plus, a new push to help more people make it in the bay. we're in berkeley with a light-night decision to help with the housing crunch. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. we made it to thursday morning. thanks so much for starting your day with us. i am laura garcia. >> i am marcus washington. we want to start with more breaking news this morning. california's drought, kari, you just got the weekly update. >> we had 12 storms over the course of just three weeks, and so now that the last one is moving on out, let's see how the drought is doing. we just got this out a little while ago, and we are looking back at two weeks ago when there was so much red here, and that means extreme drought. we saw that all across the west. last week's update, when we got

that one, it took out most of the red, and it improved our drought to severe. this morning with the new update that just came out, we are seeing even more improvement. let me show you what it looks like now. we are seeing even more of that orange area breaking up for california, especially near the bay area where a lot of the atmospheric river was targeting our area. as we zoom in, now we are still under a moderate drought. all of this rain is not going to completely take away our problems, but we have seen some major improvements, so it's very encouraging to see this. it would be nice to get additional rainfall, but we want to space it out more to give us time to recover and, of course, we are still monitoring our reservoir, some of the larger ones across the state. we will talk more about what is ahead in our forecast as we get a chance to relax just a little bit from all of that rain. we'll talk more about our forecast coming up in a few minutes. >> thanks, kari.

there's more breaking news for you this morning. that police chase ending in a car plunging off of a hillside in san francisco. this is new video of the aftermath, and you can see right there, that car ended on its side on top of a parked guard on garden side drive and twin peaks. according to the photographer there, that chase wound through the city and a little before midnight is when it all happened. that suspect was taken to the hospital and their condition is unknown right now. police say that suspect was already wanted for dui and possible burglary charges. in just a few hours president biden is touring storm-battered communities along the central coast. you know how much damage was done. we have a live look at the capitola village in santa cruz county. that's one of the places hit the very hardest that the president will visit today. the goal of the trip is to survey the disaster response and

see what more federal support is needed there. counties in the area is facing steep repair bills. people there are hoping to get quick fema assistance to get farms back in order. we will bring you more on "today in the bay" and throughout his visit. kris sanchez is live there and will join us with a live report at 6:30. we will stream everything on roku, amazon fire, apple tv and online. and ace train riders will have to look for other options this week. the agency cancelled all service because of the landslide that stranded about 200 passengers. three people were injured yesterday when the train came to a sudden stop. ace plans to resume service on

monday. more help could be on the way for people trying to make it in the east bay. this follows an overnight vote of potentially bringing thousands of homes in the region. pete suratos, i know you have details that are moving a lot of buyers forward. >> reporter: yeah, part of the berkeley housing plan, they could add up to 9,000 units, and in berkeley the city council, they took a vote on the plan to add 9,000 units by 2031. it's just a vision of how it would look. critics didn't like it was spread out where the building would take place. as i mentioned, other cities

around the bay area, they are required by the state to come up with the housing plans to show how housing would look in other cities through 2031. i want to show you some of the numbers. in san francisco, the requirement by the state is to add 82,000 units. of course, there's a lot of back and forth on that because we are talking about a large number of housing units. and then oakland, more than 26,000. san josé, you have a large number there at 62,000. the cities must finalize these plans in a matter of weeks for the state, and it needs final approval by the state. we're live in berkeley, pete suratos, for "today in the bay." >> thank you. california's housing crisis is the focus of our streaming service, overpriced, overwhelmed and over it. you can watch that series on nbcbayarea.com or on roku, amazon fire tv or apple tv. crews are searching for a british actor that went missing

after a hike on southern california's mount baldy. the sheriff's department said the 65-year-old known for his role in "room with a view" has been missing for days. currently crews are scanning the area with helicopters and drones. the sheriff's department warned people to avoid the area because of the treacherous conditions. in the last month, crews have made 14 rescue missions in the same area. we are expected to learn today if the district attorney's office will file charges in the "rust" shooting. the bullet struck halyna hutchins, killing her. and joel souza was also injured. baldwin, who was also a producer on the film, maintains he did not pull the trigger.

he says the assistant director said it was cold. the south bay overlooking downtown san josé, and it's dry -- a dry forecast. at least for now, kari. >> yeah, earlier this morning we had rain that rolled through, and now it's pushing to the south. that was the end of it. now we will gradually see the sky clearing, and also as the sky clears, that cold front pushes to the south. the cold air is being pulled in and we are down to 35 degrees in santa rosa. it's 38 in concord, and 41 in dublin. make sure you are wearing the extra layers and keeping them on throughout the day. your commute in oakland, it's 43 degrees right now. we will have another chilly morning. going into today, at least it will be sunny so we will head for the low 50s there.

that's the end of it, only reaching 53 degrees in dublin and livermore. in santa rosa today, 57 degrees. more temperatures like this in the forecast. we will even talk about where it could be freezing. that's coming up in a few minutes. mike, heading out the door, you want to stop where there is lower gas prices, so where should we go? >> the south bay today, campbell's best price is 3.86. and then the north bay, cheapest in napa county, american canyon, 3.65. alameda county, the eastbound, dublin, the exxon there 3.39. that's reported by folks through gas buddy. check it out. let's move to the drive. we saw slowing on eastbound 101. in the last five minutes we have seen it really recover.

good thursday morning. it's 6:12 as we check out the north bay looking at san rafael. the morning drive is so much better than what we had in the past few weeks. although we had rain in the overnight hours, it's clearing up and temperatures are chilly. we are in the low 40s and headed for the low 50s for today. we will talk about the weekend and what is ahead coming up in a few minutes. the flashing lights there, i think that's an incident. we may have a big rig and a number of other vehicles involved in a crash. we're getting more details as they come in. we will try and move that camera

and get a better view for you. we will show you the sensors, of course, as they slow. stocks were whacked after we got the latest data on retail sales. southwest will authorize the union to call a strike. just to be clear, no strike yet. netflix records profits after the bell. amazon laying off more employees, as much as 18,000. and also getting rid of the program smile. it's worth mentioning, because if amazon is cutting back on charity donations, that looks like the company is pinching pennies. to be clear, amazon still donates to charity, billions, as a company. there's news of all the layoffs, like amazon and microsoft, and most of the data that crosses

our desk about jobs continues to be really strong. first time jobless claims, the number of people showing up to the unemployment office the first time this week fell again. speaking generally, people who are getting laid off are finding new jobs very, very quickly. the tesla shareholder lawsuit continues in san francisco federal court. yesterday was opening arguments. the sketch artist included the tweet that got musk into court in the first place. the judge in the case already ruled that tweet was false. now the question before the court is what to do about it. today is the day, it's day x, as economists call it, it's the day the u.s. government has to start moving money around so it could pay its bills on time. janet yellen is in charge of

we are getting a mix of both. the rain is moving on out, and now very chilly temperatures so we need to bundle up. let me show you what is happening here. during all the storms, we were zooming out to see the extra storms in the pacific lining up, and this is the last of it. this was the atmospheric river. you see how disjointed and weak it is. it has fallen apart as it moves to the south. king tides are back because of the alignment of the sun, moon and earth creating the gravitational pull, and that will make the waves higher and we will see low tides during the afternoon. the king tide starts along the coastline with a coastal flood

advisory in effect at 8:28. we will see the king tides getting larger over the next several days. the temperatures are chilly out there. 51 in danville today as well as antioch. for the coastline, we're up to about 54 in daly city and half moon bay. and 54 in the mission district. mill valley reaching 54. also 54 in sonoma. tomorrow morning's temperatures, colder than today. in fact, we could have -- we do already have a freeze warning that has been issued for a lot of the inland areas. just a heads up that you need to protect people, plants and also those pets. we are going to continue into a dry weather pattern into the weekend as well as next week. finally, all of the water can soak in and we can enjoy the sunshine. temperatures reach into the mid and upper 50s. it's going to be cold over the next few days, and there's no warm-up in sight, at least not in the near term.

mike, you had a crash reported near the dublin interchange. >> yeah, i asked our producer to make it breaking news. it came in the last few seconds. chp has not issued an alert, but we have reports that it's west 580, and you see the traffic jamming up here west approaching the dublin interchange, your commute direction, a big rig and six other vehicles might be involved in the crash. hopefully they will start to clear the vehicles and lanes, but right now it appears all left lanes are blocked and only the right lane is open, and it will have all the folks moving over to get to the off-ramp to get off the dublin interchange. you see the backup building through the area. bart is a great option. ace train is not a great option because ace train continues not to run this morning, and 84 still blocked as well. a mudslide is blocking the road and tracks there.

a look at the forecast today. we are up early this morning and heading ahead of the raindrops, and it's moving out, kari. >> yeah, now we are done with the rain. it's pushing to the south and east here. most of us got 0.1, a quarter inch of rain, and now the cold air is settling in. it's 44 in san josé, and we will see our temperatures about the same until 8:00. essentially it will warm up, but it just happens so slowly, and we only make it up to 53 degrees today. we will see some of the high temperatures only reaching 50 in the tri-valley. upper 50s for parts of the north bay. this is the kind of weather we will have to get used to. it's going to be chilly but also sunny. we will talk about the weekend and some things going on. mike, you have been tracking breaking news. yeah, the dublin interchange. look at the shot, folks. you can see all the lights stacked up and they are not moving. only one of the lanes is open,

and only one right lane open. what we hear is a big rig and possibly six other vehicles, and there's possibly a car fire, and i don't see smoke in the shot. you can use dublin boulevard north to the freeway, and stone ridge coming through pleasanton, and it will be slower because of the signaling there. your commute direction at the dublin interchange in addition to the fact ace train is not running in this area because of the landslide on the road and rail through niles. >> thanks, mike. in a few hours president biden will see some of the storm damage for himself. he will tour santa cruz county where the damage is. >> kris sanchez joins us from capitola this morning with more on what is expected. we have all seen the damage there, and now the president can

firsthand. >> reporter: seeing the damage firsthand is something remarkable. if he wants to see damage, the capitola wharf would be a good place to start. it was nearly wiped out by storms and waves and it's not expected to be back to normal business operation for about a year. one of the businesses here on the wharf gave us drone video to see the damage up close. the city leaders estimated the infrastructure alone is more than $100 million, and that doesn't include damage to homes and businesses. there's $30 million in storm damage, plus $40 million of damage to the agriculture culture, and that could impact prices for food. it left a lot of people out of work. >> we just got the news from the

amazon fire tv, apple tv and online at nbcbayarea.com. we want to take a look live at the state capitol. the $22.5 billion deficit could soon triple, and the shortfall could grow to more than $60 billion if a recession hits. and the newsom administration says it does not plan to tap into the state's savings. scott mcgrew joins us now. we don't know what extraordinary measures would be at this point for the debt ceiling, but it

will affect us. >> yeah, we don't know what it's going to involve other than the government will have to move money around the same way a family might take money from one account to put it in another to avoid bill collectors. janet yellen warned the u.s. would have to take these measures in order to avoid crash into the debt ceiling, and that's the limit the u.s. needs to pay for things they already spent. if congress does not raise the debt ceiling, america will not pay its bills starting in june. not paying the bills would be things like paychecks, social security checks. this is so important.

presidents of both parties have asked congress, please don't use the debt ceiling as a negotiating ploy. here's president trump in 2019 saying to democrats, do not risk the faith and credit in america to get something you want. >> when they start talking about something like the debt ceiling for things they want, and they told me very strongly, they would never use that. that's a very sacred thing in our country, the debt ceiling. we can never play with it. >> the shoe is on the other foot. the biden white house is saying, let's not negotiate. let's just raise that debt ceiling and avoid default. some on the other side are seeing the opportunity to extract promises on things like a balanced budget, lower taxes and spending. i spoke with the director of economic policy at washington's bipartisan policy center. >> yes, we should have a

balanced budget and that's a legitimate argument, but let's not discuss that while we are discussing putting the pin back into the grenade. >> congress is forced to reckon with the unsustainable fiscal policy we have as a country. the debt limit gets used as a focal point. it explains why some policymakers feel the need to use it in that way. what we need to do is have policymakers on both sides come to the table, we have plenty of time, and discuss our revenue and spending levels and how we should move forward in some compromised fashion. we have not gotten that over the past decade, and it's yet to be seen if we will get it over the coming months. >> one common question is how is this different than a government shutdown? we go through government shutdowns, right? >> yeah.

>> we have to close the national parks and whatever. it's one of the reasons air traffic control keeps running when we have a shutdown. if we don't pass a debt ceiling, the government loses the ability to borrow money, so once it runs out, which it will, because we spend more than we take in, fact, and once it can't borrow money, they can't pay any money, because they don't have any. that's not just the traffic control tower salaries, but that's the electricity for the air traffic control tower, and it's everything that is involved in the federal government, the u.s. navy, social security. everything. >> we will continue to follow that. we have breaking news to follow. air force one, and president biden set to depart any minute now for the golden state.

>> yes, but it will be cold. we may have people staying inside as a result of that. it will be hard to stay inside this weekend now that the last little bit of rain is pushing through. that was storm number 12 in the series over the course of 22 days. now we are seeing, once again, the last of it. i wanted to show you the atmospheric river. where it is now, you can see it's disjointed and weak. it really fell apart once it moved away from the bay area. we will have a chance to let all that rain soak in. the drought monitor was updated. two weeks ago, there was a lot of red and that was the extreme drought that extended into the central valley. that was removed from the drought last week, at least temporarily. this morning with the update, even more improvement. we saw there's not as much of

the darker orange color, which shows we are under a moderate drought so it has been downgraded even more. we are still in a drought, but it made significant improvements especially here in the bay area where we had all that rain. temperatures are cooling down behind the system that moved through. check out tomorrow's temperatures, a lot having freezing temperatures. the good thing is that we are going to see more sunshine, and that's going to be the main headline here. dry and chilly weather that will continue into the next seven days. a lot of this is giving us a break from all of the rain we have had recently. mike, you still have the breaking news from the tri-valley. >> yeah, a bigger volume in the commute yesterday, and now leave early if you have to travel this direction through the dublin interchange. a crash with a big rig involved,

6:56 this morning. welcome back. we are moving you forward to get you to the top stories here on "today in the bay." >> president biden is on his way to california to tour the storm damaged areas. today in the bay's kris sanchez joins us with capitola with more on what is expected. >> reporter: we expect he is likely to visit the capitola wharf which is now red tagged

because it was nearly wiped out by all of those storms in that series of atmospheric river events. now, we know the president is now onboard air force one and making his way to california for this visit this afternoon. santa cruz county leaders estimate that infrastructure damage is more than $100 million. that doesn't include damage to homes or businesses. in monterey county, $30 million in storm damage, and that's on top of $40 million in damage to the agriculture industry, which could have an impact on consumer food prices. a lot of people are out of work. everybody here is waiting to hear what the president and governor newsom have to offer up once they see the damage with their own eyes. in capitol, kris sanchez for "today in the bay." >> lots to see there. thank you, kris. breaking news. a police chase ends in a car plunging off the cliff. a car ended up on its side on

top of a parked car on garden side drive in the twin peaks area. the chase wound through the city a little before midnight. the suspect was already wanted for dui and possibly burglaries. ace train from the central valley will now be shutdown through monday the 23rd. a new landslide in niles canyon halted all trains and stranded about 200 passengers. this is the second time this year landslides have shutdown the train service. this morning, more help could be on the way for those trying to make it in the east bay. there was an overnight vote to potentially bring thousands of homes in the region. it's part of how to show they will meet state requirements for new housing. critics of the city's plan say it doesn't go far enough to spread out the new construction.

the vote last night approved an amendment intended to commit berkeley to rezone. it now heads to the state for final approval. now, we have a lot of sunshine and it's going to feel like january out there. we even have freezing temperatures into the weekend for the early morning hours in the inland valley, so heads up about that. heads up about this. at the dublin interchange, a crash blocking all but the right lane. now bart is an option, but ace train is not an option because the landslide took out ace train until next week. bart, again, takes you from pleasanton into the south bay around that crash. chp is trying to get the tow trucks there, and there was a car fire. but no major injuries reported. it's just jammed. >> a busy day on tap.
