system isn't over yet. as mountains gave way and deadly floodwaters rose, tens of thousands were given the emergency order to evacuate. residents across montecito and in communities outside sacramento and santa cruz forced to quickly flee their homes as flash floodwaters swamped the region. how quickly was water rising? >> you could watch it. you could see it rising. >> reporter: with torrents of water overtaking cars, a woman in central california was killed. a 5-year-old boy was washed away in a separate incident still missing. to the south businesses flooding in ventura county. in l.a. heavy rain causing this massive sinkhole that swallowed a car and several people overnight. they were safely rescued. first responders scrambling across the state. the deluge dropping inches of

222% in the sierra nevada. right now we have got 32 million people under flood watches and warnings and the risk for severe weathe we actually have tornado warnings right now in parts of ceral califoia, ne san francisco, modesto under a tornado warning right now. los angeles flash flood warnings through 8:00 a.m. today. coast and valleys 1 to 2. some places could pick up 2 to 5 inches as this incoming storm moves in pummeling california with snow and rain, mudslides, ndslid. tomorrow another storm moves into the coast. elevated risk of mudslides, flash flooding, damage. thursday central and northern california, southern cornia get a break, but then the pacific northwest sees more heavy rain. we are talking again another 2 to 3 inches of rain throughout parts of california, and as far as the mountains, guys, 6 feet of more snow possible as we get over the next 48 hours. >> all right, al. thank you. also this morning, the

justice department has launched a review into classified documents from the obama administration that were discovered in an office in washington tied to president biden. nbc's chief white house correspondent peter alexander jos us wh the details. peter, good morning. >> reporter: good morning. the white house says it is cooperating with the justice department review of those classified documents from mr. biden's time as vice president. they were found two months ago in offices that president biden occasionally used in between his vice presidency and his return here to the white house. a source familiar with the matter tells me overnight that president biden only became aware the classified documents were there when he was informed by his lawyers immediately after they found them. as president biden meets in mexico for the north american leaders summit, the justice department is reviewing the discovery of what one of the president's attorneys calls a small number of documents with classified markings. found last november in mr. biden's former office at the penn biden center. the white house says the documents from mr. biden's time as vice president were found

when his personal lawyers were packing files in a locked closet at the university academic center in washington. before moving out of the space. in a statement the white house says its council's office notified the national archives november 2nd, the same day the documents were found and they were turned over the next day. officials have not said what kind of information was in the documents or detailed their level of classification. republicans quickly pounced on the revelation. >> i am wondering why the vice president of the united states had classified documents outside of the hands of the intelligence community. >> reporter: republicans are also drawing comparisons to former president trump who is under investigation for taking hundreds of classified documents when he left the white house and resisting repeated requests to return the materials even after being subpoenaed. the fbi ultimately recovered the materials after carrying out a court ordered search of the

former president's mar-a-lago he estate. mr. trump posting on his social media site when is the fbi going to raid the many homes of joe biden, perhaps the white house? these documents were definitely not declassified. last fall president biden criticized mr. trump when asked on "60 minutes" about this fbi photograph of the seized documents spread out by agents on the floor at mar-a-lago. >> how that could possibly happen, how anyone could be that irresponsible. >> reporter: president biden did not respond to a reporter's shouted question about the issue last night. but the white house says the circumstances are far different than those in the trump case, emphasizing that the recently discovered documents were not the subject of any request or review by the archives. and that once found, they were turned over immediately. attorney general merrick garland looking to avoid the appearance of a potential conflict of interest assigned a u.s. attorney in illinois appointed by former president trump to review how the documents ended up there at the penn biden

kickoff. now he is back in this community, which has been lifting him up for more than a week. this morning, damar hamlin is back home in buffalo, still hospitalized but making major progress. after nearly a week in a cincinnati hospital following his on-field cardiac arrest, the buffalo bills safety waking up in the city of good neighbors tweeting, happy to be back. >> we continue to be ecstatic about his recovery. >> we wouldn't necessarily call this miraculous. is it remarkable? absolutely. >> reporter: hamlin's cincinnati doctors say he has been walking since friday, going through physical and occupational therapy, making enough progress to safely fly back to buffalo yesterday. the care team sending him home with his powerful image, writing congratulations, damar, you won. >> he walks normally. he is admittedly a little weak. i don't think that's of any real surprise after what he went through. >> reporter: doctors say when the bills scored on sunday's opening kickoff he was strong enough to really celebrate. >> this place is absolutely

he can return to football with his recovery still going day by day. hoda and savannah, back to you. >> jesse kirsch in buffalo, thank you. a little more on hamlin's recovery, what comes next. nbc's senior medical correspondent dr. john torres is here. are you surprised to see him make such a rapid recovery so far? >> this is great news that he is making such a rapid recovery. i am not surprised because of two factors. one is his fitness and health going into this incident. he was a very fit individual. he was a young adult and very healthy. that helps in your recovery process. on top of that, how quickly cpr was started because getting oxygen to the organs is extremely important and his cpr was started within seconds this is a testament to cpr, how important it is, especially in cardiac arrest but i am not surprised i think he will continue to recover as the days and weeks go on. >> i think we are wondering why this hpened. there have been theories about why this happened. do you have any clearer picture on what may have happened to him on that day? >> hoda, you are not the only one wondering.

the there doctors are wondering, as well. if you remember, a few days ago his doctors gave a press conference and said that commotio cordis, the one thing we have been looking at, diagnosis of exclusion meaning they rule everything else out and say more than likely that happened they can never actually prove that happened. they do a series of test cardiac mris, they will do stress tests once he gets to the point where he is healthy enough do that. it's usually on a treadmill where they accelerate the heart to a certain rate to make sure they can handle that, electrophysiology tests, looking at the electricity in the heart. they will say, okay, more than likely commotio cordis and then start looking at his recovery and getting back to play if he fully recovers and they find no other incident for this happening more than likely he can get back to play it is a matter of time before we find out >> i think everyone's wondering, like, is he going to get back on the field. he seems like he has everything working in his favor that's one of those things that time will tell

get a clearer picture of the suspect who is accused of killing four college students in idaho. many unknowns still remain. nbc's stephanie gosk is in moscow for us this morning, has got the very latest. stephanie, good morning. >> reporter: savannah, good morning. the prosecutor called bryan kohberger's arrest a new beginning in this investigation. this is still very much an active proce. but police did describe in detail kohberger's movements before and after the crime, and with the details forensic psychologists say a profile of the alleged killer is starting to take shape. on the university of idaho campus there is still unease, even as classes are set to resume. >> someone needs to be convicted and put in prison for these heinous acts. i think that would go a long way for bringing peace back to the community. >> reporter: just days ago the court revealed a detailed account of evidence that led to bryan kohberger's arrest on four counts of first-degree murder. security footage, cellphone data, dna evidence, and a roommate's firsthand account of

welcome back something is smelling good chef, author and certify nutritionist mia rigden here to help us stick to our new year's resolutions. veggie packed dinner recipes from her cookbook called "foodwise. i usually don't get excited when there is vegetables, but this looks and smells delicious. >> first we will start with a super green spaghetti with zucchini noodles give that a try. >> you need the spiralizer >> yeah. now a lot of grocery stores have pre-made zucchini noodles. you can cut down on time but i like to use the spiralizer and we are also going to make a really creamy zucchini pesto i have got a clove of garlic in here i dump in this diced zucchini.

you can do the leftover number from that, as well we have olive oil, lemon juice this is a dairy-free pesto and it's not a chunky pesto. this is creamy zucchini is adding some extra nutrients. pine nuts and basil. we are not going to blend this because it's loud. over here we've got our pasta going. so the thing i like about this recipe is that it has both zucchini noodles and pasta. >> i was just noticing that. >> it's not just zucchini noodles. >> you could go all zucchini noodles. >> you could also go all pasta when i'm making a pasta dish, and i talk about this a lot in the book, it's about inverting the ratio. normally with pasta it's 90% pasta with sauce on it and then you are only eating carbs. here we are using a chickpea

pasta, high fiber and protein. cutting the portion in half. >> more zucchini than pasta? >> you could serve this with chicken, fish. >> how does it taste >> you like it >> the chick pea pasta is great. >> it's a great combination. we use that at the house as well. >> more proteins, better for your blood sugar >> can't wait to taste that. i am going to eat and stir. i'm sorry. okay >> all right okay moving on to the next recipe . >> looking great. >> we are making spicy broccoli poppers. >> yum. i make these with my son all the time >> okay. >> super easy. so what i have done here is we've mixed together just some water, some flour. i am using a gluten-free a purpose flou u could use relar flour and sunflower seeds. dip the broccoli in and put them on to a sheet pan once they are all dipped bake this in the oven for ten minutes. >> bake, not fry >> yes, bake in the oven for ten minutes. this is my take on a broccoli

tempura. then we mix together the sauce. >> okay. >> so this is white miso paste here, chili flakes if you are making this with kids, my son loves it. he is 3, so i leave out the chile flakes it is a fun way to prepare broccoli tamari and some coconut aminos, some lime juice. >> coconut what? >> coconut aminos. it's like a soy-free - >> hard to find these items? >> no. >> what is tamari? >> tamari is a gluten-free soy sauce. you could also use soy sauce here i prefer tamari. all the recipes in my book are gluten-free. whisk this up. >> i feel like we are going have a five-five-alarm fire here. turning it off >> i have never had a gluten-free meal until now >> did you try the broccoli?

been without power. here's pg&e's latest outage map. the outages are widespread but in the south bay some 65,000 are without power. on the peninsula, it's about 15,000. in the east bay and north bay, it's closer to 2,000 customers. just a few minutes from now we'll talk live with a pg&e representative about the work under way right now to restore power. >> those power outages have led to some school districts canceling classes for the day. that includes los gatos and saratoga high schools in the south bay. in the north bay, these sonoma county schools will be closed. some of those cases, flooding also a big concern there. we want to go back to those power outages for you. pg&e joins us live this morning. do we have -- oh, before we get to that, we want to go to meteorologist kari hall. she has a look at what we're dealing with right now. kari, how is it looking right now? >> some gusty winds moving through as well as some waves of rain. we're also seeing another round of rain moving in to

san francisco, and that's pushing over toward the east bay. we've also had some high wind gusts and even hearing some rumbles of thunder here in the south bay as we get a couple of lightning strikes. but much of the rain and that threat of lightning is pushing off towards the east over the hills. and we're going to see this coming in waves over the next couple of hours. still that potential of more thunderstorms continuing throughout today as this storm system comes crashing in with all of this cold air and loss of energy. it's also been producing some very heavy rainfall, but in some spots it takes a break and that's what we are seeing right now in san francisco as we look at the golden gate bridge. here's what to expect -- more small hail. we've had a lot of reports of hail hitting the roof and affecting people as they're trying to head to work this morning. it will be tapering off for tonight, but we're looking at the possibility of about 1 to 3 inches of rainfall, and the next storm comes in late tomorrow morning. so that's going to bring in a new round of problems including flooding and power outages that

will be likely once again. and the mudslide potential continues as we are also going to see more road closures and chain controls up for the sierra with another 2 to 6 feet expected over the next few days. this is a live look at dublin. you can see there are some breaks, but the rain recently moved through there. we are going to see at times the rain tamering off for some, maybe some peeks of sunshine, and other areas are dealing with intense rainfall and even some thunderstorms and more small hail into late morning into the afternoon. for most of us, we are going to start to see a break for the afternoon, but still that chance for parts of the north bay, and then as we go into this evening another round of storms will be possible, so the weather will be changing quickly as we go throughout today. the next storm comes in. we are going to see it mainly targeting the north bay with the heaviest rainfall while all of us will see some rain, the impacts continue to add up because it's been so wet here lately. there may be a break as we head toward thursday.

but looking at more storms ahead going into the weekend, we have the storm today, another one tomorrow, and then a another stm arriving on saturday that will continue into early next week. so we are going to have more flooding possibilities as well as more power impacts as well as flooding. we're watching all of that and trying to keep you updated. but as we get more of these storms, these impacts will continue to accumulate across the bay area. mike, you're tracking downed trees and spinouts on the roadways. >> i'm not exactly sure what is down across highway 17. i believe it's tree branches. chp mentioned they may do a traffic break south there. we also see the slower drive on 85. so this is a remainder of the morning commute traveling north, 85, 87, 101 starting to seize up on the slowing down, but we still have this volume of traffic coming through the area. 17 onto 880.
