right now at 4:30, rain returns. the potential dangers still plaguing the bay area this morning as that new storm moves in and spotty showers start. >> a live look at our radar as our storm radar scans the skies. you can see it's pretty lit up this hour. meteorologist kari hall tracking several storms headed this way as our week finally approaches. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. here we go. good friday morning, friday the 13th, that is. oh, well, it's friday. who cares? i'm laura garcia. >> and i'm marcus washington. mike will get a look at that

commute coming up in just a bit. a look at the forecast. rain is coming. it's starting out light so all of us early risers are getting a start before it gets heavy as we go into later today. as we get a closer look at storm ranger showing some of the spotty showers near the coast and moving into san francisco as well as parts of the north bay, once again the heavier rain still well off the coast. we have a few more hours before that comes in. as we get a look at the wider view, we can see the activity that will start to roll in. as we go into the rest of today another storm right behind that will be moving in for tomorrow. as we take it hour by hour, we start to see the heavier rain around 8:00 to 9:00 moving into the coastline and then moving into the rest of the bay area with some gusty winds. as we go into the afternoon, it breaks up and becomes more scattered. we'll also have a chance of afternoon to evening thunderstorms. and then look at the rain getting heavier by tomorrow

morning at 8:00 to 9:00 and continuing off and on throughout the day tomorrow. also another chance of thunderstorms. and then it tapers off for early sunday morning before the next storm system comes in. so we do have a lot of issues that will arise because of this heavy rain. we'll talk about that as well as what we're expecting going into next week when all of this rain finally wraps up coming up in a few minutes. mike, you had reports of debris. an entire tree across the southbound side of 17 and debris from the tree and the hillside as well on the northbound side. both directions were closed down for a short period of time over the course of four hours. they finally got both directions cleared minutes ago. northbound opened a little bit earlier. that's better news because you'll notice that bear creek, highway 9, highway 35, all still have local closures through the area. highway 17 really is the only good connector between the santa cruz side of the summit and the

south bay. we have a sinkhole that developed yesterday. highway 1, traffic control around pescadero creek. trying to get to the coast over here, though, off the peninsula we have 92 still closed because of that sinkhole between upper 35 and sun studio. you'll have to use the longer route there. 84 reopened yesterday at niles. >> thank you very much, mike. we are following breaking news on the peninsula. an east pal toe aalto police officer was shot around 11:00 in the area of fordham street. officers say they pulled over 44-year-old willie wiley for a vehicle code violation. police say he fled the traffic stop, and officers chased him on foot. investigators say during a struggle wiley managed to fire a gun striking an officer once. that officer was taken to the hospital and is expected to survive. police say the firearm used was

a so-called ghost gun with a high-capacity magazine. wiley is in custody. officers say they never fired any shots during the incident. the start of 2023 has been a tough one with nonstop storms. we're not out of the clear yet as kari mentioned. during the break yesterday, crews, organizations raced to clean up and prepare for that rain that is prepared to fall today. here is "today in the bay's" stephanie magallon. >> reporter: across the bay area the race started as soon as the rain stopped. >> we have massive potholes to fill, but we have quite a few crews out here today filling up the potholes all around the city now. >> reporter: it was about clearing debris and trees. one willow glen resident nearly escaped when a eucalyptus tree came smashing down. residents have been without power and water two days including a mobile home park. it's not just homes.

>> and these were the fridges once stood. >> reporter: a nonprofit gutted inside-out. >> people need services desperately, food resources. prices keep rising and inflation keeps rising, and families are struggling. to not be able to make that need and to feel stuck has been rough on us. >> they took all the things in the wall. >> reporter: one center serves 250 low-income families who come here weekly for mental health services and the monday mark. >> we have the food here in these two storages and everything was loaded. >> reporter: they get free groceries and essentials like diapers. a program put on hold until march as the center faces over $80,000 in losses and damages. >> the food that we give to them is a relief.

i think $200, $250 each bag. >> reporter: they're asking for donations and waiting until after the next round of storms to continue. all this while a massive sinkhole takes over highway 92, creating problems for commuters, businesses, and anyone else trying to get to and from half moon bay. stephanie magallon, "today in the bay." now to a look at the latest pg&e outage map. we are seeing outages all across the bay area. as of 8:00 last night, about 6,000 customers across the bay area are without power. now the vast majority, nearly 5,000, are in the south bay. no one is immune to pg&e power outages. george kittle is among the thousands of customers still in the dark. because of these storms, this is why they're dealing with that. he actually tweeted the utility company saying in part, quote, yo, pg&e, i've been without power going on four days.

a little help would be appreciated. thanks. just trying to prepare for something this weekend. now what he's preparing for is the playoff game against the seahawks at levi's stadium which kicks off tomorrow at 1:30. it's 4:36. the oakland zoo will stay closed for a while. the zoo tweeted it should reopen in early february. the reason is this massive sinkhole that opened up at the entrance of the zoo during the storms last week. the zoo planned to reopen the 17th of this month. the city of oakland says it will take longer than expected. the animals are okay and the zoo staff is continuing their operations inside as normal. if you haven't already, download our free nbc bay area app. you'll get access to our exclusive doppler mobile radar. we'll send an alert straight to your phone. 4:37 and another unexpected by-product of these storms. stray dogs. there are so many local animal shelters are just full. so what now?

"today in the bay's" gia vang reports from oakland. what did we do, what did we get ourselves into? >> reporter: edie can run you around in circles all day. the first official family photo after adopting edie. >> we've been looking for a dog for a long time, been talking about getting one, and we saw today that the shelter is just overwhelmed and they need some help. >> reporter: the shelter is beyond capacity especially for large dogs who are being doubled up in kennels. a count of 98 large dogs in the morning. the max is usually 65. >> we're in a situation where for the first time in three years we're contemplating having to euthanize adoptable dogs for space and we absolutely do not want to do that. >> reporter: but they might have to if these dogs don't find homes. the affordable housing crisis is causing this overcapacity problem. >> what we're seeing now is largely people that are losing

their housing, having to move and can't find affordable housing, especially big dogs. >> reporter: in another part, mother nature is to plame. these two huskies were turned away for now and is asking people to hold strays for 72 hours. the recent storms caused rivers and creeks to balloon forcing stray dogs to find higher ground. >> we just found a puppy they found over in the pilareitos creek. a lot of animals are now coming out. >> reporter: back in oakland, they have a goal, to get 50 large dogs adopted in five days. they want more stories like edie's, one of the handful will sniff out her new digs. >> we're excited to get her home and acclimated and make her part of the family. >> reporter: they are waiving adoption fees.

weather alert as we get ready for more rain. it's still dry if you're heading out early. temperatures in the upper 50s, but we should start to see the rain making it into the south "today in the bay" about 7:00 and getting heavier as we go throughout the morning. we'll be tracking our microclimates in the forecast coming up. a difference at 101 across the golden gate bridge, our view shows the glow in the air, the rain in the air as well and the wind pushing the camera around as kari has been talking about. changes are ahead. that's why we're on the alert. no alert right now. here where we continue with closures but first let's check business with pippa. good morning, i'm pippa stevens from cnbc. wall street is set to open slightly lower as investors gear up for the start of earnings season. the markets rising yesterday with the nasdaq posting its first five-day win streak since july. the move coming after data shows consumer prices rose at a slower annual pace in december. that's raising hopes the federal

reserve may slow its pace of interest rate hikes. the nasdaq and s&p are on pace for their first week since november. in focus today data on import prices and consumer, jpmorgan chase, citigroup, wells fargo and delta airlines. tesla has sliced prices in the u.s., cuts range between 6% and 20% before accounting for $7,500 federal tax credit to take effect for many electric vehicle brands this month. tesla is also cutting prices in europe and dropped prices in china and other markets in asia last week. and the irs will start accepting and processing tax returns on january 23rd. filing deadline for most people to submit their 2022 returns, ask for an extension and pay monthly owed is april 18th. the normal filing date is april 15th, falls on a weekend and the district of columbia's emancipation day holiday is on

good friday morning. right now at 4:48 as you get ready to get up and head out the door, we are starting out dry for most of the bay area. here's a live look outside in oakland. some of those showers may just now get going as we see some of the rain moving in especially for parts of northern sonoma county down to marin county as well as san francisco. that's just about to start to reach across the bay into oakland as we track it on our storm ranger. as we zoom out, we can see all of the rain that will be coming in so it starts out light and gets heavier the later we go in the morning as this next round of rain really starts to make its way from the north bay into the coastline and across the

rest of the bay area. and then we have another storm right behind that set to arrive for tomorrow morning. so here is what to expect as that rain continues to move in. later on today a risk of thunderstorms. that means lightning, small hail and gusty winds. and then tomorrow the flood watch begins because we'll continue to see more heavy rain coming in, and that has been extended into monday. the landslide potential continues along the hills as well as rivers that may rise very quickly with all of the heavier rain for the weekend. and we are now under a wind advisory. winds are gusting quite high in spots, expected to calm down but may kick up with thunderstorms and power outages possible for the sierra. another 2 to 4 feet expected this weekend. as we take it hour by hour for when the heaviest rain starts to move in, we're at 9:00. we see the rain moving through solano county, lake and mendocino counties, and then for

the peninsula it will be picking up in time for the main morning commute. and then going into today, the scattered activity continues but there will be pockets where those thunderstorms start to develop and move through, so we're watching out for another day where the weather changes very quickly. and then for tomorrow morning, the heavier rain spreads in quickly around 8:00 to 9:00. and then we see the heaviest rain in the morning, but then it tapers off to scattered activity and once again possibly some thunderstorms for the afternoon. early sunday morning we may see a little bit of a break but then still some off-and-on rain. it picks up as the next storm system comes in. i know all eyes focused on the 49ers game this weekend as we go throughout the game, it's going to be raining quite heavily toward the end of the game. there will be a chance of those thunderstorms, so that's definitely going to be making major headlines as we continue the playoffs. we're looking at a lot of rain

throughout the week, anywhere from 2 to 3 inches, maybe closer to 4 inches of rainfall for the santa cruz mountains. that's the reason why the flood watch will be in effect. beyond that early next week a lot of people will be off work, off school for the martin luther king jr. holiday. we're going to see heavy rain coming in. colder temperatures and gradually that will start to taper off as we go toward tuesday. tuesday and wednesday is dry but the rain is very close by and it looks like the storm track will be pushed further to the north which will give us a break. but we're still going to see a lot of heavy sierra snow, another 27 to 48 inches of snow and into next week there will be more breaks but we do have to make it through this weekend as we do continue to see all of the impacts of this heavy rain. mike, you're hearing about a car stuck in a canal? along 880, warren and mission boulevard north of here, coming toward us the headlights over on the side is a canal, a

drainage area. it has water in it even though the roads aren't dry right now getting that break, and so chp talks about the car being in the water partially submerged. i was concerned, the details indicate it's not a major area and they'll be pulling it out without any major injuries or problems. we are looking at the fremont funnel where traffic funnels over 86, 84 has reopened overnight so that's great news for the morning drive through niles. no slowing or problems for the dublin interchange. back to you. >> thanks, mike. police believe speeding may have been a factor in a solo car crash last night. that car slammed into a possible totem sculpture in petaluma. the 42-year-old driver suffered serious injuries. there's no update on the condition. you can make out the 18-foot artwork still standing in the

background. it was created back in 2007. the only child of elvis presley, lisa marie presley, has died. this was her last public appearance just a few days ago at the golden globes. yesterday afternoon presley was rushed to the hospital after suffering cardiac arrest. a few hours later her mother, priscilla presley, announced her death. >> reporter: the l.a. county sheriff's office said paramedics rushed to lisa marie presley's calabasas home after she was in full cardiac arrest. her family broke the news she died. the presleys said in a statement they are shocked and devastated by the tragic death of their beloved lisa marie, adding they are profoundly grateful for the support, love and prayers of everyone and ask for privacy during this very difficult time. at graceland elvis' mansion in memphis, visitors reacted to the news. jennifer maclean. >> i got very emotional.

it's very sad. lisa marie presley, once married to michael jackson, is the mother of four and a singer/songwriter, too. she was at the globes. when "elvis" opened presley made an appearance at the tcl chinese theater. >> this is a huge honor for us, to speak for my family. >> reporter: lisa marie lived through tragedy in her life. elvis died of heart failure when she was just 9. in 2020 her son benjamin died by suicide. lisa marie died, too. >> her life was cut short but god is ultimately in control. we're praying for them. >> reporter: paramedics performed cpr at her home, they were able to get a pulse and that's why they brought her to the hospital. despite doctors' best efforts, they were not able to keep her alive. lisa marie was just 54 years old. she would have turned 55
