forecast and i know if you stepped outside at all today, you know it's still cold. >> it's cold out there. we have not seen that change. eventually we will see changes in the form of wet weather coming in. as we get a look at what is going on right now, yes, it's freezing in parts of the north bay and the south bay and into the tri-valley. after this cold start we will start to seat clouds coming in. this is out ahead of the next storm system that will bring us rain early tomorrow morning. we are dry today. you can leave the umbrella at home. then at 4:00 we start to see heavier rain move into parts of the north bay. it will start out heavy and then get a little bit lighter as it transitions from that yellow to green, that's a lighter rain. we will see that spreading across the bay area off and on throughout the afternoon. we will talk about the weekend as well as the sierra snowpack, but first mike is tracking the

commute. developing for you at this hour, alameda county investigators are taking a look at new numbers. this is a police shooting and in police deaths. >> today in the bay's bob redell joins us at the hall of justice in dublin, and the district attorney is the one asking these questions, bob. >> reporter: correct. the newly elected county district attorney, pamela price, promised she would do this once she took office. she is opening the investigation into eight officer-involved shootings and in-custody deaths. this is part of the public accountability unit. and loved ones of gonzalez said this was welcome news. he was killed after three officers tried to restrain him in 2021. then the district attorney cleared the officers involved of

wrong doing. and blanco has been working with his mother for two years and learned recently gonzalez's case is one of the eight d.a. price plans to investigate. >> in speaking with her, she has a lot of faith that hopefully this is something the d.a. is going to take serious. >> reporter: in a statement district attorney price wrote, i promise accountability. this unit and its work are the start of the reckoning add media county asked for in holding people accountable for their conduct. and then another statement said, price has had a long-standing act on officers. i fear that in alameda county that standard will be entirely disregarded by d.a. price when evaluating cases involving

police officers. reporting outside the justice hall in dublin, bob redell for "today in the bay." and then providing more military support for south korea. earlier this week lloyd austin, secretary of defense, made a promise that is not going over well with north korean leaders. there was a statement that was released saying it is prepared to counter the moves. we are learning more about president biden's first one-on-one meeting with kevin mccarthy. there was another search for classified documents in president biden's beach home. and brie jackson is live in washington.

let's start with the meeting between the two leaders. how did it go? >> well, the white house is under the microscope when it comes to the classified documents as president biden tries to move forward with his agenda. the president did meet with house speaker, kevin mccarthy, for more than an hour where there were no signs of a breakthrough agreement on the debt ceiling. negotiations over avoiding a catastrophic default on the debt continues, after what is being described as a good first meeting between president biden and house speaker, kevin mccarthy. >> we both laid out some of our vision of where we want to get to. >> republicans demanding spending cuts in exchange for raising the debt ceiling but are not providing specifics. >> do the republicans have a plan? what is that plan? >> speaker mccarthy expressing optimism in reaching a deal. the top house republican faces

opposition within his own party. >> kevin mccarthy doesn't have 218 points to put an actual deal and proposal forward for spending cuts. >> one thing gop members are uniting around is the investigation of president biden and the classified documents found at his delaware home. >> somebody leaked it out. we never would have heard it from the white house. >> administration officials revealing no classified documents were found at his beach house. >> we have addressed openly and directly the searches that were conducted. >> president biden ignoring questions about the matter as he prepares to address his challenges and triumphs at next week's state of the union. president biden will deliver his second state of the union dress

on tuesday. >> thank you. and then the bart to san josé expansion is coming. the eta received $375 million on top of the millions invested. the plan still calls for construction to start this spring. the state snowpack edge, the deepest we have seen in decades. the state department of water resources released that data from the snow survey yesterday afternoon. the sierra snowpack more than it's normal amount thanks to the storms we saw this past january. the director of the department said it's too early to say how it will impact the drought and it depends if we get more wet weather or not. >> let's bring in meteorologist, kari hall. >> we are hoping for more improvements, but it has been a while since we have had rain.

i think we will see it remain unchanged. when we talk about the sierra snowpack, yes, it's more than double its normal amount. this is the best we have seen since february of 1995. as we go into the weekend we are expecting additional snowfall to come down anywhere from about 4 to 16 inches. when we think about how climate change affected our sierra snowpack, only two of the past 11 years have we finished the season of 100% of normal. that's really great news we are seeing here. even if we don't get another snowflake, we will end the season with our average snowfall. we are going to see another 15 to 12 inches of snow, so heads up if you are going to the sierra this weekend. mike, you have been watching where we can fill up for slightly lower prices? >> yeah, we're trying, but some just squeaking in under the $4

let's talk about what we have going on around here as we go into the weekend. it's going to be freezing in some spots again in parts of our inland valleys as you get ready to head out the door. it's a mainly clear start, but as we see the storm system approaching we will start to see more clouds moving in today. this weekend we're getting ready for off and on showers and totals anywhere from half an inch. as far as our temperatures, we'll reach into the low 60s today in livermore. 66 degrees in palo alto. and in san josé 66. more clouds moving in earlier and the temperatures holding down just a few degrees as the rain approaches. we can see the clouds right now as it is now off the coast, and once again it's going to become mostly cloudy today and rain moving in as early as 3:00 in the morning for parts of the north bay approaching san francisco at about 4:00 tomorrow

morning. then going into the day with some scattered showers that are most likely going to be during the morning hours becoming a little more in terms of breaks as we go into later tomorrow afternoon. there still may be lingering showers early saturday morning, but it looks like most of saturday is a break between the storm systems. we will see another one, more widespread rain, and it looks heavier for sunday, but it's also going to be in and out of here fairly quickly, and then we go back to dry weather for much of next week. we could also have wet weather for next weekend, so we will be watching out for all of that as well as we look at the forecast down the road. off and on showers for the weekend, plan on that mostly cloudy skies and cool temperatures, and just a little bit warmer early next week. mike, you are seeing the commute shaping up nicely. >> yeah, things calmed down from the big crashes we had, and we are looking at the drive from oakland to san francisco.

oakland road. >> thanks, mike. firefighters on the scene of a fire that record through a palo alto strip mall. >> this is south of oregon expressway. emma gosk is live. what are firefighters telling you about this? >> reporter: firefighters are here and are concentrated outside of aj's cleaners and phil's coffee. they also taped off caution tape around this small shopping center where other neighboring businesses have also been impacted by the fire. the breakfast and brunch spot cafe, and palo alto fine wine and spirits are checking that out after being impacted by the fire. crews responded around 11:15 last night to reports of a building fire. they initially saw flames coming from aj's cleaners, which according to their website was

prosecutors chose not to file charges. more than a dozen women have come forward accusing him of sexual assault or misconduct and he's never been charged. and then reportedly signing off in relocating hundreds of remaining patients after being decertified last year. the hospital faced forced relocation of patients. critics said it led to the death of some of the vulnerable patients that were transported. the city has mid may before resuming those relocations. in the meantime the hospital leaders are working to earn recertification. and then the search is

weekend. we'll talk more about the rain coming in. mike says so far it's a smooth commute? >> we often see the metering lights turn on at 5:40, and we are not seeing the lights just yet. i am watching the volume across the span. a lot of gumming up around the area, towards treasure island and towards the tunnel. a few speed sensors are over there at the incline. that's typical for earlier in the commute. but we do have your typical pattern throughout the east bay and the north bay as well for slowing out of vallejo. ahead of the game today, there's still the sinkhole on 92, and we have one lane in each direction. steady flow, but slower because it's restricted. the rest of the bay shows a smooth drive. one call-out for the south bay as we see the early slowing

he says he has several goals already. >> we need to acknowledge that without making greater progress on the basics of homelessness, public safety, we're holding ourselves back. we have the potential to continue to be a city full of opportunity as we have been for generations. >> matt mayhem is the 66th and youngest mayor since tom mchenry in the 1980s. president biden has been mum about his meeting with kevin mccarthy. >> the two have to reach an agreement before june at the latest. >> yeah, june at the very, very latest. we have a financial time bomb. the best case scenario is it blows up in june, but it could be earlier. the issue is raising the debt

ceiling, something congress has to do each year. president biden wants congress to raise the debt ceiling, as it always does, because not doing so could cause a worldwide recession. speaker mccarthy on the right wants to negotiate first, find places the federal government can cut costs in the future because in his words, this is unsustainable. >> we both from different perspectives on this, but i thought this was a good meeting. we promised we would continue the conversation and let's see if we can get there. at the end of the day, we can find common ground. >> the white house says it won't negotiate but will have parallel talks if mccarthy will agree the debt ceiling has to be raised. the debt ceiling does not allow congress to spend more money. congress already spent the money. we were talking yesterday, if congress were to make cuts in

mid-60s, and still upper 50s for the north bay as the clouds increase a little sooner. we will see the clouds right now just off the coast and it's going to be rolling in today, but the rain holding off until tomorrow morning. stopping the timeline here at 4:30, we can see the north bay is covered with rain. it will spread across much of the bay area with slightly lighter rainfall. we are expecting higher rainfalls in the north bay and tapers off for friday evening, but still lingering showers possible throughout the weekend. rainfall totals with the first round, not too bad, but another storm system coming in on sunday and we could see anywhere from an inch to inch and a half of rainfall. the sierra will see anywhere from 15 to 22 inches of snow. we're going to talk about that sierra snowpack at the top of the 6:00 newscast. a couple storm systems coming in before things quiet down.

a cow on the loose and was causing problems for drivers last night. it happened in pleasanton. officers and local ranchers acted quickly and were able to wrangle the animal. that cow was later returned home safe and sound. this morning the monterey bay aquarium has a new penguin. >> so cute. he joined the colony yesterday. the team in charge of monitoring, they say so far so good. his personality is independent and feisty. >> i always wanted to have a penguin as a pet. >> okay. i don't think you can do that. >> i'm pretty sure i can't. i wonder if they would let me hold one? approaching 6:00 for you this morning.
