this weekend permanently it deactivating the s.c.o.r.p.i.o.n. unit, the move comes just a day after five of its officers were seen brutally beating tyre nichols on video. >> watch out watch out. >> units of that kind sometimes can -- both in memphis and around the country -- can sometimes, i don't know, breed a culture of overaggressiveness. >> reporter: silent surveillance footage appears to show the officers holding nichols up then repeatedly punching him in the face all five ex-officers now charged with murder are set to face a judge next month attorneys for two of the officers say their clients will plead not guilty all of this as the initial police account of the incident is now being called into question it's stated during the initial stop a confrontation occurred, but video shows officers approached nichols' car with guns drawn and yanked him out of the driver's seat. >> i didn't do anything. >> reporter: meanwhile, calls for change continue to grow.

nbc's brie jackson joins us from washington, d.c. with more brie, the federal government has struggled to pass meaningful police reform over the past few years, the question is will this particular case turn the tide? >> reporter: good morning, friend ses, we are about to find out. many police reform bills were introduced following the black lives matter protests back in 2020 the george floyd justice in policing act has been stuck in the senate since 2021 due to disagreements between members of both parties last year president biden moved on the issue with an executive order that attempts to advance police accountability. now in the light of the events in memphis this issue is back on the table. the congressional black caucus put out a statement on sunday requesting a meeting with president biden about reforming the actions of those in law enforcement and referring to the beating of nichols as murder meanwhile, here is what lawmakers had to say on any potential movement on police reform in the future >> i still think you want to keep this at the state and local level. this is a law enforcement issue.

you start getting the federal government involved in databases and federal liesing things, that gets -- because the federal government screws it up so many times. >> senator booker, chairman of the crime subcommittee has been working on this for years and i think he and senator scott should sit down again quickly to see if we can revive that effort, but that in and of itself is not enough we need a national conversation about policing in a responsible, constitutional and humane way. >> reporter: durbin also said that he would not rule out the possibility of a federal investigation of the memphis police department, who already announced the permanent deactivation of their s.c.o.r.p.i.o.n. unit prior to the release of the videos on friday we will expect to see more on this issue in the coming vehicles, especially now that the parents of tyre will be attending the state of the union address next week. >> brie, thank you the hero who disarmed the monterey park shooter on january 21st will attend the state of

the union next week. brandon tsai was invited to attend by california congresswoman judy chu it comes as california reels from its fourth mass shooting this month three people were killed and four were injured in a shooting in the beverley crest neighborhood of los angeles. police say all the deceased are women between the ages of 26 and 33 two of them are from illinois and the third from arizona our kathy park reports >> reporter: residents in los angeles on high alert after a shooting in an upscale neighborhood just north of beverly hills killed three out of state women and wounded four others police have not made any arrests and released no new updates but law enforcement sources familiar with the investigation are looking into the possibility this was targeted. >> investigators are also going door to door and looking for additional surveillance video or any evidence that could help us. >> reporter: most of the victims were found outside this short-term rental property valued at roughly $3 million according to zillow.
