meteorologist, kari hall, is tracking our forecast today, and i believe there's no rain. >> no rain because it happened earlier this morning. the roads may still be wet as you are heading out for work especially early this morning. it's going to be cool. right now in palo alto, 46 degrees. we will drop another couple degrees as the front moves through. sunshine as our temperatures reach into the low 50s. yes, it's only going to reach 53 degrees. it's going to be cool today as well as the next several days. no significant warm-up. look at our morning temperatures for tomorrow. we are going to have very cold air, even freezing temperatures settling in, especially for a lot of our interior valleys. we will talk more about that in the forecast, and that's coming up in a few minutes. >> thank you, kari. breaking news overnight, a police chase ends in a rollover crash in san francisco. take a look at the brand new video into our news room of the aftermath. this happened on garden side drive in the twin peaks area. the suspect is wanted for dui

and possible burglaries. police tell our photographer at the scene the suspect led them through the city before midnight before driving off a hillside and landing on a parked car. the suspect was taken to the hospital and their condition is unknown, and no officers were injured. and president biden will visit some of the most battered communities along the central coast. we have a live look at the capitola village, one of the places the president will visit today. the goal of the trip is to survey the disaster responses and see if more assistance is needed. we will bring you all the live coverage all morning long here on "today in the bay," and throughout the president's visit. our kris sanchez is in santa cruz county and will bring us a live report coming up at 5:30

this morning. we will stream everything on roku, fire tv, apple tv and online. an overnight vote to potentially bring thousands of homes to the region, and here are more details moving home buyers. >> it could be use for home buyers as we could see potentially more housing options in the city of berkeley over the next several years. this housing plan is calling for 9,000 units to be built in the city by 2031. as you mentioned, berkeley city council had to go over the plan that has been in the works for quite sometime. they took an overnight vote on it. there are critics of the plan that said the plan did not equally distribute where it

would be built. a lot of the developments in the city are in downtown, if you are driving along shaddic, you will see a lot of the housing developments there. this plan doesn't have specific projects, but a vision of housing over the next several years. california cities were required to come up with the housing plans by the end of the month, giving what the outlook would look like over the next several of years. california's housing crisis is the focus of our streaming series, overpriced, overwhelmed, over it. our investigative team found answers to fix the housing problems. you can watch that series on nbcbayarea.com or on roku, amazon fire tv or apple tv. now to a look at the state capitol in sacramento. california's $22.5 billion

deficit could soon triple. that's a warning from the state financial officials. they say the short fall could grow to more than $60 billion. if a recession hits, the newsom administration said it does not plan to tap into the state's reserves which hold $68 billion. this conversation is happening as the federal government is reaching its cap on how much money it can borrow to meet its financial obligations. scott mcgrew will talk about what that means for all of us. and then the san francisco african american reparations advisory committee submitted a draft proposal, and it recommends a one-time payment of $5 million to every eligible resident. there are conditions to qualify,

one being a descendant of slaves. >> when you consider the atrocities of slavery and its descendants, it may be complex but we're a really smart country. >> this is just a draft of a draft. the committee will submit its final proposal in june. crews are searching for british actor julian sands that went missing after a hike in southern california. he has been missing for five days now. crews had to pause their search on saturday because of the trail conditions and the risk of the possibility of a avalanche. the sheriff's department has warned people to avoid that area

because of treacherous conditions. last month the crews made 14 rescue missions in that same area. we are learning today if the santa fe district attorney office will file charges in the "rust" shooting. the director and bay area native, joel souza was also injured. alec baldwin said he did not pull the trigger. the production has been charged by state safety officials for safety violations. and then yesterday morning ace canceled all service after a second landslide and stranded about 200 passengers.

three people were injured yesterday when the train came to a sudden stop. ace plans to resume regular service on monday. 5:07 on your thursday morning. look at that. a live look outside overlooking san josé. everything is washed off once again. kari has our forecast. >> yeah, about a quarter inch of rain overnight, and now we are seeing the cold air settle in behind that front that moved through yesterday evening. it's 43 in oakland. we have to wear the layers, because we have a mild start for some but our temperatures don't warm up much from where we are right now. in santa rosa, 35 degrees. our temperatures will be in the mid to upper 30s through 8:00, and then with the sunshine it starts to make it feel a lot better, so make sure you have the sunglasses, too. we are only going to see a high of 53 in concord, and 55 in oakland as well as san mateo.

we are going to see more temperatures like this over the next few days, so at least we have the sun. we will talk more about the drier weather in our forecast and what is ahead. more on that coming up in a few minutes. mike, where are gas prices lower? >> we will start in the south bay with campbell, north star gas on campbell avenue at the top of our chart here. and then american canyon road, the safeway there. and then make sure you keep reporting the prices via gas buddy. we are looking towards our speed sensors where we had slowing reported on the sensors, looking better. northbound 101 jammed up north of 680. there's no scheduled work there, and i checked the grid and i

rest of the week, coming up. happy thursday to you. netflix reports profits after the bell today. we may hear more ways about the company trying to maximize its money by cracking down on passwords. southwest will authorize a union, and there's no strike just an authorization to strike if needed. the data covers november 1st to december 31st, so that's all the holiday shopping and holiday shopping was weaker. we still spent more than years past, but economists figure a lot of that is inflation. amazon laying off more employees, as many as 8,000. it's getting rid of a system called smile where amazon would donate a portion of the money

made. if amazon is ramping back on charity donations, it seems like the company would be pinching pennies. to be clear, amazon does still donate to charity as a company. the tesla shareholder lawsuit continues in san francisco federal court. yesterday was opening arguments. our sketch artist, including the tweet that got elon musk and tesla yanked into the suit in the first place. it meant anybody that sold their stock would make more money than the stock was currently worth. the judge in the case already ruled the tweet was false and now the question is what to do about it. it's day x, the day the u.s. government started moving money around so it could pay its bills on-time. janet yellen is in charge of

>> getting ready for valentine's day, right? >> i love you. and it's perfect date weather because it's cold enough to want to cuddle up as we are heading into the next several days. it will be chilly out there now that the rain is moving out, we are going to see our sky gradually clearing late morning. when all of the storms are going on, we wanted to see what was next. this is actually that atmospheric river. you can see how weak and disconnected it is now that it pushed further to the south. we have the cold front that is sweeping through this morning and the clouds are still well to the north of us, but it's going to stay dry for us into at least the next week or so. as far as temperatures, it's starting to get colder now that we are getting that cold air coming in behind that rain that moved through last night. in napa right now, it's 38 degrees. it's 40 in concord. 43 in livermore. we will have very chilly temperatures over the next few

days. in fact, as you are heading out in martinez, 41 degrees and clear. we will see our temperatures very slowly warming up. once again, that sunshine is going to be the main headline here. you can see in the 7-day forecast at the bottom of the screen, there's not going to be much of a change in our temperatures going throughout much of next week. we are only headed up to 53 today in san josé as well as gilroy and morgan hill. for the east bay, martinez as well as pleasanton, 53 degrees. low 50s to mid-50s for the peninsula and san francisco. in ukiah today, 53. santa rosa will see a high of 57. we are watching out for coastal flooding due to the king tide, and that gravitational pull makes waves come further inland so we see the extremely high and extremely low tides that cause coastal flooding, and it will be

later each morning, but then we are also going to have very chilly temperatures at the same time. only 41 degrees in san francisco. as we look ahead to see what else is coming our way, a couple cold fronts but they dry out before they get here. we are also going to see the dry weather and sunshine continuing in the forecast, and slightly mild with our temperatures going from mid-50s to upper 50s in the next few days. our morning temperatures freezing at least throughout the weekend. mike, you are still seeing slowing in san josé? >> yeah, i can't figure out why, kari. now it's slowing on the approach to the interchange, and it's all right there and slowing just past oakland road. the sensors change a bit, and there's nothing on the caltrans grid and nothing on chp's dispatch list, so we are trying to figure out what is going on.

i am marcus washington. >> i am laura garcia. let's start with a look of the forecast this thursday morning. meteorologist, kari hall, is tracking what we can expect. >> it starts out wet for some because the rain just moved through recently, but as far as any additional rainfall, we are all done and headed into an extended period of dry weather. we can see showers just to the south and moving off towards the east as well. as our temperatures continue to dip behind that cold front, this is what we can expect, cold mornings and sunny but chilly afternoons. as we zoom in the south bay we are going to only reach 53 degrees today. for the east bay we are reaching into the lower 50s, so once again, we are going to settle into this pattern. we will talk about the weekend coming up. mike, the slowing is not where you might expect it for the drive. >> no, some people might suspect they will be slowing on the bay bridge about now, but look at the beautiful view, it's clear

and cold. we are looking at a nice drive at the toll plaza and even down the east shore freeway. the usual suspects not slow right now. the restriction for 92 will continue to remind you of the issues from the earlier storms. of course it's right here we have been tracking for the last 20 minutes. north 101 still very slow approaching story road and passing about berryessa. president biden will see some of our storm damage for himself in a few hours, and he will tour where damages to infrastructure alone was more than $100 million. >> and kris sanchez joins us from capitola with more on what should be expected. what is going on? >> reporter: if the president is looking to see storm damage in our region, capitola wharf would be a good place to start.

plans are not public yet, but we know the wharf has been decimated and not likely to be back to business within a year. the damage here up close, and you can see it for yourself. santa cruz county leaders estimate that infrastructure damage alone is more than $100 million, and that doesn't include homes and businesses. in monterey county there's $30 million in storm damage and $40 million in damage to the agriculture industry, and that could impact consumer prices for food. in both counties the storm damage left a lot of people out of work. >> we just got the news from the city last night that we're looking at more than a year before we're rebuilt and operationalable again. it's going to be a long journey. >> we are a major supplier to everybody's dinner table across the country in many nations

of misdemeanor battery. many are divided over the district attorney's decision. homeless advocates think the charges should have come sooner while legal advocates say it's too much. >> the business owner admitted he was wrong, and i don't see the point even though there may have technically been a crime, what are we accomplishing by prosecuting in the case. >> in a statement, vandalism at the gallery is also completely unacceptable and must stop. two wrongs don't make a right. a new billboard campaign in berkeley was vandalized last night. we have video of the billboard. somebody spray-painted free palestine. last month student groups at the law school voted to ban pro

israel speakers on campus. it was to protect the palestinian students on campus, and some are calling that move anti-semitic. and then the president will have to take extraordinary measures to keep the finances afloat. >> it could impact us all. >> yeah, we don't know what the government is going to have to do, but we know it's moving money around the same way a family could take one account to another, to stay away from the bill collectors. janet yellen warned the u.s. would have to take those measures to avoid crash into the debt ceiling, a limit on how much the u.s. can borrow to pay for things it already decided to spend money on, things like social security and paychecks for the u.s. military. if congress does not raise the debt ceiling, america won't pay

its bills. that situation could come as soon as june. we don't know what that would look like because it never happened before, but those things are paychecks -- things like paychecks, and even social security checks. this issue is so important, presidents of both parties have asked congress, please don't use the debt ceiling as a negotiating employ. here's president trump in 2019 saying to democrats, do not risk the faith and credit in america to try and get something you want. >> when they start talking about using the debt ceiling as a wedge to negotiate or things they want, they have told me very strongly they would never use that. that's a very, very sacred thing in our country, that ceiling. we can never play with it. >> a sacred thing. the shoe is now on the other foot, and the biden white house is saying let's not negotiate

but let's just raise that ceiling and avoid default, but some on the other side do seek to have an opportunity on spending. >> yes, we should have a balanced budget. many people think so. that's a legitimate argument, but let's not discuss that when we are trying to discuss whether or not to put the pin back in the grenade. >> there are few leverage points where congress is forced to reckon with the unsustainable fiscal policy we have right now as a country, so the debt limit often gets used as that focal point. that's not a good place for the debt limit to be in, but it explains why some of the policymakers need to use it in that way. what we need to have is policymakers from both sides come to the table and discuss our revenue and spending levels

and how we should move forward in a compromised fashion. we have not gotten that in the past decade, and it's yet to be seen if we will get it over the coming months, but that would be the constructive way to move forward. >> how is this different than a government shutdown? you close the national parks for a couple days. when we don't pass a budget, the government loses its legal authority to distribute money it already has. the money is still there, they just can't give it to things. that's one of the reasons air traffic control still runs, right? the nonemergency stuff might shutdown. when we don't pass a debt ceiling, which we have not passed, the government can no longer legally borrow any money. when it runs out it runs out. then it can't pay its obligations. we were talking about how obligations sound so lofty.

so much going on in the bay area, and there's a lot of cleanup events as well. maybe you want to participate with that especially on saturday. we're starting out with temperatures in the low 40s and headed for the mid-50s and upper 50s on sunday. take a look at the temperatures here. if you thought 20 was cold, the morning temperatures over the next few days will dip to 5 degrees. it's going to be frigid there and our highs stay below freezing for many days. if you want to enjoy the green hills and all that has been revived because of the rain, under the sunshine napa valley will be a great place to go this weekend. if your weekend plans take you to l.a., we have sunshine in the forecast and high temperatures in the low 60s there. of course, this weekend we have got the 49ers game happening at levi stadium. it's going to be nice, sunny, but cool. we are only going to be in the upper 50s but there's a light wind and no threat of rain this

weekend. mike, you are starting to see slowing in san josé. >> yeah, we have been following this. i was thinking maybe there's an incident going on, and there's nothing on caltrans or chp on northbound 101. it's possible this is a change in the pattern or at least maybe for this week after folks return after weeks of rain. we saw a heavy commute throughout 7:30 to the 9:30 and 10:00 hour, especially in the south bay, and so that may be the factor. i hope there are no incidents we have to worry about. we will see it smooth out over the next 20 minutes. we will track that through silicon valley. meanwhile, the rest of the bay shows a nice and easy drive. we have the restriction because of the sinkhole here, and then the landslide keeps ace train from running until next monday. no service today or tomorrow. bart will take you out of

welcome back to "today in the bay." in today's climate in crisis, nasa and noaa just released their global temperature analysis and found the temperature on the service in 2022 was tied with 2015 as the fifth warmest. and temperatures in 2022 were 1.6 degrees farenheit above the average. the past nine years have been the warmest since modern record keeping began in 1880. this means the earth in 2022 was about two degrees farenheit warmer than the late 19th century average.
