you. thank you for starting your day with us. i'm laura garcia. >> i'm marcus washington. mike is going to have a look at the commute, but first we want to start with the forecast. it's a lot warmer this morning. >> it's because of the cloud cover, the rain approaching, and it probably doesn't feel that nice when the rain comes down because we're seeing it closing in even on the south bay and parts of the east bay. but as we are looking at the heaviest rain, it's on the peninsula with a light, steady rain in much of the north bay. so the heavy rain has moved through, it's shifting a little farther south, moving into oakland, as well as all the way up and down 880. we'll continue to see it filling in for the tri-valley in the next few minutes. it is really dumping down on the peninsula right now. all areas, either 280, 101, doesn't matter, you're going to have a rough drive because of the heavy rain if you're about to step out the door soon. and it's also going to be picking up in san jose. mike, you were looking at a rainy shot of the bay bridge toll plaza. >> the radar, here is what it

looks like. our live camera at the bay bridge getting hit with a lot of rain. look at all the water kicking up behind the cars, rooster tail action going on. so the blue shows you with the puddling and ponding is. richmond ridge i showed you, the bay bridge as well. we'll probably see more blue in this area. i haven't heard of major roadway flooding, but if there are drains that plugged up the last couple of weeks, there could be debris. rain across san mateo and likely the done barton bridges. the tri-valley, traffic is smooth. they picked up the construction a few minutes early through sunol. the search is on for a man who terrorized a group of jewish people in a synagogue. he walked in and fired blanks while they were in prayer. >> kris sanchez joins us with what the man did wednesday night and perhaps before. >> we want to start by saying

the gunman didn't hurt anyone because the bullets he fired were blanks. what he did was still a crime and he may be tied to another incident as well. this is surveillance video of what happened about 7:20 wednesday inside in the schneerson center. russian jews, mostly elderly, were gathered to observe the anniversary of their religion when a man walked in and fired several shots. people say they heard the man saying something about the national intelligence agency of israel. the president of the synagogue's board of directors says he feels they were targeted. >> i'm scared that next time it won't be blank bullets. >> reporter: as police search for that gunman, they are investigating whether he is the same person who brandished a gun at a san francisco theatre. it is just about a two-mile drive -- or two-mine drive from the synagogue. the rabbi says they didn't

report the incident initially to police because they feared retaliation. the fbi is assisting san francisco police in this investigation. >> thank you, kris. the farmworkers who survived the mass shooting in half moon bay are speaking out. they're still in mourning over their colleagues killed last week. seven people were killed, one injured. a handful of men and women sat down with an ap reporter yesterday for interviews in spanish. they asked the photographer not to show their faces and asked us to alter their voices. we honored both requests. one man says he's still scared that the accused shooter will reappear. he feels he might have been one of the targets that day, but had called out sick. >> reporter: they're trying to forget the day of the shooting but it's a memory he's not sure they'll ever be able to shake. >> other farmworkers say they are struggling with inequity of their situation. they work so others have food on

their table but they struggle to feed their own families. tomorrow, a benefit for the victims of the shooting is taking place in half moon bay. a series of organizations are coming together to host an all you can eat crab buffet. tickets are $100 each but they've sold out. if you would like information on other ways to help, we've put together a page on our website for donations and supply drop-offs. head to nbcbayarea.com/supporthmb. happening today, nurses will picket a small independent east day hospital. about 200 registered nurses in hayward. the union is negotiating a new contract. they're calling for more hiring and better incentives. they are organizing a two-hour protest starting at 8:00 this morning. we did reach out to them overnight at the hospital. a spokesperson there. we're still waiting for a

response. are you looking to save more on your power bill? well, you could be in luck. the california public utilities commission voted yesterday to pay annual gas and electric credits to consumers as soon as possible. how soon? well, the annual credit is usually dolled out in the spring. the commission has moved it up a few months to help struggling californians and their high gas and electric bills. now, the credit could be anywhere between $91 and $121 off the next bill for customers who receive both electricity and natural gas from pg&e. taking a live look outside, this is on the streets of palo alto. what is that we see? a little rain coming down. the roads are slick. be careful as you head out the door. kari is tracking the latest system to hit the bay area. >> not only do you need a jacket, but you need, also, the umbrella. just be prepared for the rain, especially for the next few hours. the heaviest of it hitting the peninsula right now. it's also really starting to

pick up for parts of the east bay. we're going to see this sweeping through over the next couple of hours but then here we are at 8:30, we see it shifting toward san jose and the tri-valley and then really getting much lighter for parts of the north bay. as we go into the early afternoon, the rain tapers off for most, but there still may be lingering showers that could pop up at any point for today. and then this evening we see it's mostly off the coast but then going into early tomorrow morning, it starts to move back into the north bay and picking up in intensity as it sweeps across the bay area tomorrow evening. so this may affect a lot of your weekend outdoor plans and we'll see it linger into sunday, and we'll talk more about that and how much rain we may see coming up in just a few minutes. mike, stopping at the gas station, you want to know where prices may be lower. >> slim pickings for the gas prices. solano county at the top of our lows, costco on plaza drive is at $3.97. these are barely squeaking in under 4 bucks.

san jose's low is up to $3.96 at quick stop on pearl avenue. the only thing lower than that would be the cupertino spot we keep talking about, great gas in cupertino. alameda county, hayward with rotten robbie, $3.98 a gallon. we're getting very close to the $4 mark. looking at the roadway, we're looking at issues where we're going to have to watch for slick roadways. look at all that blue, the puddling and ponding along the peninsula growing, and north of palo alto all the way into the north bay. the east bay things are calmer, the rain is still coming across the san mateo and dumbarton bridges. the crews may have picked up just before the rain came in toward the sunol area. 580, westbound, the taillights at the top of the screen. back to you. >> thanks, mike. it is 5:08. car owners may want to brace for higher insurance rates.

good friday morning. it is 5:12 and the rain is back. we're seeing it hit the peninsula hard right now and it's picking up for the east bay, moving into fremont and dublin, as well as concord.

expect more showers off and on throughout the day and the weekend. we'll take our forecast hour-by-hour coming up in a few minutes. a live shot here from the san mateo bridge. right in the middle of where you showed all that activity. folks traveling across, there are no incidents or accidents, just the weather. that will cause you to slow down. you should slow down for slicker conditions. we'll talk about what we see on the other cameras around the bay coming up. good morning. very happy friday to you. i changed up my board a little today, just for today. no dow, no nasdaq, because i want to make room for companies. first of all, meta, the facebook parent exploding, up 23%. we gave you a heads-up on this ahead of the bell yesterday. meta's best day in ten years. then you got alphabet, amazon, and apple. so alphabet is google's parent company. all of them saying their profits were much lower this quarter compared to last.

amazon essentially making no profit, as the work-from-home, use the cloud and buy stuff era comes to a close. alphabet says it's going to dump a half a billion dollars of office space, cutting way back on real estate. not necessarily here in silicon valley. google has commercial real estate all over the world. we get the monthly jobs report in about 15 minutes. jobs numbers have been strong for months and months. we're just not seeing the job cuts show up in any of the data that the government measures. economists are expecting around 180,000 jobs were added to the american economy last month. the numbers slightly depressed, maybe, because of the lousy weather last month. remember all that rain. closing arguments in the civil trial against elon musk, who wrongly claimed he was about to take tesla private begin today. a judge says musk did wrong. the question is, who was hurt and how badly. that takes place in san

francisco federal court this morning. starting next week, twitter will cut off free access to api, the software that other programmers can use to post on twitter. a lot of automated accounts can no longer use the system starting next week, not without paying. that's good if we're talking about automated spam accounts, but there were fun accounts like this one that tweets passages from frog and toad a couple of times a day. you always have a nice frog and toad update in twitter. they'll still do it, but by hand. so frog and toad is going to have trouble, but so are a lot of the people who analyze tweets and look for suspicious things. like a twitter account that sends out 100 tweets one time a day at midnight, probably a bot. but it's going to be harder to detect those because twitter is not going to let those programmers look at the raw data. >> interesting. >> thanks, scott.

5:15 this morning, and new for you, some car owners may soon be scrambling to find insurance, all because of the flaws in their cars that make those cars easier to steal. social media has exposed the flaws in certain models of kia and hyundai cars. they say criminals can outsmart with something as easy as a car charger. >> they're very easy to steal. you can look up the information that's been put out there. >> both state farm and progressive just announced that they will temporarily halt new insurance policies for certain kia and hyundai models. it's not clear what years will be affected, but hyundai is already talking about a software update to make those cars less vulnerable to thieves. trending this morning, a rare sight in northwest indiana. this couple seeing their daughter in a recent ultrasound. >> carl wiener and his wife, abby, were at the 31-week

checkup. look what happened there. baby ellie flashed a peace sign. isn't that cute? he told us the tech was looking around, watching all things, and suddenly the baby just popped up two fingers. hey, peace, man. the staff said how unique it was for her to do it and everyone had a really good laugh. i'm glad they captured it. baby ellie is due on april 1st. no fooling. >> what is she saying? hey, there's two of us in here. a surprise for us, a big congratulations to our own ginger conejero saab. there's a new addition today in the bay with a new baby there, a baby boy. we want to welcome to the world mateo. ginger told us he was born around 3:00 a.m. on tuesday. mom and baby are both happy and healthy. we want to say congratulations to ginger's house and the other two little ones in the house. >> she's been so on my mind this week. amazing. >> 3:00 a.m.

>> he's, like, i'm used to this. >> exactly. getting up early. congratulations to them. that's really, really happy news. so another round of rain. >> here we go. we're in february and the rain is back. it's been a couple of weeks since we've had rain of this kind where it's widespread, heavy, and we are also going to see it linger throughout much of the morning. where we see the red on stormranger, it's really picking up across the bay. so whether it's the dumbarton or san mateo bridge, it is really pouring. but it has gotten lighter for much of the north bay, which is covered with a steady light shower. as we move toward the east bay, the heavy rain continues to pick up for concord, moving toward dublin. it will soon be approaching livermore with fremont seeing heavy rain as well. and we were really seeing that rain picking up on the peninsula, but it has lessoned up a little around san mateo, but will continue off and on and now moving into san jose.

eventually you'll see it in morgan hill and gilroy within the next 20 or 30 minutes. so this is all a part of a cold front sweeping on through, and ahead of that we are actually feeling warmer temperatures. the big story across the country has been how cold it's been, with even sub-zero temperatures. i was chatting with a meteorologist friend in minnesota now dealing with 30 degree below zero wind chills. san jose is at 56, one of the warmer spots when you take out florida with miami right now at 73 degrees. so annoying. we're going to see temperatures still staying cool and off and on showers throughout today. at any point you could see some rain but most of it is coming early in the day. later on this evening it dries out just a bit. there still will be a chance of showers as we go into early tomorrow, but then we see more widespread rain for saturday evening and really picking up into sunday morning with the rain continuing, and then

tapering off as we enter into our new workweek. in total this weekend, we're looking at most of us getting about an inch, maybe a little more. but it's pretty uniform across the bay area. and then beyond that we may see rain next wednesday, a break on thursday and friday, and then another round of rain possible next saturday. so just a heads-up, if you're thinking we'll put it off until next weekend, it may be raining next weekend, too. we'll see a decent amount of sierra snow, about 21 inches this weekend and in total through next week we could see up to 55 inches of snow in parts of the sierra. so we're back into our stormy weather pattern. every few days we'll see rain chances increasing. it's been a smooth commute, even though it's getting sloppy. that's the big word of the day, watch out for slick roadways. i did take a peek at our camera in palo alto. you can see the sheen on the roadway. the rain did come across the

painful memories it brought up for some residents. this is "today in the bay," streaming live on roku, amazon fire, apple tv, and online. a good morning on this friday. i'm marcus washington. >> i'm laura garcia. kari has been talking about rain this morning and now we're seeing it come down across the bay area. here is a look a short time ago. that person was smart to grab the umbrella in san francisco. you don't want to forget yours like we did. let's check in with kari. she's got a look at the timeline. what will be my window to dash out to my car? >> i think for us the rain hadn't started earlier this morning, so it's mostly going to be pouring while we're at work, and then by the time we leave at noon it's going to be clearing up. we are going to see stormranger showing showers moving through parts of the east bay, but the north bay seeing it taper off to lighter showers. as we move toward the east bay, this is where it is really dumping down the initial line of rain. it starts out heavy and then it tapers off to some lighter activity. but livermore, pleasanton,

dublin, moving up to san ramon and concord seeing heavier rain, as well as oakland and up and down the east bay. and then the peninsula has some really heavy rain but we're not seeing as much red. it's still coming down at a pretty good pace and picking up now for the south bay. we'll be tracking this throughout the morning. it's a little better, like you said, the radar easing up and the actual rain we saw diagonal on the shot. as we look closer up, you see the water kicking up behind the cars. it's lighter traffic and the rain is not as bad as we've seen earlier in the season, but we still do have a lot of water kicking up. the blue shows you the puddling and ponding continues to creep eastward toward lafayette, so watch that. a little slowing for concord but no problems, same thing for 37 into vallejo westbound, where it starts to build. san jose shows the earlier start may be complicated.

we'll check 101. back to you. >> thank you so much. you can keep a close eye on the weather and track the rain by downloading our free nbc bay area app. you can also get the breaking weather alert sent straight to your phone. now to breaking news in what appears to be a deadly shooting in east oakland. police were called to the scene about 1:30 this morning on dowling street near 80th avenue. at this point police will only confirm to us that a shooting took place. one officer at the scene did tell our photographer someone died and the evidence we saw from video appears to back that up. moving forward this morning, on the covid pandemic, and new signs the end of the pandemic phase is in sight. so later this month the state of california will end its covid state of emergency. >> we know the federal government is expected to do the same thing in mid-may. "today in the bay's" bob redell is live in pleasanton with a look at what it all means for

anyone who needs vaccinations or treatment. >> reporter: yeah, good morning to you, laura and marcus. even after the state emergency declaration ends on february 28th and the federal version on may 11th, you'll still be able to go into your local pharmacy or medical facility and still get the bivalent covid vaccine or treatment like paxlovid for free. but eventually the government will stop covering those costs and instead those will be covered by your private and government health insurance plan. this does not mean that covid is no longer a problem with these declarations going away. as the "l.a. times" points out, 48,000 people have died since october. we spoke with dr. peter hong who thinks the government is right to declare an end to the emergency, but highly recommends those over 65 years of age or

those severely immunocompromised still run out and get the latest booster shot. >> we're still seeing about 500 deaths a day in the u.s. we've become numb to it, but it's more than twice what the worst period of flu is in a given year. we're still at that level, even though things seem to be quiet in our consciousness. >> reporter: earlier this week, you'll recall santa clara county announced it would end mass testing and vaccination sites by the end of the month. it's possible your insure company may no longer have to reimburse you for at-home covid tests if that's something you're still doing. i did ask dr. peter chin-hong about masking. he says he is required to wear one in the hospital and he will put one on in areas where they're asking you to do that. generally he does not mask. he did say when he's traveling, getting on an airplane and getting off, he still masks.

but not on the airplane because the ventilation is quite good. reporting live, bob redell, "today in the bay." >> thank you very much. it is 5:34 right now. this morning, firefighters on the scene still monitoring hot spots from a fire in the oakland hills. flames destroyed one home and damaged two others. we have new video from the scene overnight. there's a fire truck still at the scene. they've been mopping up, tending to a lot of debris out there. the fire started after 4:00 p.m. yesterday in a house. quick action stopped the fire from spreading further. the oakland fire department says they have to act that way in such a dangerous area. >> we never get complacent. we always take every incident in the city very seriously, but more so incidents involving our high fire severity zones. >> of course this fire in the

oakland hills brings to mind the devastating fires of 1991. certainly we'll never forget it here in the bay area. >> so true. 5:35 this morning, and audio from the 911 recordings from the monterey park mass shooting in los angeles last month have been released. one man called police after running from the club when he saw the gunman open fire and then tried to reload the weapon. a warning, you may find this disturbing. >> what's going on, sir? >> somebody using a gun shooting people inside the studio. >> is it star dance studio? >> yeah, yeah, that's the one. the guy is reloading the -- >> is anyone hurt? how long ago? >> just two minutes ago. >> okay. did he run away on foot or did he go in a vehicle? >> i don't know. he's trying to reload the gun. people just ran! >> that gunman killed 11 people, wounded 9 others, using a

submachine gun-styled semiautomatic handgun. new details this morning, murder charges being dropped against two men previously accused of a robbery that dead to the death of the well known san francisco private investigator. jack palladino died from injuries after being attacked outside of his home. court documents say the man became violent when he refused to hand over a new camera. the district attorney's office dropped the charges due to lack of evidence after a witness recanted. happening today, a judge is expected to decide the fate of those still living in a homeless encampment in the mckargter maze. several people are still believed to be living there. caltrans cleared hundreds of people from the property last september but the city-owned portion of the land was never cleared. oakland leaders are reported by considering building a new affordable housing development there. happening today, the oakland

zoo is set to reopen. the park has been closed for just over a month. it closed after a storm caused a sinkhole at the entrance on new year's eve. this is -- well, yep, some chopper footage of the area. zookeepers fixed other problems like flooding and took care of fallen trees. glofari has been extended through march 4th. meteorologist kari hall is with us. people headed to the zoo may want to take a poncho. >> i wanted to show you this before you head out the door, that you're going to have to deal with wet weather. but the zoo will start to see the rain tapering off by mid to late morning, into the early afternoon. still a chance of a spotty shower, but you may be able to get out and enjoy it with a cloudy sky. it will be cool, temperatures in the low 50s. if you plan to go to the chinese new year's parade in san

francisco, there will be a chance of spotty showers through 5:00. it looks like the rain really picks up as we go through the evening. then if you're going to pebble beach this weekend, off and on showers there starting today, but you may have a break later on this evening there, as well as tomorrow. a mix of sun and clouds and temperatures only reach up to 60 degrees tomorrow. and then for the tahoe area, we are going to see some dryer weather there today, as well as tomorrow, but then on sunday the rain changes over to snow with a high of only 31 and a low of 5 degrees. if you want to escape the rain, head to l.a. this weekend where we'll see the upper 60s for today. but it will get cooler as the weekend goes along. mike, you're seeing a little more slowing out there. >> yeah, if you want to avoid the traffic, too late. if you want to avoid the rain, like you said, l.a. more puddling and ponding, your usual suspects, except for the richmond bridge, a little

earlier slowing. we saw the rain really hitting the toll plaza, so there's bound to be slowing across the span. over here coming toward the bay bridge where the volume starts to slow a bit on a incline, west 24, right around telegraph, reports of a crash. we're going to track that. look at all the blue, ponding, slick conditions, and probably tougher to see at times. the rain continues to come through where we have the sinkhole, traffic control between 35 and that will show you down a bit. use caution for the crews in the area. south bay shows a build as well. a new crash or disabled vehicle, we'll double-check. so far the slowing looks standard. back to you. >> thanks, mike. new signs making it in the bay may be getting a little easier for some home buyers. >> coming up, cooling inflation means home loan rates declining.

i wanted to show you stormranger, before you step out the door pretty much all the bay area with some rain, but it is heaviest in the east bay, as well as the peninsula. san rafael with light showers, a slick morning commute. we'll see the rain tapering off around 8:00. we're tracking all of our microclimates hour-by-hour. and the san mateo bridge did see a lot more rain but still the water kicks up on the cars' taillights heading west. the high-rise, no major problems, but rain traveling around the bay shows that puddling and ponding for much of the commute.

talk business news, but i guarantee you, marcus and laura are about to talk about lower interest rates. bankers and mortgage brokers are in their pajamas going to work right now to raise those rates. we'll talk more about that in business news. >> this balloon, one of those odd moments where the best thing to do, apparently, about a spy balloon is nothing. the pentagon told the president yesterday about a chinese spy balloon. we learned about it yesterday as well. a single balloon floating in the winter sky above montana on its way to missouri. apparently a sky balloon from china. china has far more powerful satellites, so this thing is probably not learning anything new. these pictures were captured by an eyewitness over billings, montana, wednesday. the pentagon says it told president biden the best option was do nothing. shooting it down might endanger people on the ground. it's well above any airliner traffic. more ahead on the "today" show.

they presented their recommendation not to take action against the balloon to president biden on wednesday, and he agreed. as of now, the balloon is still flying over the u.s. but senior defense officials decline to say exactly where it is or where it's heading. the u.s. did reach out to the chinese who have not taken any responsibility for the balloon. stay tuned for more coverage later today. >> secretary of state antony blinken will meet with xi jinping next week. the wall street journal says the fbi is going to search pence's home. his staff found documents with classified markings. pence did the right thing, they notified the national archives. the search is consensual. there is no warrant. we're watching everything happening with the balloon and this jobs thing. i had to check two different places to make sure we had the right numbers, and we do.

we'll talk about it on twitter. you can find me at scott mcgrew. >> certainly amazing. let's take a live look outside in san francisco where home buyers, trying to make it in the bay, can purchase a home significantly cheaper than months ago. according to redfin, san francisco has seen the greatest drop since the peak in october, a decrease of almost 15%, which is almost $1,500 a month. oakland is fourth at 11.6% drop, which is just over $700 a month. san jose coming in sixth with a monthly savings of around $960. redfin actually credits the drop in mortgage rates in decreased housing demand, since chief economists expect home prices to level off. >> it's hard to predict because san francisco is facing a lot of changes. there's no longer this strong pool of workers in the area for tech jobs. you can get a tech job just about anywhere, and a lot of those tech san francisco jobs are laying off workers. so maybe people don't feel like

it is tapering off around santa rosa, you may have a break here soon. we are really seeing heavy rain in oakland moving toward dublin, livermore, as well as discovery bay and san mateo getting a bout of heavy rain. and it's just now starting to make it to morgan hill, san martin and gilroy, but we are seeing the rain moving through san jose. so this is all out ahead of a cold front, and we are going to see still some cloudy skies linger throughout much of the morning, but we are not going to see as much rain. if you do have some afternoon plans outside today, you may be able to get it in, get it out without seeing any of the showers because it's going to be so hit or miss. and then it tapers off for this evening. but there still may be rain close by, throughout the morning tomorrow, and then it starts to roll right back in tomorrow evening. here we are at 6:30, seeing the rain moving in in san francisco and i know that's the time of the chinese new year parade. there's going to be a lot of

events going on around the bay area and it does look pretty wet, at least the evening hours into early sunday. we'll see it continue throughout the day on sunday as well. we're looking at about an inch of rain fall, maybe a little higher throughout the weekend, and then we look to what's ahead for next week and it looks like there could be more rain on wednesday. if you think you're going to put off some weekend events for next weekend, there may be rain then, too. if you're going to the sierra, heads-up that heavy snow will be coming down, up to a foot or maybe two feet in some spots. mike, you're seeing the commute slowing. >> there's a different pattern than a typical friday. we're looking at 101 and 87 showing slowing. typically it doesn't know for another 45 minutes for 87. this may be because it's the first burst we expect for 101 and the rain is coming through the south bay. you see on this side of the screen we're looking at puddling and ponding showing up on the
