nbc's raf sanchez has made his way to that scene this morning. good morning to you. >> reporter: good morning. it has been a scene of absolute chaos here over the last couple of hours. you can see behind me emergency crews are still working the scene and this building is actually a kindergarten. so at 8:20 local time just as parents were dropping their kids off at school that helicopter came crashing down in this direction, landing over there. we are learning onboard was one of the most senior members of the ukrainian government. this morning a helicopter crashed near kyiv killing at

least 14 people, including one child. >> a young guy. for ukraine, for his family, it's also children. >> reporter: saying 22 people were wounded and being treated at the hospital, including ten children. zelenskyy calling it a terrible tragedy, adding the pain is unspeakable. the helicopter crashed near a kindergarten in residential building. at least nine were onboard the aircraft and according to a top presidential official the other victims were locals bringing their children to school. a witness describing the scene saying, we were walking and heard a noise. it was such a noise. at that time there was a terrible flame, a helicopter was circling. the cause of the crash still remains unknown. zelenskyy instructing top authorities to find out the circumstances of what happened. also onboard the interior minister's deputy and the state secretary. the ukrainian prime minister calling it a great loss for the government team and the entire state. meanwhile, president zelenskyy is due to virtually address world leaders at the davos forum today. and called for more help to end the war, entering the 11th month

and showing few signs of slowing. and in just the last few minutes the state security service of ukraine says it has opened an investigation into what happened here. they are not ruling out any possibility from pilot error to some kind o malfunction onboard. so the possibility that this was a deliberate act to bring down this helicopter. >> raf sanchez, thank you. now to the cloud of controversy hanging over the white house. president biden facing more pressure and questions about those classified documents discovered at his former office and delaware home. nbc's chief white house correspondent kristen welker following this one for us. hey, kristen, good morning. >> reporter: good morning to you. biden officials have consistently suggested they are not saying much because they are limited in what can be responsibly disclosed given that special counsel investigation. but a law enforcement official telling nbc news the justice department has not asked the white house not to speak about the facts of the case.

all of it is adding to the growing firestorm here at the white house. president biden ignoring questions for a fifth straight day about the issue looming large over his presidency. the investigation into his handling of classified material. >> will you commit to -- >> reporter: but this morning there is new fallout "the wall street journal" reporting the justice department considered having fbi agents monitor a search by the president's lawyers for classified documents at his delaware homes, but the journal citing people familiar with the matter says the department decided against it, both to avoid complicating the investigation and because mr. biden's lawyers were cooperating. nbc news has not independently confirmed the report and so far there has been no comment from the doj. it comes as the white house has come under growing criticism for the tight-lipped response, failing to answer key questions like why they did not publicly disclose the first batch of classified documents which were

found in november at the president's washington think tank right before the midterm elections until more than two months later the white house insisting it's trying to be as transparent as possible while respecting the investigation, but a law enforcement official telling nbc news that the justice department has not told the white house to refrain from talking about the underlying facts of the investigation. in an effort to go on offense, the white house accusing republicans of faking outrage. >> why shouldn't americans are outraged about classified documents found in a garage? >> look, i think i have been very clear about this. we have answered questions on this at this podium. he said that he was surprised and he said he takes classified information and documents very, very seriously. >> reporter: for their part, republicans vowing to ramp up their investigation. >> we, obviously, want to know what level of documents that the president had in storage all around we want to know if there are

more documents we want to know who had access to those documents. >> reporter: meanwhile, congress facing a key deadline. the debt ceiling has to be raised by tomorrow what are you hearing about how this will unfold >> reporter: an explainer on the debt limit think of it like a credit card bill and you have to pay for what you already racked up washington could be heading for a real showdown, savannah. republicans looking at spending cuts on things like health care and education before they agree to raise the debt limit. look, the white house, democrats saying that's a non-starter. they say they are not up for negotiations on this issue now, the treasury secretary said her department will have it use extraordinary measures to keep paying the nation's bills if an agreement is not reached by tomorrow that's where that deadline comes in making the next deadline, early june that's when experts say there so be serious damage to the economy ranging from delays in social security checks, potentially even a stock market crash.

came to something far worse in new mexico where a republican candidate who lost his race is now accused of orchestrating a plot to shoot at the houses of four democratic officials. this new ring video showing what one of those officials believes is suspect solomon pena at her former home looking for her. >> i'm solomon pena. >> reporter: weeks before the attacks began pena tracked down and confronted some of those democrats at their houses, angry about his election loss. >> i felt really worried about him because he seemed erratic. he was spreading mistruths about the election. >> reporter: at another official's home a bullet landed in her daughter's bedroom wall, so close it sprayed sheetrock dust on to the face of the sleeping 10-year-old according to arrest documents. >> walked into my daughter's room, next to mine, and saw more bullet holes that were going through her room. >> reporter: state speaker javier martinez was also targeted.

>> my family came here from mexico, a place where politics and journalism can get you killed and the fact that this happened not only in our country but that it happened in our own backyard is terribly disappointing. >> reporter: pena, the alleged ringleader, police say, paid four men to target the homes of four state and local democratic officials in december. arrest documents show a confidential witness told police pena wanted the shootings to be more aggressive and to aim lower, shooting earlier in the evening so those inside with more likely not be laying down pena is a donald trump supporter and election denier who was defeated in a landslide in his race for the statehouse in november, apparently adamant there was fraud. but new mexico's secretary of state's office tells nbc news none of his allegations are true and that the state's election was run with accuracy and integrity. >> it should never be terrifying for an elected official to be an elected official, but yet we are seeing more of this across the

the district in the past 18 months. >> what will it take i pray it is not a fourth shooting. >> reporter: many teachers blaming the incident on a district culture they say avoids holding students accountable for bad behavior, emboldening them to be disrespectful and disruptive without consequences. >> ask any teacher why discipline incidents declined and i have a feeling the response is the same infraction numbers are down because incidents are not always officially reported >> reporter: several teachers claiming school suspensions are discouraged because they reflect poorly on attendance records and that can impact a school's accreditation. the district did not respond to public comments from the meeting but promised metal detectors will be installed in every school they are also considering clear backpacks and added security the changes not enough for grandmother vonda pendleton. do you feel nervous about sending your grandson? >> of course.

water trucks would come, they would fill up and head down the road to the community about ten miles away and they would deliver that to about 100 or so homes there. but now because of this historic drought, right now we are in the city of scottsdale, and they say that this water can only be used within scottsdale city limits. rio verde foothills, 20 miles outside of scottsdale, is in crisis. >> i can't believe that a group of people would look at their neighbors and say we're going to slowly kill off your community. >> reporter: as of january 1, scottsdale, the city that sold water to the unincorporated community, turned off the spigot. >> they should manage their own destiny with their own water. right now they are trucking water, burning diesel, which we do not support. >> reporter: the scottsdale mayor says the city has been warning residents of this possibility for years and as part of the drought management plan scottsdale has no obligation to provide water to

the residence and reserves the right to serve only citizens. for now scottsdale declining to process water from other sources, creating a dire situation. >> did you get your homework down? >> reporter: for cody and shea and their four kids bought their dream home in rio verde in 2021. >> this is the lifeblood of the family? >> of the whole community. >> reporter: they wash hands with cold water, wash dishes every four days instead of daily and head to his parent's house for laundry. residents filing a lawsuit against the city of scottsdale. the city declined our request for comment, but experts say this can happen when purchasing off the grid land not hooked up to water utilities. is this a cautionary tale? >> as absolutely a cautionary tale. you know, it isn't feasible to provide water to every single place in arizona where someone

now charged with murder in the case. nbc's kristen dahlgren has details. >> reporter: good morning. the district attorney saying that in the next few hours we could learn a lot more about what happened to the mother of three and why police believe her husband is a killer. brian walshe is expected back in a massachusetts court this morning to face a murder charge. >> continued investigation allowed police to obtain an arrest warrant charging brian walshe with the murder. >> reporter: announcing the charge tuesday without detailing the evidence that led to it. walsh is already in custody, pleading not guilty last week to misleading police in their search for his missing wife ana. a police search of the trash, including a dumpster outside his mother's condo uncovered a hacksaw, bloody towels and other

items consistent with what he allegedly purchased at a local home depot. >> he is on surveillance at that time, purchasing $450 worth of cleaning supplies. that would include mops, bucket, tops. >> reporter: investigators say they found blood and a knife in the basement of the home. brian walshe's internet history also reportedly including searches related to murder on his son's ipad. ana walshe, the mother of three, last seen new year's day when she allegedly left for her job in washington, d.c. she wasn't reported missing until her employer called authorities on january 4th. in 2014, before they were married, according to a d.c. police report, ana said brian threatened to kill her and a friend over the phone. the case ultimately closed because she stopped cooperating with authorities. >> we've always, of course, had the hope that ana might be alive. but with overwhelming evidence and with this new charge, murder charge against brian, you know, the hope is pretty much extinguished. >> reporter: ana's disappearance stunning the town of cohasset as those who knew her search for
