i'm marcus washington. >> and i'm kris sanchez. laura garcia has the day off, and i am in the doghouse because everybody is wearing their niners red and i am not. >> we have some to share. >> i need to borrow your pocket square. i feel like cinderella. boy, we'll take a look at the traffic situation later on this morning, but, kari, i think we have a nice weekend? yes, we do. it's going to be cold and the weather that we are seeing right now is what we will see throughout the weekend. we are seeing the frosty conditions for the south bay and it's 37 degrees also in concord. some of the colder spots still breezy in the north bay. our temperatures are in the mid-40s there. as you head out, it's finally clear. we'll see temperatures going from 40 degrees to the upper 30s.

it's going to be a nice day. we are only headed for 53 degrees for the south bay and low 50s for the tri-valley. north bay, upper 50s there for santa rosa. we'll talk about the weekend in a few minutes. mike, you are looking at the golden gate bridge. we are down to one lane because the cones are out, you see the flashing lights. they are starting to clear crews. that will be in stages the next half hour. we're just down to one direction. the map is having trouble on this friday morning getting started. the crews northbound. close to 5:30 where we should see that kicking in. a lot of traffic has returned from well before thanksgiving since we had that amount of traffic. folks are going back to the office in many cases.

to miles canyon, same thing for ace train. no ace today at all. the change we're having this week. >> thank you very much, mike. president biden is back at the white house after getting a very up close look at storm damage along the coastline. he and governor newsom met with business owners and first responders. a plan to help rebuild california. the federal government will cover the full cost of debris removal and will pay for the overtime for first responders over the next 60 days. more than 500 fema employees are here as well to help support that disaster relief. the president delivered the message in a heartfelt speech to storm victims. >> the people of california, i say it again, the country is here for you and with you.

>> governor newsom praised the federal response but warned of the threat of more storm damage because the risk is high. storm victims are wondering how quickly that federal aid will arrive. one former firefighter and presidential fema appointee says pretty quickly. >> once they register and provide the documentation that's necessary, it's usually about 48 hours before they have money directly into their bank account done electronically. >> he says the programs fema has to offer are available right now. >> rocking the oakland police department and for mao chief of police leronne armstrong is on administrative leave and there's no indication just yet of how long that will last. this comes following a new report from a san francisco law firm determining the chief mishandled two internal investigations, each involved the same officer. that report suggests opd failed to hold that officer

accountable, ties to a hit-and-run crash in san francisco. and later that same officer allegedly fired his weapon inside a police station service elevator. it originated more than two decades ago following a widespread scandal that shook up the oakland police department. "today in the bay's" thom jensen has reaction from local leaders. >> placing leronne armstrong on leave comes after a report found he failed to hold a police sergeant accountable for misconduct. but it was still a surprise even to some on the city council. >> the reaction was shock. the city council just got word of this today. >> reporter: carroll fife says they were told of the move in a closed door meeting and stated, quote, the decision was not taken lightly but we believe it is critical for the safety of our community that we build trust and confidence between the

department and the public. we must have transparency and accountability to move forward as a safer and stronger oakland. >> i hope we actually have transparency and accountability which is what i believe all oaklanders want to see from our agencies that are intended to uphold the safety of its residents. >> reporter: they say this is procedural not punitive, a move needed while an outside investigation moves forward but that armstrong could very well return if he's exonerated. the news even startling to some who have tried to hold the department accountable. >> i was quite surprised about the decision to put the chief on administrative leave. >> reporter: civil rights attorney john burris has been involved in lawsuits against the department since 2003 when four opd officers, known as the writers of everything from police brutality to planting

evidence and falsifying reports, he's troubled by the investigative report. >> undermined a great deal of work we have done and the reform efforts in the last 17 or 18 years. it relates to the question of holding officers accountable for their misconduct. >> reporter: overall he says armstrong seemed to be one of the best chiefs he's seen at opd in decades. they've had a lot, 13 chiefs or interim chiefs since 1993. burris and another lawyer have been monitoring to make sure reforms are in place and violations cleaned up since the lawsuit in 2003. he says the department was on track to be removed from federal oversight in may but the investigative report could set that timetable back months or even years.

darwin bondgraham who co-authored a book about opd riders is troubled by the finding. >> some of the trouble around the internal affairs process right now are quite serious. >> reporter: the president of the opd says despite the decision to place chief armstrong on administrative leave, oakland residents can be assured that its dedicated police officers will continue to respond to their calls for help. assistant chief darren ellison will act as acting police chief. everyone we talked to said this doesn't mean an end to his tenure if he is exonerated from any wrongdoing. thom jensen, "today in the bay." >> opd was nearing the final stages of oversight. a federal court determined the department was on track to

line for its worst week since september. in focus today we'll get data on existing home sales. netflix plans to crack down on password sharing more broadly over the next few months. the streaming giant says while its rules limit use to members of one household. it's rolling out page sharing where members in many countries will have the option to pay extra to share accounts with people they don't live with. netflix expects to get some of what it calls cancel reaction for the move. instagram is adding a quiet mode allowing you to pause notifications when you want to take a break from the app similar to the do not disturb feature on a smartphone. it sends automatic replies to users who try to message you. you can schedule times when it's turned on and it will prompt teams to turn on quiet mode when they spend a certain amount of time on the app late at night,

the golden gate bridge and you're like, that's not where the game is being played. get used to it. we'll probably see it again this weekend. we're also watching san francisco for another reason. big waves coming up with king tides and that may cause coastal flooding. that may make it more dangerous to be in the low-lying areas as the water comes up. it happens today at 9:22 and we'll see it slightly higher tomorrow at 10:15. on sunday we'll see the king tides over 7 feet happen at 11:00 in the morning. just watch out for the typical spots that flood in the king tides. as we take a live look outside in san jose, we're starting out clear. it will be a cold morning. we'll have a lot more cold mornings ahead and at least it is sunny but that only helps us out a little bit. take a look at the high temperatures today, only making it up to 53 degrees in cupertino and as well for the south bay. and then 50 in livermore. 53 in martinez.

we'll reach up to 55 in san mateo today. the outer sunset downtown area 55 this afternoon and 55 in novato. tonight it's going to be cold once again. we'll begin early tomorrow with temperatures in the low 30s in a lot of spots. yes, it's going to be freezing once again. and we'll have once again more freezing mornings going throughout the forecast with no rain headed our way, but it's been so nice to have a chance to dry out after all of that snow. take a look at our sierra snowpack still doing great at 248% of the normal amount, and when we extend it out, we are expecting this to end above normal. the last ten years we've only had two of those years with some above normal snowfall. so we are looking now at our drought that also improved, in case you missed that update, we are still in a moderate drought. we are going to see sunshine and temperatures in the 50s over the

next several days. mike, you're looking at what's happening out there in the north bay. >> i guess i wouldn't say it's anything dramatic here. southbound 101 moves smoothly. standard for this time before 35k in the morning. we are hearing of two crashes in the area of san rafael and 580. a little slowing. the camera is up here, there is a crash, reports of a hit-and-run so maybe some activity on the shoulder but no injuries. no slowing in contra costa county over into alameda county, the maze, the bay bridge, a little slowing out of san francisco. as crews continue to move on their typical schedule. 680 with a crew clearing up north heading through sunol and 84 which continues the closure and the traffic control for 92. that's old news, still there. >> thanks, mike. happening now for you, history is being made at the mountain view fire department. the first to serve in that role the first to serve in that role in the city

some encouraging news for first-time home buyers trying to make it in the bay. the newest housing report, all nine bay area counties had a lower median price last month compared to one year ago. santa clara county was right behind napa. santa clara county had the largest drop down 14% and san francisco prices fell 7.5% with lower dollar amounts. 4:57 this morning. the biggest breach in the history of the supreme court
