this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. a very good morning to you. 6:00 on your wednesday morning. i'm laura garcia. >> and i'm marcus washington. we want to get right to that breaking news that we have for you this morning. a live look at some of america's major airports across the country. domestic flights pretty much everywhere grounded for about two hours, and the faa has indicated that it may be starting to recover from the problem, but many are calling this the biggest grounding of flights since 9/11. >> let's check in with "today in the bay's" bob redell live at oakland international airport this morning. so are you getting any indication of any recovery there, bob? >> reporter: not yet, not when you look at the departure and arrival boards. it looks like we're still seeing the same amount of yellows and reds, yellows delays and reds cancellations, maybe a few more cancellations. these, by the way, for southwest airline flights. i want to take you down to san

jose to norman mineta international where we have our photographer jerrod down there. he has noticed a lot of the previously delayed flights are now going back to on time within the past 10 to 15 minutes, the faa put out a notice it has been able to deal with the overnight outage to its notam system and the ground stop has been lifted. there was a computer outage to its notam system. this is the notice to air mission system that alerts pilots to issues like closed airspace, closed runways, equipment problems at the air pour, so as a result the faa did put a ground stop in effect for all departures in and out of the you state until 6:00 a.m. our time, as i just mentioned, they have since lifted that. we did speak to a couple of passengers here at oakland international. here is what they had to say. you don't know if your flight is delayed yet? >> no. and i'm connecting, too.

>> reporter: so that could be an issue. >> could be. >> reporter: but you don't seem too concerned? >> nah. >> there's an outage. >> reporter: how long? >> a half hour. >> reporter: you don't have to make a connection? >> no connections so it is what it is. getting us there safe is the most important thing. >> reporter: the big question is how long will it take for our national flight system to weed out the delays. we are looking at video from flightaware.com. at 4:30 there were around 1,200 delays. by 5:00 a.m. that grew to 2,500. right now it's at over 4,000 delays in and out and just a little bit over 700 cancellations. so, again, we're trying to figure out how long it will take to work itself out. reporting live here at observing international, bob redell, "today in the bay." >> thanks, bob. all right, so we can now see

the ripple effect. let's head over to scott mcgrew. he's been analyzing this. this is not something common that we see. no, not nationwide. you mentioned 9/11. the last one here was 2020 when we had that false report of a missile launch out of north korea. they had a ground stop on the west coast for a little bit. it's inconvenient, these notams given to pilots throughout the day are very routine. here are some recently sent out by the airport in san jose before the outage. they read, ficon, that's field conditions, wet. pilots can absolutely fly without that notification. they can probably guess it. some notams include don't fly over levi's stadium, there's a game. the president is visiting. don't fly near his location. here is a warning for pilots of a very tall temporary crane that may be in the area of their

flight path as construction workers build a new tower in san jose. a live look at sfo. the air traffic controllers can tell pilots about anything they need to know at their destination. the computer system just made it more efficient. here is the president a short time ago. now he's hard to hear because of marine one in the background. >> aircraft can still land safely, just not take off right now. they don't know what the cause of it is. >> aircraft can still land safely not take off, he said. that was true at the time. the latest update -- >> things are changing. >> -- we are beginning to see things happen. it's the planes coming in that will be your plane that are probably going to be the issue. >> exactly. we can see the trickle down now, some delays. we'll continue to follow that. things are changing rapidly throughout the morning. thank you very much. >> when this all happened we sent out a breaking news alert on our free nbc bay area news app. so when this started to unfold,

we sent it right out. if you haven't done so, download it so you will be able to get those updates sent to your phone. let's take a look over now at the forecast, another big story that we've been talking about this morning, that rain in the bay area. meteorologist kari hall still monitoring that. is it still lingering or moving through? it's moving through but will be with us a while longer. this is a new storm and only a brief break between yesterday evening to this morning before it's already back. this is another atmospheric river so it's going to continue to bring us some widespread rain. right now for most of us it is light but it has picked up and quite a bit of marin county moving over the coastal area and we've seen the heavier downpours off the coast that's going to be moving into the santa cruz mountains here within the next 30 minutes. and then we're also going to see this moisture working through the bay area, so at times some breaks for parts of the bay area, especially the south bay, but the north bay will be the target for the heaviest rainfall

especially as we go into the afternoon where it really picks up in intensity for sonoma county and then some pockets of heavy rain moving through, but it's basically off and on for us at least into this evening and it lifts into the north bay where it does rain longer. so we're watching all of this and the impacts coming on an already saturated ground. mike, the roads are already slick. and so is our lens. i would assume, we don't drive on the lens. horizontal there are slick roadways out of richmond and over to san rafael. the volume building up across this bridge, but overnight chp talked about the wind as well being an issue crossing some of those travels. looking over here more rain and more cars at the bay bridge toll plaza. metering lights were turned on about 5:45. much more backup than we've seen in past weeks so, again, more volume on the roadways. more slowing across the span. a little build for richmond.

westbound 80 not so bad considering how slick the roadways are. great recovery, the crash cleared at lafayette. that's about half an hour ago and quick recovery off walnut creek. we have that closure from niles canyon so watch for the area. kari talk about the timing. we're looking at the next half hour, the rain will come through this area here. coup cupertino. >> affecting things across the state. governor newsom says teams across the state are responding to the flooding and cleaning up as fast as they can. yesterday he got a firsthand look at some of the damage over in santa cruz county. you may remember heavy surf battered capitola's historic waterfront and took a chunk out of the pier. they are now facing rebuilding and says the federal relief money is on the way. he also underscored the dangers of the recent storm activity noting that more deaths from the

recent storms have happened over the two fire seasons combined. >> we have now 17 confirmed, i underscore confirmed, tragically, two more related to lightning strikes. >> parts of california including san francisco and some surrounding areas have experienced the wettest ten-day period in at least 150 years. rain here means snow in the sierra. palisades tahoe ski resort. look how it's coming down. winds are blowing. another day of fresh be snow is measured in feet not inches. take a look at the conditions yesterday on the way to the sierra. interstate 80, in fact, was closed for much of the day. everyone is still being advised to avoid traveling there. but if you absolutely have to go, you need to know that chains

are required. meteorologist kari hall is joining us now. another concern there's an avalanche warning in effect. such heavy, wet snow that it's all across the sierra where we could see the snow come tumbling down and very tricky travel conditions this is a look at echo summit this morning where you can see it is very slushy and snow covered. we've had more than double for the southern sierra where it's the highest. tahoe has been historic. we've only in the past ten years had two years we've made it to our normal amount of snowfall. we do hope it continues. there is a lot more snow on the way from 38 inches between now and the end of next week to about 86 for kingvale. it will continue to come down as the bay area continues to get rain. we'll talk about the rain and

accumulating impact coming up. mike is tracking the rain and how it's affecting your morning commute. 6:10, looking westbound at your commute direction and this is slower than we expect to see this time. i think there's more rain and the water is kicking up on the windshield and that will cause you to slow down. 92, nothing excessive here. the volume builds as you head south out of san leandro via hayward. the south bay with typical slowing as well. to the tri-valley a disabled big rig blocking the slow lanes counter to your commute. your commute direction looks like there's another fender-bender. checking in with chp on lane status. you see slowing us a head up the dublin grade. clear by the time you get to castro valley.

a similar area to build, a smooth flow of traffic. the earlier crash cleared without any incidents. the north bay we continue to have a smooth drive. highway 4 shows a little build, pittsburg at bay point and concord. a huge night at the golden globes, unforgettable moments from the star-studded event. first an update on the breaking news we've been following all morning long. the faa is starting to turn the corner on an outage that was impacting all airports across the nation. flights are no longer grounded as of about 20 minutes ago. pu the ripping effect will be felt today. nationwide thousands of delayed flights. we're staying on top of all of this with the latest updates coming in to our newsroom.

right now at 6:14, another atmospheric river targets the bay area. some heavy rain moving into san mateo county right now. i'm tracking that as well as the high winds incoming in a few minutes. the north bay, san rafael getting hit with more rain, slicker conditions heading toward us.

the truck, just showed that rooster tail of water kicking up with fresh water. we'll show you where the build is, the slowing and where they're both happening coming up. let's show you where your money is going this morning. wall street is set to open higher after stocks rose yesterday. the nasdaq posting its first three-day winning streak since november amid a relief valley for riskier parts of the market such as tech. investors are gearing up for a key report on inflation tomorrow. the consumer price index and earnings on friday from jpmorgan chase, bank of america, citigroup and wells fargo. 6:15 right now. trending this morning, the stars shining for the 80th annual golden globes in hollywood. >> last night honored the best in tv and film according to the hollywood foreign press which even took some heat from host jerrod carmichael for its lack of racial diversity. on, taking away attention from the storms. they just keep on coming, though. flights are back to normal and rain resumes. now we're also going to see more of these storms coming in over the next few days and because this rain is coming in on ground that's been just soaked, well, we could see more mud slides and flooding. we're watching out for the possibility today. the rain is light except for parts of the north bay picking up in marin county, the rain hitting the roof there, it's been picking up for the peninsula as this cell moves over to wood side. that's going to be in the way of some heavy rain within the next few minutes. as we head to the next five or six minutes and over to fremont within the next 20 minutes. we're seeing at times the rain picking up. it's a light, steady rain as the atmospheric river pumps all of that moisture in. we can see what's dropping in

that moisture, that area of low pressure that's there and the clouds streaming in from the pacific and this has been the target of all of the storms recently that have given our reservoirs a huge boost. we are still seeing with our four largest reservoirs on average at about 38% of total capacity. they have improved significantly and we've made a lot of progress there. for our smaller reservoirs in the bay area, some of them have been overflowing and they've caused a lot of problems. just not enough time in between to let those levels come back down and go back up. we're at 100% of capacity on average for our north bay reservoirs and over 100% for some of the smaumer ones. now we're dealing with high winds. to the next hour this wind advisory begins. we will see winds at about 15 to 30 miles per hour.

that's still enough to bring down a tree with the saturated ground. when we see 60-mile-per-hour wind gusts, that could bring down trees and also have more power impacts. i do think the wind is going to start to pick up about 9:00 to 10:00 and throughout much of the afternoon. eventually the winds will start to calm down but all of this rain continues to spread through, parts focused on parts of the north bay. watch out for the flooding and the water levels. most of us are getting a break, it's going to be raining. most of us are getting about half an inch of rain or less. san francisco to oakland. going ahead will continue to add up. another 4 to 7 inches of

rainfall as we get all of these storm systems coming in. we've had a lot of rain so far and that continues through at least tuesday. even beyond that i'm still seeing storms coming through. we'll keep you updated. mike, you're looking at the commute out of the east bay. we're looking at the rain you're talking about having traveled through the north bay and drifting across in toward richmond. the volume holding steady as far as the drive out of richmond and over to san rafael, but this continues to build at the bay bridge westbound out of the east bay through oakland we see more traffic flowing and flowing slower as you get to the metering lights and toll plaza itself. across the span we're moving smoothly into san francisco. wet roadways continue to be a major factor. highway 24 slows around the mini maze there getting to the main maze and 580 moves smoothly. highway 4 moves smoothly as well.

your commute direction slows as well coming off the dublin grade because of a crash there. the vehicle went off the roadway into a ditch and may have slid. we're just talking about wet roadways and words of caution but that may have activity blocking your slow lane. we're seeing niles canyon still closed for 84 and that will remain the case until they can do the repair work. in the south bay additional slowing for 101. as kari talked about this area, more rain coming through as the volume continues to build through the south bay. keep that factor in mind as the commute builds and the wet roadways continue. we may see more start to build through the south bay. back to you. >> thank you, mike. it is 6:21 right now. how does it sound to reach your full potential? still ahead, a preview what have listeners of hoda kotb's podcast "making space" will learn this season.

day with us. i'm laura garcia. >> and i'm marcus washington. we want to get you started with the breaking news we first told you about this morning. the airports, well, they had a bit of confusion as things got started. a lot of flights were grounded this morning. right now as you can see flights are getting back to normal was we get started with the day. >> joining us is mike mccarron who has been joining us all morning long. mike, in person, i should say, i appreciate it. things we're hearing are starting to get back to normal. we're going to see these residual delays now. >> it's going to take a while, probably throughout the rest of the day for any sense of normal operations to recur, adding the factor that here in the bay area we'll have weather delay that is will pop in shortly, too, as flights try to take off and arrive out of sfo.

what's happened as we've been reporting all morning the mission system that gives notices as far as what airports operate and any changes the operating pattern failed and they couldn't get the information out. all the flights are grounded. the east coast flights normally take off between 6:00 and 7:00 are just now starting to take off. you can see those delays. they are getting in late and have to go out even later. it will be a slow operation throughout most of the day. >> when i first saw the news breaking this morning, my first thought was, wow, i haven't seen this since 9/11 since we were here. how concerned should people be that this even happened? is it a case of, great, the system was working, or should it be like, whoa, what is going on? >> well, i think until we find out what caused the crash and the failure, that's the main

thing right now. what happened? was it an old software system? was it something more nefarious? we don't know yet. let's figure that out. the program doesn't control the aircraft. it gets information just as mike has traffic reports throughout the day and gives you the best route to get to work, that's what this system does. it tells you what is changing in operations at airports, what airspace is open and closed and helps pilots with their route of flight. it's a secondary system but it's a critical system. it's up and operating again. they're starting to take off again. that's all good. they have to look back and see what happened to make sure this doesn't happen again until they build a redundancy to the system as well. >> could this happen again? the good news is they say no evidence of cyber attack at this point but are still investigating. restarting that system, how does that work is this can you walk us through it and what you know

about it? >> my understanding it's an integrated system with all the other systems not just here in the united states but in the world. it's a software program, a computer. they restarted the system and there's a series of checks it goes through that makes sure all the systems talk to each other. it's not too different from restarting your own computer, it's more intricate and complicated because of the interconnections with the other system. >> mike mccarron, aviation expert, thanks so much for joining thus morning and giving great insight for us as well. >> we know when all this happened we sent the breaking news out to you on our alert system, nbc bay area news app, when things started to unfold, sent it right out. make sure you download it now and get those updates sent straight to your phone. yet another storm hitting the bay area. meteorologist kari hall is leading our coverage with how it's looking now. it's mostly widespread light rain but not much of a break

from yesterday evening to now a new storm coming in but we're seeing warmer airlifting in. that's going to reduce that threat of the thunderstorms, the hail and the lightning that we saw yesterday. this will be more of a steady rain like what we typically see with a warm front lifting through. we are going to see at times some pockets of heavier rain as we are looking at marin county with some rain near san rafael and in the east bay seeing a light rain coming down. it has picked up for palo alto. it is hitting either 280 or 101. either route will be soggy and waves of rain coming through as we go throughout the day as the system tapped into the deep subtropical moisture and continues to sling all of that rain this way. a live look in oakland. sloppy road conditions. the rain continues and temperatures hold steady in the low to mid-50s for today.

mike, you're looking at one alert for the south bay. kari this is a fire that's been reported near san jose state. we have a crew that should be there any second. we'll get more details, of course. this is on 7 across from san jose state. residential area to the south side of san jose state with fire and we see as we zoom out sensors past those exits showing a slower drive as well. we'll fall that. the wet roadways and a building commute, typical slowing through the area. no additional flooded out roadways. nothing in addition to yesterday just yet but more rain coming through. we do in the east bay still have niles canyon which is closed. 84 for the foreseeable future and slowing west 580 off the dublin interchange, a crash blocks your right shoulder. a car went into a ditch.

over to you. >> mike, you were just talking about that fire in downtown san jose. look at this. we have live pictures coming in to our newsroom where firefighters are on the scene of this fire in downtown san jose near east san salvador and 7th street. we're told three cars caught on fire in an apartment carport. smoke caused minor damage from what we understand. firefighters you see at the scene, tell us a resident helped rescue another blind resident. we're working to learn what caused the cars to start fire. we're told no one will be displaced although it looks like people are up in the early morning hours. 6:36. the bay area got much-needed quiet night weatherwise but this morning as kari has been telling us, the rain is ramping up with the north bay getting hit the hardest. >> "today in the bay's" kris sanchez live from san anselmo.

we saw a brief moment of a time to clean up a lot of what was left behind from the storms. >> reporter: the rain is coming down, this soft, gentle rain. we know the rain is so super saturated that even a little bit of soft rain could present a problem. we're here in san anselmo. with the businesses in the downtown area, they're used to flooding. they have sandbags ready, have plywood up against the doorways to keep the water out. no flooding here right now. of course all these folks are just bracing themselves for the worst. here is what's happening in san francisco, the cleanup there continued all day long even as the rain continued to fall yesterday, trees came down, brought down power lines. in one particular situation things are really dangerous because the tree came down, hit the muni line and brought those electrified power cables down onto a car with two people inside.

san francisco fire department says they knew what to do, and because of that they're alive today. >> it immediately energized the vehicle causing arcs around multiple points on the vehicle. something similar occurs and the individual gets out of the car or first responders such as a firefighter or police officer or a good samaritan tries to run up to the car to assist and become electrocuted themselves. >> reporter: we were in the south bay yesterday where a lot of trees came down, a lot of power lines came down as well. the question was who do you call and when? if you see power lines down, calm 911. 911 will then alert pg&e. only calm 911 if it's a true emergency. flooding, minor trees down, roadways blocked, call 311 so that crews can get to you as they can. in san anselmo, kris sanchez,

pumping in all that moisture and we're also going to see that continue for the next several hours before it lifts to the north, but we do have more storms out there in the pacific as it still continues for the next several days. a look at our hour-by-hour forecast, some of us will see breaks at times in the south bay and parts of the tri-valley where the rain will be lighter. it's going to continue to rain for the north bay and at times gets heavy and so that will be the focus for the higher rainfall totals for today before all of this lifts to the north and we catch a little bit of a break as we go into this evening. more storms for the weekend. i'll talk more about that coming up in a few minutes. you're watching the slick road conditions. concern because the roadways are moving at speed for many parts of your commute not here at the bay bridge toll plaza. the wet roadways, the wet lens, water kicking up and it could be an issue for folks trying to stop or hit the brakes quickly.

they noted the fact that not only are the conditions an issue but debris on the roadway, swerving vehicles, and chp says watch out for all cars around you. general awareness, folks. we're looking good as things are moving smoothly, the crash, the car went off in the ditch. crews are slowing to the area coming off the dublin interchange. slowing for sunol and 680 heading down to where they meet. that closure there and soupy conditions across the san mateo bridge hit with the rain and westbound the commute kicking in 6:41. we see that slowing but no major issues as the span continues to show that build. on the peninsula, you saw the conditions there and northbound 101 heading through palo alto. the volume moves smoothly. slick roadways down in toward the rest of the silicon valley.

northbound 87 as well as 101 showed the slowing so more rain coming through that area will leave puddles and ponding. we're getting used to it. president biden called governor newsom on his way back from mexico last night checking in on the rain. he didn't get very many answers. i'll expin why coming up.la

rain picking up once again as we see another wave of some slightly heavier rainfall moving through, but it's pretty widespread across the bay area and the rain continues so keep that umbrella close by. temperatures warm up slightly. we'll talk about the wind and the impact of all of this rain coming up in a few minutes. and as we look also at san jose, we're showing the traffic coming toward us northbound 280 as you travel up to 880 and 17. now if you're taking 280 past san jose state, travel north to the college on 11th instead of 7th. 7th still has the fire on the south side of campus. a portion of 7th south of san salvador is closed right across the street from san jose state. we'll continue to follow that activity as well as the building commute coming up. president biden is back in washington after meetings in mexico with the head of that country and the prime minister of canada. >> scott mcgrew joins us now. the visit was marred by news of

dozens and dozens of cartons. trump and his team denied the documents even existed. it took an fbi raid to get them. biden's team says it notified the feds the minute they discovered the documents. now biden probably does wish he could take back some of what he said on 60 minutes last year when asked about the trump documents, biden asked out loud how can anyone be that irresponsible? president biden called california governor newsom last night. the president was on his way back from mexico to offer any help we might need to recover from past and future storms. the president left a voicemail. not sure why the governor didn't pick up or how late the president may have made the call. the first lady is going to walter reed for a minor procedure right now to check for a lesion above her eye. they say it's a routine procedure. we will always follow that and bring you any news we have. on facebook follow me at scott

mcgrew tv. >> thank you very much, scott. let's take a live look outside right now taking us to san jose. not san francisco as it says in the corner. don't try to trick us. everything clean and new thanks to the latest round of storms hitting the bay area. more to come. we do have more to come and the breaks have been so short. trying to give that water a chance to soak into the ground but we're watching out for the possibility that flooding will continue to be a problem. what we're seeing right now is more of a widespread steady and lighter rain compared to yesterday. some will see some breaks as well as we track it all with storm ranger. the north bay has been raining steadily. giving us a break on 101 down to sausalito. the east bay for a while longer.

some pockets heavier and then we move to the south bay where it has picked up pushing over to the hills. i'd give it fore 20 minutes before you step out the door. another atmospheric river and what makes it so is this narrow band of moisture that's just been funneled but tapped into some deeper moisture coming across the pacific of hawaii. that enhances the rainfall. this lifts to the north. this has already crested above flood stage and may crest again as we go into tomorrow night. very high water levels for a lot of our rivers. we're watching the russian river at guerneville because we are warning people to move away from the river in low lying areas.

we're constantly checking them to see how much have they increased. the four largest reservoirs in northern california and making progress here. for the bay area the smaller reservoirs here and they have, as we know recently overtopping the banks, the uvas reservoir and then east bay m.u.d. at 96% and north bay at total capacity 100%. we've seen all of this because of the heavy rain and this is the rainiest 15-day period in san francisco history going all the way back to the 1800s. you can check that out as we get

this rain picking up. wind advisory starts in about ten minutes and will continue throughout the day. we'll reach possibly 60-mile-an-hour winds today that could bring down more trees and you do want to make sure you're prepared for more power outages. we'll start to see the wind picking up. late morning into the afternoon. several hours of high winds before it calms down later on tonight. short breaks in between. this week is looking wet. next weekend is looking wet and it may not be until about thursday or friday when we get a bigger break and get some drier weather moving in. let's talk about the rain for today. most of us are getting half an inch of rain or less. there's a lot more on the way

"today in the bay's" bob redell is live at oakland airport this morning with a look at if things are improving there. bob? >> reporter: it's really hard to tell. we're definitely seeing residuals, flight arrival and departure boards. yellow delays and reds cancellations. a lot of yellow coming and going. some are not significant, just a matter of 10 to 15 minutes. there are some that are significant, an hour, two, three hours. take a look at the latest information from flightaware.com. you can see nation wear as a result of the outage there are almost 5,000 delays in and out of the u.s. and about 850 cancellations. earlier this morning there was a computer outage to the notam system that alerts pilots to issue surrounding the airport like closed airspace, equipment problems at the airport. since then resolved but there was a ground stop that was lifted around 6:00 a.m. so that's why we're still seeing this. reporting live at oakland international, bob redell,

"today in the bay." >> thank you, bob. we'll continue to follow. we are under a microclimate weather alert as yet another storm hits the bay area. >> "today in the bay's" kris sanchez is live in the north bay this morning where the storm is set to really take aim. >> reporter: right. so this is bracing -- the north bay is bracing for the bulk of this particular storm and here in san anselmo they have the sandbags out, the plywood up. in san francisco the cleanup continues, all around the bay area, trees that have fallen down are being cut up, removed from roadways and taking down power lines, pg&e is trying to restore the outages. there are some school closures, four entire elementary school districts in sonoma county. no school for anybody in those districts. and in the south bay los gatos high school is closed because of a lack of power. remember, only calm 911 in true emergencies and if you see power lines that are down. in san anselmo, kris sanchez,

"today in the bay." >> thank you, kris. we're seeing widespread light rain. any additional rainfall on this already saturated ground will cause the creeks and rivers to rise quickly and we're monitoring the north bay especially because that's where it's going to be raining the longest. as we go into the next couple of days, scattered showers and the next storm comes in on friday that continues into saturday, even through next week so more of the high winds and more down ed trees. you'll get live views and zoom in to where you live and get alerts of rain as it moves into your area. and traffic still at a lighter volume. this is not a great thing because on slicker roadways here we see you're at speeds in the dublin interchange. west at the dublin grade, a truck went into the ditch. clear by the time you get to castro valley.
