it's 43 degrees with a calm wind and our temperatures will hold steady the next three hours and then we'll see it warm up into the upper 50s, a sunny day and also some nice temperatures headed for 65 degrees in san jose. 64 in morgan hill and for the east bay 63 in danville and 62 in vallejo. some low 60s for the peninsula into san francisco. 63 downtown. we'll talk about what's ahead coming up. mike, you have a warning for drivers in the east bay. looking over to the drive, a smooth flow of traffic but in alameda county up to marina boulevard that earlier crash reports of a tire in the lanes. we're not sure how much debris is there.

watch as the potential to slow traffic for a second to clear that to the shoulder if it's not clear already. the rest of the bay looking good. north 680 looking for that crew to clear as well from the reports. we see the sensors slowing. i think it should be open through sunol in just a few. back over to you. >> thank you very much, mike. in a matter of hours a 66-year-old man accused of shooting and killing seven co-workers in half moon bay is expected to face a judge for the first time. this on a day the secret service revealed somewhere around half of most recent mass violence cases were motivated by perceived wrongs commonly in the work place. >> team coverage for you this morning starting with kris sanchez in our newsroom. you have the latest on that investigation here at home. that community of half moon bay continues to mourn and they're still trying to support farmworkers who were traumatized by the shooting and can't go back home, can't go back to work, and today the suspect will be heading to court.

66-year-old chunli zhao is still in custody and will face a judge today. the san mateo district attorney has not yet released all of the charges he will face, but we know that at least seven will be murder charges. the sheriff revealed zhao used a semiautomatic weapon that he owned legally. sources told nbc bay area zhao knew the people he killed and he told investigators that they pick on him for years. sources told us zhao gunned down two co-workers near a greenhouse at the first farm off highway 92 before going to the trailers and killing a co-worker's wife, shooting two more co-workers including the lone survivor. investigators say zhao then drove to the nearby mushroom farm and ka cabrillo. after all of that he drove to the sheriff's substation where he was arrested. the coroner is notifying family

members about the victims, which has been difficult because some are migrant workers. we talked with california lieutenant governor. california has enacted a red flag law allowing law enforcement to take guns from people who are at risk for violence. she says now it's time for the feds to do their part. >> all of these together are sensible gun laws. we're calling on congress and the federal government to act to put into place the same kinds of sensible gun laws that we have done in the legislature here in california. >> 66-year-old chunli zhao will be in court at 1:30 in redwood city. we will be there as well. >> kris, thank you. as the half moon bay shooting is looking more and more like an incident of work

place violence, findings indicate this is one common thread in the long line of america's mass attacks. "today in the bay's" brie jackson. new data released moments ago with more on this. >> reporter: good morning, marcus, laura. that's right. the u.s. secret service national threat assessment center released a multilayered report about mass attacks between 2016 and 2020. for context, the agency defines a mass attack as an incident where three or more people were harmed in public or a semipublic space that was not connected to another crime. in it the agency finds there have been 173 incidents during that time. in total 513 people were killed and more than 1,200 injured. half of those instances the agency says the attacker was retaliating for perceived wrongs related to personal, domestic, or work place issues. most of the attackers used guns and many of them were possessed

illegally at the time of the incident. investigators say an incident in half moon bay, the attacker said he felt disrespected by co-workers in the years leading up to what happened monday. the shooting was not included in this data but the center says there are lessons to be learned from the report's findings. >> the biggest takeaway, and i want communities to understand this, these tragedies can be preventable if the communities are equipped with identifying the warning signs, encouraging bystander reporting, knowing how to act on that information when it is reported and putting the appropriate interventions in place. they need the tools and they need the resources. >> reporter: one of the warning signs the center says to look out for individuals displaying any unusual interest in violent topics including past mass attackers. the report says that businesses should consider establishing a work place violence prevention

plan and that individuals tasked with stopping violence should understand the impact of violence and hateful rhetoric while protecting free speech. the authors found nearly one-third of all attackers had evidence of planning their attacks. marcus, kris? >> all right, brie jackson in washington this morning. thank you. according to the gun violence archives, america so far this year averaging more than one mass shooting per day. the recent shootings in half moon bay, oakland and monterey park are 3 of 40 in the u.s. so far this year. at least 73 people have died. this morning on the "today" show one expert tries to break down what makes mass shootings so prevalent in america. >> certainly our access to guns is different than the rest of the world, so that's one piece of it, but i do think there's more to it than that. there is this quest for fame and notoriety at all costs. a lot of perpetrators are looking to make the history books even if it's for something

like this. >> that interview airs later this morning on the "today" show at 7:00 a.m. right after "today in the bay." san jose leaders have approved a series of new measures meant to prevent gun violence. a new outreach to make guns violence restraining orders more accessible. there is a series of recommendations which police confirmed are already in the process of being implemented. that includes making public safety information available in multiple languages and developing new protocols to document inspections that may include gun stores. also this week sjpd rolled out its new gunshot detection system. and happening now several california counties are conducting their annual count of those who are unhoused. this is a live look in sunnyvale. leaders are gathering to begin counting. last year teams counted about

10,000 county wide with more than half in san jose. contra costa county has its count today starting in 30 minutes in san pablo. a live look outside overlooking san francisco, a clear morning this morning. kari is tracking our forecast. she mentioned a warm-up. is that bay area wide? this morning it's still cold as you step out the door. it's probably hard to tell it's going to be a nice afternoon. we'll reach up to 30. we're starting out at 36 degrees in concord and as you step out in dublin it's 37 degrees. 44 in santa rosa. as you head out maybe for enjoying more time outside in the slightly warmer temperatures at noon 60 degrees and headed for the mid-60s in the south bay. as we take a look at our high temperatures reaching 64 in oakland, 68 in santa rosa and in palo alto look for a high of

about 64 today. talk about colder weather ahead and it comes with some rain. we'll talk more about that in a few minutes. mike has a look at where you can find lower gas prices. through the help of friends out there, gas buddy prices reporting san mateo county, in belmont double time on harbor boulevard $3.99. cupertino car wash is at $3.89. we have alameda county. the best at dublin. arco on village parkway $3.39. varied prices around. we're looking around the bay at most of the options at the speed limits. 680 northbound slowing as the crews cleared.

good wednesday morning. right now at 5:13 as you are getting up and heading to work checking out belmont and we're going to see temperatures in the low 40s up and down the peninsula to start out. a slightly cool day, but it turns out to be a nice one though we only make it up to close to 60 degrees in some spots. and we are going to have some much colder temperatures in our extended forecast. we'll check that out in a few minimum. >> look at this beautiful shot, 580 westbound with the taillights in toward the dublin interchange along the dublin grade. traffic flowing smoothly but plenty of that for you building here as well as the rest of the bay. we'll show you the slowdowns as they develop coming up. well, good morning. a very happy wednesday to you. microsoft had some problems with outlook and teams this morning, cutting some people off from

their work place. the u.s. state department has sent out a security alert cautioning americans who use you bers ubers around cancun due to a dispute. the bulletin generally mentions mexico, quote, violent crime, widespread and common. tesla will report profits after the closing bell. tesla recently cut prices trying to bring one of its suv prices within the new rules set by congress to give some electric car buyers a tax break. meantime, west virginia senator joe manchin is trying to pause some of those breaks written into the law in the new inflation reduction act. he wants a pause until at least march. the rules as they stand are pretty confusing, whether you get a big tax break is a mix of your income, the cost of the car, how many minerals in the battery come from america. there's a list of qualified cars

online. the rules are expected to change again soon, and even car dealers are confused. we're getting a better idea where the cuts at google will come from. google announced 12,000 employees would be laid off to take place over the next six weeks. paperwork filed by google to the federal government shows 1,436 will be cut at its mountain view headquarters. 119 at youtube in san bruno. 53 in plo alto. 1,608 when you add those up of our friends and neighbors losing their jobs is very sad news indeed. i do want to mention all of this because it's 13% of the overall layoffs. in the morning when i say 12,000 cuts we almost imagine all of them coming from mountain view, right? but google is an enormous company. so about one in ten are in the

degrees. san jose reaching 65 degrees and then we start out tomorrow morning just as cold. san jose dipping to 37. 41 in mountain view and 43 in novato. as we look ahead the weather pattern on repeat for a few more days. all clear here, block any storms from coming our way. that will be moving our way and making way for a couple of storm systems to come back starting on sunday. as of right now a lot of the moisture looks like it's staying off the coast, but we are seeing the chance of rain and sierra snow coming in with this first system sunday into monday and then there may be another one right behind that. it doesn't look like we're seeing any big atmospheric rivers. these are cold fronts coming in, have a lot less moisture and rainfall. so as we look across the bay area anywhere from a trace to a quarter inch of rain in parts of

the north bay, maybe a little bit higher in some spots up to a half inch of rain by early next week. so looking at our seven-day forecast, low to mid-60s for today and tomorrow. a limb bit cooler on friday. more clouds on saturday. and look at sunday, that's when the scattered showers come in, and it is going to be cold. in fact, we're looking at more freezing warnings ahead going into the middle of next week. mike, you are watching the roads. any updates on any slowdowns? we had one that's changed twice. it went from an easy, light drive to a lot of traffic south across the golden gate bridge. now sorting back out to the speed limit again. it looks like they cleared that southbound direction with all the crew that is were there overnight. there's a traffic break. folks are held up on the marine county side and everything is back to normal getting into san francisco, fine coming up from the peninsula side. a couple smaller crashes, tracking the one at marina and

meteorologist kari hall has more for us. kari, how is it looking out there? it looks nice. we've enjoyed sunshine. the dry weather continues. it's been cold to start out our mornings and today no different as we start out at 40 degrees in san jose. the wind is calm. we'll drop another degree or two around sunrise, and the clear skies stay with us as our temperatures warm up. at noon we're at 60 degrees. later on this afternoon we're hitting 65. it will be slightly warmer compared to the past few days especially in the north bay with napa reaching 67 degrees. 64 in oakland and in concord as well as 64 in palo alto. we'll talk about colder weather ahead and when we'll get some rain. mike, you were saying there's a crash affecting 580. slowing because the crash is in the middle lanes. westbound 580 toward foothill boulevard. we see sudden slowing north of the castro valley y. the castro valley y overall moves smoothly.

the crash happened about an hour ago. a smooth flow in alameda and contra costa county. no major backup, no major slowing. sensors are starting to change coming into concord. north 87 shows slowing around kirkner. we'll track that. back over to you. prosecutors take their first real steps this morning in seeking justice. "today in the bay's" bob redell live for us in half moon bay. >> bob, the suspect is going before a judge for the first time later today. >> reporter: correct. later this afternoon that suspect, chunli zhao, will go before a judge at the main courthouse on charges in connection with the mass shootings. we're here on the main drag of

half moon bay where you can see people are honoring the memory of the seven people murdered by leaving flowers and candles. they say zhao, 66 years old, knew the people he allegedly shot and believe this is an incident of work place violence. he worked at both farms in the shooting. zhao accused the victims of, quote, picking on him for years. our sources told us zhao gunned down two co-workers at the first farm off highway 92 before going to the trailers and killing a co-worker's wife and shooting two more co-workers including the lone survivor. investigators say zhao drove to a nearby mushroom farm on cabrillo highway. after all that he drove to the sheriff's substation where he was arrested.

>> our biggest problem in our country is gun violence. that is one that deserves our attention and requires our voices to speak up, to put pressure on elected officials. >> reporter: yesterday the san mateo county sheriff's office indicated it would be sending their case to the san mateo county district attorney who will decide which specific charges to file. zhao scheduled to be arraigned at 1:30 this afternoon. reporting live in half moon bay, bob redell, "today in the bay." >> bob, thank you. we want to remind everyone about the nonprofit farm worker caravan holding an emergency supply drive for those affected by the half moon bay shootings. now there are a number of things they're asking for but the number one thing is food. they will be at the san jose women's club from 9:00 a.m. to 2:00 p.m.

have a zero tolerance policy here in san francisco that if you act like this, if you harm someone like this you will get arrested, prosecuted. >> police describe the suspect as a white or hispanic male with a short beard wearing a black sweater with white lettering reading king. 5:36 and new overnight. san jose councilmembers have filled one of two vacant seats. councilmembers last night voting to appoint domingo candelas to the district 8 seat covering east san jose in the evergreen area. they selected him by way of multiple rank choice votes. still to be filled the seat formerly occupied by new mayor matt mahan which is expected to happen tomorrow. in sacramento democratic lawmakers are ramping up a push to create a new tax on the state's wealthiest residents. it would impose an additional 1.5% tax on those with a net worth of more than $1 billion.

it calls for a gradual adjustment of the tax to cover anyone with a net worth beyond $50 million. as part of the plan a person's assets would be tied to their annual income. a in 2020 the state senate shot down a modified version of the same plan. a bay area assembly member launched his push to make the lunar holiday a holiday. it would provide the ability to alter other holidays. supporters believe that it would also help promote cultural understanding in california schools. he plans to unveil that plan at the chinatown branch. taking a live look outside at downtown san jose.

a little bit after warm-up is on the way, right, kari? i think we're all enjoying the break from the cold temperatures. we're starting out with mid-30s, concord 36 degrees. as you get up and head out from gilroy it will be 36 degrees and then look at the trend for today if you're going out later maybe around 10:00, it's 49 degrees at noon. it is 58 degrees as we head for some low to mid-60s across many of our microclimates for today. we will have colder air in the forecast and we'll talk more about that in a few minutes. that same stretch of 580 but more delays as we hear it's restricted down to one lane now as you head to foothill

right now at 5:43 as you're heading out in the east bay, we're checking out fremont. on your way to work you need to bundle up. we're only in the upper 30s for the next couple of hours. and then after the sunshine continues it's going to shape up to be a mild day. enjoy it. these are some of the warmest days we have in the forecast, so big changes ahead. i'll talk more about that coming up in a few minutes. and we told you earlier a disabled tanker truck reported around the treasure island tunnel. the taillights move smoothly through the area. didn't see a problem. look at this backup at the toll plaza that formed in the last five minutes. this is a bigger delay than we had a few minutes ago. we'll see how things sort out on the bay bridge. there's still no word this morning about whether the key player, one of the key players, for the 49ers will suit up for sunday's nfc championship game. this is after being charged with domestic violence. san jose police arrested defensive lineman charles

omenihu on monday afternoon. police say officers responded to an incident at his santana row home involving his girlfriendship she declined medical attention and showed no advisable injuries but did obtain a temporary restraining order. omenihu is now out on bail. more confidential documents making the news. this time not on biden property. >> scott mcgrew, you were saying yesterday other politicians were probably checking files out. >> looking through them. >> and they probably shouldn't have. >> that's the honest thing to do, or maybe they're deliberately not so they wouldn't find out if they have classified documents. former vice president mike pence doing the honest thing and checking. and, yes, his office says, pence did discover documents inside two boxes. and pence did what biden did. his office immediately notified the national archives. here is fellow republican ted cruz speaking on fox news.
