coming up in just a bit. first, we want to talk about the break in the rain. let's talk about this break. >> let's go to mike for the forecast. >> i forecast kari coming up. >> it's been nice to see some breaks in the rain here, as we get a look at all the showers lifting to the north of us. yes, it is very close, but for the most part we're going to see this rain missing the bay area to the north. we're also going to still see this influencing our weather today, and there will be some rounds of rain returning as we go into the next couple of days. but it is going to be mostly cloudy, a little warmer. we have some warm air lifting in. then by tomorrow morning we start to see the next round of rain coming in. at about 7:00 we see it moving into the north bay and approaching the coastline and it spreads across the bay area with a round of early morning heavy rain and then tapers off to more scattered activity. then we'll see a chance of

thunderstorms for the afternoon into the evening. there's going to be a lot going on over the next few days. and then more heavy rain in the forecast for saturday. we'll talk more about how much rain to expect, as well as making weekend plans in a few minutes. mike, you have an alert for highway 92. >> yesterday marcus and laura told folks at home that highway 92 had been partially closed. they had a sinkhole developing just off highway 35. just about 2:30 this morning chp and caltrans have closed this entire stretch of 92 both directions. all traffic shut off between upper 35, just off 280 and you cut off half moon bay and 280 itself. i believe you can use highway 35 heading north, but i would just stay on 280. you know the alternate when we would have those washouts. consider 92 inaccessible for the

time being. they're worried about the integrity of the roadway. bob redell is heading out there as well. it's a long re-route, highway 1 and down 280, so it will cause a delay for folks to and from the coast. we also have a closure coming through niles canyon. overnight, because we did get a break in the rain, there are crews traveling northbound 680 through sunol so it's only a few more minutes, but we have crews going through that area. you might need to take 84 as you travel through. back over to you. >> thanks, mike. despite today's dry morning, marin's office of emergency services will still be keeping a close eye on the wind, rising water levels and power outages. and the temporary break from the rain will allow a slim window of time to plan for the next round of rain. rescue. >> reporter: it has been at least a decade since the water outside this mill valley house has rushed this hard or risen this high. >> it came over that bridge. it was scary. >> reporter: the fright was short-lived. >> the tide is going down and it's supposed to stop raining. i'm just feeling better than i was. >> reporter: that is quite a large puddle. a couple blocks away alex recorded the flood event for the same reason we were recording it. >> i've lived here for six years and i haven't seen anything quite like this in terms of the extended duration and uninterrupted intensity of this rain. >> the lightning bolt sliced through. >> reporter: we talked to marin county's assistant emergency manager at the operation center in san rafael. this shows outages, forecasts, winds and tides.

it makes perfect sense to baker cohn. >> we've got a close eye on that and mill valley is another. marin city, which has one way in and out and it's a low-lying area, it's a place we monitor closely. >> reporter: the reservoir spillway is getting washed and locals are loving it. >> i can't believe how full it is. >> reporter: all seven marin reservoirs are full and the ones throughout the state are filling nicely. in mill valley, charlene and january had moved their cars from the whole foods parking lot to higher ground, but then couldn't get back into the store where charlene works. >> i had to move it. it was up to the floorboards. now i can't walk back into work. >> reporter: i asked the ladies if i could help them cross the water and they said yes. >> i would hate to have gotten off work and all of a sudden i'm stepping in water in my car. >> you did your good deed for today, that's for sure. >> reporter: you saw those red

dots on the map at the emergency operation center. each one represents a problem and that is why emergency crews in marin county will be on standby. falling trees still a big concern. pacifica is open again after a tree blocked the road between mason and evergreen. one neighbor says he heard a loud boom before a tree fell. >> i did see it. when it happened, i heard it. i heard it, boom. you hear a boom and then power goes out and then a minute later, 30 seconds later, i hear the fire trucks going up the street. >> that tree did take down power lines and we do know that power has been restored. part of st. mary's road in lafayette will remain closed this morning to allow teams to clear a recent slide. the road will be closed between ream boulevard and rohrer in

both directions. it will last between 9:00 to 4:00. from school closures to road closures and power outages, we are staying on top of storm-related issues. make sure you download our free nbc bay area app. we'll send you breaking news, weather alerts straight to your phone. contra costa leaders will debate new oversight in the wake of an incident at the martinez refinery. 20 tons of dust was released which health leaders say had contaminated levels of aluminum and other metals. prosecutors are looking at possible charges in connection to the amount of time it took for martinez to notify the county. they'll debate a new oversight committee tasked with conducting an independent investigation of the incident and a community risk assessment. san francisco mayor london breed says the city is getting safer ahead of the lunar new year.

hills, not easy. cut off between 280 and half moon bay. we'll follow that closure, as well as what else has developed overnight. check in with silvana. good morning and happy birthday to you. i'm silvana henao from cnbc. wall street is set for a flat open ahead of the december consumer price index. it could offer another welcome sign, the worst stretch of spiking prices in four decades is cooling and the federal reserve's interest hikes are working. it's down from 7.1% in november, that would work six straight monthly declines, bringing inflation to the lowest level in more than a year. much of this is being chalked up to a drop of the price of gas and goods and could lead to an end of fed rate hikes sometime this spring. stocks rallied yesterday with

the dow up more than 260 points and the nasdaq notching a four-day winning streak. apple is reportedly working on a touch screen mac that could debut in 2025 as part of a bigger update to the macbook pro. macbooks have generated more sales than ipads over the last several years. rivals have launched computers with touch screens, something that the company's co-founder, steve jobs, was firmly against. and microsoft is giving u.s. employees unlimited time off. the new policy, which starts next week, applies to all salaried but not hourly workers. microsoft will offer ten company holidays, leaves of absence, sick and mental health days and time away for jury duty and bereavement. employees who have unused vacation balance will get a one-time payout in april. linkedin, oracle and netflix also offer similar policies,

we're excited for the 9ers game. everything will be on the line when the 9ers battle seattle. >> the 9ers may be battling the weather. as kari has been telling us, there's more rain in the forecast for saturday, and the levi's stadium crew are working hard this week to try to dry the field. they also say the recent turf replacement is helping the turf hold up a little better and the looming rain is hardly dampering the 49er spirit. >> there's a good vibe at practice, in the locker room. good energy. we've got to translate it onto

the field and be detailed with everything. all the guys are really juiced up. >> kickoff is saturday afternoon at 1:30. the second game that day features the l.a. chargers against jacksonville airing here on nbc bay area. nbc bay area will also carry the third game, playoff game sunday, featuring baltimore and cincinnati. >> it's going to be fun. got our red on, cheering them on already. the good news today, a little break in the rain before it comes. >> it's going to be great to at least see a little sun peeking out. it's been so dreary and at times raining. we are still seeing the clouds linger over the bay area right now, and even some showers just to our north. so the rain isn't that far away. it's just across far northern california and will continue to move through. we are going to keep a slight chance of rain in parts of the north bay today because you still may have showers moving through, as once again, the system is fairly close.

but we're also seeing all of that moisture streaming in and it dip south into the bay area for tomorrow. with the next storm coming in tomorrow morning, the flood concern does remain and we're looking at also that landslide potential, as all of the moist soil continues to move around with all of that rain we've had recently. also, the rivers continue to run pretty fast and then the winds, as we go into the next couple of days, may gust to 20 to 50 miles per hour. we're still in that possibility of seeing more power outages, and about another foot of sierra snow. for today, look at these temperatures. very nice. 66 degrees in san jose, 64 in mountain view, as well as in hayward. martinez reaching 62 and also 62 in santa rosa. as we take it hour-by-hour, we can see the clouds that remain overhead for today and tomorrow we see the next storm system arriving for the coastline and

parts of the north bay at 7:30 in the morning. as we go throughout the day, that spreads into the bay area, initially hitting us hard with gusty winds and heavy rain and then tapering off to more scattered activity. there also will be a chance of more thunderstorms. this saturday's storm looks heavier than we'll see on friday and also that heavy rain continues as we head toward game time. it still looks like it's going to be raining off and on into the evening as that continues into sunday. just this weekend, we're looking at another 2 to possibly 3, and maybe even closer to 4 inches of rain for the santa cruz mountains. that is going to be a lot of water coming on our already soaked grounds. heading into next week, another storm system coming in on monday. that may linger into early tuesday, but it looks like tuesday, for the most part, will be a break. then we'll see another system coming in on thursday, but it will be falling apart as it gets here. so maybe just some scattered

showers. it looks like beyond that we could see a change in the weather pattern, so that's definitely great news. and once again, as far as snow between now and early next week, we could see about 21, 22 inches of snow around the tahoe area, and then heading up toward kingvale about 43 inches of snow. the seven-day forecast shows that as we go into today, a little bit of sunshine, mild temperatures. but the cold air and rain is back tomorrow and we'll see that continue into the holiday, martin luther king day on monday. and then on tuesday a bit of a break, more showers as we go toward a late wednesday into thursday. we'll be tracking all of that. mike, you have a car fire reported. >> yeah, it's reported on 580 around el charo. the latest update says it's not on the freeway itself, the off ramp, which is just before we took the camera shot. it's only affecting the off ramp at most. we have maybe one lane. no injuries. a bigger issue is the closure

for 84 which continues. highway 84 continues the closure from 680 toward mission north. we also had a crew northbound 680, we were having the full overnight closures. they were able to do some work last night. the crew has been out there on the caltrans grid. we see slowing, as i believe the crew should be getting ready to move any second, clearing the northbound side. this is a similar pattern that we would expect before the rain came in. we talk about the washout here and the repair work for 84, but also remember over on the peninsula side we have 92 completely closed for those who missed the update. 2:30 this morning we completely closed both directions of 92 between 35 and half moon bay, effectively cutting off 280 and highway 1 itself. you've got to take the long route around. it's a safer route. they're concerned about not the water on the road but under the road, a potential for a sinkhole that's developing. we continue to track that.

right now an easy drive across the bay bridge, no major problems. back to you. >> thanks, mike. a new development out of san francisco in the late night vote, police commissioners have approved the controversial plan to dial back on the so-called pretextual traffic stops, stops for things like driving without registration tags or taillights. proponents claim officers used minor infractions to look for more serious crimes. data shows that people of color are stopped more frequently on this basis. commissioners last night narrowly approved a new policy similar to policies in cities like oakland, l.a. and philadelphia. to a live look at sfo this morning. this morning's flights continue as scheduled, which is a sharp contrast to the nearly empty airspace we were seeing yesterday morning. as nbc's tom costello reports, an faa computer failure left

people stuck across the country. >> reporter: at this time yesterday the problems were just starting. the faa's big computer, it's notam computer went down and that caused a cascading series of delays and cancellations. by the end of the day, we had 10,000 delays and thousands of cancellations. that will continue through today as the airlines try to catch up. we now know this was not a cybersecurity attack. this was a software glitch, actually a corrupted file within this faa computer system. and now demands for accountability, congress and the faa and d.o.t. promising investigations. >> i've been a pilot a little over 53 years and i have never, that i can remember, heard of the notam system being down. >> reporter: we'll get to the bottom of it and talk about how long it's going to take for the faa and airlines to get back up to speed coming up on "today." >> thanks, tom. well, finding solutions for
