changes. today, saturday, january 28th, 2023. >> announcer: from nbc news, this is "today" with peter alexander and kristen welker. welcome to "today." we thank you for joining us on saturday morning. some weekends we get to start with joyful news. this one is a tough one. videos from memphis are heartbreaking and horrific. >> the entire nation wraching. we want to get to the news with memphis police releasing videos showing the beating of nichols. the videos showing the officers tasing and beating and pepper praying the 29-year-old. they are excruciating to watch as the police chief describing them as heinous. >> and this as protesters are

trying to understand the senseless brutality. we have sam brock on the ground in memphis this morning. sam, good morning. >> reporter: peter and kristen, good morning. they blocked a portion of interstate 55 and overnight, we saw marches from new york to san francisco which was almost all peaceful. we saw five former police officers with violence on tyre nichols. the last words we hear him screaming out is mom. the series of images are disturbing to see. this morning, memphis still reeling after the shocking police footage. showing the brutal beating of 29-year-old tyre nichols at the hands of five former police officers. the alarming escalation as officers yank nichols out of the

car. we do not see what was the initial traffic stop. as they force him to the ground, nichols appears to comply with the orders. >> i'm trying to go home. >> reporter: confused, he alludes a taser and runs. then a roughly eight-minute pursuit before body camera showing the capture. in a heart wrenching moment, he calls for his mom who is only three houses away. >> mom! >> reporter: screaming for help. police appear to douse his face in pepper spray again and again. nichols' mother rowvaughn. >> for a child calling for them

in their need? did you know how i feel? >> reporter: families everywhere forced to reckon with the inhumanity. all african american officers in a special unit called scorpion pinning down nichols. and kicking him on the ground. moments later, another officer with a baton lashes the man. nichols looking iincapacitated. they throw haymakers to his face. from the medical help administered more than 20 minutes appears to lapse. all five officers were fired within days and charged with second-degree murder less than three weeks later with the attorneys for two saying they plan on pleading not guilty. benjamin crump calling this a

memphis city council member carlyle. our thoughts are with you. thank you for joining us. we know you have been bracing for the video for weeks and now the community has seen it. what was your reaction and how is the community coping this morning? >> peter and kristen, thanks for having me. i wish it were under better circumstances. the community is reeling and processing the graphic disturbing images for people we entrust upholding the safety and protecting our communities. it is a significant violation of that trust. >> council member, i want to ask about the scorpion unit. the quick response unit that is used to target organized crime or, perhaps, gangs as well. we heard from our reporter on the ground, it has now been inactivated. do you think that should be permanent? the scorpion unit should be

eliminated entirely? how do you rebuild trust in your community? >> we need to do our jobs as policymakers and legislate others to create something positive. justice doesn't end at the courthouse steps. it is our responsibility. the scorpion unit was the brainchild of the chief and mayor to respond with good intentions. like many cities post covid, we have crime and carjackings and theft. it goes back to the saying that all roads lead to hell are paved with good intentions. we have a right to review the policies to ensure they don't happen again. >> council member, one moment that makes it unique is the accused officers charged before the video was ever released. should that be a template moving forward for police brutality

cases? >> every state and every municipality and jurisdiction has their own laws that can dictate how these things proceed. i certainly think the positive here is the speed in which government even tys coordinated to work together to demonstrate that justice would not be delayed and timed the release of the video. i would just say i hate that it took, you know, 50 years of sacrifice of the civil rights movement to rodney king to this point and george floyd to get to where police departments needed to be held to the community at large. i'm pleased with the internal investigation and the way it was brought to the public. >> memphis city council member, chase carlyle. thank you very much. we want to turn now to carman best. the retired police chief in

seattle. chief best, through the videos as you see, you hear the officers demanding this tyre nichols comply. it appears he is doing that. nonetheless, they tase and beat him repeatedly. what should have happened in this situation? >> good morning, kristen and peter. obviously, you know, on a traffic stop like this, you would expect there to be a dialogue and then maybe a citation for the alleged offense. the fact immediately and no time at all yanked him out of the vehicle and lay hands on and even as he was relatively compliant, they were still aggressive. obviously, this should not have happened. this is why they were immediately terminated. >> chief best, i want to go back to the scorpion unit.

peter asked the council member about the elite unit. as more and more retire, we see younger officers join the ranks. in this case, officers ranging from ages 24 to 32. are these units nationwide being properly trained? what needs to change moving forward? >> that is a great question, kristen. i think there is a place for plain clothes units and targeting particular areas with high crime or violence incidents happening and drug dealing or type of human trafficking. that said, there has to be extremely high level of accountability where people go into the units. they need to be well vetted and trained and monitored and supervised. we heard a supervisor wasn't on scene at any point in this inn instance. that is a failure to the public

and detriment to the officers. i think there is a place for it, but it has to be a high level of accountability with units like that. >> retired police chief carmen best of seattle. thank you so much. >> thank you. >> as we said, the nation was watching, including president biden who spoke with tyre nichols' parents on friday expressing condolences. we have monica alba at the white house with the angle. >> reporter: kristen, good morning. president biden did watch the video saying he was deeply pained to see the beating that resulted in tyre nichols' death and leaving the people outraged. the president urged people to remain peaceful and joining nichols' mother and stepfather. writing violence is destructive.

the president reflected at what is at stake in terms of how the nation responds and what could happen in the aftermath of the images released to the public. >> it has a lot to do with whether or not we are the country we say we are. that we are a country of law and order and means by which we can peacefully protest. let the courts make the judgment. >> reporter: earlier on friday, the president did speak by phone with mr. nichols' family. there are no words to describe the hard break of losing a young child. mr. biden said he will continue to push for police reform on capitol hill. beyond what he has been able to do through executive action. for what is next? the president stressed a swift and full and transparent investigation. kristen and peter. >> the question of police reform continues to be a key focus here in washington. monica alba, thank you for the

peter. so many major headlines in a week that started with unthinkable tragedy yet again. mass shootings rocked california. in monterey park, a gunman killed 11 others celebrating the lunar new year. it could have been worse if not for a hero who wrestled away the suspect's gun at another dance hall. the shooter later died by suicide. in half moon bay, seven people were shot on mushroom farms. a string of tornadoes ripped across the south leaving behind a trail of destruction. >> residents out surveying the wreckage. >> the back windows blew out of the house. we started seeing stuff flying. >> homes and businesses throughout the region in pieces.

the superintendent for virginia's newport news school district lost his jobless than three weeks where a teacher was shot by a student. >> the school ignored multiple warnings the day of the shooting that the 6-year-old had a gun. >> they did not remove the student from the classroom. the administration failed to act. >> the spokesperson for the district cannot comment on the upcoming lawsuit because of the investigation is still ongoing. u.s. skier shiffrin skied in the record books. >> victory number 83. >> world cup victory number 83. the winningest alpine skier ever. she is four away from breaking the record men or women which belonged to inga stenmark.

counselor if you're struggling and need someone to talk to. you can go to nbcbayarea.com/supporthmb. we're going to turn now to cinthia pimentel who has a quick look at our microclimate forecast on a foggy saturday morning. >> it sure is. look at the golden gate bridge. you can barely see the towers back there and if you look closely it says four lanes and then the occasional caution sign comes up. if you are traveling anywhere around the bay area, we can see a lot of limited visibility not only in san francisco but the east bay shoreline, up into the north bay and down in san jose, it's starting to creep in limiting our visibility to about seven miles. once we do burn off the fog and those cold temperatures in palo alto at 45 degrees right now, we're going to warm up to some upper 50s with a mix of sun and clouds. that's because we are waiting for some rain to come into the bay area. not for today but for tomorrow. coming up at 7:00 a.m., we're going to talk about when this rain will start to move in tomorrow and which areas of the bay area are going to see more
