i'm laura garcia. >> i'm marcus washington. we're going to get a look at the roads. certainly busy this morning already. >> a couple big ones. >> we wanted to start with the forecast. another cold start to the morning. >> it is cold around the bay area, a frost advisory in effect until 9:00 for all of these areas shaded this blue. we'll continue to see temperatures dipping another few degrees and we've seen more of these cold mornings as we are right now at 31 degrees in dublin. so we have made it below freezing there. it is 37 right now in napa, 31 in santa rosa and mountain view at 33 degrees. as we zoom into the south bay, we can see high temperatures are headed for the low 60s. this will be one of the warmer days of the week before we get ready for more clouds and eventually some rain. and, mike, you're starting with a traffic alert in oakland. >> yeah, there's slowing on the approach north on 880 heading up toward the 980 split. 980 is where folks are being diverted because for the next 30

minutes chp will have to work on opening lanes. there was an earlier crash and no major injuries, as far as i can see, but there are a number of vehicles and we have all lanes blocked at 7th. so 980 over toward 580 is your alternate and it's been doing well. it shows a little slowing over the last five minutes that just occurred. there's one other incident that just popped up on the grid as well. it's not a major commute route but east on highway 4 approaching 680 there may be a serious crash going on. we'll check that part of contra costa county as well. back to you. >> thanks, mike. a child in san mateo county is recovering after being attacked by a mountain lion. it happened just before 7:00 p.m. yesterday along tunitas creek road. california fish and wildlife have taken over the search for the mountain lion. >> the san mateo sheriff's office said the boy was punctured several times all over

his body and thankfully he will be okay. officials say the boy was walking on the trail with his family and was walking a little ahead of them at the time of the attack. our crews went to the scene where fish and wildlife were on tunitas creek road. this is video of the department truck leaving that area around 9:00, the area where the attack happened. the area is a single lane that has a lot of winding roads near a number of homes. san mateo county sheriff said, quote, our coasting community has endured so much these past few weeks. our entire agency is saddened by the news and sends warm wishes to the child for a speedy and full recovery. our thoughts are with the family at this time. fish and wildlife will continue their search for the mountain lion. kris sanchez is looking into the story and will have a live report at 5:30. happening today, vallejo high will be ramping up security after a teenage girl was shot. police say she was caught in

crossfire while walking near the high school. school had just let out when she was hit. a shooting happened between two cars and the teenager was hit by what appears to be a stray round. police say her injuries are serious. they're not saying if she's a student at the high school. this gunfire comes on the heels of a shooting last year when an assistant football coach was shot while breaking up a fight. no arrests have been made in yesterday's shooting. anyone who knows anything is being asked to call the police department. we're learning more about the lone survivor in last week's mass shooting. family members spoke to us in spanish. they say he is now starting to talk and he is still in the hospital. the family member also says that the gunman started shooting at pedro's brother and he tried to defend jose and that is when the

gunman shot him. the priciest neighborhood in the bay area is getting a lot of pushback when it comes to building high-density housing. people against it, warriors superstar, steph curry and his wife. despite his efforts to stop it, the town of atherton made a big decision, anyway. here is "today in the bay's" terry mcsweeney. >> reporter: when steph curry goes home, he likes his privacy. that's why he weighed in on a plan before the atherton city council to dramatically increase housing. >> this is a tough thing to see change. we've never had multi-family zoning. this would be the first we ever had. >> reporter: for the currys, it would mean their multi-million dollar home, across from them, would be replaced with three town homes. they emailed saying safety and privacy for us and our kids continues to be our top priority

and one of the biggest reasons we chose the agter son home was there are major concerns in terms of both privacy and safety about town homes looming behind us. don't expect bull dozers out here in the near future. >> assuming we get an element within 120 days from the state, we have three days to go through the public hearing process of adopting standard. once they're adopted, then the property owner can submit a permit to do the work. until then, they're single-family zoning. >> reporter: they weren't the only ones concerned about the disconnect between the needs and the overall housing goals. the city manager, rodderic said there does not appear to be a whole lot of conversation going on. taking a look at our climate in crisis, it appears our planet will hit climate change tipping point. >> that's even if we cut back on greenhouse gases. scientists used artificial intelligence to predict how long it will take for the earth to

reach a tipping point. the paris climate decided that 1.5 and 2 degree celsius could cause disastrous effects like further melting ice caps. scientists say even if emissions decline to net zero before 2018, there is an 84% chance that temperatures will hit 1.5 degrees before 2041 or 2 degrees before 2065. and if emissions remain high, they will reach those thresholds faster. >> how much we emit in the future and how quickly we decarbonize is going to play a big role in how much global warming we get. we're certain to get more and that means we're certain to get more intensification of this climate change that california has been experiencing. >> the study was published in the proceeding of the national academy of scientists. we'll have a link to that online at nbcbayarea.com.

good wednesday morning. it is now 4:46, as you step out the door it is a cold start. take a look at some of these temperatures. most of us in the 30s to start, and a few spots below freezing, like fairfield, santa rosa, we're below freezing in mountain view, as well as dublin and temperatures may drop another few degrees as we approach sunrise. but then take a look at where we're headed today. reaching 63 in morgan hill, as well as east san jose, and we will see some high clouds moving in kind of filtering the sunshine, but it's still going to be a fairly nice day with a high of about 60 in walnut creek and danville and oakland reaching 59 degrees. heading toward the coastline, upper 50s for today and reaching 60 for palo alto. in san francisco, 54 in the

marina district. in ukiah, also 58 degrees, while sonoma heads for 58 degrees. and tonight you'll want to make sure you make some time to look up. we have a rare sight in the sky. this comet hasn't been seen since the stone age. so it's going to be one of those things where you do want to set aside a little time in the pre-dawn hours for tomorrow. i know it's going to be cold, but get some binoculars, or if you have a telescope you'll be able to see the green comet across the sky. we are going to also see more clouds moving in, so hopefully it's clear enough to see it. as we approach friday, we are going to see rain moving through, mostly early in the morning, and then as we go into the afternoon it kind of tapers off to scattered showers. saturday is looking mostly dry, but then sunday a bigger storm system is set to arrive. behind that, we're looking at dryer conditions. between the two storms, we're looking at the possibility of

about a half inch to maybe over an inch of rain, and for the sierra there could be possibly up to 2 feet of snow going into the weekend. so that's going to be a nice little dumping there. we're going to see temperatures staying cool and sunshine for early next week. mike, you have another freeway closure? >> there are two freeway closures going on. we're looking at arnold drive along highway 4. that is going to be your alternate because you're probably going to have to get off of westbound highway 4. this is 680 right here, highway 4, past that there's usually not a major commute spot. you see the backup. folks are getting back onto the freeway just past the scene of the crash, just past pine street. that's this section of highway 4 where they're dealing with what is a deadly crash. there is a coroner that needs to be called to the scene and more investigation going on. that will last for a while. and northbound 880 still closed

for another few minutes because of a crash here at 7. the traffic is being diverted to 980 and 580. that should clear in the next few. back to you. >> thank you, mike. the city of vallejo is getting a nod of approval. "forbes" magazine naming it the sixth best city to live in california. >> the designation has many shaking their heads. they say it's mired in problems and far from one of the best places to live. >> reporter: vallejo has great weather, an amazing waterfront and easy access to transportation, but is it worthy of being named one of the state's most liveable cities? many say no. >> mind-boggling. i don't understand it. i have no words. >> reporter: that's the reaction of many, after they hear vallejo has been named the sixth most liveable city in california. "forbes" magazine cite's the

city's affordability, access to wine country and what it claims is a revitalized downtown. but not everyone here sees it that way. reaction on social media has been swift, with comments like got to be a mistake, "forbes" is tripping, eastbound 80 in my rearview mirror. i guess crime isn't a factor in best places to live. >> they obviously know what we know. we have challenges, but many enhancements. >> reporter: the mayor admits vallejo has its share of issues. downtown isn't exactly bustling. many buildings are vacant and boarded up and crime continues to be a major concern, but he says there's also plenty of love. >> we have a tremendously appealing housing market, scenic beauty everywhere. we're really finally putting it together. >> reporter: but some say the improvements aren't happening quickly enough. crime was up last year in nearly every category and a severely

understaffed and embattled police department has responded to shootings nearly every day this year. >> somebody just broke the window here and came in and took the cash register. >> reporter: margie smith's antique store just got broken into sunday night. the thief smashed through the front door and made off with the cash register, but despite the concerns, many who live here say there's nowhere else they would rather be. >> it's a diamond in the rough. it is. you've got the bay over here, the ferries. >> vallejo is very chill. i like the culture. >> it has its issues, but i'm not going to complain. i'm grateful to be here. >> reporter: jody hernandez, nbc bay area news. >> they've got beautiful views there. a live look for you. another beautiful view in san jose this morning. the city officially welcoming its new mayor today.

matt mahan has technically been in office for a movement he was sworn in on december 29th in a private ceremony. tonight's event at the center for performing arts is a public celebration. mahan will deliver his inaugural address, followed by performances from local offices. mahan beat out cindy chavez in a close race. it is certainly a rough time for dogs and cats in animal shelters. the san francisco spca says shelters in the state don't have access to adequate veterinary care. there just aren't enough vets. that means animals aren't getting the care they need so they're not getting adopted. it can lead to overcrowding, which forces shelters to euthanize animals. they are working on a bill that would allow veterinary nurses to do some of the work. the sierra snowpack is in great shape following recent storms and that should mean great news for our water supply,

but previous wildfires in that region mean snowpack is melting faster than usual and that's a problem. the desert research institute of nevada recently conducted a mid-winter study to see how burnt areas are impacting the snowpack. the institute says that the past few years the region has had ten times more wildfires than the previous two decades and that's making it harder for the ground to hold onto the water. currently 40% of the snowpack in the burn areas is already melting. a study prior to the wildfires showed a decrease of only 10%. the study's authors say they hope it will help officials rethink how to store water more efficiently because more extreme weather events are expected. coming up next, the 49ers clean out their lockers, a good-bye from the players and their hopeful outlook for next season. >> and happening now, cal has fired a long-time swimming coach
