"nbc news daily" starts right now. wednesday, january 11th, 2023, relentless storms. parts of california left battered after system after system. across the state, flooding and dramatic rescues. we are tracking all of it. >> and ticket to nowhere, flights canceled from coast to coast, and how it happened and the impacts.
12:01 pm
home free, just a week after his heart stopped in a dramatic way. damar hamlin is home. and now, we begin tracking another round of severe weather in california. these storms have been relentless and overwhelming, and the governor says that at least 17 people have died from the extreme weather over the last two weeks. at this hour, the flood threat is serious in northern california and the southern and central parts are finally getting a much needed reprieve from the weather. that break from the weather is giving the rescue teams a chance to resume their search for this missing 5-year-old boy. kyle doan was swept from his mother's arms in san luis obispo. >> we go to marissa parra who
12:02 pm
has the latest for us. as some catch a break, it is still raining there where you are. >> that is right, kate and aaron. this is sonoma county, and behind us, you can see the rushing river, and the signs over there, and you will have a sense of how high the level is. you can on a better day, walk up to the signs, and this is supposed to be a beach, and the water level is quite high. there were concerns this would be a flood zone, but it is not the case. however, they did evacuate some people, and we spoke to one person who said that this week is so stressful that she normally lives in a trailer here in a trailer community, and all of them forced out, and she has been in a fit of panic since. >> thursday morning, my landlord came over, and she made everybody move. basically i was situated and i had my clothes and two cats ready to go, and the stressful part was like, where do we go?
12:03 pm
where is my home for now? >> reporter: as we get more rain right now, where is your head? >> it is still to some degree all over the place. so, it is a little bit stressed, because even though it is looking better, it could get worse again. >> reporter: so kate and aaron, it is something to keep in mind how costly this has already been, and the storm system over the last 16 days, not just in dollar and cents when it is all said and done in billions, but in lives. we just learned of another person found dead not far from where we are right now, found dead in a submerged car. >> the waters are so power nfl these situations. marissa, people are concerned about the missing boy that we just talked about, kyle. where is the search effort and where is that focused at this point? >> it is so devastating to follow. we understand that his mother was trying to take him to kindergarten for his first day, and now he was excited about school, and as they were making
12:04 pm
their way, she came across a road that she didn't realize how deep the water was, and that is something that the authorities are constantly telling people to be careful of, and that is what happened. so the water unfortunately swept him away, and she saw his head bobbling above the water, and that is the last time she saw him, and the search crews have been looking for him, and they have only found his shoe, and it is a devastating story. >> marissa parra, thank you for being there. the images coming out of california have been staggering, and we want to show you how deep this sinkhole is, and this is near chads worth near los angeles, and two women had to be saved there, and several people have been rescued by air as well. the coast guard have saved this couple and their family dog in california. >> and the sierras, and taking a look at a road near sacramento.
12:05 pm
and the landslides and so many roads are saturated that the mountains have given way. highway patrol officers have given way to this where giant boulders have been giving way in fresno. >> let's bring in bill cairns, and about what people in california should look forward to? >> we have three more storms. one today, and saturday and monday, and then we will get a relentless pa trade of storms that has gone on for 2 1/2 week. it is going to be improving. central california, no rain. it is northern california's turn. this area was not hit as hard. monday, and especially monday night, so they can absorb alitt and that why we are down to 5 million in flood watches, and up to 20 million yesterday. it is all cloudy, and down the monterey and san jose, and it is

12:07 pm
pledging to find out what went wrong. we go to atlanta international airport as we are seeing that from this computer? >> we are on our way, and it is not completely done, and on our way to be ready tomorrow. it is about notam. it is the notice to air missions. whether it is pilots or road activity, and this is what is happening before the sun came up today, and this is what the pilots have to know, because they cannotley until they have the notam communications. so there was a halt to all departures at 9:00 a.m. that went until 10:00 a.m.
12:08 pm
so, then it started to move this morning, but then, the cake was baked and we had 21,000 flight cancellations. in california, the weather is good, so they have to catch up today through tomorrow, and it is not going to be an overnight thing. most people think it is a softer issue, but it is not a hack today. >> and today, the number is continuing to go up as far as the flight cancellations. >> well, it is like a domino, and one is going down, and then another and another. >> blayne, let me ask you about where you are in hartsfield-jackson airport, what are you seeing there? >> here at the world's busiest airport, if there is a ripple effect to be felt, it would be
12:09 pm
here. flight aware says that there are 414 flights originating here in atlanta that are delayed right now. that is 40% of the total flights today, and so we are certainly talking about something that is going to be felt by people, and the cancellations are far fewer, of course, but this is the world's busiest airport, and right now, the most delays into and out of atlanta. when asking some people, they were expecting carnage, and they say they were expecting worse, but it is less disruptive than they thought. >> it does not bother me at all, and as a matter of fact, the airport is pretty empty. i was expecting when we drove in, oh, no, all kinds of cars and stuff and people are backed up, but it is not that way. >> we have had a lot of airport issues this season. >> yes, over new year's, we have

had issues as well. >> what kind? >> delays and canceled flights. >> reporter: as for the number of delays, kate, we have seen the number creep up. kate. >> and maybe we are lucky it is a wednesday and not as terrible on a busier day. blayne alexander, thank you. the justice department is reviewing what exactly was in the classified documents that was found in former president biden's office and how they ended there. at a press conference last night, president biden said he didn't know they were there, but what he didn't say is why it took so long to disclose it to the public. ken dilanian is joining us to tell us where the investigation is right now, and what is the justice department telling us now? >> the review by the justice department is fairly far along, and were told by two law enforcement officials that the fbi, and the the law enforcement ism xa inning the way that they

found their way to the penn biden center, and a place that is not to house classified documents, and also presented to attorney general marek garland, and he has to decide whether to present a special attorney to launch an investigation, if you believe that a crime was committed. from the public domain, there is no evidence that it is the case. it is against the law to take classified information, and knowingly store it in a wrongful place. if it is accidental, that is not a crime, but it is a headache for the biden administration, and also why they did not disclose it until after the midterms. homeowners are taking advantage of the lowering

in today's modern parenting, we are focusing on social media and brain development. researchers at university of north carolina chapel hill focused on 13-year-olds in particular. >> they found that constantly checking social media more than 15 times a day impacts how they respond to the world around them. these preteens became more hypersensitive to the feedback of the peers, and that leads to impulse control, and other issues. we bring in donna. good to see you. tell us about the official impact, and this is what the setbacks might be causing effects. >> we don't know long term or

the short term effects. we also know how social media is changing way our kids are in the world. obesity has gone up, and sleep issues when the kids are using devices, and depression, and higher depression rates in girls have been linked to social media, and the kids are not just as active. >> so what is a parent to do, donna? what should the parents be saying to the kids about the amount of time that is being spent on these apps? >> yes, please tell me. >> i know. i'm there, too. and here the deal. we have to set limits, and especially in the school week. homework comes first, and we have those limits, and we have to teach our kids to use social media intentionally, and are they scrolling through instagram and tiktok and just mindlessly, or are they using social media on snap chat to connect with friend, and also, we have to

teach our kids to be digital natives. they have to use technology properly, and this is not going away. and also, it is a good way the think about this, social media as entertainment. so you don't want your kid watch endless streams of social media that can be pulled back like that. >> and we are seeing that kids are more sensitive to social feedback. explain that and how do you reverse that? >> so, we know that from the studies the brain was activated in that impulse control area. so, what we need to do is to focus on our kids having better self-esteem. we need to rise and bring up our kids in love and self-esteem in the home. it is important to ask our kids how do you teal when you are using social media? do you feel sad or lonely? if that is the case, we have to
12:49 pm
pull it back, and we have to be empathetic to what this is for them. this is how they connect, and this is part of their lives. we don't want to demonize it, but wasn't to make sure that we are using it correctly. >> i remember, you know, back in the day, you had to be in front of the computer, and myspace was in front of the computer, and face chat, and that, and now it is on the phones, and easier access, so when is the right time for the kid to get that first cell phone. >> such a good question, and what we know is that kids are getting the cell phone at ages 10 and 11, but they are saying around the age of 13 is feeling good, because it is the middle schooler, but it is going to depend upon how your kid is with the impulses, and how your kid is dealing with life. so you want to understand your particular child. when you hand over the phone, it
