right now at 5:00, bracing for the next onslaught. another round of rain arriving in some neighborhoods this hour and by tomorrow the next serious soaker sets in. we're checking the time line. improved chances for a possible extended break in that rain. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. i want to say good morning to you on this friday. thank you for starting your morning with us. i'm marcus washington. >> i'm laura garcia. meteorologist kari hall is tracking what we can expect in our forecast. under a microclimate weather alert with storm ranger tracking light showers starting to move in with the next round of rain, still well off the coast so we do have a little bit of time before the impacts of that really start to hit us.

some of the lighter showers moving in there, marin county and extending across oakland. mostly some spotty sprinkles to start out as you move from windsor down to santa rosa as well as rohnert park, 101 is wet at times. you may have to already turn on those windshield wipers. it won't be until later today we start to see the heavier rains, gusty winds and impacts of more rounds of rain start to add up. another storm behind that set to move in heading into tomorrow morning so we're still looking at more rain. where we see the yellows and oranges indicates really heavy rain and may lower the visibility if you're out driving around that time. but we're going to see that moving through as we go through late morning into the afternoon and possibly even some thunderstorms heading into this afternoon into the evening. but there will be times of a break here and there and then the heavy rain that may cause flooding issues will be here tomorrow morning and then once

again another chance of thunderstorms moving through. so we're going to watch more of the wet weather coming in and also talk more about the impacts coming up in a few minutes. mike says as of now the commute is smooth. this is the second morning they've had construction crews approved and on the grid heading north 680 right around sunol. so far no major issues through the tri-valley. the south bay moves well. 92 continues with the closure that was there and it continues between 35 and you take the long way around, 280 and highway 1. that rain first coming in through the north bay. bob redell, what is your umbrella status right now?

>> reporter: fortunately you don't need one right now. the rain has been on and off. when it's on, it's been a light drizzle. we did have a break in the rain. workers removed downed trees. one life counseling center serves 250 low-income families who come here weekly for mental health services and free groceries. the center faces over $80,000 in losses and damages. >> we have food here in these two storages. >> they need food resources, prices keep rising and inflation keeps rising and families are struggling. and so to not be able to make that need and to feel stuck has

been tough on us. >> reporter: in san francisco workers with the city are using this break to fill in as many potholes as possible. on average they get about 600 requests a month, but this will not be an average month they've received 301 requests and expect 20% higher than average because of all the rain. as mike was mentioning, highway 92 in san mateo still shut down in both directions between skyline and pilarcitos creek road because of a sinkhole. in mill valley, we're starting to feel the wind picking up, bob redell, "today in the bay." 5:04 right now. the irs is signing off on extending the deadline to file taxes for california storm victims. people in every county can qualify including all bay area counties. the new filing deadline will be

may 15th. the recent storms are leading to an unusual ripple effect from some bay area animal shelters. the rising water levels are sending some of those stray animals to higher ground as well and that is adding to a greater load. people hoping to surrender pets are being turned away and asked to hold those animals for another 72 hours to allow other animals to get adopted or fostered. they are waiving their usual adoption fees. the current closure at the oakland zoo is extended into early february. this after a culvert gave way. the zoo previously said the reopening would happen next week at the earliest. >> just talking about that rain making its return. meteorologist kari hall has a look at what we can expect. this is a leave look at sfo where you can't see any rain but woe do know there's light

showers here and there across the bay area. kari, when should we expect to seep the brunt of all of this rain? later this morning. we like to ease into storms, right? we're starting out with light showers off and on. later today it will start to pick up as we look at storm ranger closer looking at san francisco, spotty, light showers moving through and also over to the observing hills for the north bay it's been very off and on as well, very spotty and we'll start to see the activity picking up later as it starts to tap more into the deep tropical moisture. the heavier rain, the yellows off the coast indicating that heavier rain and once again as we go into later today we'll see the impacts. more rain in the forecast so here is what to expect that rain comes in we'll have a risk of thunderstorms later today. now tomorrow is when the flood watch begins starting in the

morning and continuing through monday and then we'll also continue to see more impacts with high winds, landslides as well as rising creeks and rivers. we are looking on the peninsula side, half moon bay. 92 is closed from upper 35 over to sun studios. that is still cut off. we know about that, highway 84 has reopened. we do have this, the potential traffic break. what's going on is westbound approaching 238, 550 may see a quick traffic break because there was a large pothole that occurred as you approach the castro valley y. these are the things we talk about as we get a break in the rain, crews rush out to try to repair the roadway. everything else is moving smoothly.

good friday morning. we are under a microclimate weather alert as we track our weather. rain starts out light and looks like it stays light through about 9:00 but then gets heavier at 10:00 and especially this afternoon. we'll track the potential of storms and looking ahead to the weekend in the forecast coming up. a look at this view from emeryville. smooth moving cars is what i monitor. the cityscape is beautiful. we see clouds and moisture coming in from the north bay. you'll have some changes we'll track on your commute as well. happy friday to you. coming off yesterday's inflation numbers, good news indeed, showing inflation continuing to fade. the hope here is the fed is just

as excited as we are and will raise rates by a quarter point at its next meeting. apple, tim cook will take a pay cut of about 40%. he recommended it. it'll be okay he'll make $49 million next year. teslas are less money cutting prices by as much as 20% on its model 3 and model y. the price cut helps tesla buyers qualify for revamped tax breaks as much as $7,500 and the car you're buying is that much cheaper than it was. this is a gigantic bummer, obviously, for someone who just paid full price last week or last month. apple went through this when it created the iphone. it dropped the price by a lot a few months after its introduction and angered customers who bought at full price. glassdoor released its latest ranking of best places to work in all the united states. three of the top five companies are in the bay area. the other two have offices here.

certain homeowners. >> in most cases if you currently have a gas range, there are a number of towns and cities who have passed rules where you are allowed to replace that existing range. it's mostly what we're talking about new construction, residential development. >> now there are numerous bay area cities that have gone a step further banning natural gas entirely for all new construction. you can watch that full report on the "today" show coming up at 7:00 this morning right after us on "today in the bay." the warriors are expected to set a record tonight even before they take the court. >> they'll be taking part in a bit of history. a look at what the alamodome will look like. tonight they're returning to play a special event game against the warriors as part of the spurs' 50th anniversary season. this time seating has been expanded to allow 64,000 fans and that would break the current nba record by 2,000.

♪ let's go warriors let's go ♪ rain is coming back. >> it's here for a short while and so we're going to try to soak it in while we have it, and then we know we're going eventually back into drier weather. as we take a look at storm ranger, it's moving in with some light rain in parts of the north bay and along the coastline. we are in for a smooth commute, an easy way in to work if you're up early. as we take a closer look, the rain is not heavy. it's been hit or miss, and at times it starts to sprinkle a little bit and lets up. some of the heavier rain still well off the coast. we're expecting that around 8:00 to 9:00 to really start to move in and spread across the bay area. there is another storm behind that that will be moving in with heavier rain. so we are still in a drought.

we got the update yesterday morning in case you missed it. i wanted to go over it quickly. the drought still persists across the west. we had 71% of california in a severe drought. now it's 46% of the state is in a severe drought. and here in the bay area it's a moderate drought, that's a step below. and we've completely taken out the extreme to exceptional drought for now so that's some really great news and some improvement. but we are still looking at our reservoirs that have a lot of way to go before they really start to fill up here, some of the large ones in northern california on average still at 38% of total capacity for this date. and we're going to see more rain coming in, more opportunity for those reservoirs to fill up as especially we go into this afternoon some thunderstorms will be possible and may produce heavy rain. more heavy rain tomorrow when the flood watch begins.

and that continues into monday due to the waves of heavy rain. there may be some breaks in between here and there especially for early on sunday, but then the next storm system comes in sunday evening and that continues into monday. so as far as how much rain we could see, a look at what the models show, we're going to see over an inch and a half in the tri-valley to 2 inches to possibly over 2 inches in much of the north bay and the santa cruz mountains it may be another 4 inches and we know it's already waterlogged so there may be more mud slides and issues that arise from all of that rain. so this storm system coming in tomorrow is another atmospheric river. on sunday we'll see another atmospheric river. after that in total 11 before all is said and done in the series of storms and then going into next week we start to see the storm track lifting farther to the north so that will start to give us a break heading to the end of the week, only slight rain chances beyond next monday.

and we're going to see temperatures throughout the weekend cool down as that cold air comes in, also more thunderstorms possible, kind of like what we saw on tuesday when the cold front passed, we had lightning and small hail. we're watching out for that at times throughout the weekend as well. on monday it's still going to be raining pretty hard but it does look like it tapers off on tuesday. and just some spotty rain in the forecast wednesday and thursday, and that's mostly going to be for the north bay. so it does look like we'll start to dry out after monday for most of us. we'll take a break so as of now, as the storms continue to come in, we're still looking at that to give us some positive changes in the way of our drought and our reservoir levels. and, mike, you are looking at traffic in the castro valley. a traffic break. we talk about the pothole repair that needs to be done. it looks likeactually just past 228 we see the slowing. the pothole track break coming

into castro valley and heading north on 238. this will slow you down a tad bit. hopefully it will clear quickly. chp just notified us about the break and that was all. the repair work should be cleared in the next few minutes and will be well ahead of all the activity coming in that kari is talking about. this will not be clear, the sinkhole on 92 over to sun studios, pilarcitos. that huge sinkhole. we'll show you that video later on. just know highway 1 and 280 are your alternates. more traffic going north if you get over to the coast and southbound highway 1 heading down past sam's chowder house. there's a parking lot and a lot of surf fans across the roadway. that's where to be careful. a smooth drive through the north bay and the east bay. no delays at the bay bridge toll plaza. we do see the camera moving back and forth.

isn't covered by homeowners insurance. take two immediate steps after a flood. disinfect and dry out asap. here is why. fema says mold growth or colonies can start to form on a damp surface within 24 to 48 hours to prevent rapid and destructive mold you have to thoroughly clean all hard surfaces such as flooring, molding, wood and metal furniture, counter tops and sink with water and dish detergent. the basics, a bucket, a brush and soap. but also safety tools like gloves, goggles and a mask. they're especially important if you see signs mold is already growing. you don't want to touch it or breathe near it. turn on exhaust fans, bring in box fans, consider a dehumidifier. best to keep your home's

the next one is tomorrow. we can see it off the coast. hour by hour we do see the rain picking up about 9:00 to 10:00 this morning. at 4:30 in the north bay there are bright colors on there that could be thunderstorms and breaks elsewhere. watching out for the potential of more thunderstorms, another wave of heavy rain coming in tomorrow morning and that will stay with us off and on in waves going into tomorrow evening. a bit of a break but sunday afternoon into the evening yet again another storm coming in so we do have three more on the way over the next several days. we'll be tracking all those impacts coming up. mike, you have a few more options. because of closures that happened for storm related closures like highway 84. good option for the tri-valley. at 680 coming through the same area, work going on there, they

were able to do that with the break in the rain. 238, the earlier traffic break to clear that pothole also cleared. now a great flow of traffic. 280 slowing northbound as you travel from 92 that is an option to get around the closure of 92 itself, highway 1 and 280. also some rain just came through the area, so that might be why some folks are tapping the brakes. back to you. we are following broken news. east palo alto officer shot during a traffic stop about 11:00 in the area of fordham street and purdue avenue near the elementary school. officers say they pull over willie wiley for a vehicle code violation. police say he fled the traffic stop and officers chased him on foot. investigators say wiley managed to fire a gun striking an officer once. that officer was taken to the hospital and is expected to

survive. police say the firearm used was a ghost gun. wiley is in custody. officers say they never fired any shots during the incident. 5:32, our team coverage of the storm in the bay area will be under a flood watch later tonight as the next storm system drenching the bay area. >> rivers are already overflowing and running dangerously fast. we are tracking when some are expected to go beyond the flood stage, cynthia. the weekend kicks off with another round of rain. keeping track of the river in guerneville and monterey county looking at new video from overnight of the salinas river. the water is very active and crews handling the situation on

the roads. take a look at sky ranger yesterday. broken levees, water everywhere along highway 68 and the did at that from the salinas river tells us the river saw minor flooding yesterday around 23 feet. as of early this morning it was one foot above that, 24 feet. by around 11:00 this morning the river could rise to 26.2 feet which would put it in the moderate flooding category. the monterey county sheriff's office has warned of potential road closures and possibly highway 1. we will keep you updated on that on air and online. now to the north bay, the russian river here in guerneville hovering right around 27 feet this morning. flood stage is 32 feet. it will reach 32 feet sunday into monday.

river forecast and flooding aside significant improvement and state and local reservoirs also filled up, too. we are live this morning out at lexington reservoir, still a little dark but i can tell you that with all of this rain we have almost doubled the capacity from 40% to 80% with the systems that started if you can remember way back in mid-december last year. uvas reservoir here in the south bay over 100% of capacity. the north bay and east bay m.u.d. reservoirs also doing very well so there is one silver lining to all of this water. now back to all of that river data, it's important to note that flood data changes a few times a day as the rain starts to come down. those forecast numbers could change as the morning goes on. marcus and laura? >> cinthia, thank you. some people living in wildfire burn zones are experiencing a double whammy as a result of the recent storms. the phleger family lost their

boulder creek home in the czu fire in 2020. two and a half years later they reached the final stages of rebuilding, but then one day before the county was set to do the final inspection, as you can see right there, that massive redwood tree fell right into their home. >> last week before this happened we finally started to feel some relief that we were going to get our lives back and be able to move home and we start -- you know, living where we had lived as a family and when we found out a tree had fallen onto the home, it -- it's just devastating. >> friends and family of the phlegers set up a gofundme page. the family is determined to rebuild. now to a look at the latest pg&e outage map. we're seeing outages across the bay area. at last check about 6,000 customers are without power.

the vast majority nearly 5,000 are in the south bay. this weekend storms could affect the niners. >> at levi's stadium, the silver lining for tomorrow's storm clouds. kris? >> reporter: hi there, marcus and laura. sounds like niners and seahawks fans might be fair weather fans. the most affordable tickets are getting more affordable and the reason is kari's forecast. crews have been getting the field ready for play on saturday ahead of the playoff game when another atmospheric river is expected to take aim using big fans to dry out the feel as much as possible and then the turf which was just replaced a few games ago, will be covered up.

a lot of the roads are cut off. you're probably not going to paso robles. the harlem globetrotters will be going on this week. we continue to see all of this rain. going into this afternoon there will be the potential we could see some thunderstorms. we're especially going to see that higher chance in parts of the north bay as we go into tonight, still some off and on showers and then a wave of heavier rain coming in by tomorrow morning as a lot of people are trying to get up and head out in time for the game. it still shows there will be some showers moving through and then the risk of thunderstorms increases tomorrow evening. and there will be a brief break by sunday morning as, once again, you are heading out, maybe going out to some of those outdoor activities. there will be times of some peeks of sunshine.

don't expect that to last long. more of this and what's ahead once the storm wraps up. not a lot of big problems for the road. this is highway 92. we've had this closure so basically skyline, the nursery over there. that's a good landmark. cut off from 280 and half moon bay. slowing shows up southbound highway 101 as folks are making their way over to the coast over down past sam's chowder house and then things are moving smoothly through the city. folks traveling west are able to go on 92 for a short period and then likely have to turn around if they were expecting it at 280. you're doing better because you're watching over here. the rain in the north bay, the

metering lights are not yet active. 5:46. president biden will welcome the prime minister of japan. >> the white house press corps will be interested in other things. there is one other thing, right, that documents case and the special counsel. there's been a special counsel appointed by the attorney general in the biden documents case. there's usually a joint press conference when there's a big visitor at the white house so the press will no doubt ask about this. here is the attorney general saying he had appointed a special counsel. >> the extraordinary circumstances require a special counsel for this matter. this appointment underscores the department's commitment to both independence and accountability and particularly sensitive matters. and to making decisions indisputably guided only by the facts and the law.

>> now the point, a special counsel is largely independent from the justice department. he has to follow the same rules but has the power to make decisions independently. across the top we've written special counsels because there are two. the special counsel investigating the biden documents will be robert herr. jack smith is investigating the trump documents. they're both very talented doj veterans. the notable difference between the two, jack smith was appointed 38 weeks after the fbi found documents at trump's house. herr eight weeks after the biden's own lawyers, three days after the public was told about it. one would imagine the office of the staff of the four remaining presidents are looking through their files.

they've had a chance to clear the roads but we are going to see it coming back quickly. coming back to the bay area take a look at where we stand with our sierra snowpack 192% of the normal amount of snow and around the tahoe area, the southern sierra is at 267% of normal. at least as we head to the weekend into early next week another 27 to 48 inches of snow across those upper elevations. as we got the news of the drought monitor just wanted to hit it quickly and give you the update of what's going on, of course the drought persists across the west. in california we were seeing about 71% of california in at least a severe drought.

with the update now we have some big improvements almost taken off the extreme drought, no more exceptional drought. looking at the changes and how will all of this recent rain impacted our reservoirs across northern california. it does take a lot of recovery and years of heavy rainfall to replenish these reservoirs large and still running anywhere from 27 to 49% of capacity. in the bay area reservoirs are smaller. they fill up much faster and we are looking now at over 100% of capacity even ahead of the weekend storms and the east bay m.u.d. reservoir 98% of capacity.

we're also going to see the rain ramping up. it's starting out light. this is the way we're starting the next round. it is starting to pick up for parts of coastal county and guerneville. the next storm is right behind that. that's when we start to see the heavier rain picking up. colder temperatures coming in, the potential of thunderstorms as well as some gusty winds and then into the day tomorrow some widespread heavy rain. there will be a brief break by sunday morning for some before the next storm system comes in late sunday, and that continues into monday. the heaviest rain and where we see the rain chances starts to lift just to our north. we'll keep some spotty rain

chances in there but it is looking much drier beyond monday and just this weekend we could see another 2 to possibly 3 inches of rainfall, maybe closer to 4 inches for the coastal areas and so that's going to continue to give those rivers a quick rise as well as creeks. you need to keep an eye on those water levels and be ready to take action whether you need to evacuate or shelter in place as we do continue to see this rain into the weekend. once again slight rain chances for wednesday and thursday but it does look drier beyond that point, and, mike, you've been watching the roads, only a couple of things popping up. one was nearing the metering lights. we have not had the act vision of the metering lights because traffic is light right now. conditions are changing as kari is talking about in the north bay, a little rain and wet roads registering on our road weather index. we still noticed the green

sensors, speeds at the limit there. traveling across the richmond bridge i saw a little bit of slowing. you notice contra costa county moves nicely. we have a little more traffic, signs that the rain had traveled through some wet pavement but no major concerns just yet. changes are happening as kari has been talking about still closed between upper 35, 35 on the hill, if you're traveling over the hill you can't use 92 right now. up notice the southbound side picking up the volume down to sam's choweder house where things tend to loosen up heading into half moon bay. a smooth drive and 84 reopened through niles canyon. a new action plan by the transit agency plans to connect those individuals to social services by an increase of 5%

part of your morning. i'm marcus washington. >> and i'm laura garcia. the entire team is here. we'll start out with meteorologist kari hall. we're looking at a wet weekend. yes, we are. it starts to ramp up again. it was nice to have that break yesterday and even in some spots get a little bit of sunshine. we are now tracking another wave of heavy rain that is just off the coast. it starts out light for us. if you head out early you are ahead of the storm that will have bigger impacts as we go into the main morning commute at about 9:00 this morning. but we're also seeing some of the light showers moving through now where you do have to turn on the windshield wipers. not much of an impact yet. driving through the north bay on 101 at times it's raining, other times it does let up a bit. we are seeing some of the heavier rain off the coast and just to our north starting to make its way in. and that will be the case today as we get the waves of heavier rain later
