another round of rain moving across the bay area, and it's already making for a soggy morning commute. we have live team coverage for you with the problem spots developing while you were asleep. plus, remembering dr. martin luther king jr. the celebrations returning to the bay area after a two-year hiatus honoring his legacy this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. and a very good monday morning to you. thanks for starting your day with us. i'm laura garcia. >> and i'm marcus washington. this morning more rain coming down, no chance to dry out from nearly two weeks of all the wet weather we've had. >> an extended break appears to be getting closer. today is another day of flood watches and downed trees. kris sanchez is monitoring. mike is tracking slick road conditions. >> first over to meteorologist kari hall who has a closer look at the storms we're dealing with.

kari? we're seeing the accumulation of all of this rain with a lot of standing water as well as the rain that continues to fall. here is what to expect today. there may be isolated thunderstorms especially as we go toward late morning and some of the heaviest rain moving through right now. in the santa cruz mountains we see the highest rainfall totals but now some parts of the upper elevations as well as our other bay area peaks are getting snow and a wintry mix. the flood watch does continue until tonight, give all that water a chance to soak in and drain down to the low-lying areas and then we'll see the impacts of all of this rain we've had. as we get a look at storm ranger, we did have a wave of intense rainfall earlier this morning and now it's starting to ease up as you head out the door for much of the north bay. heavy rain through contra costa county and we're seeing some

scattered showers continue for the peninsula over to the south bay and down to the south county. we are going to see this easing up in terms of the widespread rain. what will be left will be scattered showers and possibly even some thunderstorms as we head to the 10:00 to 11:00 hour but very hit or miss. other parts of the bay area getting sunshine, and that's what we're expecting as we go into today. it's going to start to back off and ease up for us. much-improved conditions as we head throughout the day. mike, an update for highway 92. looking at eastbound 92 flashing lights seem to have dimmed but i haven't gotten the all clear just yet. reports of a car facing the wrong way so i think perhaps a spinout. look how much water is kicking up. look at all of these incidents around the bay. these are the larger incidents.

the closures because of flooding, we'll pick a couple out. 92 across the water, the bridge is moving smoothly for 92 and 92 is moving once again in both directions between highway 35 and pilarcitos, they're doing one-way traffic control allowing each direction its turn past the sinkhole. plan on delays, a lighter flow of traffic today. as work resumes, more businesses and schools will see slowing in the area. we did see puddling and ponding pushing back over to the weather index, highway 4 will have the toughest drive. the bay bridge has soupy conditions and a crash westbound around powell. the closure, flooding since yesterday. we have 101 to atherton avenue. that stretch of 37 is closed. atherton avenue is your connector. back to you. >> thanks, mike. evacuation orders are in effect for a large part of southern santa clara county. as the rain continues to push streams and even lexington

reservoir to the brink. >> "today in the bay's" kris sanchez joins us from gilroy with the latest there. kris, talk to us about the conditions. i can tell it's windy out there. >> reporter: it is windy out here. luckily the drive was mostly light rain as we were headed down so people trying to evacuate at least had that going for them at this point. talking about two bodies of water that are overflowing. the uvas reservoir and the pacheco pass. between 125 and 152 and south of bloomfield avenue all the way to the county line. so if you are in that area and need a place to go, the san martin lions club is open as an emergency shelter. lexington reservoir is expected to overflow today for the first time in years.

the santa clara water district doesn't expect flooding as a result. the agency made room downstream to capture lexington's overflow in los gatos, and that's the reason the dramatic spillover at the dam drew so many people. >> we saw how high it was and wanted to get a look. >> it's just insane. i've never seen it like this before. >> reporter: those evacuation warnings expanded overnight. san martin lions club open as an emergency shelter. we've been hammering this home for weeks now, if you see a flooded roadway, turn around and go the other direction. don't try to make your way through a flooded roadway. and as you get out to maybe

satiate your curiosity, the water is cold and swift. in gilroy, kris sanchez, "today in the bay." >> saw a situation like that yesterday for me. i turned around. so did a lot of other people. thank you, kris. happening now caltrans crews have new issues to deal with on the already closed section of highway 1 near big sur. a new slide in an area near mill creek. the closure on highway one is expected to last several weeks due to multiple slides. as this storm hits we want to remind you our free nbc bay area app gives you exclusive access to our radar. we'll send you the latest alerts on any damage or flooding. authorities in the south bay are investigating the discovery of a body found near a creek in santa clara. police were called a little before noon yesterday to an area in central park near saratoga creek. so far no indication how the person died but police tell us

investigators are calling it suspicious. america honors dr. reverend martin luther king jr. this is video from when the parade last took place in 2020. of course two years of pandemic followed. today's march starts in san francisco's caltrain depot at 11:00 p.m. there will be a celebration including speeches from local religious leaders. and check out san francisco's grace cathedral lit up to commemorate dr. king. he spoke there back in 1965. the sermon he delivered that day, the sermon will be playing all today in the cathedral. church leaders will also lead today's march south of market street. here are other bay area events honoring dr. king. the african american library in oakland holding a film festival.

volunteer events are planned across the city which you can access through the city's website. and san jose nonprofit our city forest will celebrate dr. king with a tree planting event at watson park. it's 5:08 now. back to our storm coverage. a lot of snow is piling up along mount hamilton. new video from 2:00 this morning, you can see the hillsides and roads covered in snow making those driving conditions very slick. >> kari, road conditions much colder. people say let's go. it's dangerous. it's still coming down. the radar right now, and you do want to make sure you're taking it easy driving all around the bay area. all of that blue you're seeing there, that snow is still coming down around mount hamilton.

also for mount diablo we are seeing snow. where it's pink, that's a wintry mix. as you go down in elevation it's, of course, rain. we've seen the snow coming down to about 4,000 feet and seen it in parts of the santa cruz summit and santa cruz mountains getting some snow and a wintry mix. but still some rain coming through and all of that heavy rain that we had earlier this morning is starting to taper off. here we are at 8:30 and it looks much better for more people getting up and out the door even though it's a holiday, we are still going to see some scattered showers moving through. even some sunshine for late morning into the afternoon. and then a chance of hit-or-miss showers going into the evening. overall we are headed to a drying trend and that's what we are expecting throughout the week. the next several days there will still be slight rain chances but

we'll also see this activity tapering off after this marks our 11th storm looking much better. mike, you've been watching the roads and several issues. >> tough conditions for most of the bay area. our fremont camera where you can make out the blur but you can also make out good spacing between the lights. lighter traffic flow, the conditions we deal with now. we see slowing heading up to mission in the opposite direction where i showed you the headlights. nothing major going on. don't drive there. when folks try to drive to the peak of mount hamilton, last week it was flooding and now it's snow. folks getting stuck demanding emergency services to head out there, takes them away from other issues, places like niles canyon where they have to continue to work and the repair work for highway 84. watch that traffic control. 84 coming through livermore,

lighter traffic flow. we have many businesses and schools with vacation days today. still likely for the on and off ramps throughout contra costa county. the conditions are very tough and in places like highway 37 here it's closed because of flooding between atherton and highway 101 that happened over the week. locals know the alternate is atherton making the cutover. still, that will cause a backup, slowing and a reroute which always adds time. coming up on "today in the bay," the argument we seem to have every year whether or not to raise the debt ceiling. we'll talk about a berry delightful dip. one bear's delightful day pool side.

as we take a live look outside in san jose, our microclimate weather alert continues due to sloppy conditions that we're dealing with out there now. as we head through the morning, it's going to be cold, windy and at times raining, but we'll start to see the sun peeking out by late morning. so looking forward to that sunshine. we'll talk about what else is ahead coming up. >> oh, but the conditions are changing. highway 101 we had a lot of rain on the lens. a little reminder that it was there. wet roadways continue around the bay, flooding, of course, north

of here for highway 37 into and out of novato. we're talking about a couple other highways that are flooded out and track those down. local trees and wires. i'll give you the best synopsis. good morning to you. good morning and happy monday, not just any monday, of course. martin luther king's birthday. positive close on friday, the nasdaq was up more than 4% last week alone. a new "wall street journal" poll of economists show a majority of them do expect a recession in the near future, but, like other surveys, economists say they think it will be short and shallow. i think you'll hear short and shallow a lot because we've gotten a lot of good news lately. inflation is easing, people's wages are not growing as fast. economists think that's good news even if you don't. maybe the fed won't need to be as aggressive. all those ideas contributing to short and shallow. treasury secretary janet yellen

warned the u.s. would have to get creative with its bookkeeping to pay the bills starting thursday unless congress raised the debt ceiling. that deadline is much, much sooner than we were expecting. and a reminder the debt ceiling deals with money congress already spent. to debate whether we should raise the debt ceiling is like debating with visa over whether you should pay your credit card bill. you don't have to pay your credit card bill. but visa will make it miserable for you if you don't. pretty much every year, though, we debate this. new house leader kevin mccarthy says he wants the democrats to agree to spending cuts before he will raise the debt ceiling, again, taking the politics out of this, this is money we already spent and that we really must pay back and the only way to pay it back is by raising the debt ceiling. >> all right. >> thank you, scott.

no signs of letting up at all for james cameron's new "avatar" film, continuing to light up the box office. the global box office is just under $1.9 billion. it's already surpassed "spider-man: no way home" for the sixth highest grossing film of all time. the domestic box office at more than $5 billion. "m3gan" is in its second week. one bear finding winter bearable when it comes to lounging pool side outside a home in monrovia saturday east of l.a. the homeowner shot this video making sure not to get too close. after a short dip in the pool, the bear got out, looked back at the woman and went on its own way. >> i know the pool has chlorine to clear things out, but what do you do? >> i would drain the whole pool.

got to replace this water. mike was like, there's no salmon in here? >> what kind of river is this? all right, we've had enough water to fill a pool around here and we've also seen a lot of it causing flooding, so i'm still keeping an eye on the san lorenzo river at felton that's expected to go right back up to some minor flooding going towards the 7:00 hour, so if you're anywhere close to that river or some of the areas that typically flood once that rises, you do want to be very careful. also the alameda creek near niles canyon, that one is expected to crest at 7:00 as well at about 12.8 feet. moderated flooding. our reservoirs have had a huge boost, a lot of them at or over capacity after all of this rain that we've seen over the past few days. some of them may continue to spill over, but when we just single it out to the lexington reservoir a 66.7 rise in the

last 45 days and we are about less than a foot from spillover at this point so we are expecting those increased flows for the los gatos creek. looking back to december 1st, we were at 33.3% of capacity and now, once again, at capacity. and then for the sierra snowpack, we're at 245% of normal across the sierra. so if we didn't have another snowflake at this point, we would still make it to april 1st with our average amount of snowfall. so that is huge. and then once again we've seen the snow coming down a little bit closer to home. mount hamilton, and they're saying do not drive up there. you will be ticketed. you will be turned around because you may have to be rescued if you do slide off the roads. we've also seen the snow coming down on mount diablo. so once the sun rises and we get some clearing, we'll be able to see it from a distance and also that's the way we should enjoy

it, from a distance. looking at all of the rain that's tapering off, it was rough for us this morning but now that water is starting to let up, but still the cars in front of you kicking up that water on 580 as we take a live look outside in dublin and as far as what we'll see going into the next couple of hours, it is chilly. it is windy. we're only in the low 40s. we'll stay in the 40s through much of the morning. but then as it starts to clear, we're headed for the low 50s going into late morning into the afternoon. the activity is winding down, but there's still the chance that we could wrap this up with a couple of rumbles of thunder and brief heavy downpours. other areas are seeing sunshine, there may still be some thunderstorms as we go towards 12:00 to 1:00. we've seen that in our models being picked up for the peninsula over to the south bay. it may be over toward the east bay as well. so additional rainfall looking pretty light here, maybe another tenth of an inch of rain and then going into the next several days we'll see a drier weather

pattern. there's just one last system that's going to quickly roll through here in and out of here by wednesday night into thursday morning. and then we're dry into the weekend which, of course, is great news as we head to our lunar new year celebrations and all that's been going on. we're going to see more activity going on as we finally get some sunshine. we'll be able to have those once again resume all of the celebrations and outdoor plans that we had especially this weekend once all of that water soaks in and we get a few more days of sunshine. mike, you're seeing lighter traffic but more slowing. you can see it right over here, the reason we had a lot of slowing early this morning. 101 through palo alto. sparsely populated but lots of water on the lens. as we come down to the station, 101. i was getting pulled back and forth because of larger puddles even in the middle lanes through this area. we're seeing that start to dry out so the ponding and puddling is mostly over in contra costa

is letting up a little bit there's a lot of puddles because it was raining heavily not too long ago. rain at times, maybe even isolated thunder. now for the santa cruz mountains we're seeing the highest rainfall totals now, even a wintry mix as well as a little bit of snow. the flood watch does continue into tonight even after the rain lets up. some of the heavier rain has moved off to the east. it's a steadier rain for parts of the east bay. a nice break as you get ready to drive. a heads-up it was raining so heavy there will be a lot of standing water out there. lightening up for oakland and richmond. a look at the wide view, that storm system moving off to the east we'll be left with pop-up showers and thunderstorms. the energy still rolling on in for today. look at the atmospheric rifr targeting southern california as some of the heavier rain continues to move to the south.

we are once again still not completely in the clear. i would keep the umbrella handy just in case. mike, you've been tracking the impacts of all of this rain. highway 37 closed. they were making great progress pumping the water between atherton and 101 but then more rain came in so that took away some of the progress. still closed, atherton is your alternate. lighter traffic coming into and out of that portion of the north bay because it's a holiday for many so the arrow shows you where we would see slowing developing. you'll lower the speeds because of those conditions. still wet all over the bay. roadways, tough conditions. 92 reopened. one-way traffic controls. 84 reclosed through niles canyon and we have this alert going on right now because of flooding, right lanes approaching dixon landing road. there's a vehicle that has to be helped out of the standing water. let's take a look at this video

from not far from our station. drains have been clogged. the rain came again. though the rain is easing up, conditions may not be great for driving in. avoid this -- avoid it because if it's not avoided it may be what's going on in 880 where the car is struck at dixon landing road. back over to you. flooding is really a big concern across the bay area this morning along with overnight storms taking down trees and all of this will surely provide new hazards if you're planning to drive. >> pete suratos is live. one direction was completely closed or is completely closed now. >> reporter: highway 13 is closed down. you can see in the distance there is a landslide where the downed tree came down here and it's been there for several

hours. we have caltrans crews. hopefully things open up this morning. video from overnight. now you can see where this tree went down. it took place roughly at about 10:00 p.m. for folks that are familiar with this montclair area, a lot of larger trees lining this area. you talk about all those storms back-to-back. the moisture in the soil, winds will start knocking down trees. you're looking at what took place 13 south on broadway terrace avenue. hop over to the pittsburg area talking about contra costa county. you have flooded roads specifically on harbor street. so if you're in that area in pittsburg you're going to see at least a portion of harbor street is dealing with flooding from those storms. it also caused a sinkhole at a local church. we spoke to a city engineer to explain the weather factor in all of that. here is what he had to say. >> we believe from photos we've

seen and the evaluation of the facility the top of the pipe has failed and soil from above has partially filled the storm drain line. >> reporter: now the city of pittsburg on their twitter page sent out a tweet saying a portion of harbor street will be closed due to flooding. so we'll see how long that takes. it could possibly be reopened tomorrow. keep an eye on that twitter account for updates on that. back out live to 13 south where you have the downed tree. no injuries to report that we know of according to chp. no injuries to report from all of this. we'll provide any updates here in oakland as they chime in. live in oakland, pete suratos for "today in the bay." >> wow. so much work to deal with. another tree causing issue overnight in the south bay. it went down in sunnyvale around midnight along central expressway near fair oaks avenue. it closed one lane of the

expressway. you can see those tree trimmers working to clear the roadway. and we have reached out to public works crews to find out if the lane will be back open. we are waiting to hear back. a lock at highway 37 in novato. a two-mile stretch closed between 101 and atherton avenue. crews first closed the area. because it's a flat, low lying area it's been a challenge. >> just because one of the lanes is dry doesn't mean we're not getting more water eventually coming down with future rainstorms and releases from lakes and streams to the north of that area. >> caltrans so far is not issuing a target time for reopening. in a matter of hours the san lorenzo river in santa cruz county could start flooding p.m. now it's expected to go above

flood stage around 7:00 this morning. this video from yesterday, that massive tree washing down the river fortunately moved through. otherwise it could have create add serious logjam there. a live look at the truckee bypass on highway 267 south of interstate 80. another morning with a lot of snow. chains are still required on 80 between truckee and the state line. this is why the chp posting images of a big rig off interstate 80 near the state line. luckily the driver was okay. >> meteorologist kari hall has been checking things out there and the sierra very difficult to get around up there. they're about to get a heavy burst of snow. as we've seen the heavy rain through the bay area, now that's moving off to the east. we can see it on our storm ranger radar where you see the bright red to the south and east of sacramento, that will head up in elevation and we're already seeing snow that will get even heavier here over the next

couple of hours. we're expecting between today and tomorrow another foot of snow and then as we head toward the end of the week some additional snowfall. there could be another two feet in total over the next several days. and we know that we've had such a big boost with our sierra snowpack. right now it is at 245% of its normal amount of snowfall. and if we don't get another snowflake as we make it to april 1st, we would still be at 117% of the normal amount of snowfall. so that is just huge in all of the snow we've seen and is still coming down. for the bay area nice to see that rain tapering off as more people are getting up and about. scattered showers still lingering but widespread heavy rain has already moved out and weapon see a couple of spotty showers and even a chance of thunderstorms by late morning into the afternoon but the target areas, according to our

forecast, will most likely be the peninsula, parts of the south bay and east bay early in the afternoon. we'll continue to monitor for that. mike, you've been watching the roads and you're still seeing some slow spots. we have slow spots where you should slow down. standing water on the roadway but complete closures. that flooding and the work going on for highway 37 still has more water so they couldn't clear the lanes. hidden on the map behind the highway 13 shield is where pete suratos showed us why highway 13 is closed southbound as you head to broadway terrace onto the roadway continues with the short section for the closure. you're commute toward highway 24 is fine. the same thing to the maze and the bay bridge toll plaza. lighter volume of traffic, slow the speed conditions. niles canyon more roadway flooding and more hillsides down over the weekend so they had to reclose that portion of 84.

and may not have time to slow down. gusty winds and sunshine today. i'm tracking the sun in the forecast. 880 north, north of this shot you can barely make out, we have a couple lanes blocked by a huge puddle in the right lane. flowing water and the update from another portion of fremont coming up. new overnight, italy's most wanted man is now in custody after three decades on the run. he is the alleged head of a crime family. jurors have already sentenced him to life in prison for his part in the murders of two anti-mafia prosecutors back in 1992. authorities finally caught up with him at a private clinic where he has been treated for an unspecified medical issue.

prosecutors are already planning to try him for bomb attacks in rome, florence and milan. developing now in nepal, new video capturing the seconds before a deadly plane crash yesterday. the images may be hard to watch. cell phone video which we froze shows the moment the yeti airlines plane started going down during the tail end of a short flight from nepal's capital to a brand-new airport near the crash site. it shows the plane rolling left about 90 degrees. 72 people were onboard. 68 deaths confirmed with no real chance of survivors. it's not immediately clear how it happened. one witness saw the plane spinning violently as it tried to learn. experts are weighing in on what witnesses were calling big plumes of black smoke at the crash site. >> that's an indication there was plenty of fuel onboard.

last week the worst fears were realized and now seven of the homes cut off along grizzly flat. hardy says ever since he's been ferrying supplies to people back and forth. >> the propane companies came up and dumped them off before all this happened. just hoping we can get a bridge before everybody runs out of that. >> make do with what you've got. adding to the weather related woes, power has been out in that neighborhood for days due to the string of downed trees in the area. they made the best of the situation. >> no kidding! wow. innovative. >> nice of him to ferry things across. in my family a number of members wouldn't have found that a good cross. >> hopefully they get some relief. there are so many downed trees today, too. and all of us talking about taking it slow when you drive out there even below the speed

limit. a lot of standing water. when we were coming in, we were getting the heaviest of the rain. it's starting to get better as more people are waking up and heading out. we've seen all of that water draining down into our creeks and rivers and are still expecting them to crest as we go into the next couple of hours. the san lorenzo river at felton expected to reach its highest point at about 7:00 in the morning, so we do have another hour but if you are anywhere in that area, you do want to make sure you're moving away because the water will continue to rise. also the alameda creek near niles expected to crest at about 7:00 as well at moderate flood stage at 12.8 feet. reservoirs continue to come up. we're also going to see a lot of the ones that are at or over capacity continue to flow over in parts of the north bay like lake sonoma. looking at the lexington reservoir today it's at 100%.

looking back to december 1st it was down to 33.3% so a huge increase in just over the past 45 days. still rain in the area but is moving off to the east. we're still seeing lingering showers for the east bay, concord and antioch and discovery bay. it's getting lighter as you move over to los altos and we'll see the back edge of that more widespread rain starting to continue to move on through. we're looking at still some wet roads for the tri-valley. take a look at 580, so sloppy out there. a lot of puddles. right now it's only 44 degrees. we'll see about another hour of that rainfall and then mostly cloudy as we go into the rest of the day. eventually we'll make it to sunshine. we won't be completely done with

all of this. usually when we get the colder air coming in on the back edge of these systems as they move out, we see a few spotty thunderstorms and that's exactly what the models are starting to depict here at about 11:00 it's moving into the santa cruz mountains with some brief, heavy rain, possibly some hail, rumbles of thunder that moves into the rest of the peninsula and it also moves into parts of the south bay. the east bay will be under that possibility of some thunderstorms but it looks like it's basically starting to clear for the north bay. additional rainfall will be very light and notice where it is for parts of the peninsula, south bay and east bay. another tenth of an inch of rainfall on top of what we've already had with all of this rain. what we need is a chance to dry out. it will be partly sunny. wednesday evening into early thursday there's another quick moving system. after that, that's it. we'll have sunshine in the

forecast and the weather system starting to drift further to the north. we are seeing our rain continues today, a few afternoon thunderstorms. we're sunny tomorrow and then on wednesday some quick moving showers that look to bring us some very light amounts of rainfall and it's really hard to believe we'll have several days of sunshine here, but we need that break and a chance to dry out. there's a lot of celebrations going on for the lunar new year this weekend and it looks perfect for that, just very chilly. don't expect much of a warm-up now that this rain is moving out. and, mike, you are seeing more complications from the rainfall and the run-off? >> yeah, exactly. rain eases up on our camera here in fremont. you still see the glowing lights and light traffic this is 880. the taillights traveling north from tesla heading up into mission boulevard and in that same stretch up toward dixon landing road just before you get to our camera lookingality two lanes, two right lanes.

a disabled vehicle was stuck there. a tow truck, i believe, pulled them out. they still can't clear the lanes. traveling north that's where there's slowing now. lighter traffic due to volume coming both directions 680 passing 84 and sunol. 84 through sunol and fremont, more complications. we talk about run-off, the reclosure as mill and some of the hillside came down. palomares, water is washing down into the creek. kari talked about alameda correct getting to flood stage the next hour that is a continued concern, rain slowing down perhaps but that water still running off downstream, down the hillside. over here through the altamont pass a number of spinouts reported earlier. no major injuries. you just saw the colors update on the map that continues throughout the morning. we take the weather data and translate it to the roadway conditions. still wet where it's green and a

lot of standing water, big puddles where it's blue. keep that in mind as you look at the map. a smooth flow of traffic continues for our typical spots. highway 37 not showing the slowing because of lighter traffic. but highway 37 over here is closed between atherton avenue and highway 101 in novato and it's a usual spot we have flooding reported. they had progress over the weekend pumping some of that water away. we're looking at changes because today is mlk day. i talked about lighter traffic flow, businesses and schools off but also changes. b.a.r.t. has saturday scheduled service and if the weather allows, which i think it will, we're looking at the routes for 30 and 35 altered between 10:00 and noon. back to you. >> thanks, mike. happening now sonoma county is opening two recovery support centers for those dealing with storm damage. the county is using $300,000 in emergency funding for the program. both will be located near guerneville and healdsburg.
