i'm marcus washington. >> and i'm laura garcia. a break is getting closer. today is another morning of advisories from flood watches to downed trees and live team coverage for you. kris sanchez is in the south bay monitoring some new evacuation warnings going out as mike is tracking the very slick road conditions. first, meteorologist kari hall's look at what we can expect today. you have a closer look at what we're going to get today with that rain. we are seeing the heavy rain we had earlier shifting off to the east with lingering showers in parts of the east bay and the south bay as we get a closer look at contra costa county. while we are seeing steady rain from concord on off to the east, some snow on mount diablo now. we're also seeing more widespread snow for mount hamilton all the way up to the livermore hills. and then for san jose the rain is about to let up here in the next few minutes. if you have a little bit of time to wait before you head out, you

may have better driving conditions on your way to work. but it was really pouring earlier this morning. that left a lot of standing water and puddles on the roadways, and now we're seeing a little bit of a break in the activity but we're not completely done with the system just yet. cold air is coming down and we'll have a chance of thunderstorms. the highest chance over parts of the peninsula, the south bay and east bay going into late morning as well as this afternoon. the north bay catches more of a break and we'll continue to see this activity tapering off as we get a little bit of a break from all of this rain and then one more chance of rain in our forecast. i'll talk more about that in a few minutes. mike, you have a lot of reports on the roads. over the course of the morning so far about 50 or 60 incidents we've been tracking. we're looking at rain related for this one north 880 an alert

called earlier by chp continuing because your right lanes are blocked north 880 approaching dixon landing road. counter to your normal commute, southbound. this is northbound and a lighter commute because it's a holiday for businesses and schools. the closure resumes for 84 and light traffic shows you those conditions are making things slower but not the volume. 84 is cut off through niles canyon. highway 37 and 13 have closures through novato. we'll talk about your alternate coming up. evacuation warning in effect for a large participate of southern santa clara county as the rain continues to push streams, even the lexington reservoir, to its brink. >> kris sanchez from the very latest in the south bay. what are conditions like there now? >> reporter: it's not raining right now but the roadway is

flooded. this is bloomfield avenue and we've seen a number of people doing what they're not supposed to, which is driving through the water flowing from one side of the roadway to the other side. and, of course, we know it doesn't take much water to float a small car. we've seen big vehicles making it through safely. some folks in the smaller cars are taking the risk as well. talking about two bodies of water overflowing today, bodies we don't general talk about, the uvas reservoir and pacheco pass. the areas that include highway 25 and 152 and south of bloomfield avenue where we are this morning all the way to the county line. if you are in the area and you need a place to go, san martin lions club is open as an emergency shelter. lexington reservoir, one of the biggest in the county, is expected to overflow today for

the first time in years. the water district doesn't expect flooding as a result and here is the reason why. the agency made room in los gatos at the vasona reservoir to capture the overflow, the reason for the dramatic spillover at the dam and it drew a lot of onlookers. >> we drove by and wanted to get a closer look. >> we were worried about the low water and now it's insane. i've never seen it like this before. >> reporter: we'll warn you if you take a walk because you want to check things out, make sure you keep a safe distance because that water is moving rather swiftly especially near the dam area. watch the kids and the pets if you're taking them out there today as well. bloomfield avenue is flooded. there are since up. folks are still trying to make it through. do be careful if you are heading

out. kris sanchez, "today in the bay." >> especially if you come up on standing water, turn around. thanks, kris. caltrans crews have new issues to deal with on the already closed section of highway 1 near big sur. the latest storm triggered a new slide south of san simeon an area near mill creek. the closure on highway 1 is expected to last at least several weeks due to multiple slides. as the storm hits we want to remind you our free nbc bay area app gives you access to our exclusive doppler radar. you can track any system headed your way and we'll send you alerts on damage or flooding. happening today america honors the reverend dr. martin luther king jr. and some bay area events are resuming for the first time in three years. hopefully most of this morning's storm clears out by the time the annual march in san francisco starts. now this is video from the last time it took place in 2020, two years of pandemic followed.

now today's march starts at san francisco caltrans depot at 11:00 a.m. and heads to a celebration. check out grace cathedral lit up to commemorate dr. king. he spoke there in 1965. that sermon will be delivered throughout the day at the cathedral. church leaders will help lead the march south of market street. and here are other bay area events honoring dr. king today. the african american museum and library in oakland holding a film festival showing five movies throughout the day. san jose nonprofit our city forest will celebrate dr. king with a tree planting event at watson park. >> snow piling up as well along

mount hamilton. the hillsides and roads covered in snow making the driving conditions very slick there. >> i know you've been talking about this, people may want to go up. not now. >> you may be ticketed and parking lots are closed. a look at storm ranger showing the snow college down in areas. once we get the sky clearing later this morning, yes, it is still coming down where it's snowing and that includes parts of the livermore hills as well and also mount diablo getting snow up to about 4,000 feet for a lot of our peaks and was also snowing at the summit. we'll start to see that wrapping

up as well. it was dumping down raining and then a lot has since moved off to the east and we're catching a break. we'll have some sunshine but still a chance of spotty showers as we go into late morning into the early afternoon. for the most part a chance to dry out. some of the thunderstorms that will be possible today will be coming into parts of the peninsula. storms as they wrap up like to wrap up with a bang. we may hear collapse of thunder and some brief heavy downpours and small hail before all is said and done later today. instead of a bang it's a splash in novato. we want to avoid you and the splash so they've closed off highway 37. flooded and closed. atherton avenue is your connector.

right now at 6:12 we are under a microclimate weather alert even though the rain is tapering off, a live look in san rafael. conditions have dried up here but slow it down. there may be puddles on your way to work. sunshine in the forecast although it will peek out from behind the clouds. what's ahead and what areas may see thunderstorms today. still more going on, a

little traffic going on at the bay bridge. not a major issue. look at all that water on the roadway getting here may be an additional problem. highway 24, more details on the number of lanes closed as you head through orinda. we, of course, have updates for 84, 92, other roadway flooding for the nimitz as well coming up. well, good morning. a very happy monday to you. it's not just any monday. it's dr. king's birthday. markets are closed for the holiday. positive close on friday. the nasdaq was up more than 4% just last week alone. a new "wall street journal" poll of economists show a majority of them do expect a recession in the near future, but, like other surveys, economists think it will be short and shallow. i think you'll hear short and shallow a lot. we've gotten a lot of good news lately, inflation is easing, people's wages aren't growing as fast. economists think that's good news even if you don't. maybe the fed won't need to be

as aggressive. all these ideas contributing to short and shallow. treasury secretary janet yellen late last week warned the u.s. would have to get creative with its bookkeeping to pay the bills. starting thursday unless congress raised the debt ceiling. that deadline is much, much sooner than we were expecting. the debt ceiling deals with money congress has already spent. to debate it is like debating with visa whether to pay your credit card. you don't have to pay your credit card bill. but visa will make your life miserable if you don't. every year we do this. new house leader kevin mccarthy says he wants democrats to agree to future spending cuts before he'll agree to raise the debt ceiling. this is a situation that is so analogous to a household budget. what janet yellen is proposing is, you know, if we have a cash advance from mastercard to pay

>> we're cheering all of this rainfall, too. take a look at our 24-hour storm totals where much of the bay area had at least an inch of rain. it was lighter for santa rosa and areas farther to the north. about an inch and a half rainfall totals and an inch and three-quarters in some spots. all that have draining down and we are awaiting the rise of the san lorenzo river at felton expected to crest within the next hour and it is expected to reach about 17.3 feet. and then also the alameda creek near niles expected to crest in the next hour as well and it is going to produce some moderate flooding so we've seen that ongoing as also our reservoirs have had a huge boost here recently. a lot of them at capacity or overflowing. and as we go into today we'll watch those water levels very closely, even just the lexington reservoir going back to december 1st it was at 33.3% of capacity.

today 100%. and we've seen it rise about 66.7% in the last 45 days and at last check it was less than a foot from spillover. so those increased flows will continue for the los gatos creek as we go into today. and for the sierra snowpack, also a huge boost from all of these storms right now statewide we're at 245% of normal. and if we extend it out to april 1st, if we don't get another snowflake, we'll still be at 117% of normal so we've had a lot of snow, and we're expecting another foot or two over the next several days and then a chance to enjoy the sunshine. as we get a look at what's happening here all of us driving in this morning had a lot of heavy rain. i mean, it was just dumping down. and still a lot of that rain is left on the roadways even though what we're seeing on storm ranger right now is starting to

tamer off. there's still some showers over parts of contra costa county. it's letting up for san ramon. it's just some light rain but it's still raining steadily over antioch and discovery bay. i would give it another 30 minutes before it lets up there as well. we are seeing it changing over to snow for our upper elevations coming down to about 3,000, 4,000 feet, and we're also seeing still some lingering showers over san jose down to morgan hill, but letting up in gilroy. so we're starting to see some of this widespread and heavy rain taper off for now, but we are not completely done. what's out there in the pacific is another round of energy that's going to push its way through with the colder air but we can see the atmospheric river, that long connection to the moisture over hawaii is now targeting southern california. so eventually we will start to see this letting up for us. it will be a cool day. we're only headed for the low to mid-50s for this afternoon and

we'll also have the potential of lingering thunderstorms for later today. but the areas that have the highest chance of seeing it will be south of san francisco over towards the south bay and look at the time line that's 3:00 to 4:00 this afternoon. some of these thunderstorms may produce rumbles of thunder, brief heavy rainfall, even hail as we go into later today. it doesn't look like north bay will be in the target for that more increased activity for the rest of today. so we could see another tenth of an inch for those areas and then we have another day to dry out. one more quick moving system that will be here late wednesday into thursday. after that we're in for a nice sunny, dry weekend. something we've all been hoping for. we'll have a chance to do all of the things we've been putting off for the past couple of weeks because of these storms moving through. so today and wednesday those are our rain chances and then after that you'll see those orange

balls in the sky. finally some sunshine. but don't expect it to warm up. look at how cold it will be. our mornings in the mid to upper 30s and highs in the mid-50s. so we're still keeping those winter jackets. and, mike, you are seeing still slick roads out there. i'm getting ready to shield my eyes, less soupy and less swampy because the blue is disappearing from our road weather index but we still have conditions out there that are tough and slippery, so we're watching broadway southbound highway 13, the scene of another road slip and some debris on the roadways. pete suratos will tell us more what's going on and why highway 13 continues to be closed there. highway 24, your commute direction, a lot of slowing. chp just told me they have three lanes blocked right now because of an earlier crash. a number of vehicles. this morning we're seeing instead of single car spinouts we see a number of vehicles and then two or three after that getting involved as well. i think folks are having trouble

over from all of that rain that moved through earlier, and we're seeing the rain continue for spots like antioch and discovery bay. it's tapering off for concord and getting a chance to dry out for dublin as well and then we move over towards san jose. the last little bit of it's pushing off to the east. and then as we go into the rest of today that cold air continues, and we'll see gusty winds and even the potential of some thunderstorms as some energy off the coast works its way into the bay area but notice that long line of clouds and that atmospheric river now farther to the south and still light rain in dublin. as we go into the next several hours finally the sun trying to peek out from behind those clouds and we'll be watching out for thunderstorms for parts of the peninsula as well as the south bay into the east bay for the afternoon. so we're going to talk about that more coming up. complications into fremont. we talked about two lanes

blocked at dixon landing road. there was a vehicle stuck in the standing water and that may still be the case. the vehicle got assistance. then farther north on 680 a slower drive as well. there's a crash northbound approaching mission boulevard and in the chp report someone did say they think there was a spinout that started the whole thing. again, loss of traction. both are opposite your main commute. your main commute southbound is not a factor because of light traffic, a holiday for many. not for crews. for 84, that reclosed there. outside the altamont pass mud, a little slide across the tracks so h train number 3 held up until the union pacific crews can clear that outside the altamont pass. flooding is a big concern this morning along with overnight stores taking down even more trees. all of this provides new hazards if you're planning to go anywhere this morning. >> "today in the bay's" pete suratos live for us in oakland.

and, pete, one direction of a major traffic artery there now completely closed. i can still see they're working behind you. >> reporter: yeah, good morning to you, marcus and laura. they are still working on highway south near broadway terrace avenue. a pretty busy area through the montclair area of oakland, caltrans crews are working on the landslide. we'll show you that video of what it looked like. talking about a landslide highway south reports of this downed tree coming down about 10:00 p.m. if you are familiar with these parts there's a lot of large trees along this highway so all these back-to-back storms, the moisture in the soil that's playing a factor when we're talking about the downed trees. hopefully they can clear this up. it is a holiday weekend, but we'll see how much impact when it comes to that. over to pittsburg where we're monitoring the flooding situation. this is along harbor street.

a pretty big deal over there. police were going door-to-door providing evacuation warnings for folks in that area. it did cause sinkhole damage to a local church. we spoke to a city engineer who had this to say. >> we believe from photos we've seen and the evaluation of the facility the top of the pipe has failed and soil from above has partially filled the storm drain line. >> reporter: the city of pittsburg saying a portion will be closed. we will continue to monitor that area. here in oakland no injuries to report so far, at least that we know of here, when it comes to the landslide. we'll provide any major updates on the situation as they come in. we're live in oakland, pete suratos for "today in the bay." >> a big problem along highway 13. thanks, pete. to new video of another tree causing problems in the south bay. it went down in sunnyvale around midnight along central expressway near fair oaks

avenue. it closed one lane of the expressway. you can see the tree trimmers closely there working to clear the roadway. we have reached out to see if those lanes will open back up and when. we're waiting to hear back from them. highway 37 in novato, a two-mile stretch closed between 101 and atherton avenue. crews first closed that area yesterday when water spilled over from nearby novato creek. teams have been using pumps to try to clear the roadway. so far not issuing a target time. >> the san lorenzo river in santa cruz county could start flooding. it's expected to go above flood stage. this video from yesterday showing that massive tree washing down the river. fortunately it moved through otherwise it would have created a serious logjam there. and a live look at the truckee bypass on highway 267

south of interstate 80. another morning with a lot of snow. chains still required on 80 between truckee and the state line. even for those big rigs, the roads are so slick. chp posting images of a big rig that ran off of interstate 80 near the state line. luckily the driver was okay. >> it looks like the windows to get up there still are pretty small. >> definitely not today. the snow is coming down so hard right now. i wanted to show you that live camera at palisades showing you the snow is weighing down the trees and still dumping down and will get heavier in the next several hours. it will take a while for crews to clear that up. a lot of moisture moving through the sacramento valley as it goes up in elevation and transitions over to snow and so over at least the next couple of hours it's going to be snowing very heavily there. for us we're starting to see the

activity tapering off. with cold air coming down we're getting snow on bay area peeks. the snowpack has been amazing to see. and right now statewide we're at 245% of our normal amount of snowfall for this date. and if you were to stretch it out to april 1st and we didn't get another snowflake, we would still be above normal for the season at 117% of normal. we do have more snow on the way. as we head throughout the week, there will be possibly another two feet in some areas especially in the lower elevations that really haven't seen it before because the temperatures are dropping, and if it's dropping there, it will be dropping for us as well. as we get a look at storm ranger now, we see that little bright spot there over to mount hamilton, that is snow on the mount hamilton area. some of our bay area peeks including the livermore hills.

those areas seeing snow. we'll be able to see that from a distance later today once it clears up. mike, you're seeing a crash jamming up 24. 24 typically has this direction. today a light commute because of the holiday where we observe service in honor of martin luther king jr. looking over to highway 24 through orinda is jammed up because three lanes are blocked as a result of a crash. reports in the log talk about spinouts possible. we're looking at where pete suratos reported highway 13 closed in the southbound direction for the first part. everything south of there, south of piedmont, looking all right. and northbound your commute okay to 24 and then to the maze. a disabled vehicle reported but not a problem as far as i can see on the camera. we do have highway 37 with that closure between atherton avenue and highway 101 and folks familiar with the area will know atherton avenue to get around that closure which continues

as we take a look at storm ranger finally the rain tapering off for much of the bay area, but colder air is coming in and that may give more energy to the potential of thunderstorms that could develop as we go into this afternoon. i'll show you the areas that are most likely to see thunderstorms in the next few hours and what else is ahead in our forecast. that's coming up in a few minutes. while this shot of the san mateo bridge cleared up since we started our show at 4:30 this morning, we have a tougher drive now cropping up over in the contra costa county.

redeem the soul of america. >> federal offices are closed today but the business of politics continue. republicans calling for the visitor logs to show who has visited mr. biden's home in wilmington, delaware. they found more confidential documents over the week, six pages. not a lot of documents but president biden spends a lot of time in delaware. he's been there 57 times since becoming president. boxes were found at former president trump's home as well, a place he visited 142 times and now lives there. both presidents now dealing with special prosecutors. the doj calls these special prosecutors special counsel. former trump deputy attorney rod rosenstein was on "meet the press." chuck todd asked him if the actions of one special counsel could influence the actions of the other special counsel.

the 11th storm moving through. watch our water levels rising, using the san lorenzo river expected to crest within the next few minutes. we're expecting it to reach 17.3 feet and then start to go down quickly. the alameda creek near niles is expected to also crest at about 7:00 this morning at 12.8 feet. we've seen these water levels running high and fast and today our reservoirs, a lot of them are at or over capacity. a lot of our south bay reservoirs, looking at even parts of the north bay, the marin waters at 100%, lake sonoma 67.7 and the lexington reservoir has had a significant increase here over the past 45

days rising 66.7% and just less than one foot from spillover which would increase those flows into the los gatos creek and date back to december 1st when it was at only 33% of capacity. so these numbers have gone up a lot here with all of these storms coming through and earlier this morning it was dumping down and still a lot of standing water left on the roadways and as you head out and so the rain is tapering off with some of the heavier downpours, but now we watch for the spotty showers that are going to be popping up later for this morning into the afternoon, but the good thing is in between we'll see the sun peeking out from behind the clouds and as we get a look at san jose right now we're at 46 degrees as we head to 10:00 or 11:00, you are going to start to see that sun coming out but still a chance of rain for today. we're not completely done and when we get cold air coming down

and still a little bit of moisture left it seems like the storms like to move out of here with a bang, so we can hear collapse of thunder, also brief, heavy downpours, and the highest chance of seeing that will be parts of the peninsula. the time line, at 2:30 in the afternoon. we're seeing it move over the santa cruz mountains and into the south bay. and then it looks like also for the north bay we're not seeing any rain chances there. it's mostly south of san francisco where we could see that popping up later this afternoon. and then we'll be done this evening. out ahead of that as we make it into the rest of the week, one more round of rain, and it's going to move through fairly quickly and then going into the weekend it looks nice and sunny as we see a shift in the storm track that takes it further to the north. so what we see between wednesday night and thursday for most of us looks like a quarter inch of rain or less. it's going to be a lot less for parts of the north bay and then

we see a lot of those sun icons, something we haven't seen in quite a while. full days of sunshine will be a welcome sight going into the weekend with lunar new year celebrations going on and all of those things we've had to put off the past few weeks because it's been raining but the temperatures are going to be cold. so keep the sweaters, boots, hat, scarves. mike, you're still seeing rain delays continuing? rain delays. 92 did reopen for service but it's one-way traffic control. that sinkhole is on the westbound side. causing more slowing. if you're north of san mateo or half moon bay, consider still your alternates to get around that and april void the closure or partial closure. the rest of the bay shows light traffic flowing north 880 to

dixon landing road. while the roadside, the hillside still blocks 84 down through niles with water actively coming through the area. this is a crash west 24 through orinda right around fish ranch road, a couple lanes blocked by the crash activity so that's slowing for the one portion of highway 24. you're clear getting into oakland and lafayette and walnut creek looking fine as well. now farther east from here through contra costa county still we're looking at marsh creek, byron highway getting a lot of flooding so more reports come in through the area east of discovery bay and brentwood and byron and that could be a complication for local traffic. you may have to reroute and watch for traffic control and listen to what they say. over here we do have a possible reroute, a probable reroute, i should say for the mlk march in san francisco, route 30 and 45 may have to be altered during that time between 10:00 and noon. back to you. >> busy out there. thank you, mike. 6:51 right now.

happening now, two recovery support centers for those dealing with storm damage. the county is using $300,000 in emergency funding for that program. both will be located near guerneville and healdsburg. people are asked to call 211 to be connecteded to help. the county estimates the storms caused more than $16 million in damage to that area. >> today is already a nice day for another dry spell. finally getting close to that, but today not so much. the latest storm triggering a whole lot of problems for us overnight including one direction of a busy highway shut down. next on "today in the bay" an update on the cleanup effort after an east bay landslide. >> reporter: a landslide not the problem here in southern santa clara county. we're talking about flooding. this roadway is flooded and because of the overfill of two bodies of water there are expanded evacuation warnings. i'll tell you where you need to be ready to get ou

"today in the bay's" kris sanchez joining us live in gilroy. so, kris, what do people need to know? >> reporter: so this is bloomfield avenue, and you can see behind me it is flooded, and we've seen a lot of folks trying to take the risk and cross the roadway, but we know that only two feet of water is enough to wash away a small car. evacuation warnings expanded because of the overflow of the uvas reservoir and pacheco pass basin and now the areas between highway 25 and 152 and south of bloomfield avenue to the county line. if you are in the area and up need a place to go, san martin lions club is open as an emergency shelter on murphy road. lexington reservoir, one of the largest in the county, is expected to overflow today for the first time in years. the water district doesn't expect flooding as a result, and

the reason is because the agency made room in vasona reservoir to capture lexington's overflow. don't attempt to cross standing water like that guy just did. it just takes two feet of water to wash away a small car, a truck or an suv. we know flooding is the issue here in santa clara county. pete suratos is covering a landslide up north. pete? >> reporter: yeah, kris, we're still monitoring the situation in oakland on 13 south near broadway terrace avenue. you still have that landslide there as crews are working to clear it up at some point this morning. but we're showing you some video of the downed tree. you can see there that was called in at around 10:00 p.m. and ever since last night has been blocking all lanes southbound so we have a lot of moisture in the soil from all of these storms probably playing a key role in seeing some of these trees come down. we are hearing there are no

injuries to report when it comes to this incident. we will provide any updates on when the roads are clear. we're live in oakland, pete suratos for "today in the bay." more video to show you that morning. another tree causing some issues in the south bay. in sunnyvale around midnight along central expressway near fair oaks avenue. it closed one lane of the expressway. you can see there the tree trimmers working to clear the roadway. we have reached out to public works to see if and when the lane may open again, but we're still waiting to hear back. all of the storms means snow is piling up along mount hamilton. new video to show you. this was taken about 2:00 this morning. the hillsides and roads covered with the snow. you really need to avoid that area. turn around if you're heading up there. they could ticket you. there's no parking up there at all. >> we'll be able to see it from a distance as the skies start to clear. even though this storm is wrapping up, we are still going to see the earth moving. that means we could still see
