long period of all that rain. i want to turn to meteorologist kari hall with a peek at the weekend forecast. it's exciting but will be chilly. we will not be out laying on the beach or anything. it will be in the 30s to start. we're at 36 degrees in concord. low 40s in oakland and 48 in san francisco. as you head out the door in martinez, right now it is 35 degrees. we'll see more chilly temperatures over the next few hours and then with the sunshine it only warms up slowly. 53 degrees there. 55 in oakland and san mateo. san francisco also reaching 55 and 55 in novato today and in san jose some lower 50s. expect it to stay cool, breezy and back to freezing tonight. we'll talk more about that in just a few minutes. >> thanks, kari. i want to start with breaking news this morning overnight in silicon valley. alphabet announced plans to cut

12,000 jobs. reuters reports the layoffs will happen worldwide and represent more than 6% of the company's workforce. according to the blog post, the ceo says the cuts are due to changing economic realities. it comes as other tech companies announce layoffs. workers based in the u.s. will receive severance starting at 16 weeks of pay. the town hall is scheduled for monday geared to its laid off workers. >> that is tough news. a new scandal rocking the oakland police department and for now chief leronne armstrong is on administrative leave and there is no indication yet for how long. it comes following the new report from a san francisco law firm determining the chief mishandled two internal investigations each involved the same officer. that report suggests opd failed to hold the officer accountable. according to sources within the police department it says we've

learned the officer was tied to a hit-and-run crash in san francisco and later that same officer allegedly fired his service gun inside an elevator. following a widespread scandal that shook up the oakland police department. you might remember that. "today in the bay's" bob redell is live with a closer look at the latest fallout. good morning, bob. >> reporter: good morning to you, kris. the news that opd chief leronne armstrong was placed on administrative leave came as a shock to many people including oakland city councilmember carroll fife. she says the mayor and city administrator told her and others in a closed door meeting yesterday afternoon. the two then put out a written statement saying in part, quote, the decision was not taken lightly but we believe that it is critical for the safety of our community that we build trust and confidence between the department and the public.

we must have transparency and accountability to move forward as a safer and stronger oakland. >> i hope to see that we actually have transparency and accountability which is what i believe all oaklanders want to see from our agencies that are intended to uphold the safety of its residents. >> reporter: the councilmember says this is procedural not punitive, a move needed while an outside investigation moves forward, but that armstrong could very well return if exonerated. the news startled some trying to hold them responsible. john burris has been involved in lawsuits since 2003 when 119 people accused four opd officers, known as the riders, of everything from police brutality to planting evidence and falsifying reports. he's troubled by this latest investigative report.

>> undermined a great deal of work we have done and the reform efforts the last 17 or 18 years. >> reporter: burris says the chief may not have been given enough information to make good decisions about discipline. overall he says armstrong seems to be one of the best chiefs that he's seen at opd in decades. he says burris says, the department was on track to be removed from federal oversight in may but the investigative report could set that timetable back months or even years. now speaking on behalf of oakland's uniformed officers the president of the opd police officers association said, quote, despite the decision to place chief armstrong on administrative leave, oakland residents can be assured its dedicated police officers will continue to respond to their calls for help. assistant chief darren allison will serve as acting chief during armstrong's absence.

this does not mean an end to armstrong's tenure at opd if investigators exonerate him from any wrongdoing. reporting live, bob redell, "today in the bay." >> we'll continue to follow how that investigation plays out. thank you, bob. police in berkeley are investigating a violent overnight robbery this happened about two hours ago on telegraph avenue. that thief was wearing a mask and pistol-whipped a victim. it's not yet clear what was stolen. >> san pablo police, the cracking of a larger car theft wring. a shooting happened in november and left 18-year-old man injured. investigators say this group was men tried to steal the victim's car but when they were confronted they shot the victim and drove off. the victim is expected to survive and be okay. later with the hem of the newark police department officers arrested four suspects. they say they also found 17

stolen cars valued at more than $1 million. they also found guns and ammunition. one suspect, seen here, is still on the run. he is identified as 19-year-old garcia and police consider him armed and dangerous. 5:06. the supreme court says it failed to find the person responsible for leaking the draft opinion overturning roe v. wade. that announcement comes more than eight months after the public learned the court was poised to roll back abortion rights. "today in the bay's" brie jackson live in washington this morning. we know tlchls an investigation. what did they learn in that? >> reporter: good morning, marcus. investigators say they interviewed 97 supreme court employees and performed forensic analysis but still were unable to identify the leaker. after a lengthy investigation the supreme court says it's unable to conclusively identify who leaked the draft opinion published in politico last may. the stunning leak revealing the high court's plan to roll back

abortion rights. >> this has never happened in american history, and the court may never be the same when it comes to the trust between the justices and all of their law clerks because it has only been about trust. >> reporter: the supreme court marshal focused on law clerks and permanent employees checking phones and browsing history but came up short. >> the question of how they went about it and whether there was other steps they could have taken a fair questions to ask. >> reporter: the leak set off protests from both sides of the abortion debate and served as a preview of the court overturning roe v. wade. >> the only way is for congress to pass a national law codifying the right to choose. no executive action will actually deal with that. >> reporter: today thousands will gather in washington, d.c., for the annual march for life rally. organizers tell me the fight

over abortion rights is not over. >> so at the march our goal is to work for the day when abortion is unthinkable. >> this mark the first time the event will be held since the supreme court struck down roe vs. wade. and when it comes to the leaked draft opinion, the supreme court marshal says it's unlikely the high court's information technology systems were compromised. marcus? >> it's hard to believe we can't find out who leaked that information. >> remarkable. >> thanks, brie. property owners in santa clara county may qualify for tax relief. the county assessor says you have to meet these requirements to qualify. $10,000 or more in property damage and the property owner must not be at fault for the damage. an application for the reduced assessment has to be filed within 12 months of the date of the disaster. all right, the 49ers faithful, we are guessing a lot of them, lots of good friends,

will cut 6% of its workforce, 12,000 people. the largest layoff in the company's history. a website that tracks high-tech layoffs says the tech industry in general, not silicon valley, but the tech industry in general has lost 190,000 jobs in the past year. here is the thing, though, companies are, generally speaking, employing more than they did last year. for instance meta, facebook, is laying off thousands but it almost doubled in size in the last two or three years. amazon laying off 18,000 but will still have more employees after the layoffs than it did before the pandemic. now facebook is leaving the san francisco tower it once occupied turning to work from home and moving employees back to menlo park. 180 fremont next to the salesforce tower. vacancies around 25%.

reid hastings is stepping down as netflix co-ceo. hastings mailed himself a music cd from santa cruz to san jose to see if it was damaged. it worked and the rest is history. the company wanted to stay in santa cruz but came over the hill, just barely, to los gatos. this guy trying to convince boat owners to try his new boating app. it is not working. this video shot by his daughter. she put it on tiktok asking users to help blow up her dad's app. he worked so hard on it and just wants people to try it out, she said. and that did indeed work. now i can tell the story anywhere else in the nation, and we would all just go, aah, but there are enough engineers out there that, yes, data is not free. so dad -- when you download an app it's the app owner paying for the data, right? so dad probably has a very big

temperatures in the 30s and 40s. we're at 40 in santa rosa. we were expecting temperatures to possibly dip into the upper 30s. we are seeing much more of a breezy wind so once the winds calm down temperatures tend to drop. walnut creek we have sunshine and starting out at 39 degrees at about 8:00 and then you see that as we go throughout the day we don't make it out of the low 50s, so it's going to be a cool sunshine with a high of about 55 degrees in san mateo. about the same in napa. we may make it down to freezing tonight with 32 degrees in napa. 32 in san jose. the dry weather lingers as high pressure builds giving us the clear skies and also steering any rain or storms farther to the north. we've had such a great season

with our sierra snowpack still at 248% of normal around the tahoe region and nearly triple our normal amount of the snowpack for the southern sierra. it's been amazing to see because of climate change the last ten years. we've only seen two of those seasons ending up with our normal snowpack, so this is a really big achievement that we are seeing here. also, the big improvement in the drought monitor, no more red but we consider to see a moderate drought there for the bay area. looking at the forecast, we will see a lot of sunshine and temperatures remaining at about slightly below what's normal this time of year. morning temperatures dipping into the 30s. mike, you've been watching the roads. anything slowing people down? we don't like surprises, we know about the closure. let's get you zoomed in. you pick out your route and it's a pretty nice drive here.

alec baldwin suddenly facing the possibility of years in prison after prosecutors announced charges for his role in that deadly shooting on the set of the film "rust." >> this morning those prosecutors are speaking out following the controversial announcement to charge the actor. nbc's miguel almaguer has the details. >> reporter: good morning. formal charges are expected at the end of this month, but we already know alec baldwin faces an involuntary manslaughter charge as well as a possible weapons charge. >> he's facing charges because of both.

that's where levi's stadium is located. below the stadium is 101. that's where we're seeing signs, talking about the weekend event. the parking lots are on the left side of the screen. levi's is there in the middle and we're talking about game time which is 3:30 p.m. parking lots open at 1:30 and crowds -- i'm sorry, open at noon and local roadways will start closing about 1:30. there's a lot going on in the area before the game. the two things marked with whistles to watch for station controls. there's vta, the easiest option. you can take that right to great america north and the other great america station. caltrans uses vta from their mountain view station. even capital corridor has an option to get to the great america station. on the website they talk about

a roundtable discussing with president biden and mayors from many other cities will be there including los angeles, washington, d.c., and miami. that starts at 9:00. moving you forward this morning on the recent covid surge which now appears to be waning as does the demand for testing. the latest proof san francisco will close its covid testing site at the end of the month. the city says the state will soon cut its testing funding. everyone is encouraged to continue testing at home. this is new video. recent storms are paying off in the sierra. the statewide snowpack is now at 245% of the normal pack we would see for this time of year and these new satellite pictures give us the bird's eye view of that snowpack this year compared to last year. this is from january of last year. here is some snow. there's nothing near what the

sierra should look like during the winter. now take a look at this picture taken just three days ago. what a huge difference we see there. here is the side-by-side comparison. look at all of that snow on the way down through the southern part of the screen there you see. we expect a lot of people to head up to tahoe and that's where that weather is clearer. they've had time to clear the roads, even though it's like a big wall of snow on each side of the road. we have the snow tunnels going on there. it's going to be a great destination to be able to see that in person. let's get you to yosemite where we will see a lot of snow, temperatures in the low 40s for today, drop down to the upper 20s and then on saturday reaching 50 degrees. really nice snow shoeing weather and we will see the sunshine. if you're staying here closer to home there's a lot of lunar new year celebrations going on, and we'll see temperatures for today

up to about 54 degrees. it will be cold during the early morning hours, upper 30s to low 40s. and that continues into the rest of the weekend. we're watching all the beautiful greenery that we have now thanks to all of that rain in sonoma valley. a great destination for today and tomorrow and 61 degrees on sunday. if you are going to l.a. this weekend we have low to mid-60s in the forecast. also bright and sunny there and cool in the mornings with some low 40s, but we're wrapping up the week now talking about the warriors game happening. maybe you'll be out there standing in thrive city enjoying it from that point. in the low 50s as we head into the evening. mike, you are seeing a pretty smooth commute for most. a nice, easy flow of traffic. northbound 101 has slowing, your usual section. back to the traffic pattern we had before thanksgiving. probably before halloween. and that's kicked in.

another reason. we are going to have king tides along the coastline. so, once again, the sun, the moon, the earth aligned in a way that gives a greater gravitational pool to the ocean and the waves and brings it farther inland. that's what we'll see and it really makes our coastal areas as well as low lying areas flood and also really low tides. so we are going to reach our highest tides at about 9:22 this morning. a little bit later tomorrow morning but higher at 7.16 feet. sunday late morning. as you head out the door temperatures are in the upper 30s and low 40s. a chilly start to our morning, but then this is where we're headed. it doesn't warm up too much in my opinion. only reaching 52 in east san jose and a high of 50 in livermore while hayward will see 53 degrees. also 53 in vallejo. mid-50s for the peninsula, redwood city 53 degrees and 54 in the mission district.

north bay temperatures slightly warmer reaching into the mid to upper 50s there. but also more of a breezy wind. the wind calms down tonight and that may allow temperatures to actually get near freezing as we go to tomorrow morning. it looks like for the tri-valley, parts of the south bay into the south county as well as much of the north bay could see freezing temperatures and our weather stays on repeat going into next week. high pressure builds. it keeps the rain away and also mostly sunny skies in the forecast and, yes, we do deserve it at this point. it will be nice to see that as we head to next week. only just slightly warmer, temperatures reaching into the upper 50s and morning temperatures continue to dip into the 30s. mike, you are seeing the bay getting much more traffic this morning. our camera sees more traffic here. the traffic management center, the person determines whether or not to turn on the metering lights. one person does that and they have not seen fit to do so.
