place today between the president and the new speaker of the house. a live report on their first meeting since kevin mccarthy took the gavel and the fight on the debt ceiling. >> and moving california forward. it's the deadline california cities have to plan to build more affordable housing. some plans are not ready yet. how this could affect people trying to bake it in the bay. this is "today in the bay" streaming live on roku, amazon fire, apple tv, and online. good morning to you on this wednesday. i'm marcus washington. >> i'm laura garcia. we will check in with mike. there's a lot going on on the roads this morning. let's start with a look of the forecast. kari hall is tracking what we can expect. >> another cold one. temperatures freezing in spots, and we also have a frost advisory that continues for the next four hours. so in those areas, you may want to allow some extra time to get the frost off of the windshield before you head out for your commute. we're right now at 32 degrees in livermore, 31 in dublin, and it's 30 in santa rosa. we typically see temperatures dip a few more degrees around

sunrise. in martinez we may see temperatures holding steady. we're at 33 degrees now, but more clouds will be moving in. and we're also looking at another cool afternoon. mike, you're tracking two traffic alerts. >> yes, i think one alert will clear, north 880 at 7. for hours they had closed all lanes. just moments ago they reopened all but one lane. they were diverting over to 980 and 580. that should be a smoother drive. the alert will remain in place until they completely clear this, but the slowing has mostly cleared. meanwhile, this closure continues for westbound highway 4. i marked it as a crash but it's actually an incident going on. there's a vehicle on scene and they're investigating a death and that's why we have closed highway 4. you'll take arnold drive, an alternate alongside the freeway and get back on past pine street.

the rest of the bay is light traffic. those two incidents are the major ones right now. back to you. >> thank you. well, making it in the bay today, the line for the counties to let states know their plan for new housing. >> "today in the bay's" bob redell joins us. dozens of local governments not expected to meet today's deadline. what are some of the consequences for noncompliance? >> reporter: well, good morning to you, laura and marcus. some background, the state is requiring that the bay area add 441,000 new housing units by the year 2030. today is the deadline for the area's roughly 110 cities and counties to submit their so-called housing elements. the housing elements like this one submitted on time by the city of alameda outlines how that local government is going to build out its fair share of homes over the next eight years to help the region hit that 441,000 goal. now, according to the bay area council, a group that advocates

for businesses and regional quality of life issues, about 65 of those roughly 110 jurisdictions in the bay area have not met today's deadline for submitting a housing element that is, quote, substantially compliant. this means there will be a builders remedy, which gives developers the freedom to go into that local jurisdiction and build affordable housing in any zone they want, including affluent areas like hillsborough, even if the city or county objects. the bay area council says a lot of these jurisdictions are like the slacker kid who showed up late for the test and didn't take the class that seriously. >> the other thing that i think is going on is that local governments simply don't want to do this. local governments across the bay area, especially in wealthy areas like piedmont where i come from, simply don't want to allow affordable housing in their communities, or at least there's a large share of constituents in these places that have an outside voice on that issue.

so having to go to the drawing table to figure out how to plan for affordable housing, in many places it runs up into -- well, a limitation that the local government simply doesn't want to do that. >> reporter: now, it is likely that a number of these jurisdictions will challenge this in court. san francisco and oakland both approved their housing elements yesterday. but san jose has not. the bay area council points out that many places in the south bay, along the peninsula and here in the east bay are wealthier and believes they are more prone to not in my back yard. reporting live, bob redell, "today in the bay." >> thank you. it is 5:04. the oakland a's dance with leaders appears to be heating up again. it's reported the executives will be back in sin city today to talk about a possible move.

the team is reported to be looking closely at a site on the north end of the strip. last october the a's missed a key deadline on the terminal. all eyes are on washington as president biden and the new speaker of the house, kevin mccarthy, will have a high-stakes meeting at the white house today. it's their first one-on-one meeting since mccarthy took the battle. brie jackson is live in washington this morning. we expect them to clash on a number of issues, including the nation's debt ceiling. >> reporter: that's right. good morning, marcus. the two leaders are coming into today's meetings with different strategies. president biden says, show me your budget, i'll show you mine. while house speaker kevin mccarthy says he's not interested in playing political games. president biden preparing to meet with house speaker kevin mccarthy for the first time today. the president coming with a clear message in mind. >> show me his budget.

>> reporter: in a memo, white house officials revealed two critical questions president biden will pose. will the speaker commit to not allowing the u.s. to default on its financial obligations, and what is the house republican's budget plan? the gop is demanding spending cuts, but has yet to provide details. house speaker kevin mccarthy says he's coming to the white house ready to negotiate. >> i think we could find common ground, that we could find a lot of savings in the spending of government to save the hard-working taxpayers their money and also put america in a stronger economic position. >> reporter: 24 hard line gop senators sent a letter to president biden stating they would vote no on my bill to raise the nation's debt without cuts. senate minority leader mitch mcconnell did not sign the letter, but says he supports speaker mccarthy's bargaining efforts. >> it's not unprecedented to have a discussion about spending

in connection with the debt ceiling. >> reporter: administration officials insist congress must reach a deal to avoid default. >> the president is not going to negotiate or allow the full faith and credit of the united states to be held hostage. >> reporter: experts warn defaulting would come with serious consequences, such as a recession, a stock market crash, and putting social security payments at risk. and white house officials say president biden plans to release his proposed budget on march 9th. >> brie jackson in washington this morning, thank you. and happening today, several california politicians will announce attempts to pass more stringent gun laws in the state. governor gavin newsom will be joined by rob bonta and others in a virtual news conference. the announcement will take place at 11:00 a.m. and we will bring you that news conference live on our streaming channel on roku, samsung tv+ and online. we have an update from half moon bay. we're learning more about the lone survivor in last week's mass shooting. family members of pedro perez

said he's still starting to talk. the gunman started shooting at his brother, jose, first. pedro says he tried to defend jose and that's when he was shot. he said he played dead until the gunman left. in total, seven people died in last monday's mass shooting. happening today, a colorado man charged in two separate harassment incidents in the east bay is due in court. the 40-year-old faces two misdemeanor charges. back in december, two customers in an in-n-out burger post thd video. the man was making homophobic remarks to them. he faces a hate crime charge and he's accused of spitting on man outside of the danville grocery store the next day. his arraignment is scheduled for

8:30 this morning. 5:08 this morning. take a look at our climate in crisis. it appears more likely our planet will hit climate change tipping points and that even means if we cut back on gas and greenhouse gases. climate scientists at stanford used artificial intelligence to predict just how long it will take to reached the agreed-upon tipping point. >> the paris climate agreement decided that increases in 1.5 and 2 degrees celsius could cause disastrous effects like further melting of icecaps. now stanford scientists say even if emissions decline to net zero before 2008, stls an 84% chance they will hit before 2041 or 2 degrees between 2065. if emissions remain high, we'll reach those thresholds quicker. scientists say more extreme weather conditions could happen.

in dublin. we will see low 60s for the south bay and for the north bay mid to upper 50s and then back down to cold temperatures tonight. but soon we will be watching some rain. so we'll talk more about that as well as the timeline and how much to expect. that's coming up in just a few minutes. mike has a look at where you can find lower gas prices. >> it's getting harder because we're trending with higher prices as far as we can see from what everyone is reporting on gas buddy. concord in cupertino have the best, $3.69, a couple of stations for each of those cities. the next best is in santa county, golden eagle gas on monterey street at $3.87. alameda county's best is exxon on amador valley boulevard and vallejo, the lowest at $3.87 at royal gas on tennessee. dublin, the best they can do is $3.93. the prices are trending closer

to $4 a gallon. we'll keep searching and try to find better deals. on the roadways we have pretty smooth traffic. the two alerts continue to be an issue. westbound highway 4 is still closed at morello. traffic is forced off the freeway. pine street should be fine best of there. the backup starts off of 680 and really jams up toward arnold drive. north 880 has reopened, all but one lane. slowing has cleared. a little slowing past the scene continues at 7th. we've got arrows marking the reroute but there's no need for that anymore. the rest of the bay shows a smooth, easy drive and so does the bay bridge. back to you. >> thank you. coming up, not layoffs but pay cuts coming to huge bay area companies. intel is the latest tech company to say that it needs to make cutbacks. the reason the company says it needs to make these changes. >> and today is the big day.

likely we'll see temperatures well below freezing, at least for the next couple of hours. today the sun peeks out from behind the clouds and that keeps it cool. we'll take a look at that and what's ahead for the rest of the week as rain comes in in a few minutes. as traffic comes in from the south, we're looking at taillights heading north and the crash at 7 has one lane blocked, but the freeway has reopened. lighter volume is starting to build there. highway 4 is still jammed for a deadly crash investigation in martinez. we'll cover that coming up. good morning. very happy wednesday to you. it is the first day of february. what a great month the markets had in january. the nasdaq, the biggest move upwards in ten years. intel, i was just saying yesterday, there was news to come on that. marcus is going to update you in a second. apple reports profits today. but the big news is the fed. the federal reserve concludes

its two-day interest rate meeting around 11:00 a.m. our time and will announce its interest rate decision. we expect the open markets committee will raise a quarter point, you'll sometimes hear that expressed as 25 basis points. it's the same thing. if that turns out to be the case, it's much less than previous rate hikes and likely a sign the fed is paying a lot of attention to signals that inflation is softening. mortgage rates, which the fed does not set directly, continue to soften a bit, too, as do house prices, sort of. let me show you two sets of numbers. these are the latest month-to-month changes on house prices. we get a lot of house price reports. i trust this one the most, the shiller in case-shiller won the nobel prize. let's add in a column that's year-to-year. you can see, while we can say house prices are coming down, they're coming down from massive gains. prices in dallas down a little

bit more than 1% last month, but up nearly 11% on the year. can you say prices are falling in miami? technically, yes. san francisco, of course, the one we care about the most, those numbers match because all the net losses in the san francisco market came in the last month. case-shiller measures 20 cities, but them together in an index. you can see american home prices are falling in that tiny little corner right there, but you can see also the huge run-up since the housing crash during the global financial crisis 12, 13 years ago. >> a quick update on tesla and bitcoin. tesla filed a form with the government yesterday informing regulators it lost more than $200 million because it held money in bitcoin. tesla bought about $1.5 billion in bitcoin about a year and a half ago. >> again, the federal rate decision coming at about 11:00 our time, there should be a press conference shortly

thereafter. we'll have all of it in the midday news. we expect a mild hike. new for you this morning, santa clara intel slashing pay for workers. the cut will range from 5% of base pay for mid-level employees to as much as 25% for the ceo and other top executives. junior and hourly employees won't be affected. intel is also trimming contributions to 401(k) plans. last year the chipmaker announced that it would cut jobs as part of a sweeping effort to lower costs. trending this morning, ahead of tonight's $653 million power ball draw, it's a reminder from the california lottery. >> don't even think about trying to purchase your tickets online. the recent massive jackpot is inspiring some hopefuls to purchase tickets on the internet or through third-party digital apps. lottery leaders are reminding everyone, those types of tickets

above freezing in morgan hill. but there's also a blast of arctic air that's surging across the country, even into the deep south, where right now in dallas it is 28 trees and there's an ice storm that's been hitting that area. but we're also seeing a lot of single digits and teens right now across much of the country. and then we take a look at our high temperatures for today. that's a nice recovery. we're up to 62 in gilroy, as well as downtown san jose, reaching into the upper 50s and low 60s for much of the east bay, as well as the peninsula. redwood city reaching 59 and 58 degrees in the mission district today. 58 degrees in sonoma, as well as novato. we are getting ready for some rain. rain chances increase early on friday morning. now, this is before sunrise, but this is when we're getting up and heading out for work and we'll see scattered showers moving in. and then it tapers off to a few lingering showers by late on

friday. another round of more widespread rain is expected on sunday, so we are seeing a change in this overall pattern, and there's the possibility that we could see anywhere from about a half inch of rain to over an inch through the course of the weekend, and also the sierra could see another 2 feet of show at some of those resorts. then we're going back to the sunshine early next week. mike, you've been watching a couple of big issues for the commute. >> yeah, the biggest issue was the full closure of northbound 880 that happened earlier. it did reopen, ought but one lane. you see the slowing right around 7. a little more congested as more traffic flows. one lane blocked will cause more slowing as you're heading toward the bay bridge. at the bay bridge, no backup just yet. we're looking at a closure that continues for highway 4 westbound. they should be opening one lane shortly, we're hearing. there's a deadly crash

that would be amazing. let's get a look at our temperatures and what we're starting out with this morning. it's freezing as you get ready to step out the door. we're below freezing in santa rosa, as well as in the south county, parts of the tri-valley. we are going to have another cold one, so you do need to bundle up as you're heading out for work. in oakland it's right about 40 degrees for the next few hours and we'll see the sun filtered by the clouds that are going to be moving in today. temperatures reach the upper 50s and a few low 60s for the south bay. mike, you're still tracking that major crash in martinez. >> there's a deadly crash west highway 4 just past morello avenue. folks are being forced off and taking arnold drive. as we look at the traffic, it is slow just west of 680 but coming in toward the area it's a standard flow of traffic through concord and 242 shows a build as well for contra costa county. the other traffic alert we have is circled, north 880 at 7th.

we had a full closure, now only one lane closed. we're starting to see more backups as the volume builds north. the rest of the bay, south of there, everything is standard. relatively light. back to you. >> thank you very much, mike. today the search continues for a mountain lion that attacked a child in a rural part of the peninsula. >> "today in the bay's" kris sanchez joins us from san mateo with what we need to know. >> reporter: well, we'll start by saying that the child, the young boy, is going to be okay, though he is being treated for puncture wounds at a trauma center. usually puncture wounds could be bites or deep scratches from those very sharp mountain lion claws. this all happened in a rural part of san mateo county just off tunitas road about 7:00 last night along a single-lane windy road. here's what the area looked like when our crew first arrived. san mateo sheriff deputies were

first to respond. they tell us the boy was walking on the trail with his family, got a little ahead and the mountain lion pounced. the department of fish and wildlife handling the search, but the sheriff gave us a statement for the community. our entire agency is saddened by this news and sends warm wishes to the child for a speedy and full recovery. our thoughts are with the family at this time. now, i did get some advice from the national park service. they say if you're going to be out hiking, jogging, don't be alone, if possible, and keep your kids and your small pets close to you so that they don't become easy targets. if you come upon a mountain lion, make yourself as big as possible, shout, but they are going to try to avoid confrontation so make sure you're not blocking the path and they have a way to get around and get away. that's according to the national park service. be careful if you're headed out to get fresh air today. in san mateo county, kris

sanchez, "today in the bay." >> how frightening for that family. thank you. vallejo high school will be ramping up security after a teenage girl was shot. police say that she was caught in the crossfire while walking near the high school. students were just let out moments before that yesterday when the 15-year-old was hit. police say the shooting happened between two cars along glenn road. the teenager was hit in what appears to be a stray round. police say her injuries are serious. they're not saying if she is a student at the high school. now, the gunfire comes on the heels of a shooting last year when the assistant football coach there was shot while breaking up a fight. no arrests have been made in yesterday's shooting. anyone who may have any information about this is asked to call vallejo police department. also happening today, the south bay martial arts instructor accused of sexual assault is scheduled to appear in court. earnest ramirez used to own the extreme martial arts studio in

san jose. in june of last year he was arrested and charged with sexual assault on a minor. since his arrest, several other victims have come forward. ramirez was supposed to present himself for a plea hearing on monday but refused to be transported to court. his public defender said he was having, quote, mental health issues. the hearing is scheduled for 9:00 a.m. this morning. ramirez has denied all allegations. 5:36. a little later vice president kamala harris is among those expected to attend the funeral service for tyre nichols. >> he is the young man who died after memphis police beat him following a traffic stop last month. last night in memphis the reverend al sharpton joined family members at the same church reverend dr. martin luther king jr. delivered his final speech before being assassinated. sharpton calls what happened to nichols a disgrace to america and is calling on congress to pass the george floyd justice in policing act which failed to pass in 2021.

covid again, the fda can issue emergency authorization for vaccines, tests and treatment. let's take a live look outside this morning at san jose. city officials there are going to welcome the new mayor today. matt mahan has technically been in office for more than a month. he was sworn in on december 29th in a private ceremony. tonight an event will take place at the center for performing arts. that will be a public celebration. mahan will deliver his inaugural address followed by performances from local artists and a reception. mahan beat out county supervisor cindy chavez in a close race a couple months ago. it's 5:38. taking a live look outside this morning, you see the bay bridge, san francisco there in the distance. nice and clear. but when it's clear, it's usually cold. we don't have that cloud cover to keep us warm. kari has been keeping track of the forecast. >> yeah, that's kept the temperatures from really being able to stay up above freezing for a lot of spots, so we do

have another frost advise in effect for all of these areas shaded in blue up until about 9:00 this morning. and you want to make sure that you're taking extra care and also allowing extra time to get ready for work this morning. in san rafael we are seeing everyone up and out the door with temperatures in the mid-30s right now, a light wind. you'll notice there won't be a clear day. there will be more clouds moving in and that's going to give us a filtered sunshine. we're still headed for the upper 50s and low 60s for this afternoon, reaching 62 degrees in morgan hill. livermore, 57 degrees, and also 57 in napa. mike, you've been tracking a crash. what's the update? >> there's one in oakland where slowing had cleared and it's backed up again starting 980 and approaching the area toward 7 where chp says one lane is blocked. i thought maybe a traffic break to clear vehicles. you may want to consider taking 980 toward 580. only one lane, as far as i know,

former president trump's first opponent for the nomination. president biden will meet with kevin mccarthy today to discuss the debt ceiling. >> that's right. scott mcgrew joins us. biden has said he will not negotiate over the nation's credit. >> that's right. good morning. the full faith and credit of the united states, too important to mess with, he says, and he wants a promise from kevin mccarthy before they even start that no one will raise the idea of not paying the bills we owe. now, can we figure out how to spend less in the future? that's what mccarthy wants to talk about, and the white house may have to be more flexible in its position of no negotiation. but biden is pressing mccarthy to be specific. where would you cut costs? the white house will have its budget out next month. where is yours, says biden. >> will you negotiate with mccarthy? >> show me his budget. show me his budget. >> i want to sit down, i want to talk to him.

i think we can find common ground, we can find a lot of savings in the spending of government to save the hard-working taxpayers their money but also puts america in a stronger economic position. >> one of the things that biden knows and mccarthy knows it, too, if you want meaningful changes to the budget, you have to cut from the big categories. what are the big categories? defense, social security and medicare. this is what the government spends most of its money on. this is what biden is trying to pin mccarthy on. nobody wants to be pinned on this. nobody wants to cut any of these things. this is why politicians talk about cutting the fat or eliminating waste. everybody is against waste. but the numbers don't get you there. you cut here and you get there. there's another way you can fix the budget. you can raise taxes. new york state attorney general released video tuesday of president trump's deposition in the criminal case brought against him claiming he and the

trump company fraudulently misvalued properties in order to get loans and avoid taxes. the video is new but the testimony is from last summer, and as we reported back then, mr. trump claimed the fifth throughout. so many times the lawyer said, just say the same answer. >> same answer. >> you were aware of the restrictions, correct? >> same answer. >> you were aware that the approvals restricted the number of lots that could be accessed from the town of bedford, is that correct? >> same answer. >> a lot of late night talk show hosts, social media, showing you trump making fun of people who plead the fifth, and he did many years ago. but recently he said, i get it now. i understand why people use their constitutional right when they're doing questioned. he said he was wrong, not about the value of his properties but about his attitude toward the fifth. we're watching everything that's going to happen at that big meeting today. mccarthy and biden will be talking about it on social media. on twitter, you can find me at scott mcgrew. >> thank you. well, this morning we are

kicking off our month-long series, discovering black heritage. as we explore the contributions of black americans, we look at a bay area woman who found a new passion during the pandemic. baking has taken her from her kitchen to the center stage in front of millions, all while inspiring countless little girls who look just like her. >> i've always loved to be in the kitchen. growing up, i'm a firm believer, if you know how to read, you can cook. baking really comes down to a science. >> a science experiment that eventually worked out for her. >> my first cake did not look like this at all, not smooth around the sides. it didn't taste the best. it was a little too sweet. >> that was then. now you can consider yuki a pro. >> what's happening? >> along with a friend from her undergrad years at berkeley, yuki accepted the challenge to compete on season two of

peacock's "baking it". >> if someone told me you're going to be a baker, on a tv show, i would have been, like, wrong. >> before we get to the show, i have to explain how the self-taught baker got here. it started in this kitchen in oakland and then there was covid. >> we're struggling, cooped up inside the house. i needed something to do with my hands and something to be creative with, and i just got on tiktok and kept scrolling, and then started this custom cake journey. >> creating cakes and a company. >> my first name, which is part of my business name, it actually means successful. >> reporter: but success wasn't instant. >> when i first started searching, i did not see a lot of representation of bakers who looked like me, who came from backgrounds and cultures like me. >> reporter: her mistakes soon became masterpieces and her social media posts prompted a direct message from one of the producers. >> it sounded like a lot of pressure, but i tried to reframe it as this could be a really fun

chilly. maybe you're on your way to work in belmont, parts of the peninsula dipping into the 30s right now. so wear the extra layers. you'll need it throughout the day as we go from 37 degrees here to 52 at 11:00, and 55 degrees at lunchtime. we will see more clouds moving in, kind of filtering the sunshine, but we're still looking at slightly warmer temperatures, reaching 60 in los gatos, 63 degrees in morgan hill, as well as east san jose. we're going to reach a high of 58 degrees in vallejo, upper 50s for redwood city, san mateo, and 56 in the ingleside area. 59 degrees in napa and also 59 in santa rosa. eventually we'll see rain coming back to the bay area. now, this is going to be early friday morning. we start to see it first in the north bay and moving into the coastline, and then moving quickly across much of the rest of the bay area during that

morning commute, scattered showers by friday evening. there looks to be a brief break on saturday. on sunday, more widespread rain in the forecast that will most likely last throughout much of the day and then back to dryer weather for the start of next week. maybe a more active weather pattern getting going. and a look at how much rain we could see the first round, very light, but maybe a little more for the second round on sunday. and in total we could see anywhere from about three-quarters of an inch of rain to over an inch, and possibly another 2 feet of show in parts of the sierra. so nice to see the precipitation coming back to the bay area. mike, you're starting out with two east bay crashes. >> we've been continuing to follow these crashes since they happened very early in our show. this one has been going on, northbound 880, all but one lane reopened. that was great news, as the commute built, that's causing more backups to form. volume and distraction all
