5:00 am
we went on air early this morning for you at 4:00 a.m. to bring you the very latest on this microclimate weather alert. mike inouye is monitoring the slick roads out there and so many problems with trees down, water ponding that are popping up. >> first, a look at the storm's path this morning. meteorologist kari hall working hard keeping a close eye on that giving us the hour-by-hour forecast. where is the storm now? we are seeing waves of rain. that's what we're expecting today but also the potential of thunderstorms like when the initial line of all of this heavy rain moved through earlier this morning, but now it has since pushed off to the east and really got bad there for a little while in parts of the stockton area, modesto where there were tornado warnings in effect early this morning. now we see the activity calming down as it pushes off to the east. we're left still with scattered showers. as we get waves of rain, the impacts of all of this rain will be adding up with more flooding possible on your roadways and
5:01 am
for your commute. the water doesn't have anywhere else to go. as we look at the wide view of the system that moved through earlier this morning as well as what's behind that, there still will be a lot more energy working into the bay area the next several hours. in fact, as we head to 8:00 to 9:00, we could see it ramping back up with a lot of reds and yellows here showing that there could be some intense downpours in parts of the north bay but also for the east bay down to the peninsula. in these little cells popping up today we could see gusty winds, really heavy rainfall as well as small hail. eventually tonight this could taper off but a chance of scattered showers. tomorrow morning the next storm will be coming in dark and early and then the rain gets more widespread throughout the day tomorrow. we're still going to see some very active weather here. we'll be tracking it all and will talk about what's coming
5:02 am
up. the continued rainfall soaking into the soil and now the soil getting loosened in many parts of the bay, a lot of hill slides and flooding as well. we have scattered reports. very few full closures for the bay area freeways. highway 84 continues that closure through niles. the slippage on the hillside and on the roadway is impasable between 680 and mission. the south bay has had scattered incidents and one continues right around fremont avenue. the latest report was two lanes blocking the southbound direction after a tree came down. one lane was open. speed sensors are showing less slowing through the area. if you jump on at fremont you should be clear of activity. by the time up get to homestead it is moving well. now 85 is moving well, highway 17 was closed overnight because of wires down between bear creek and highway 9. those reopened a while back but
5:03 am
on the northbound we did have another tree down approaching highway 9. one lane again. i think they've made progress because of the speed sensors. still, wet roadways. 880 moves very smoothly. you also see the flag moving out here, wind advisory, significant amounts of wind pushing the cameras around and your vehicle in the altamont pass and across bridges. back to you. thank you very much. this is a live look in san jose's willow glen neighborhood this morning. the storm took down a tree near meridian and isabel. we don't know when it will be restored. no reports of any injuries. a flood warning near the russian river, about 2:00 this morning the national weather service reported the river was near flood stage.
5:04 am
it is expected to cross the level for minor flooding. the warning is expected to remain until tomorrow morning. some people that live there say they've seen flooding for the last three days and now they're just preparing for the worst. the river is expected to crest or reach its highest level at 33 feet. the river has flooded before. the russian river crested at 46 feet. and now to a live look across the bay area this morning. as mike was mentioning, sheets of rain and that wind really making the road conditions out there slick and leading to some potentially dangerous conditions out there. joining us this morning live is california highway patrol officer daniel jacowitz. we've been talking about this for some time now, the phrase turn around, don't drown. you say something people should also be mindful of while they're out there in their cars is also the distance from another
5:05 am
vehicle because that's how accidents could happen as well if you're following too closely. >> absolutely. thank you for having me on. you want to follow a safe distance. it gives you a chance to perceive something and react to it. if you're driving the speed limit in normal conditions, not when the sky is falling, you will need several hundred feet to stop your vehicle. the closer you are to the bumper in front of you, the less likelihood of avoiding a crash. >> and something i noticed past few days when you're driving, pay attention to the cars on the side of you. there may be debris on the side of the road. >> you definitely want to avoid any sudden turning movements, erratic turning movements.
5:06 am
if you see an object on the roadway, ease your foot off the gas, avoid slamming of the brake or heavy brake application because it can create a skid. don't try to make a change of lanes or anything like that until you know you have a safe distance or space with you and the vehicle. >> video we were showing of a rock slide happening, you all have seen rock slides and mud slides across the area. talk to us how people can manage a situation like that because it can be dangerous. >> absolutely. the best thing to do is prepare. before you start out on your trip, check the roadways. you can visit the department of transportation's website or chp to see if there's any blockages. if you find yourself on the road and the rocks are coming down, try to back out of the situation as quickly as possible, warn other motorists if you can. keep yourself safe and try to get out of that position as much as possible. and these are really
5:07 am
unpredictable situations. the other day some chp officers were injured from a tree that fell when they were on the scene of a traffic collision trying to help a motorist. we just never know when this can happen and we just want to be prepared. keep your head on a swivel and be able to react as quickly as possible. >> i know your website is a great resource, the chp website. talk to us what you're putting on there because we see the highways flooded and people probably need to plan ahead before they they had out, right? >> absolutely. the website has a lot of tips and echoes a lot of the safety messages and the roadway closure issues and really reaffirms you need to follow warnings as much as possible. we encourage a lot of necessary driving only so if you don't need to be on the road, perhaps
5:08 am
consider staying home catching up on some shows or something like that but try to plan your route before you get out there. >> daniel jacowitz, thank you for joining us early this morning. >> thank you, marcus. all right, well, we were talking about the roads. you see them here. you can see there are a few cars on the road, slick roads out there, of course. meteorologist kari hall has been monitoring the conditions for us. you've been talking about the winds. it's still gusty. i was looking at the wind gusts still 30 to 40-mile-per-hour winds in some of the hills. it's pretty gusty. that makes have you to keep both hands on the steering wheel especially as you are crossing some of the bridges and reaching into some of those areas that are up a little bit higher. now as we take a look at what's going on, some scattered showers. it has definitely calmed down since this morning but the
5:09 am
impacts of all of this wet weather creating puddles on the roadways and slowing down drivers as we get wave after wave of rain coming in. there will be more waves coming in. there's another cluster of some lightning strikes that will be here within the next couple of hours, so the threat of thunderstorms will continue today as well as small hail in some of those storms. eventually tonight the rain will be tapering off but just today we're looking at another 1 to 3 inches of rainfall and the next storm comes in tomorrow morning, so flooding as well as power outages will continue to be likely as well as that landslide potential. for the sierra another 2 to 6 feet of snow over the next few days, and that next wave of storms comes in at about 8:00 this morning. it's going to be hit or miss. not all of us seeing the same weather at the same time but it's going to be changing quickly as we go throughout today. mike is saying even though it's wet it's still a smooth commute.
5:10 am
we just heard from chp and when there's debris on the roadway, the car next to you might swerve. be aware of your surroundings at all times. traffic flow right now is pretty calm, still green highlighting and yellow. wet and windy conditions. keep that in mind. we have closures and flooding reports. we don't know when this section through niles canyon will reopen. 680 and mission, taking the reroute just fine. later on in the morning the commute as we did yesterday the slowing for mission, some of that is just typical out of sunol. others are because of the reroute they have to take. wind is an issue across the bay
5:11 am
bridges. chp has warned they have been getting pushed around as well. the drive across the spain still relatively smooth. back to you. >> thank you, mike. be sure to download our free nbc bay area app. we can send up the latest alerts as they come about this storm. our storm coverage continues on "today in the bay." up next a look at some of the new damage in southern california where torrential rains in a very short amount of time led to major flooding. we'll talk business including changes to student lo
5:12 am
5:13 am
5:14 am
we're seeing scattered showers moving through and look at that. a lightning strike just now popping up near santa rosa, and so that will be moving closer to you as it pushes off to the east. we'll continue to monitor for the potential of thunderstorms, really gusty winds seeing a 43-mile-per-hour wind gust in oakland as this camera shakes around. more storms possible throughout the morning into the afternoon. we'll track with more updates coming up. a steady flow of traffic. you see more drops on the lens and water on the roadway.
5:15 am
reports of flooding, spinouts just reported over in contra costa county. i'll point out that and outline what the biggest deal is coming up. good morning. a happy if wet tuesday morning to you. a short version of business so we can get back to the microclimate weather alert. tesla stock, which suffered its worst year ever last year, had a good day monday. disney now telling its office staff they have to come into the office at least four days a week. the white house will announce new rules today around student loans making them easier to pay back, things like income-adjusted payments have been aro fong time, but just about any student can tell you they're very difficult to use. the white house will make it easier for low-income students to make payments and make it easier for those borrowers to quit paying earlier. the house has voted to undo some of the funding used to hire new irs employees. it won't do any good.
5:16 am
not only will the measure unlikely pass the senate, it's unlikely to get a vote in the senate. the u.s. passed legislation to hire more to work in customer service which has been chronically underfunded and understaffed. many of the new hires would replace retiring employees over the next ten years. it's been a lot of misinformation about the whole plan. that satellite that crashed to earth, crashed to earth without hurting anybody. yesterday we reported nasa said the chance of anybody getting hit with debris from the satellite was 1 in 10,000 and, you know what, that seemed like a really high chance, actually. one viewer writing in and doing the math and pointing out, you are far more likely to get thunked on the head by a satellite than win mega millions. in fact, you're 30,000 times more likely to get hit by satellite debris than win mega
5:17 am
millions. 30,000 days is about the average human lifetime. the chances of you walking out and getting hit by a satellite, walking out tomorrow and getting hit by a satellite, the rest of the week hit by a satellite -- >> nope. i don't need that negative energy. i'm trying to manifest the good. >> what you're saying, there's a chance. >> thank you, scott. turning back now to that storm coverage we've been dealing with not just in the bay area dealing with their own set of problems. evacuation orders in effect in system of the burn zone areas of santa barbara county. look at this and what the storm damage did to the fire hydrant in the area if you look closely in downtown santa barbara. look at that, the flood issues. a lot of tough areas. kari, you were mentioning you're seeing lightning strikes. lightning strikes and the wind is still really picking up out there. as we're getting the waves of
5:18 am
rain coming in and not everyone seeing the same kind of weather at the same time, but there's that possibility that we could all see some storms going into today. over sebastopol and approaching the area of 101, that will continue to move off to the east with intense rain and the little cell moving through. elsewhere light to moderate rain continuing and the puddles on the roadways. another wave of rain is pushing off to the east. we're looking at more storms off the coast that will continue to funnel in as we go into today. what we look at here closely is what's happening off the coast because eventually that energy is going to make it in. as we go towards the 7:00 to 8:00 hour, most likely we'll start to see the thunderstorm activity ramping up again. this is a colder storm, the center of that low is just to the north and east -- or north and west of us. and it's a lot closer and produces a lot more energy.
5:19 am
then we look, also, to what's coming our way for tomorrow, and there is another big storm coming in all of this giving a big boost to our reservoirs. look at the uvas reservoir, overtopping its banks and flowing over toward gilroy and moving over 101. and we're also seeing a lot of our other reservoirs, even some of the larger ones, getting a huge boost here recently. the lincoln reservoir about a month ago at about 19% of capacity and now it's at 73% of capacity. on average a lot of our north bay reservoirs are at 94% of capacity. we're most likely going to see more of those reservoirs filling up, but i wanted show you the conditions that you're seeing right now as you head out the door still wet and still slick. as of now at the golden gate bridge, we don't have that heavy rain pouring. moving over to dublin, the roads are wet, the cars in front of you are kicking up some water but, once again, we're not seeing really heavy rain moving through. and so we're seeing it very hit
5:20 am
or miss and the possibility of more of those scattered storms later today and this will look different from what we had recently because it's going to be moving through off and on.n e south bay. there may be other areas getting some peeks of sunshine. late tonight and still off and on showers, the next storm comes in at 10:00 to 11:00 tomorrow with the heaviest targeting the north "today in the bay" tomorrow evening we start to see it letting up for parts of the east bay, the peninsula as well as the south bay. there may be a break towards thursday but still windy in the near term. a look at our hour-by-hour wind cast. winds up to 45 miles an hour. in the areas near purple that's still 50-mile-per-hour winds. and ehaven'tly we will see still
5:21 am
breezier conditions, not as gusty but tomorrow the winds pick up as the next storm system comes in. we are expecting more downed trees and going ahead in the forecast more rain coming our way, more flooding possible but it looks like the end of the week there's more of a break. this weekend, though, is looking very soggy with more storms coming in that last into next tuesday. our sierra snowpack has had a huge boost. another 2 to 3, possibly 5 feet of snow possible for those upper elevations. as we look at the forecast, our temperatures will be very chilly for today and tomorrow and slightly warmer. the rain will be off and on. make sure you're prepared for more power outages.
5:22 am
we have a lot of people without power right now. mike, you are seeing those wet and windy conditions as well. we're seeing scattered reports, minor flooding reports all through santa rosa, guerneville, napa highway 12. scattered closures along that roadway. as far as 101 goes, that's moving fine down into the golden gate bridge. 101 into san francisco. most of your freeways are moving well. we talked about the typical closures we've been talking about through niles canyon. the altamont pass. that highlighted yellow is where it's emphasizing how strong the winds are out of the altamont pass. we still have slicker roadways even if it's not raining at the point where you're driving. the water is still kicking up. the toll plaza sees more traffic
5:23 am
but no backup and no metering lights. 5:22. all morning long our storm coverage continues. >> we'll talk to one resident waking up with no power due to the storm, that and much more ahead this morning.

"today in the bay's" emma goss with conditions. >> let's start out with meteorologist kari hall for a look a where the storm is right now. it's coming in waves. when it hit us this morning it came in with a punch. it was roaring and brought down a lot of trees. we're still getting wind gusts but the rain as r as the intens has lightened up quite a bit. as we track it with storm radar, we are seeing some of the scattered showers and even a couple of lightning strikes. it got to santa rosa and now windy and raining around calistoga and st. helena. we see that line of showers pushing through, a little bit of a break and then another wave
5:32 am
that's going to be coming in. but we're also seeing the scattered showers moving through the east bay. and with that additional rainfall it's creating more puddles as you head out. we're also still seeing storms off the coast and all of this energy with scattered showers and thunderstorms possible and more soggy conditions. we are going to see eventually the rain tapering off tonight. when the next storm comes here tomorrow, it's going to ramp back up those winds and increase our threat of more flooding and power outages so that possibility continues. but also that landslide potential as we get more and more rain on an already saturated ground and then the sierra, we're expecting more road closures as another 2 to 6 feet will fall over the course of the next several days. we're talking more about all of this as well as the hour by hour forecast. i'll have that in a few minute and more in the forecast just

meteorologist kari hall is here now. it looks like we're nowhere done with the snow with another storm moving through the bay area. we can see the brunt of the storm hitting the sierra right now. the high winds and lightning strikes moving through have now made it to the sierra as it goes up in elevation is changing over to snow and we're seeing lightning in that area. as we look at also what's going on, we're seeing more waves of rain so the storm will continue and producing more snow. we're looking at another 2 to 4 or 5 feet of snow. it will be very dangerous for travel getting into parts of the sierra as you make it along highway 50 or even going up i-80. either one will be treacherous. let's check out our sierra snowpack. we know recently all of this snow has really begin us a big boost and the central sierra, we're double, more than double, our normal amount of snowfall.

the southern sierra is at 220% of its normal rainfall. these storms will keep rolling on through. we'll talk about the impacts of that coming up. mike, you are getting a look at one of our cameras in dublin. a wet look. water on the lens and roadway, much calmer than what you're talking about in the sierra where they require chains for 280. we're looking at highway 84. chains, it doesn't matter what you have on your wheels, it will not get you through. niles canyon, 580 approaching the dublin interchange. still wet conditions and windy conditions as well is the highlighted yellow part which kicks in in combination with green. we see puddling and ponding as well. flooding in the on and off ramps. now looking ahead to tonight as more rain comes in, we're also talking about the game at chase

5:49 am
what's next. the marathon kind of feels like there's obstacles thrown at us every once in a while. last night we had an urgent conference call put together after we got word about the potential for some severe weather overnight. we actually just had another round of lightning, hail and winds kind of push through shortly after 5:00 this morning. fortunately a lot of those more high intense weather activities are taking place overnight when traffic is light and people are indoors but our concern today is those cells are going to keep pushing through once sunrise comes and people are heading for school. that is the concern what it looks like when people are on the roads and out and about. >> there was a close call your department responded to, a reminder of how powerful the winds can be. >> yeah, absolutely. our first storm-related incident we had was all settling in, a tree came down across the freeway and that was an eye opener for a lot of people.
5:50 am
and then this weekend despite our pleas, asking people to limit outdoor activity especially having some of the peak rainfall, peak winds, we had an individual that was working on a car, was holding the hood up because the wind was so strong, a tree came down on him resulting in injuries and was transported to the hospital. it just highlights conrn we have, how saturated the soils are and why departments like ours are putting the messages out as often as we can to make sure our community is informed and the risk associated with days and days of rain anwinds. >> we appreciate the hard work you and up crews go through today. all the best to you, paul lowenthal, the fire marshal. thank you for taking the time to join us this morning. 5:50. he's talking about the storms just keep coming and coming and coming already saturated land.
