parties. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. a lot of people excited about that upcoming game this weekend. good friday morning to you. i'm marcus washington. >> and i'm kris sanchez. laura has the morning off. it is a busy morning. first a nice, peaceful view from sausalito. doesn't that look nice? so clear. a lot of folks, including myself, will take advantage of the dry skies this weekend because we definitely need to air out the house after a long period of rain. kari, it is stuffy in there but it will be cold. last weekend i spent cleaning the house. this weekend i want to get out. we need to bundle up. temperatures in the upper 30s for a lot of spots inland. redwood city 39 degrees as you head out the door. the same in santa rosa as we take a live look in santa say a bit of a breeze and that kept temperatures from dipping even more so starting out this morning with some upper 30s in the south bay. as we go into today you'll

notice how slowly it warms up. only reaching 53 in fremont as well as martinez and 59 today in santa rosa. we'll talk about the weekend coming up in a few minutes. start with breaking news this morning, overnight silicon valley google will have layoffs worldwide and represent about 6% of the company's workforce. according to a blog post alphabet's ceo says the cuts are due to changes with economic realities. the move comes as other tech companies are announcing those layoffs with ongoing fears of a recession. workers will receive severance starting at 16 weeks of pay and the company town hall scheduled for monday geared to laid off workers. a violent overnight robbery happened about three hours ago on telegraph avenue.

police say the thief was wearing a mask and pistol-whipped the victim. it's not yet clear what was stolen. 6:01. a new scandal is rocking the oakland police department. for now chief of police leronne armstrong is on administrative leave and there's no indication yet for how long. this comes following a new report from a san francisco law firm that determined the chief mishandled two internal investigations. each of them involving the same officer. that report suggests that opd failed to hold that officer accountable. according to sources within the police department the officer was tied to a hit-and-run crash in san francisco and later the same officer allegedly fired his weapon inside a police station elev elevator. all of it coming to light through the same oversight process that originated more than two decades ago following the widespread rider scandal.

"today in the bay's" bob redell is live with a closer look at the latest fallout. good morning, bob. >> reporter: good morning to you, kris. the news opd police chief leronne armstrong was placed on administrative leave came as a shock to many people including oakland city councilmember carol fife. she says the mayor and city administrator told her and others about this move behind a closed door meeting yesterday afternoon. the mayor and the city administrator then put out a written statement that reads in part, quote, the decision was not taken lightly but we believe it is critical for the safety of our community that we build trust and confidence between the department and the public. we must have transparency, accountability to move forward as a safer and stronger oakland. >> i hope to see that we tombly have transparency and accountability which is what i believe all oaklanders want to see from our agencies that are intended to uphold the safety of its residents.

>> reporter: the councilmember says this move is procedural, not punitive, a move needed while an outside investigation moves forward, but that armstrong could very well return if he's exonerated. the news even startled someone who has tried to hold the department accountable. civil rights attorney john burris has been involved in lawsuits against the oakland police department since 2003 when 119 people accused four opd officers known as the riders of everything from police brutality to planting evidence and falsifying reports. he's troubled by the latest investigative report. >> it undermines a great deal of work we have done and the reform efforts over the last 17 or 18 years. we were disappointed about that. >> reporter: but burris says the chief may not have been given enough to make decisions. he says armstrong seems to be one of the best chiefs he's seen in opd in decades and they've

had a lot. 13 chiefs or interim chiefs since 1993. burris says they were on track to be removed from federal oversight in may but the investigative report could set that timetable back months or even years. speaking on behalf of oakland's uniformed officers the president of the association said, quote, despite the decision to place chief armstrong on administrative leave, oakland residents can be assured that its dedicated police officers will continue to respond to their calls for help. assistant chief darren allison will serve as acting chief. everyone we talked to said this does not mean an end to armstrong's tenure at opd if he is exonerated from any wrongdoing. bob redell, "today in the bay." as you said, bob, it's not a punishment. it's just part of the process. so we'll see how long that process takes. 6:05 this morning. eight months later and investigators remain

empty-handed. the supreme court says it cannot pinpoint just who leaked that draft opinion overturning roe v. wade. the headline from politico last may that set off nationwide protests on both sides of the abortion debate. investigators say they interviewed 97 court employees and performed forensic analysis, new report says some admitted to talking to their spouses about the draft opinion. it was largely limited to the court building itself and the people who worked there so actions people took at home or elsewhere using personal devices were mostly outside of its scope. experts indicate the leaked left lasting effects. >> the court may never be the same when it comes to the trust between the justices and their law clerks because it has only been about trust. >> today thousands will gather in washington, d.c., for the annual march for life rally.

similar events on both sides of the debate are taking place in the bay area tomorrow. president biden got a look at storm damage. he and governor newsom met with business owners and first responders. the president announced a plan to help rebuild california. the federal government will cover the full cost of debris removal and will pay for the overtime for first responders over the next 60 days. more than 500 fema employees are here on the ground to help support disaster relief. the president delivered the message in a heartfelt speech to storm victims. >> the people of california, i say it again, the country is here with you and for you. we are not leaving until things are built back and built back better than before. >> he warned there is the threat of more storm damage coming in

the days ahead. property owners in santa clara county may qualify for tax relief if property was damaged by recent storms. you have to meet three requirements, one, $10,000 or more in property damage and the property owner must not be at fault. the applications for those reduced assessments have to be filed within 12 months of the date of the disaster. 49ers faithful, we are guessing that a lot of good friends are gearing up for the big game on sunday. and levi's stadium lit up nice and bright this morning. the niners will battle the dallas cowboys in their nfc divisional game. >> if you can't get a ticket to sunday's game and still want to enjoy with other fans, the team hosting two free watch parties. one will take place in san francisco at the crossing at east cut on folsom street. the other in san jose will take

place at san pedro social. the event starts one hour before kickoff at 2:30 p.m. and team representatives expect both events to be packed with fans. >> it allows us to extend the 49ers community and allow folks to have a team atmosphere without having to be at levi's. >> remember the niners played in mexico city. a huge fan base there as well. the team will also host a watch party in mexico city on sunday. >> thankfully no rain for this game. kari, they will have to bundle up. it will be cold. it will be cold but all of that energy will help keep everybody warm inside levi's. it will be really nice to see that and you'll probably see a lot of shots. we are going to see a lot of sunshine, beauty shots there as

the drive through the east bay is looking nice and clear but is also very chilly. temperatures headed for the low 40s before we make it into the low 50s today. so not much of a warm-up. more weather like this in the forecast coming up. you showed the nimitz from the nimitz. taillights across the san mateo bridge. 92 over the water, at speed. we're tracking a report of the car fire over in fremont. they've just cleared lanes. we'll talk about that and more coming up. good morning. a very happy friday to you. right to the big news in silicon valley and that is google is the latest to lay off and it's a lot of people. alphabet will cut 6% of its workforce, about 12,000 people. the largest layoff in the company's history. a website that tracks high-tech layoffs says tech industry in general not silicon valley but the tech industry in general has

lost 190,000 jobs in the past year. here is the thing, though, companies are still generally speaking employing more people now than they even did last year. for instance meta, facebook, is laying off thousands but doubled in size the last two or three years. amazon is laying off 18,000 but will have more employees after the layoff than it did before the pandemic. facebook is leaving the tower it occupied to work from home, moving employees back as well. 181 in fremont next to the sales force tower. vacancies at 25%. reid hastings stepping down as co-ceo. he'll still be the board chairman. he mailed himself a music cd to see if the post office would damage it.

he didn't have any dvds and it worked and the rest is history. the company wanted to stay in santa cruz but needed to be closer to silicon valley. and this guy is trying to convince boat owners to try his new boating app, and, you know what, it's just not working. but this video shot by his daughter, she asked users to help blow up her dad's new app. he worked so hard on it and he just wants people to try it out. anywhere else in the world we would go, aah. we have enough app engineering watching us, oh, no, no. the data he will have to pay for with everyone downloading his app is going to be very expensive. he got it exposed to people. good intentions. >> thanks, scott. federal agents are reporting

the confiscation of more eggs at the u.s./mexico border. the director of field operations in san diego's border patrol tweeted a reminder to not bring eggs into the u.s. bird flu killed a large number of egg laying birds in u.s. the eggs may be cheaper in mexico but those who get caught face fines of up to $10,000. today marks six months until the start of the 2023 women's world cup. nbc's peacock will air live from australia and new zealand along with games leading up to the tournament. here we would like to point out that our "today in the bay" family is celebrating an accomplishment, a big one, one local school soccer player there, check this out on instagram from our own bob redell whose daughter lilly this week named to the scholar all-american team for junior college women's soccer. lily plays in pleasant hill.

colder than what we saw this morning. in the inland valleys there could be freezing temperatures. 32 degrees in livermore and dublin. north bay temperatures in napa reaching 32 and dipping to 32 in san jose as well. heads up about the freezing temperatures. the next several days, dry weather continues after all of those storms that really gave us a big boost. take a look at where we stand right now. we're still at 248% of our normal amount of sierra snowpack and even if we go to then of the season we're still expecting it to be at 100%. we've only seen two of the past ten years above 100%. this will be a significant change and we also see dramatic improvement in the drought monitor in case you missed this, we no longer have any red which was the extreme drought. we are still in a moderate drought for the bay area and sunshine will continue.

so we're looking at temperatures in the mid to upper 50s. the mornings starting out near freezing. also for san francisco watching out for the flooding due to king tides that will continue through monday morning. mostly mid to late morning hours is when we see the highest of those king tides. and heading over to you, mike, tracking a series of crashes in san jose. the chp report did say three crashes in the area north 835 at blossom hill. that's after the split. slowing into the almaden area, out of the almaden valley. north of 87 everything is at speed. south bay at 101 showing nomay injure issues. a minivan on fire in the slow lane no lane is blocked.

6:26 now. alec baldwin suddenly facing the possibility of years in prison after prosecutors announce charges for his role in the deadly shooting on that set of the film "rust." >> prosecutors are speaking out following the controversial announcement to charge the actor. nbc's miguel almaguer has more. >> reporter: good morning. formal charges are expected at the end of the month but we already know alec baldwin faces an involuntary manslaughter charge as well as a possible weapons charge. >> he's facing charges because of both. as the actor that pulled the trigger, that's obviously a very compelling fact but is facing charges as a producer because he should have known that the conditions on that set were unsafe. >> the actor is supposed to have the armorer go through it with him and pull the bullets out,

at levi's stadium. we did speak with nbc sports bay area insider mike maiocco and here he is on why it's more than just two star-studded teams in the nfl. >> in the early '70s the cowboys owned this rivalry three straight playoff victories broke the 49ers' hearts but then the rivalry took a turn in january of 1982 with the catch and that signaled the beginning of the 49ers and the end of the cowboys. >> reporter: since we're talking 49ers/cowboys in the playoffs, we know those tickets will be expensive. we did get a chance to spoke to tick pick which says it's the hottest ticket by far talking about the playoffs. we spoke to them about why that's the case. >> usually for a home playoff game, divisional game, tickets are around $200. to get into this game it's

us through all that rain and to sunnier skies. look, it's going to be cold as well. it's going to be cold, but i think the fans will not mind at all. temperatures in the upper 50s. at least we're not dealing with rain coming down or even the chance of thunderstorms. it will be breezy out at levi's and temperatures in the upper 50s. some gusts kicking up to 13 miles an hour, even 18 miles an hour winds so that may make the ball curve but, of course, we'll have a great game, and we're also going to see more of this weather in the forecast, even going into next week. so we'll be following that and, mike, you are also watching how to get to and from the game. between 101 and 237, the two freeways you'll see signs as early as yesterday and today worth talking about. the sunday event, expect crowds. we expect the rush, goldrush, heading to the stadium right

there. just off tasman. those are both mass transit stops. levi's stadium says mass transit is a great option for you. get to the vta stop that will take you to the north or the other great america station. caltrain, there's a transportation via vta from their mountain view station to get over to great america on vta. capital corridor service, there are ace train shuttles but no ace train. so don't consider that as an option. remember, ace train washed out because of that landslide and that won't be in service until at least monday. the local roadways close around 1:30. the parking lots open about noon they say. >> a good reminder. be sure to tune in for exclusive pregame and postgame access. coverage begins at 2:30 immediately following the game and don't forget the divisional playoff weekend kicks off here on nbc bay area.

this is patrick mahomes and the kansas chiefs host the jacksonville jaguars. kickoff is at 1:30 p.m. tomorrow. "football night in america" coverage begins at noon. moving you forward on the recent covid surge which now appears to be waning as does the demand for testing. the latest proof is this. san francisco will close its covid testing site at the end of the month and says the state will cut funding for testing, but everyone is still encouraged to continue testing at home when necessary. there is video to check out this morning, the recent storms paying off in the sierra. the statewide snowpack is now at 245% of normal for this time of the year. and these are satellite pictures that give us a bird's eye view of the snowpack this year compared to last year. this is from january of last year. there is some snow there you can see, but nothing near what the sierras should look like during this time of the year.

and now look at this. this is a picture taken three days ago. what a difference a year makes. here is a side-by-side comparison. the snow you see on the right side, certainly much more down in the sierra, the southern part as well. >> people can finally get up to the sierra to enjoy all that snow. the cold temperatures will keep that snowpack intact. we will have cold weather there. the roads have cleared and we have sunshine and we can enjoy all of that and maybe even as you are driving see the snow tunnels we have going on. if you're going to yosemite, the national temperatures start out in the upper 20s and then highs reach into the low 40s. about 50 degrees there at the village and morning temperatures in the mid-30s over the next couple of days. if you are staying here at home, there's a lot going on. we have a lot of lunar new year celebrations going on. neighborhood cleanup events as well as a lot of celebrations celebrating the fact the sun is

back out. we'll see temperatures in the mid to upper 50s throughout the weekend and also enjoying that all of our vegetation has turned green. it is so beautiful out there. you can enjoy it in sonoma valley. morning temperatures dip down into the low 30s. high temperatures for the afternoon, a light jacket. we have upper 50s and low 60s. going to l.a. this weekend, it's going to be sunny there and a high of about 66 on saturday. 64 degrees on sunday and then you may be wrapping up the weekend at the warriors game. it will be nice and cool out there. if you will be standing out there, enjoy the game. you do want to make sure you are bundled up. only 50 degrees and mostly clear throughout sunday evening. we'll get a look at our weekend forecast and what's ahead. mike, you are looking at what's happening at the bay bridge toll plaza. the backup just starting to form. metering lights were turned on 45 minutes ago. we have an easy flow of traffic

down the east shore freeway. there is slowing. there's slowing approaching the toll plaza and then there is that backup just after the toll plaza. generally slow through the metering lights which are moving pretty quickly there. there's no problem, just a backup out of richmond and to the north bay. highway 37 shows the build, the same thing for highway 4 through concord. forming later on a friday. no traffic because of the landslide that happened in the area closed since last week for traffic and the last couple of days for ace train as well. there was slowing 680 but that eased up. a little more traffic there but it's 880 both directions slow to the earlier truck fire going on, a car fire, over by dixielanding road. both directions of the nimitz there showing that slowdown. over to you. mike, we'll keep an eye on it and an eye on washington. president biden says he has no regrets about the way his team

place. we needily turned them over to the archives and the justice department. we are fully cooperating and looking to get this resolved quickly. i think you will find there's nothing there. i have no regrets. i'm following what the lawyers told me they want me to do. there's no there there. >> a prepared statement. the president also said he thought most americans would care more about the damage and the deaths in northern california than the documents, but it is one of the rare times the president has actually spoken about the issue. the world's eyes on germany where defense ministers are meeting to discuss what weapons to send to ukraine next. ukraine wants tanks. not everybody comfortable with sending them. the u.s. unwilling to send its main tank. we don't want any of these accidentally falling into russian hands. we are likely to send strikers and armored fighting vehicles

built in canada. we've been talking about the debt ceiling, how some in washington say they want to negotiate whether they would vote to raise the debt ceiling implying they're willing to default on america's debt. but a new statement from the senate minority leader, mitch mcconnell, says no way, saying america must never default on its debt, never has, never will. former president trump and his lawyer have to pay nearly a million dollars in court fines for bringing frivolous lawsuits against hillary clinton. a federal judge in florida ruled the case should never have been brought before the court. trump claimed clinton interfered with his 2016 presidential run with claims about russia. he won that election. the judge said, quote, mr. trump is a prolific and sophisticated litigant who is repeatedly using the courts to seek revenge on political adversaries. he is a mastermind of strategic abuse of the judicial process. well, we're watching what's happening at the white house. the conference of mayor

>> calling him out. we're getting ready for a great weekend and it's going to be nice and sunny for the game on sunday. just chilly as we take a live look outside in san francisco looking at the golden gate bridge from our sutro tower camera. it is a great start to our friday morning, but we'll be closely watching the coastline. maybe some visitors in town and they don't know that we're going to have to deal with this flood advisory. make sure you're letting everyone know around you if you'll be in the low-lying areas that we'll have king tides going on. what that means is we have higher than normal astronomical tides that happen about 9:22 this morning. tomorrow morning at about 10:15. a little bit higher there as well as on sunday for those late-morning hours. so just a heads-up that our usual spots will be flooding with the king tides this weekend. our temperatures today head for the low 50s, so we're having to bundle up only looking at temperatures in the low 50s in the east bay. 50 degrees in livermore.

54 degrees in daly city. san francisco reaching the mid-50s and in the north bay slightly warmer. as we head into tonight even colder. temperatures will dip near freezing for san jose as well as the tri-valley. and we'll see more days like that so as we go into next week the dry weather conditions and that's keeping away any clouds or any chances of rain. we've been talking about how amazing it's been to see the sierra snowpack. and this is really great news because of climate change in the past ten years we've only seen two years ending the season at above 100% and we also had a big improvement to the drought, no more red. but we are still in a moderate drought here in the bay area. as we go into the forecast we are going to see more sunshine. temperatures reaching into the mid to upper 50s and morning
