12:00 pm
authorities detained the suspected gunman. >> that man is a 66-year-old and was found parked in his car reclined in the seat at the sheriff's substation on kelly avenue. a deputy actually's bothered him inside that car, and this is the moment when authorities took him into custody. >> the san mateo county sheriff's office had much to say about the event. we had heard this two hours ago. let's listen. >> thank you for being here this morning. i want to reiterate the tragedy we experienced in our county yesterday in half moon bay. and our hearts are broken good and we are working together with the community to heal from this tragic incident. i will give you some additional information about the case. the suspect got a 66-year-old male resident is a resident of half moon bay.
12:01 pm
the semi automatic handgun was legally purchased and owned. the victim at the hospital is out of surgery and stable. the victims were adults and a mixed mixture of hispanic and asian descent. seven males and one female. only no connection between the victims and the suspect is that they may have been coworkers. the corners office is still working on identification of the victims and notifications of next of kin. as some of these victims were members of our migrant community, this represents a unique challenge when it comes to notifications and identifications of next of kin. all the evidence we have points to this being the instance of workplace violence. the mountain mushroom farm, the first location, is where the subject was employed. i would like to headed off to the district attorney steve
12:02 pm
wagstaff. >> thank you. good morning i'm the district attorney. and that case and my job now is to inform you where the case will go. the sheriff's office is submitting the case to us today. we will review it. the arraignment will not be this afternoon as was first put out. it will be tomorrow afternoon. at 1:30 p.m. in this building. the custody courtroom. the charges have not yet been determined because until we review all of the information, we will make that decision later today or tomorrow morning. and again, the charges obviously involve the homicides involved as the sheriff just said. i want to make a specific reference to the fact that i have been briefed on the sheriff's office investigation of this case. in cases like this, we never had one in this county of this many deaths at one scene. or at one time. and so it was a very hectic
12:03 pm
scene. the sheriff's office did a magnificent job investigating this case. i'm very proud to have the sheriff's office as our colleagues. the work was done extraordinarily well. again, in terms of precise detail, we will not give out a lot of precise detail on what was said. this is a case that is at the beginning stage. it has a long road to travel over the coming months and years. and to that extent, we don't want to try it out in the public eye but instead we will ultimately handle this case in one of the courtrooms in that building. >> that building being the courthouse, of course previous to getting more reactions from city leaders and local residents who are shaken by the tragic shooting. we are live from one of the scenes in half moon bay. the community is really coming together to support people who have been impacted. >> they certainly are. hearing those details in that press conference that you just
12:04 pm
played, you can realize how the community is so shaken up during this time. we spoke to the mayor richie was out of town when we spoke to her this morning but she's coming back to half moon bay. it was a virtual interview. his what she had to say about these tragic shootings and of course the importance of the community coming together. >> our community will survive. it will survive because we are a very close knit and very giving and loving community. >> reporter: of course we are at one of the scenes right now but earlier we were at the ide s hall in half moon bay. that serving as a family reunification centipede last night there were dozens of families in place going to that area in the aftermath of those deadly mass shootings. they weren't there this morning and we didn't see any damage inside the hall but that didn't stop locals from coming up to provide support for the families with flowers and food. here's what they had to say
12:05 pm
about all these incidents. >> there is messages where we support all the survivors and we will band together. my brother always told me that something good comes out of something bad. so that is the message. we will stick to that. >> it is overwhelming. we moved from the peninsula and part of the reason we moved here was just for the kind of small town, safe feeling community. so, it is kind of weird when your town that you feel safe in and whatnot is then the next town. >> reporter: before we began the big day show i spoke to a latino local nonprofit. they are helping the families impacted by all of this. they said many of the families they have helped them relocate to hotels but they say they're still in need of donations to
12:06 pm
help out these families. people everywhere are sending out condolences to the victims and the survivors in half moon bay. they are a congressional estate leaders tweeting out thoughts for the victims and for the city. many are also once again calling for new action to end this cycle of mass shootings. governor newsom said he's canceling a public appearance today in southern california out of respect to the victims both in the shooting here and the one down south. he is said to speak at two p.m. this afternoon in a news conference. last night he pointed out that in the short time span between the shooting in half moon bay and the dance hall shooting in monterey park in southern california, it was very small and he tweeted, quote at the hospital meeting with victims of a mass shooting i get pulled away to talk about another mass shooting. this is tragedy upon tragedy. >> in the meanwhile we talk to the san jose mayor about the
12:07 pm
mass shooting this morning. he hopes educating everyone about gun violence will help everyone in the future. >> this is a tragedy that occurs far too often in our country had locally one of the solutions that we recently move forward as a city as you know is acquiring liability insurance for gun owners. i also think we need to do a better job of educating our community about gun violence restraining orders and other tools available. >> are investigated union is looking deeper into the violence in half moon bay and how the visits at one shooting location operated. you can watch that at nbcbayarea.com. >> if you're turning in for nbc news daily, let us explain why here at nbcbayarea we are showing you local news instead. we are waiting a news conference from oakland with her has been a shooting. russell fund developments in half moon bay where there was a mass shooting. it also phoned him developments
12:08 pm
down south in southern california that killed 11 and injured nine over the weekend. investigators are still searching for a motive. we are now hearing from the man who was able to get the gun away from the shooter. we are also learning more about the families whose lives will never be the same. nbc news correspondent steve patterson has the latest. >> reporter: a quiet los angeles suburbs still reeling after a lunar new year celebration turned into a scene of terror. exclusive video obtained by embassy showing the herring struggle for survival between the gunman and a heroic man who may have prevented even more deaths by wrestling awaits his weapon from a second ballroom. >> i had to believe that i was going to die. my life was ending here. then it dawned on me that this was the moment to disarm him. i could do something here. >> police say the 7072-year-old monk first entered the dancing in monterey park on saturday
12:09 pm
night and opened fire. >> 42 rounds were fired by the suspect at that location. >> 10 people were killed that night. all in their 50s, 60s and 70s. >> i heard the noise and pop pop. >> 20 minutes after fling the first scene, police said the gunman arrived at a second ballroom in alhambra where a 26- year-old man was manning the front desk at that dance hall. he gained control of the weapon and the attacker played. multiple law enforcement sources tell nbc news while an exact motive remains elusive but the evidence so far point to a personal motive. 80 miles east of monterey park, investigators searched for more clues finding hundreds of rounds of ammunition, a rifle and materials for homemade firearm suppressors. the suspects ex-wife said she met him and he worked as a truck driver and could be quick to anger. they divorced in 2006. he spent time volunteering at the studio and clashed with fellow instructors.
12:10 pm
according to adam hood who once befriended head who told the new york times in the distant have friends there. and an instructor at the bottom says she is still in disbelief. >> everybody is united. to be happy. to enjoy and to be family and then someone just comes out of the blue and destroys the whole thing. >> a relative of a 65-year-old victim writing that she spent many years going to the dance studio. it was what she loved to do. her warm smile and kindness were contagious. >> look at what has happened just three weeks into 2023. half of the nation's mass shootings this year happen in california in the last eight days. three mass shootings which are defined as the intentional killing of four or more people happen in half moon bay in monterey park and into central california. 24 people were killed. 10 people injured in california. is white, the number of six mass shootings and the number of
12:11 pm
dead is 39 injured. 11 more. president biden is from sinful federal support for the in investigation and have him pay. he pushed for a new assault weapons ban. but the biden white house has not made much of their progress on gun control. scott mcgrew takes a look at. >> good morning. an assault weapons ban would not have made any difference in half moon bay. the weapon use their, deputies say was a common semi automatic pistol. the weapon used in the killings at the dance hall down near los angeles was already illegal. president biden has been president during many awful mass shootings. all presidents are. mass shootings are very common in america. the white house so far has increased funding for educations and some of the root causes with mental health issues like a program to reach
12:12 pm
out to military veterans at risk for suicide. it is also instructed the justice department to crack down on so-called ghost guns. but i was not able to make much other progress even when democrats held both the house and the senate because that senate majority was not big enough to overcome a republican filibuster. here is president biden after the shooting in uvalde, texas. >> too much violence. too much fear. too much grief. let's be clear. evil came to that elementary school classroom in texas. >> he said much the same things after the killings in the grocery store in buffalo, a bar in colorado springs, the shooting at a parade in highland park, the vta real shooting here and many others. in fact, there have been 41 mass shooting since mr. biden took office killing 183 people. in oakland last night, there was not a mass shooting however there was some sort of shoot out that left one person
12:13 pm
dead. the oakland mayor is now holding a news conference on that shooting in talking about the one person who died and the seven others who were injured and she is at the podium now and let's listen. >> as you all are, i am pretty sure i am also heartbroken. and yet another census shooting inner-city. i do see pastor dixon here as well. thank you for joining us. why don't you come up as a strong community leader. as you can see councilmember read. come up to two. this is all this. this is our city. >> we have here standing beside each other the committed community leaders, residents and public safety agencies who have worked hard to end gun
12:14 pm
violence. and yet now we see that more families are feeling this pain. the pain due to yet again more gun violence in our city. and we are not unique in this. we have seen other shootings across the state, as well. i would like to think the acting chief and is developing here today to give you all the updates on this case. i know he and his department are doing everything they can to get the facts of the case and they worked tirelessly every day to make our city safer . to build the oakland that we all know we deserve. and i know how hard it is for them. and that is a tremendous weight on our personnel. it is the weight that we all carry as oakland residents went something like this occurs and when there is a mass shooting like this. i'm grateful for our representative from cease-fire. from the opd.
12:15 pm
the head of cease-fire which is captain jones. we also have reverend amita who is the chair of cease-fire and pastor dixon who is also a strong leader with cease-fire. we have with us as a mentioned earlier, councilmember jenkins is a councilmember for the district this happened in district 6 and i appreciate that councilmember read as well know we are interconnected and standing here with us as well. the best way to keep our community safe is to prevent crimes from occurring and i want to thank the people in this room for their ongoing dedication. to make sure that we continue this fight. this is the third mass shooting in california in less than a week. this is the 39th mass shooting in america so far in 2023. this problem is not unique to our state but it is unique to our nation. this has to end. it must end.
12:16 pm
misty with the proliferation of guns on our streets at every single level of government. because i ask and dare i ask how many more times do have to look at the front page of our papers and turn on our tvs and see that someone else has lost a family member or lost their life. far too many times. in situations like this i can't help but think of my son who has never known a time where there were no mass shootings. where they were not at our churches and dance halls and on our streets. and that is never okay. and it must come to an end. i appreciate all the work that people in this work do day in and day out to solve these crimes when they do occur. but we need the national leaders who block sensible action on guns to stop the obstruction. stop and think about the lives that are lost every single day in our communities. and an act and find the strength
12:17 pm
to act and put to place common sense gun reforms. this is our fight. this is a fight i am invested in and i'm willing to continue and i know that all these fine folks appear are willing to as well. with that being said i want to make sure that you all are up to date on regards to the situation happening. i want to introduce acting chief allison to come to the podium to say if you words. >> thank you, mayor. first i want to begin by stating that over the last few weeks our country has experienced a disturbing trend of mass shooting and gun violence. a tragic trend that has extended to our state just over the last few days in monterey park and half moon bay. and last night and this trend
12:18 pm
was experience sadly, closer to home as the city of oakland erupted in gunfire showing we are not immune to this epidemic that i want to recognize the vic comes along with the family and friends who lost loved ones to this epidemic of gun violence. the oakland police department is investigating a targeted shooting that occurred on january 23rd just last night in the 5900 block of macarthur boulevard just after 6:00 p.m. op officers were dispatched to the area to investigate the shots fire. on arrival, officers quickly worked to learn what had happened. during the course of the preliminary investigation, officers learned that approximately 40-50 people ready location where individuals were filming a music video. while the recording was occurring, gunfire broke out from multiple shooters in
12:19 pm
various directions. when officers arrived on scene they located several casings but at the time no victims. op communication receive notification of multiple gunshot victims who self transported to several area hospitals. in all, there were five victims struck by gunfire all of which were adults. of those victims, tragically an 18-year-old man, mario navarro was fatally shot during the incident. at this time we are aware of six additional victims ranging in ages from 15-63. one vehicle was struck by a stray bullet as they left the scene. another victim had a stray bullet enter their place of business. a driver and passengers were injured as they revolved in a solo vehicle accident while they were fleeing the scene. currently there is only one person remaining at the hospital. we are looking into the possibility of a gang or group
12:20 pm
connection with this incident. we are deploying our violent crimes operation center staff and the cease-fire teams in response as well as partnering with the department of violent prevention and violence interrupters and community stakeholders. we are asking for our committee to help us in this investigation. if you have video or information about this case, please contact the opd homicide section at 510-238-38 21 or you can call the tip line at 510- 238-7950. i want to make sure everyone knows that this is an ongoing investigation and our officers are reviewing several pieces of evidence. any updates we will push out through social media but understand that we will do everything we can to figure out who committed these crimes and we will bring them to justice. >> thank you, so much, chief allison for that.
12:21 pm
i also want to make sure that i introduce and bring up to the mic captain jones. it is imperative that when situations like this happen, that we all work together. and that is the ongoing work of opd got the department of violence prevention and including cease-fire as well. i want to introduce to you captain jones from opd who leads cease-fire in the city of oakland. >> good afternoon. i'm captain tony jones of the cease-fire division. and cease-fire is a strategy we have been using here in oakland since 2012. it's been really effective for us and allowed us to cut shootings and homicides by over 50 percent since we have used this strategy. like 2010, this incident that occurred last night, we suspect that there may be a gang connection. so cease-fire will be coordinating the duties of the oakland please department in our response to this particular incident.
12:22 pm
four, we do have a lot of experience in dealing with these kinds of incidents. and so the coordination and the communication between the police department and the community and the department of violence prevention, the structures in place for us all to work together and come up with strategies that work. the biggest threat to us right now is retaliatory shootings. the group going back and forth and we continue to see violence that will stem from this particular incident. at the police department, we will be working with everybody, the community and department of violence prevention. our lane will be laser focused on the specific people or the specific groups involved in this particular incident last night. and we will bring every resource we have to bear within the city to make sure that we can's top the back and forth for the retaliation between the individuals involved in this incident last night. will do everything we can. this was a tragedy. but we are prepared to respond
12:23 pm
to this. we have got a lot of experience in dealing with these gang conflicts and we rely on the community and are partners and i'm sure we will be able to bring justice and closure to the families for those who lost loved ones and to prevent any feuding to happen in the future connected to this. thank you. >> thank you so much captain jones. and as he stated and also chief allison stated, we cannot do this work and solve these crimes without the sub port of our community. so want to make sure we bring up reverend demeter howard. the reverend is our chair of cease-fire. >> thank you, mayor and everybody here appeared today. i am reverend howard and i've been an advocate of the cease- fire strategy for over 10 years. the reason why is because gun violence is very personal to me. i lost my only brother who was eight years my junior some
12:24 pm
years ago. and a number of other family members. so talking about personal. this incident happened four blocks from my home. if i had stopped as i had planned and my favorite thai restaurant at 60th and macarthur i could have been caught in the array of bullets happening at that time. but i was not. the first thing i did when i heard about it is i had to locate my children. because that is a neighborhood snack spot. we frequent that corner. this is personal to me. this is about saving the lives of young black and brown men especially in the city of oakland. this should be personal for you. this should be personal for each and every one of you. we need to join forces. we need to be a community that is united in saving the lives of other people in oakland. and stopping gun violence in
12:25 pm
our beautiful, wonderful, special city. i ask everybody here to join in with the partnership of cease- fire. faith in action. dbp, highland hospital. community youth organizations. opd. probation. we all come together because our northstar is to save lives in this city. that should be the mission of each and every one of you. so please, please first of all put each and every one of those big dems and their families. the businesses in your prayers. we need to come together and we need action to stop this violence. thank you, very much. >> thank you so much, reverend howard. she's the actually the director of cease-fire. i want to make sure we give an opportunity to the actual share of cease-fire, pastor dixon is
12:26 pm
here as he volunteers working closely with the city as well. once again, we cannot do this hard work on our own. our children deserve more and better and this is what we work hand in glove and the city along with the committee to make sure we have the resources and correct information to make sure we go after the people who is committing the gun violence to bring them to justice. pastor dixon, if you would say if you words. >> let me be straight and direct to the point. can i do this. captain jones can you stand next to me for a second. we have been knocking on doors now for a long time. for some years and not to take anybody to jail but offer services and things that people need. today i will be very transparent. people will that are thinking about retaliating and people
12:27 pm
think about going back to get revenge, before you do that please call 510 430 18 00. give me a call. let's break bread. this talk about how we can help you change your mind and change your thought that we may help you today it's timeout for all this violence on asking for every faith institution to get together and help our brothers. let's help them see a different way. a young man at one time told me as he was sentenced 25- to life, if i met more people like you i probably wouldn't be here. let's make that true today. >> think you and i want to give up into the councilmember which is incident happened in and that's councilmember kevin jenkins. >> thank you.
12:28 pm
a heavy heart i stand here before you i'm outraged and disgusted. the committee is out race outraged. we are disgusted. no young person should have to lose their life like this. every young person should be able to reach their fullest potential. and mario navarro's life was stolen from him. there is deep trauma. and gun violence plagues our committee. and i apologize to the students at the marshall arts that have to do with the trauma that knowing someone was shot in your committee. and the moment of time you are in safe. every child should be safe. every young adult should be able to reach their fullest potential and i'm sick and tired of black and brown men and
12:29 pm
being killed and i'm sorry to the parents and the struggles with this and oakland as a result sit in together as we talk about with cease-fire, if we all come together we can defeat gun violence in our city. thank you, mayor. >> at this point we will open for q & a in regards to this subject matter. please go ahead and raise your hand and i'll call on you. and the right person will answer your questions. >> yes. >> have you identified the shooters. we are under the impression it was a shoot out in the other side started shooting back. is that the case? and also, the video, the music video that was being shot. did you look at that? >> thank you for that question.
12:30 pm
we are reviewing several pieces of evidence. we are not prepared to push out at this time any of the leads that are associated with that evidence. but we have a lot of information to sift through. i can say that as a mentioned earlier there were multiple shooters. but at this point in time we are just trying to gather the evidence to formulate the next steps in the investigation. >> is a multiple? are you talking to or five or 10? >> there was a lot of casings at the scene so we are trying to work through that evidence to get a firm number on what we have. we know it's more than one. >> what kind of guns? >> we saw various caliber. we have handgun casings and low caliber of casings and rifle casings. >> to clarify, do you know who the other gang is or have you identified. i know you will tell us who they are but has
12:31 pm
your department and find these people? >> we have a good sense of involved parties. we are not prepared to release it at this time but we have solid leads to go forward in this case. >> what was the nature of the music video? do you know? were they there because this was an opportunity? >> i don't want to speculate too much. i know there was a group there. we know some were affiliated with the music video. somewhere in the course of their day to day activities. what the draw was, that still under nevada investigation. >> have you had problems with ongoing problems with these groups? >> tragically inner-city we experience a significant number of shootings, gang and group related. we have a number of active conflicts and a number of old conflicts that could spark up at
12:32 pm
any time. so the ideas we have behind these groups, they are not new conflicts. they are things that were always a potential for violence. something we pay close attention to and it's one of the reasons why with our community, pastor dixon and what kevin jones was indicating that if you are thinking about retaliating, there's another pathway. there's a way we can work together and mediate so definitely i want to lift up what pastor dixon said and to reach out to prevent any retaliatory shootings. >> as the city grapples with violence, what you want people to know. as people are looking the motives. this gang violence.
12:33 pm
>> conflicts will not be solved with a gun. violence is not an acceptable way for any kind of conflict. there's things that can be done through mediation and things that can be done through understanding that we are all here together. and taken life of a person for any reason is not acceptable way of living. we also have strong partnerships with our federal partners and local partners, and we will play every measure that we have, and if you do not put the guns down and you do not engage in behaviors that are not associated with violence, we will hold you accountable and bring you to justice.
12:34 pm
>> reporter: can you go knock on the door of the other side, and say, hey, don't do it? >> our direct communication addresses anybody that is at risk of gun violence, either on the offenders' side or victims' side. we -- if we think that there's a way to minimize and mitigate violence, we will reach out to those individuals. captain, do you want to say something further? >> just to follow-up what the chief said in answer to the question, it's something we regularly do within oakland. we routinely drive around and get out and talk to people in hot spots and various parts of the city, but on incidents like this, we try to identify people who we think are prone to
12:35 pm
violence or prone to being a victim of violence, and gauge the message towards the specific instances they are going through in that moment. in the coming days, we will reach out to individuals who may be connected with some of the victims, associates of the victims, and try to deliver a message of hope and to calm down and lower the temperature on the things going on between the parties involved, and try to get them to, you know, resolve this thing in a peaceful way so nobody else has to go to jail or nobody else has to become a victim of gun violence. >> what we always fail to realize, what captain jones brings you one side, but there are services that are offered, and there's more than just don't stop shooting. there are things that you may need, mental health, whatever they may need at that time, we reach out to those that are either on the victims' side, or
12:36 pm
the ones that perpetrated the violence. whatever side. it's not just going on there saying you better stop. it's going on and saying we have that for you, we have this for you. that's something the community needs to know. cease-fire is about holding everybody accountable. and those that might be able to influence. thank you, reverend. those that might be able to influence. we talk to mothers, fathers, cousins, best friends and a lot of people, and it's more than just captain jones and i, but the prevention offer services. i hold the department of violence prevention accountable and opd accountable, so if i ever call you for a news conference, you better believe they are not being accountable. >> reporter: i am ashley
12:37 pm
[ inaudible ]. >> so we had five victims who were struck by gunfire. the additional victims were either victims of the shooting, meaning they were not struck personally but their business was struck. we had one where their business was struck but that individual was not hit by gunfire, and another vehicle was struck by gunfire. one occupant was struck by gunfire and two were not. we had an additional three that were involved in a collision that were not struck by gunfire. >> reporter: how many total injured were there? >> five struck by gunfire and then three that had complaints of injuries from the collision. >> thank you all so much for joining us today. that will conclude our press conference. thank you.
12:38 pm
>> reporter: one last question. >> okay. one last question. yes. >> reporter: [ inaudible ]. >> i want to say that this matter is incredibly serious, this matter around the mass shooting. in regards to -- i have not seen a request from the naacp, and they have an ongoing thing happening right now, too, and at the end of the day that's a personnel matter and we are going to leave it at that. thank you for respecting the fact that we are here to speak about a mass shooting in the beautiful city of oakland where people have died. thank you. >> all right. that is new oakland mayor speaking alongside acting police chief for the oakland police
12:39 pm
department, darren alenson. they are talking about what sounded like a chaotic scene last night. one person was shot dead, and four or perhaps five more were hit by gunfire and six other people impacted by chaos. this was at the gas station at macarthur boulevard and 7th avenue where there was a music video in production at time. >> the chief said there were 40 to 50 people there. the evidence points to multiple gunman that they have not taken into custody any person, but the chief said they do have solid leads. what, to me, was frightening about this was the plea from the speakers that there not be any retaliatory gunfire, and they are investigating a relationship to a gang or some other organized group. >> the mayor there called it a
12:40 pm
mass shooting, however the definition of a mass shooting is the number of people who are killed in one instance. in this instance, the good thing is that only one person was killed, though at least five of them were shot. that one person is an 18-year-old man by the name of mario navarro navarro, and we don't know if he was involved in the music video production or a bystander or how it came to be that he was shot. but it does sound like there was a lot of chaos and there was several people firing weapons. you said it was a targeted attack, but we don't know how they were targeting each other at that point. >> that was not a mass shooting, but our teams are also on the scene of a mass shooting, a textbook mass shooting in half moon bay. the other mass shooting that took place in southern
