mike has an update on road conditions in a moment. kari, we are waking up to a windy morning. you need both hands on the steering wheel and it's chilly out there as we see temperatures starting out in the mid to upper 40s. yeah, the wind has been the big issue as you head out right now with a live look outside in san rafael. still breezy, wind coming in from the north at about 13, 16 miles an hour, and that's keeping those temperatures up in a lot of spots. we are going to see another cool morning leading into a mild afternoon. and the north bay, a little bit warmer than what we'll see elsewhere with a high of 64 degrees in santa rosa. we'll reach 59 degrees today in hayward. as we head through the forecast, more warmer weather midweek. we'll talk about that in a few minutes. and, mike, you were saying there was a crash reported at the bay bridge. absolutely at the toll plaza. no lane information was given. why that is critical so we can know what lane is stopped up and what to avoid.

chp did not give that detail. i think it may be quickly cleared from the roadway. it may be just past the metering lights, probably why we're seeing a lot more backup suddenly. we are talking about a bigger volume that i do expect off the berkeley curve. we see that slowing approaching. once you pass by the metering lights, everything looks just fine on the span itself. highway 4 a standard build. as the commute builds for the rest of the bay, everything else shows a pretty standard pattern. back over to you. stunning new details are coming to light about the deranged gunman who killed ten people during new year celebrations. >> they say he targeted a second location but people there were able to disarm him. team coverage. we begin with jay gray in monterey park near the scene of that deadly attack. good morning, jay. >> reporter: yeah, kris, marcus, this is where it happened, the

dancehall just behind us here and just hours after this community was filled with thousands in the street ramping up the first day of an annual two-day festival to ring in the lunar new year. that celebration quickly shifting to horror and heartache. >> additional units requested, multiple victims, gunshot wounds. >> reporter: a spray of gunfire cuts through a packed monterey park dance club, the scene chaos as police first arrived. >> and my young officers did their job, searched for a suspect and then came back and had to deal with the carnage that was inside. and it was extensive. >> reporter: ten dead, ten more wounded. the suspect, according to police, on the run showing up at a similar ballroom in nearby alhambra where he was confronted by people inside the club.

>> he was disarmed by two community members inconsider to be heroes because they saved lives. >> reporter: witnesses get a glimpse of his vehicle as he escapes. >> they have this white cargo van completely surrounded. >> reporter: police tracking it down 12 hours later in torrance. inside 72-year-old huu can tran, the man police say is responsible, dead from what appears to be a self-inflicted gunshot wound. according to investigators, evidence inside ties tran to both locations. what it doesn't do is help to explain how or why it happened. and it does little to ease the concerns of this frightened, grieving community. >> hearing this happen now is just very shocking, very sad. just confirming there's no safe place anymore. >> reporter: now the focus of the investigation early this morning has shifted to the city

of hemut about 80 miles to the east of where we are right now. that's where the suspect apparently lived and where investigators are searching through his mobile home. it's a spot where he apparently went to police recently to tell them that he felt like he was being poisoned by his family. kris, marcus, we haven't heard more on that time that he visited with police nor more on the motive or what evidence may have been found inside his home to this point. >> likely some of that will come out later today and in the week ahead. thank you, jay. we'll continue our coverage with "today in the bay's" pete suratos who is in san francisco. >> pete, talk to us about what's being done to ensure people's safety. >> reporter: good morning to you. sfpd says they plan to increase their police presence. we know they plan to do that for

any lunar new year events. this is all still heavy on the minds of folks celebrating the lunar new year over the weekend. san francisco mayor london breed did weigh in on this tragedy in monterey park holding a moment of silence early in the day to remember victims. now law enforcement agencies have expressed condolences across the bay area, some announcing they will increase police presence due to what took place. we did speak with carl chan, the president of the oakland chinatown foundation. he is hearing from concerned community members in the aapi community, many of them fearful to go out and celebrate the lunar new year. here is the message that he's telling them. >> we don't want it to impact our lives especially our seniors. i encourage them to go out as a family and celebrate the lunar new year. >> reporter: now chan says he's mostly hearing from senior members of the aapi community in

fell down an embankment. this was posted by firefighters showing a team member rappelling down to get to them. both hikers were shaken up a bit but are not seriously injured. 49ers, they are headed to philadelphia. not for those cheese steaks, which a lot of people love, but instead there because there's a super bowl berth on the line there. the niners beating the cowboys, 19-12 yesterday at levi's for a spot in the nfc championship. >> that was also the last game played at levi's stadium this season and the fans went home happy. after the game the parking lot was buzzing. you see fans are just jumping up and down waving around their towels. our cameras even caught an improvised fireworks display. naughty, naughty. the win makes it 12 in a row for the niners and a lot are thinking lombardi trophy. >> i'm just a niners fan right here, faithful forever.

and mild day but still pretty windy at times. those gusts kicking up 25 to 30 miles per hour. in the north bay warmer with santa rosa reaching 64 degrees. it will continue to get warmer so i'll have more on that in a few minutes and when we'll see some rain. starting in the north bay mill valley has the best, hq fuel at $3.77, top of the chart here. the south bay to santa clara. that's diamond gas and market on war burton avenue and then it's $3.59 at world gas on either clayton road or monument boulevard. both have that great price. check that out for contra costa county. a smooth drive for most of the bay, looking over to the earlier slowdown which continues. a crash on the shoulder but also possibly affecting the slow lane south, 680 as the volume builds.

right now at 6:14 the winds are still rolling across parts of the bay area and napa right now 22-mile-per-hour winds and even higher gusts. we will see a lot of sunshine today as the breezy winds continue and it will be slightly warmer in the north bay. a look at what's ahead with more changes in our forecast in just a few minutes.

the east bay side a slower drive. chp at the toll plaza. watching lanes sort themselves out. tracking the backup. profits this week, tesla had a really tough time of it lately. spotify, cutting 600 workers. it's the start of tax season. the irs will start accepting your returns today. don't rush. you have until april 18th of this year. may 15th if you live in one of the california counties declared a federal disaster area. make sure you have all the forms that save you money. many taxpayers will get smaller returns this year. there are smaller standard deductions for charity and a number of other reasons too complicated to get into early this morning.

there were supposed to be new rules surrounding money that you got paid through apps like venmo. the new laws would have required the online payment companies to tell the irs if you had more than $600 in income processed online. understand if it's legitimately income, not your friends paying you back for lunch, but actual income from hair styling or selling baseball cards or whatever it is you do, you're supposed to report it yourself. the federal lawsuit, a judge said musk wasn't telling investors the truth when he tweeted he had secured funding to take the company private. now the jury has to figure out what to do about it.

talking about layoffs with employees. google announced late last week it would cut 12,000 employees worldwide, about 6% of the workforce. so far these cuts have not hit the data we watch as we try to get a handle on how the economy is doing. we have the latest jobs data from california friday showing the unemployment rate much lower than it was this time last year. gdp data comes late they are week as well. again, these are lagging indicators that don't tell us what's happening now. it means inflation may not be the issue. that's good news for economists. >> thank you for keeping us forward looking. it doesn't matter how many

people are being laid off if you're the one laid off. >> malaise creates malaise. the data couldn't show it. >> thank you very much. trending this morning one dog pretty much putting the rest of the pack to shame. a 23-year-old chihuahua named spike named the wormed's oldest living dog. guinness says spike is 23 years old as of december 31st is still going strong. spike's owner says he's blind and can't really hear but stuck it out all this time by maintaining a routine which includes waking each day by 7:30. he's just 9 inches tall and 13 pounds. that gives him a bit of an edge over the big dogs. he looks pretty big for his age. actress jennifer coolidge has taken on iconic roles but

>> that song is not new. >> it's not. let's get started this morning. it's monday. we're still excited from the win over the weekend and another beautiful day. we are going to wake up and head out to a clear sunrise and mild temperatures. it's still windy and at times gusts may kick up to 20 to 30 miles an hour and our high temperature will reach about 59 degrees today. oakland topping out at 60 degrees and in the upper 50s for redwood city up and down the peninsula and into the upper 50s for san francisco. our north bay temperatures reach 61 in sonoma and 58 degrees in ukiah. and let's check in with our water year because we're still at a big surplus. now after measuring 24 inches of

rain we are still at a surplus of 7 1/2 inches. we're at a surplus and now double at 229% of what we typically see for rainfall at this point in oakland as well as much of the other parts of the bay area and the sierra still doing quite well with the snowpack at 246% of normal around the tahoe area. 283% of normal. we do continue with some dry weather, but we're about to see some changes. this high pressure will be shifting off to the east and rain will be here starting on sunday continuing into early next week with the possibility of another quarter inch of rain for the north bay and a half to three-quarters elsewhere. climate prediction center is saying we're about to head back into a wet period and there's a

pretty good chance we could wrap up january and head into february with above average rainfall. so we're getting ready for those changes ahead. we have a few more days to enjoy the sunshine and warmer temperatures. mike, you're seeing slowing from a crash in walnut creek. we do have perhaps good news, south 680 slow down to just shy of ignacio road. perhaps they've cleared the lanes. the walnut creek interchange itself moves smoothly. the earlier crash doesn't look like it's causing complication but may have slowed. so is ace train.

today is the first day the irs is accepting and processing income tax returns from 2022. the national filing deadline is april 18th but because of the recent storms every bay area county qualifies for an automatic extension until may 15th. the irs told us if you file electronically choose direct deposit and submit with no errors, aiming to get you your refund within three weeks. here is another reason to file electronically. the irs has a huge backlog of paper returns and returns with mistakes nearly 2 million from previous years. >> we're almost through them all and certainly moving in that direction as we get into 2023, that's why it's so important if you do not send paper if you don't have to. >> reporter: anyone can file electronically for free. you can use the irs fillable form. you do the math but then file electronically at no charge. if your income is $73,000 or less you are eligible for the free file which figures your

that happened about 30 minutes ago and so far we just had 3.7 and a couple of much smaller ones over the past few minutes. as you're waking up and heading out in the north bay, probably not feeling any of that. you are seeing a clear sky and it's also fairly windy still as we've seen the high wind gusts kicking up. the wind in san rafael at 9 miles an hour but it could get as high as 20 to 30 miles an hour as we go into today and temperatures warming up into the low 60s in the north bay. oakland reaching 60 degrees and 57 in dublin. also 57 in morgan hill with some upper 50s in parts of the south bay. when we'll see rain again coming up in a few minimum. a live look at the state capitol where mourners will hold a vigil for the victims of the shooting in southern california. >> ten people died, ten other people were injured and the

gunman is now also dead. authorities are now saying people stepped in at a similar location a short time later to halt a second tragedy. reporter lauren coronado with our l.a. sister station has more details from monterey park. >> reporter: today we expect to learn more about the ten who died, five men and five women. the community mourning their loss and i want to show you a makeshift memorial here at monterey park city hall. you see candles, flowers and balloons in their honor. the investigation spans three locations beginning here in monterey park saturday night, a block away from a festive lunar new year celebration. thousands in attendance. it was about 10:20 when several shots were fired from that dancehall. they saw dozens of people screaming and running from the building. ten people were killed. ten others were rushed to nearby hospitals and seven are currently still hospitalized.

sheriff robert luna says they drove to another dance studio about two miles away in alhambra where someone wrestled a gun away from a gunman. that man has been identified as 72-year-old huu can tran. witnesses say he got away in a van where law enforcement stopped the man. shortly after officers heard a gunshot from the van and found the man dead. the big question now is what is the motive. we understand a search warrant was served in hemut where the gunman is said to have lived. i'm lauren coronado. back to you. >> the mayor is speaking out. >> he says investigators are piecing together the connection

to that venue. >> he may have a history of visiting this dancehall and perhaps motivation some personal relationships, they are investigating. >> that's at 7:00 this morning right after us on "today in the bay." police chief leronne armstrong was placed on administrative leave last week. leaders took action following a federal oversight report from a bay area law firm suggesting there were steps missed in discipline of an oakland police officer. they will be on hand to lay out the reasons they believe city leaders made a mistake in issuing his suspension.

happening today ace trains are back up and running this morning after service was shut down because of mud slides. >> "today in the bay's" bob redell joins us live from fremont. are there any precautions taking place to make sure those trains don't deal with that debris again? >> reporter: there are, good morning to you, marcus and kris. union pacific said they would be doing a run before the first ace train through niles canyon to make sure there was no mudslide debris on the rails as there was last week. they are getting off, i asked passengers if there were any issues through niles canyon. they said no. two mud slides, one on tuesday and one wednesday, onto the tracks in niles canyon. one train had to stop for some time. no damage to the trains. no one was hurt. >> time to have the commute back to normal.

to come up. clear skies but cold temperatures out there. starting out cold and breezy as you get ready to head out the door. we'll have more cold mornings ahead as you go to work in the east bay, fremont in the 40s right now and sunshine as we only make it into the mid-50s by late morning into the afternoon but the wind is still the big story along the coast and in the hills we see winds gusting to 30 to 40 miles an hour, maybe even higher at times. going into the afternoon that northerly wind starts to die down a little bit. we are going to have even colder temperatures tonight as a result. a look at today's highs reaching 62 in novato. 57 in san martin. livermore, 55 degrees. it does get warmer midweek. i'll talk more about that. mike, you are looking at the commute out of the east bay. i am because of two key spots. the toll plaza was slow.

it looks like there is better movement at the toll plaza. out of richmond and vallejo, highway 4 as well. now the other issue has been this long-standing crash has been there for a while. southbound 680, the updated location looks like it's past ignacio valley road. they're starting to move some vehicles from the roadway. they have called the possibility of an alert by chp. they think it might be longer to clear. the rest of the bay and a smooth flow of traffic through the south bay building for 237 as well as 101. this is because of a crash northbound just past hellyer. one win away from a trip to the super bowl. >> the final play, prescott over the middle. gets smoked right away and that

at 6:42 over to the east bay with a look at how the day will ship up for you. walnut creek still breezy. a cool day as we make it into the upper 50s with sunshine. slightly warmer midweek and we'll also eventually see rain. 680 continuing to bog down south 242 for the walnut creek interchange. an alert now by chp. it will take a while longer for them to clear that. highway 4 builds sending more traffic in out of pittsburg and ignacio valley road, doesn't look like it takes you past the crash. we'll track that coming up. this morning president biden

is facing more scrutiny after we learned more classified documents showed up in his home over the week. >> scott mcgrew, this time they were discovered by fbi agents. fbi agents came to the president's private house. former president trump's been complaining for weeks that they hadn't been in biden's home. now they have been, but at biden's invitation. this is the key thing the white house wants to make sure you understand. biden's team asked the justice department to begin a search and, yeah, they found more documents. according to biden's personal lawyer, the department of justice says it found six more classified objects during friday's search that lasted more than 13 hours. >> an fbi searched, coordinated with the fbi searching former president trump and now search into president biden's residence. what's your assessment how the president has handled this?

>> in the united states of america we have a former president and a current president basically in the same situation. how has this happened? >> there are differences between the discovery of documents but neither should have possessed them and biden has lost the moral high ground. spencer cox, the moderate republican governor of utah, caught the spirit of it all when he posted to twitter lots of trump impersonators out there but president biden's commitment to the bit is really impressive. ukraine and the rest of the free world waiting for erm word from germany. ukraine needs tanks and germany has hinted they're coming but so far nothing. it's a little inside baseball but a ratio on house committees, how many democrats and how many republicans with the republicans in charge, of course. basically the inverse of what it was when the democrats were in

dublin. we're headed for 57 degrees. 62 in novato. 59 in san francisco. well, tomorrow morning when you wake up and head out it will be even colder than what we're feeling this morning as the winds calm down. the temperatures will be dropping even more. we'll start out tomorrow morning in livermore at 34 degrees. 39 in napa and 43 in san francisco. but let's talk about our water year update now that we continue to see more dry weather. santa rosa right now you're holding steady at over 24 inches of rainfall measured so far this water year. we're still at a surplus of over 7 1/2 inches and in oakland we've measured 21 inches. well, that is almost 12 inches at a surplus on top of what we typically see for this time of year. we're still at over double our normal amount of rainfall for oakland and livermore and san francisco 191% of normal. san jose and the sierra still

holding with a big snowpack over 200% of normal across much of the sierra. and we're going to see some changes ahead. it's been dry. we've enjoyed it, but we're going to start to see the high pressure keeping it clear moving away and low pressure will be coming back in. does that mean more rain and we're going to reopen the storm door and we could start to see more active weather systems come in the beginning of february as we wrap up january as well. as far as what we could see the initial runs are right now showing a quarter inch of rain for parts of the north bay as well as about three-quarters of an inch of rain in some spots, of course, fine-tuning that as we get closer but overall our pattern looks wetter heading into the end of the month and early february as we could see that rain returning above average rainfall possible all across the west. we do have a few more days to enjoy the sunshine and mid-60s. as the rain comes in on sunday,

temperatures will be dropping. mike, you're tracking a crash. what's going on? a couple crashes and the biggest volume for a monday we've seen in months. so we're looking at the bay bridge toll plaza, the east shore freeway out of richmond and out of oakland, slowing across to the westbound bridges and over here this is one of the crashes south 680. chp says the crash is at 24 interchange. i say it's at the off ramp as folks shift over just before ignacio valley road. i think that will get you through walnut creek faster. the other crash in san jose northbound 101 approaching blossom hill. we see the shift. folks are taking 85 and 87, impacting folks from south county. back to you. >> thank you, mike. happening now, teams from caltrans are now reorganizing resupply convoys to help monterey county homeowners who are still stranded by recent storm-related landslides. those convoys will travel along highway 1 tomorrow and friday

people dead during lunar new year celebrations over the weekend. 7 of the 10 injured are still in the hospital. investigators now say the 72-year-old gunman drove from that monterey park dancehall to a different one in another city, alhambra, where patrons managed to disarm him. 12 hours later he was found dead in his van after a standoff in torrance. police searched the shooter's mobile home located in a senior community and workers are working to find out the motive. concerns front and center for upcoming bay area lunar new year events. "today in the bay's" pete suratos live with a look at the role police are playing there. pete? >> reporter: good morning to you, marcus. with lunar new year events taking place in the coming weeks we could see an increase in police presence. sfpd says they plan to have a visible presence at events around the city. san jose police did increase

scheduled for 11:00 this morning. a look at the forecast because it's breezy out there. >> it's breezy but clear. we're waking up to a nice sunrise and are only going to reach 59 degrees for a high today for many spots inland. cold tonight, upper 30s. and then slightly warmer tomorrow. that will be the trend through the weekend. you see what's at the end, a chance of showers and we'll be talking more about that as we get closer. we're following that closely. also following this, a crash northbound to 101. where the arrow is we typically see the backup. it's not there because folks are held up approaching hellyer and diverting to 85 and 87. we see a shift influencing the crash just shy of the off ramp. two lanes blocked there. an overnight earthquake has not impacted b.a.r.t. it's too far south for them and ace train is recovering. ace train number three heading to fremont. the first one made it through the niles canyon area. bob talked about the precautions being taken. that is what's happening for
