? >> kate, the president lula da silva invormds formed the military had to intervene. they restored order. more than 1,000 people have been de tands. we know as of last night, it was informed 400 had been arrested. this investigation is now under way into how thousands of people arrived and how these groups

entered the federal building. they entered the presidential palace, entered congress and also entered the supreme court. now the federal authorities earlier today spoke about what happened, spoke about that investigation that's under way. how did the guards in the area, in the federal district, allow the individuals to get so close to these buildings? that's what's being looked at here. lula has said that jair bolsonaro the outgoing president, shares some of the blame. jair bolsonaro has said through twitter that there is no proof to link him directly to the protesters. we know that military has also been ordered in brazil by the supreme court to disband any protests happening. there's camps around brazil of bolsonaro supporters. those are being cleaned up and they're taking action as control has been regained by the military there. >> quad, a twist, bolsonaro is reportedly in florida right now, right? do we know where he is and what might happen?

>> reporter: so kate, we know that bolsonaro left brazil before the change of power to lula. there was reports that he was in orlando. there is video circulated on social media of bolsonaro taking photos with supporters in the orlando area. we also know from his wife today, she shared on social media, that he has been admitted to a hospital for some type of stomach condition. that is something we're working to confirm. as to the exact location of where he is now, kate. >> quad, thanks so much. bmw recalling thousands of electric vehicles and apple getting into the virtual reality market. >> kristina partsinevelos joins us with cnbc's money minute. >> hi. let's start with the bmw story. it's going to update the software on 14,000 electric vehicles to fix a problem that could cut off the power while driving. the company says it discovered the flaw in its testing and luckily there have been no real world incidents.

we have new developments to report about a missing mother of three from massachusetts. ana walshe was last seen on new year's day. her husband was arraigned in court this morning. he was arrested on sunday on allegations that he misled police in connection with his wife's disappearance. nbc news correspondent kristen

dell gren joins us and following all of this. brian walshe appeared before a judge. we saw video there. he has said that his wife left early on january 1st to fly to washington where she worked, but then she wasn't reported missing for days. what more do you know? >> right. the charges stem from him not reporting her missing for about four days, but in court today, we learned more grim details, prosecutors laid out how they found blood in the couple's basement as well as a damaged knife that had blood on it. they also talked about how they think brian walshe wasn't honest where he was during the crucial days. take a listen to what prosecutors said in court. >> january 2nd, as he was supposed to report in that the only time he left is he went to take his son for ice cream. so analysts checked and the

investigation indicated the defendant on january 2nd, some time after 4:00 went to the home depot. he's on surveillance purchasing about $450 worth of cleaning supplies. >> they say the cleaning supplies included tarps and mops and tape. so now presumably the investigation is in high gear, trying to figure out whose blood that is where it came from, and then where those cleaning supplies went as well, kate. he's being held on $500,000 bail in jail and no sign of ana. >> just quickly, has he said anything? did he say anything in court today? >> you know, he did say he understood the charges and entered a plea of not guilty. he's been in court before under federal fraud charges as well, and that's one of the reasons why he had to let them know exactly where he was going at all times and where these new charges of misleading police

came from. >> thank you. students at the university of idaho are returning to campus today for the start of the spring semesters and for men of them it's their first time back at school since the arrest of a suspect in the murders of four student. nbc news correspondent steve patterson is joining us now. steve, this has to be a tough day for some of these kids. how is the community dealing with this and feeling as they return to campus? >> tough day. a lot of students chose to stay home past the semester break not coming back to campus because they were worried what was happening. there was fear percolating and anxiety. some of that now, of course, has been alleviated. the students are coming back with a suspect in custody. that makes a big difference. there's no doubt about it. still, though, i've been looking at some of the interviews our colleague stephanie gosk has done and our digital team students not only at the university of idaho but where kohberger was taking classes a lot of people saying that, you know, some of that anxiety is

relieved but more saying that they are remaining vigilant, they're taking defense classes, they're buying pepper spray, that they are vigilant about where they're going and who they're with and what time of the day they're going. i don't think that is going to change any time soon. still, though, i'm looking at the students and spoke to them while i was there. a lot of that anxiety has gone away and has to be a relief to have someone in custody but the feeling is not going to go away not until more known about the motive and more done with the justice process in the next few days and weeks. >> what's next for kohberger here? >> yeah. status hearing on thursday will sort of set the pace for what happens next as far as a preliminary hearing and a trial day. for now it's all in the court system at this point. >> steve patterson, in los angeles bureau, thank you. coming up, reason to celebrate. some breaking news about damar hamlin's recovery just one week after his collapse on the field. you're watching "nbc news

meteorologist kari hall is here live. >> a lot of heavy rain earlier this morning and now the storm system is clearing the bay area and we're also getting some sunshine for areas to the north, that will help dry us out. the next storm system is following closely, colder air, more energy and is expected to have a lot of thunderstorms in the mix. now we're taking a look at how much rain we measured on monday with the possibility of more on the way, the ground is already saturated and take a look at the santa cruz mountains, over 6 inches of rainfall and that also carried over toward morgan hill with more than 3.5 inches of rainfall. for much of the east bay, an inch and quarter. for the north bay, 3 to 4 inches of rain that caused those rivers to rise very quickly. they have crested at felton.

but we're also the russian river in gurnville, 33 feet f you're in the areas of these creeks and rivers that are expected to continue to flood you want to make sure you're making ambulance to get out of harm's way as we could see a loot of these rivers and creeks rising like the alameda creek near niles canyon, we're expecting more flooding there. let's talk about what to expect. a brief break as we go into the overnight. the next storm moving in early tomorrow morning. 40 to 60 miles per hour gusts and more landslide potential. going into the forecast that rain moves in before we even wake up tomorrow morning, here we are at midnight the rain's moving into the north bay spreading across the bare area by 2:00 to 3:00 in the morning

once again this time around there could be more thunderstorms and that could wake you up and also produce that risk of more flooding, power outages and downed trees with gusty winds and we do see that rain continuing before the next storm arrives early on wednesday so not a lot of breaks here, chris and these impacts are continuing to add up. right now, we want to take you live to san jose where officials with the city of san jose are providing an update on what's happening there. let's listen in. >> the city staff, want to thank our parks and rec team, housing department who have been out there doing tremendous outreach both in our waterways to make sure our unhoused residents are aware of the risks and where they can go to get dry and get food and be sheltered and i'll come back to that in a moment. they've also down doing outreach

potential flooding hot spots where we focused on making sure residents are aware of the risks and we're providing them with information about how to stay safe include wrg to get sandbags and other precautions they can take and then i'll just quickly thank the department of transportation, public works, we've had field teams out monitoring situations in realtime, police department did a great job of going along all of our waterways with the loudspeaker to make sure everyone was aware of what's going on and fire initiated two quite heroic rescues actually pulling people out of the guadalupe river. our city emergency evacucuations still in effect, water levels are high, water's moving v very ququickly and we will likely se rarain in the dayays ahead. that r remains in effect.

we'll continue to work with our regional and l local partners t deploy outreach teams and make surere we're helpingng peoplple transition td intoo ourur overnt warming locations. on that we continue to have roosevelt community center, the high brarayer open for members the unhoused c community who ar looking for s shelter the couns operating the here f for you hotline at 408-385-2400 for a referral and placement. i want to make clear that we are preparared to open overnight warming locations as needed. so right now the most recent center we opened with seven trees. i want to thank the red cross for their partnership. as soon as they reach 110 people

residents to all of the possible hot spots. it's been a team effort across the organization. our primary focus continues to be protecting lives especially for our most vulnerable the city as well as protecting property anand the environment through ts potential flooding event. over the last 24 hours, our main areas where we focused is the guadulupe and all of its tributaries. we've been active in the field with the county and the pacific gas and electric, i want to thank them for the collaboration as the mayor has. as the mayayor mentioned, san je has fared fairly well through this weather event. the north bay inn south county have had additional impacts compared to us. we're prepared to help as necessary. sosome of thee words for the

unsheleltered community, we continue to partner with the countyty andnd conduct outreach efforts, this has been through housing outreach teams, educating them on the eviction orders as the mayor mentioned we still have a local emergency in place as well as eviction orders so we can help our unhoused community move away from the waterways, this continues to be a focus for us as this work started in october and it continued through this event and will be a primary focus for us in the coming weeks for us. mayor mentioned overnight warming locations which are very important in addition, we're going to have community centers and libraries open today as warming centers for any residents that need to come in and seek additional services. our emergency operations center will continue running this week, we'll have a virtual kind of posture as we're not out of the

woods obviously a great deal of saturation with additional rain coming in we'll have additional flooding on streets and the potential for creeks and rivers rise again. one thing that the mayor mentioned is staying up to date on the city's website as well as our social media platforms and the importance of signing up for alerts that enables us to communicate with our residents when needed. an update, yesterday we did send outreach teams canvassing various neighborhoods throughout the city where we did have hot spot concerns last night at 5:00 we used the alert system. so anyone in those areas at that time did receive notifications of potential flooding and we do have crews out in these neighborhoods now as well as all

night monitoring street conditions. notifying neighborhoods as the mayor has mentioned, we've gone through the main weather e. unscathed. we have crews out right now. unclogging storm drains. that said it's a very big city and we need residents' help. if you see clogged storm system please use 311 system to alert us. with that i'll hand it back to the mayor. thank you. >> thank you. once again, city manager's office and eoc have done a good job of keeping the city work coordinated. a couple off partners who we'e' been working with very close collaboration, very proud of the work we've done together.

melanie richardson will speak next. thank you very much, mayor. i just wanted to echo about the mayor said about the partnership wewe had togetheher in addressi the potential flooding impacts, a great improvement in our coordination and communication, many of you probably remember back in 2017 we learned lessons from that and we greatly improved and we're working in lockstep, very much appreciate that partnership. i wanted to say that valley water has been prepared for a couple of weeks for this oncoming series of storms. we have had our field c crews o inin the f field aroround the c checking for trash debris, fallen trees, all of the hot spots we know, piers and bridges, calling those into those eoc, coordinating with the city and county as we do that. in addition to that we've been

stock piling our sandbag locations. many of you have heard that there are three sandbag locations in san jose. we also have one in m morgan hi and one in palo alto. we have distributed over 100,000 sandbags throughout this s stor system. we're preparing 11,000 a day bebecause they're beingng t taky rapipidly. in the past we also had sand ststock piles witith shshovels. we've been working hard to fill as m many as possible too make easy on residents to come and take as many as they could. we expect that our board will continue the emergency tomorrow. that allows us to do any emergency repair work we need to do to protect life and property and in fact we have used that already, we've already removed

sediments from about 50 various locations around the county, one example we had to remove a large bunch of sediment just to ensure that flooding didn't occur into the local resisidences. when youou remove sediment that allows the water to free throw and not back up, we've also removed a lot of large trees, a lot of debris, we've had our watershed staff out continuously monitoring this and we also have a flood emergency, a flood information team made up of staff that goes out to all of the known hot spots monitors and calls it back into the eoc so we know at all times where w we stand.d. we've avertrted off the emergens in san josee and everythingng's looking v very gogood. we'l'll continunue to keep our open aroundd the clock and we'l continueue to coordrdinate with cityty of san j jose and the co on a daily babasis. we speak to thehem at least twt

third major winter storm in ten days. resulting in downed trees, flooding and landslides impactingg our power lines, thi is the largest response thatt pg&e has ever assembled for a winter stotorm event. contractors and mututual aid utilities from southern california, oregon, idaho, uta, wyoming,g, new mexicoco, colora washington, wisconsin, and canada respononding. wewe continuee to closely monit the weather and mobilize ourur resources at each storm has impacted our hometown. while in some cases conditions have restricted our ability to safely access locations that needed repair. we restored power to 1.5 million customers impacted by the heavy

rain snow throughout the g&e service area. there have been 76,000 customers that have experienced a power outage since new year's eve in morgan hill. we currently just have 434 customers out of power in our division. which is really great. speaks to the point about our ability to weather this particular rainstorm. however, if needed and called upon by public safety personnel we will be ready to be energized in flood areas. around the river as a safety precaution. we're also working digit gently to ensure the timely and accurate restoration information available for customers and are updating our website as crews are able to access outages. we urge customers to prepare for

our fire department engaged in in a couple of rescues being out in the channel of fast-moving water helping two indivividuals get o out of the ririver. i belieieve both w were unhouse residents. that's kind of what we know at the moment.. we'll do everyrything we can to help unhoused residents contine to be supupported through the emergency shelter that we've set up, as i menentioned w we can contntinue to e expand those locations as needed so we'e're encouraging anyone living along our waterways to come into one of our overnight warming locations the ones that i've listed earlier. i'll repeat in case it's helpful. the county help line.

morgan hill, over 7 inches of rainfall and in much of the knot bay, 3 to 4 inches of rainfall. part of the peninsula toward the east bay over an inch of rainfall, here's what to expect as we get a brief break, the next storm comes in early tomorrow morning right around midnight for some and it it moves in we could see 40 to 6 wind gusts. we'll continue to see the landslide potential going into tomorrow and quickly rising water levels as well as street flooding the break doesn't last that long, take a look at the time line 1:00 in the morning possibly lighting back up as the heavy rain moves into the coastline and san francisco, reaching into the east bay and it becomes widespread before sun rise tomorrow morning. this could down some trees and cause more power outages and that heavy rain continues from 11:00 to 12:00.
