will be mostly cloudy. temperatures in the mid-50s reaching up to 66 today in palo alto. we will see highs in the upper 50s for the inland east bay. martinez and concord reaching 59 degrees as well as 59 in santa rosa. we have been talking about that rain moving in. it first starts out in the north bay at about 3:00 to 4:00 in the morning, moving into san francisco around 5:00, and we may see about a quarter to half inch of rain before this system wraps up. we will have another one behind that and i will talk about that in the forecast coming up in a few minutes. >> sounds good, kari. developing at this hour, alameda county investigators are taking a new look at a number of police shootings and in-custody deaths. bob redell joins us live at the hall of justice in dublin. bob, it's the new district attorney asking the questions here? >> reporter: you are corrected. the newly elected district attorney, pamela price, is

opening the cases of eight in-custody deaths and officer-involved shootings. loved ones of mario gonzalez say this is welcome news. gonzalez was killed while three alameda police officers tried to restrain him in april of 2021. last year the then current alameda county district attorney, nancy o'malley, cleared the officers of any wrong doing. and amanda blanco has been working with mario's mother, edith for two years, and has heard that's one of the cases price plans to reinvestigate. >> she has a lot of faith that hopefully this is something the d.a. will take serious. >> reporter: in a statement d.a. price wrote, quote, i promise accountability, the unit and

concord, today that is 20 cents higher than earlier this week when it was tied with cupertino. 3.69 in cupertino. that's one of the state's best and the area's best reported on gasbuddy.com. chp has called an alert for a crash on northbound 880 and jacqueline road. i believe they did a traffic break and that's the reason for focused slowing near 237 and up towards jacqueline. one lane blocked for the time being. look how quickly that backup formed. a 20-minute delay reported because we had overnight repair work done near the oakland wiped and it was delayed.

minutes. fremont, 680 still gummed up counter your typical commute. an alert status for a crash around jacqueline road. good morning to you. it's groundhog day again. shares in meta, the old facebook ready to take off after that company pleased investors with its profit report and said it would buyback a tremendous amount of stock. if you buy a share of meta you own a piece of the company. if i buy that share from you, i own a piece of the company. if the company buys the stock, the share ceases to exist and all the other shares out there count for a bigger piece of the pie. the federal open markets committee did raise interest rates for the eighth time. not by much. just a quarter percent. that has some thinking the fed could be done raising rates.

>> we'll see. i wanted to show you the drought monitor update this morning. we are still in a drought and we are also dealing with big improvements because of the parade of storms we had from late december into early january. we're still once again looking at our drought conditions. no change from last week this morning. we are under a moderate drought for the bay area but we also did see a lot of big improvements from the central coast to the santa cruz mountains with the last update. let me show you our reservoirs still at 48% of capacity for our four largest reservoirs across northern california. we still have work to do but we have not yet had the sierra snow-melt that tends to go down the mountains and fill some of the reservoirs, and the sierra snowpack is still over double its normal amount. the best snowpack we have had since 1995 all thanks to the big storms we have had.

recently because of climate change only in the past two of the 11 years finished past 100%, and we are finishing this season above snowstorm snowpack. this next system arrives early tomorrow morning. first starting in the north bay with widespread rain. it's moving fairly quickly and falls apart as it moves into the rest of the bay area. scattered showers will continue into the day on friday. a brief break on saturday and then we will see another system coming in on sunday. our expected rainfall totals will be anywhere from a quarter to half inch with a round of rain we will see on friday. on sunday by the time all is said and done, we may see an inch and a half for ukiah and about half an inch for some spots, but mostly about as least an inch of rain for much of the bay area. that's two systems coming in

over the course of the weekend. beyond that it dries out, but next weekend, a heads up, there may be a storm system approaching. i will keep you updated as we get closer. we are, of course, focused on this weekend. the next 48 hours will feature rain off and on. no more of the freezing mornings until the systems pass, and then highs will reach into the low 60s with sunshine early next week. mike, you have an update to the traffic alert for fremont? >> yeah, wish i had a clear update but we don't. still there is slowing, and this crash may have involved up to four vehicles. we talked about them spread across either side of the 43, and the middle lane is the one affected, and they need a second tow truck to clear that, and two vehicles in the middle of northbound 680 right around jacqueline road where the mini golf course is on the shoulder. locals remember that as they pass that iconic location.

that's the slowest spot for the bay, as far as the unexpected slowing. the peninsula, no problem. in the tri-valley, we are looking near the dublin interchange. the taillights stacking up westbound. that's your typical build towards the dublin interchange, and so we are looking at that area. no major issues. 680 cleared on time. overnight -- they will have that closure again overnight. we will talk about that again in the next half hour. we are looking at the build typical for highway 4, highway 37 and richmond. there's a building volume heading towards the north bay and across the bay bridge. we're looking at a smooth flow of traffic, but there could be more traffic because the bart system, there was a problem near the oakland y. the power issues were addressed and they are recovering from up to 20-minute delays from some of the lines traveling through

wine and spirits are both being check you had out by the fire department after being impacted. crews responded around 11:15 last night to reports of a building fire. they initially saw flames coming from a.j.'s cleaners, which according to their website was already temporarily closed for this month. >> found flames coming from the dry-cleaner's building, and they initiated the fire attack. a little after getting inside the building, the fire ventilated through the roof. they shut that down and trying to control the fire. they started salvage operations on the building adjacent to that. >> reporter: the cause of the fire is still under investigation, and the damage done to the businesses is being assessed. phil's coffee that is normally

laguna hospital. critics claim it led to the deaths of some of the most vulnerable patients who were transferred. thanks in part to a federal approval, they have time for recertification. this morning a new concentrated effort is aimed at getting drugs off the street of san francisco. the movement is called together sf and it has its sights set on removing the drugs from the city. they say local authorities need to step up their game. >> prioritizing ending the drug markets must happen, because that's not a stated priority of the leadership right now and that's the heart of the problem. >> they are calling for stricter enforcement for police and more treatment options for those addicted to drugs. now to a follow-up for you.

throughout the weekend, and people hitting the road to pebble beach for celebrity sightings, the rain will be an issue but looks dry for saturday. only 61 degrees for a high. cool with off and on rain for sunday. it's probably not the best beach weekend, but if you are going to santa cruz, maybe you will be able to enjoy some of the breaks in the rainfall, but you do want to stay layered up with temperatures reaching only in the upper 50s on saturday and more widespread rain on sunday. look at tahoe. this is where you want the cold temperatures, or at least you are more prepared for it. a high of about 50 degrees on friday, and sunny on saturday, but sunday we will see temperatures dropping to a high of only 31 degrees as the rain changes over to snow. we are tracking that and will talk about how much snow we can see coming up in a few minutes. mike, you have a crash you are tracking now? >> yeah, one over here near the

to endorse schiff, and the house speaker said she would support diane feinstein or adam schiff. president biden has been mum about his meeting with kevin mccarthy over the debt ceiling. >> we have a financial time bob and the best case scenario is it blows up in june. it could be earlier. at issue, of course, is raising the debt ceiling. there we go. congress has to do this each year because each year the federal government spends more money than it makes which means it has to borrow more to pay debts it already incurred.

speaker mccarthy wants to negotiate, and in his words it's unsustainable. >> we both from different perspectives, but i thought it was a good meeting. we promised we would continue the conversation. we will see if we can get there. i think at the end of the day we can find common ground. i really do. >> that's very positive language. the white house says it won't negotiate but will have parallel talks if mccarthy will agree the debt ceiling has to be raised. remember, the debt ceiling doesn't allow congress to spend more money. congress already spent the money. we were talking yesterday, if congress were to cut, it would almost certainly have to be cuts from one of these three categories because they account for most of the spending.

somewhere nice. >> yeah, exactly. >> the parking lot of pebble beach. >> yeah. >> the rain will be the issue coming up into the weekend. we have an update on the drought monitor. no change. we have not had any rain in the past couple of weeks, but we are still riding the coattails of the big amount of rain we had in late december into early january. as we enter into february, we are still looking okay. we are still in a moderate drought for the bay area, but we saw significant improvements for the central coast and into the santa cruz area. it's right now abnormally dry, and we have a severe drought for parts of the central valley. let me show you the reservoirs, how they are doing so far. for the four largest reservoirs across northern california, they are at 48% of capacity. we still have work to do for

some of the reservoirs, but we have not yet had the sierra snow-melt which tends to fill the reservoirs as it flows downhill. we are more than double right now the amount of sierra snow, the best snowpack since 1995. this is great news and it continues because of the past 11 years, only two of them finished at 100% of the normal amount of snow due to climate change. now as we go into the weekend, more sierra snow and more bay area rain, but this first system moves through tomorrow morning, and then a brief break on saturday before another storm system comes in on sunday. so the first round of rain brings us about a quarter to half inch of rain. some of the higher rainfall totals will be in parts of the north bay. in total, we could see an inch and a half further near the coastline, and inland valleys could get three quarters of an
