what? i'm laura garcia. we're going in with mike with a look at the morning commute. the rain made a comeback. >> yes, and it's covering all of the bay area right now and it's really picked up for parts of the peninsula once again, but it's also been moving into the east bay with some heavier rain. so the north bay is taking a break just north of santa rosa, but it's going to start to taper off a little sooner than we'll see for the east bay. it will continue for the next couple of hours for spots like concord, livermore, dublin, down to fremont, as well as over toward oakland and we're seeing heavier rain moving toward san mateo. and for the south bay, some light showers in san jose, but it is pouring in the santa cruz mountains. we're going to see the wave coming through and spotty showers late morning into the afternoon. most of the heavier rain coming in early and we'll have a brief break before the next storm system comes in tomorrow evening. so i'll time it out for you as you're trying to make some weekend plans.

we'll talk more about that. mike, you were saying the bay bridge metering lights are on. >> they are. i think it's simply because of the climate -- not the climate, the rain. we're looking at the weather impacting the drive, wet conditions, slippery roadways. they turned the metering lights on early to make sure the bridge stays clear and everybody exercises caution. there may be another incident around the toll plaza. we'll double-check with chp. i constantly check with chp. so far the biggest factor is the puddling and ponding. it used to be prevalent in the north bay. it was right over here for 101, some flooding reported just off 101. highway 37 showed its traditional build time, same for highway 4. the blue coming down into contra costa county. 24 there is a crash at telegraph. back to you. >> thanks, mike. make sure you follow kari and

mike on twitter. kari is tracking the storm hour-by-hour, mike is following any commute issues you may have as those roads are wet. and this morning, the search is on for the man who terrorized a group of jewish people worshipping in a san francisco synagogue. he fired blanks as they were celebrating in prayer. >> "today in the bay's" kris sanchez joins us from the newsroom with what the man did on wednesday night and perhaps before. >> we want to start by saying that the gunman didn't hurt anyone because the bullets he fired were blanks. but what he did was still a crime and he may be tied to another gun incident. now, this is surveillance video of what happened about 7:20 wednesday night at the schneerson center in the richmond district. russian jews were gathered to observe the anniversary of her religion when a man walked into the synagogue and fired several shots. they say they heard him say something about the national intelligence agency of israel. the president of the synagogue

and board of directors says he feels they were targeted. >> i want this person caught because i'm scared the next time it won't be blank bullets. next time this person will get a real gun or he will find -- he'll come with a knife or he'll do something else. i don't know. >> reporter: clearly very rattled. the police are searching for that gunman. they are also investigating whether he's the same person who brandished a gun at a san francisco theatre just about a two-minute drive from that synagogue. the rabbi said they didn't report the incident to police right away because they feared retaliation. the fbi is now assisting san francisco police with this investigation. >> thank you very much. it is 6:04 right now. the farmworkers who survived the pass smooth in half moon bay are speaking out. they are still in mourning over their colleagues who were killed last week. seven people were killed, one injured, a handful of men and women sat down with an ap

reporter yesterday. the interviews were in spanish. they asked the photographer not to show their faces and asked us to alter their voices. we honored both requests. one man says he's still scared that the accused shooter will reappear. he feels he might have been one of the targets that day, but he had called out sick. here is damian trujillo with a translation. >> reporter: he says they're trying to forget the day of the shooting but it's a memory he's not sure they'll ever be able to shake. >> the other farmworkers say they are struggling with inequity of their situation. they work so others have food on their tables, but they say the struggle to feed their own family is rough. tomorrow a benefit for the victims is taking place in half moon bay. a series of community organizations are coming together to host a buffet to raise funds for the victims. tickets were $100 each but they've sold out. if you would like more information on other ways to help the victims, we've put

together a page on our website with information on donations and supply drop-offs. head to nbcbayarea.com/supporthmb. 6:05 this morning. are you looking to save on your power bill? most are going to say yes, and if that's so, you are in luck. the california public utilities commission voted yesterday to pay annual gas and electric credits to consumers as soon as possible. how soon? well, the annual credit is usually dolled out in the spring, but the commission has moved it up a few months to help struggling californians with high gas and electric bills. and that credit could knock anywhere from $91 to $121 off your next bill. this is for customers who receive both electricity and natural gas from pg&e. i want to take a live look along the peninsula. this is in palo alto. you can see the wet roads. it feels like christmas. certainly those roads are wet. what we're seeing now of the storm is just the beginning of

one that's going to come through this weekend. >> we have two storms this weekend. the first one moving in now with widespread rain for the start of the day, and then as we go into tomorrow, another one moves in later in the evening. as we get a look at stormranger, it is showing activity hitting san francisco and parts of the peninsula where you see yellows and reds. if you have the nbc bay area app, you can get a look at stormranger and what i'm seeing right here on my radar. the first wave of rain coming in, scattered showers into the afternoon. for most of us the heavier rain will be in the next couple of hours. in martinez it is a cool 46 degrees with a breezy northwesterly wind and we'll see the rain starting to taper off after about 8:00, and then we'll see temperatures in the low 50s today with a mostly cloudy sky. there still will be a chance of a lingering spotty shower later today but we'll see much of the heavier rain, at least through now for much of the bay area. i'll be tracking that. we'll talk about the next storm in the weekend forecast in a few

minutes. mike, stopping at the gas station, you may want to go a little farther. >> the struggle is real. looking at the reports, we're struggling to find prices below 4 bucks. solano county is at the top of our lows, costco on plaza drive in vallejo, $3.97. san jose's low is $3.96, pearl avenue. great gas, cupertino. alameda county has hayward with rotten robbie, $3.90. most are in the $3.90 range. thank you for sharing that on gas buddy. the blue dominates the map. there's a lot of puddling and ponding on the roadways as we're looking at scattered incidents. nothing major as far as any freeway blockages, no blooding reported. we're looking at slick roadways, 101 and 87 showed early slowing as the rain did start to come

11:00 and staying cloudy throughout today. keep the umbrella close by. we'll take a look at the weekend forecast in a few minutes. this crash i've been tracking, west 24, approaching telegraph avenue. chp says it's a traffic alert. two of the four lanes are blocked and they're having trouble clearing that as you're getting toward the maze off of the highway 13 split. watch for the traffic flow, orinda and lafayette are moving smoothly, but wet. look at the backup forming at the bay bridge. we'll track it to make sure there's nothing other than rain and congestion going on. good morning. very happy friday to you. i had changed up my stock board a bit. i wanted to talk about four different companies and all kinds of important news they were making, so i took off the dow and the nasdaq. facebook is up something like 23%, meta's best day in something like ten years. but plans change. i can't talk about this because

i've got to talk about the job numbers. in a normal world we will l we would celebrate this. more than half a million jobs added in the month of january. that's about three times as many as economists were expecting. unemployment rate 3.4%, the lowest it's been in 60 years. that's good, right? well, it's complicated. the fed wants to slow the economy down. the fed thought it had slowed the economy down. it backed off wednesday and added just a quarter percent to the interest rate. this is evidence the economy is not slowing down. i've been saying this for weeks now. people talk about the bad economy, but the data doesn't support it. not only is the economy doing well nationally, it's doing way, way better than we thought. now, jobs are a lagging indicator. the light at the end of the tunnel could be a train, maybe. other news, closing arguments in the civil trial against elon musk who wrongly claimed he was

about to take tesla private, continue this morning. a judge says musk did wrong. the question for the jury is who was hurt and how badly. that all takes place in san francisco federal court this morning. >> starting next week, twitter will cut off free access to its api. the software hooks that other programmers can use to post on twitter or analyze twitter data. this means a lot of automated accounts will no longer be able to use the system, not without paying. and that's good if we're talking about automated spam accounts. but there are also automated fun accounts like this one, the passages from frog and toad, childrens' books, a few times a day. you always have a nice frog and toad update in your twitter. the guy who developed it says he'll still do it, he won't do it as often. the thing i'm most bummed about

>> but is he doing okay in bay area standards? no, he is. >> he can buy a house. >> let's check the forecast with kari. some rain in the works. it's nice to see the rain coming back after a couple of weeks of a break across much of the bay area. we're seeing some of the heavier showers moving through san francisco, the peninsula, and now into the east bay. we're tracking it all with stormranger, our mobile doppler radar, seeing some of the bright reds and yellows. it's getting lighter for parts of the north bay, about to taper off for santa rosa. a few more minutes in napa. we're seeing some of the heavier rain moving through the east bay, through union city, toward the tri-valley. also around fremont as well. where it's really been dumping down is the peninsula and this is where we may have higher rainfall totals extending toward san mateo and woodside. and for san jose, it's a lot lighter but starting to pick up quite a bit in morgan hill and

gilroy. we are going to see more waves of rain coming through but the heaviest moving through right now. as we go toward 9:00 to 10:00, we start to see it lightening up for most of us. notice these spotty showers that may still linger into today. but even as we go into tonight it's going to stay mostly cloudy. the rain really doesn't completely leave the bay area. by tomorrow at noon there still could be showers in parts of the north bay and then rolling right back into tomorrow evening as the second storm system for the weekend arrives and moves through with some heavier rain that may also continue throughout much of the day on sunday for some spots. there could be breaks here and there. and then for the new workweek, we are going to see it tapering off. as we go into the weekend, we're looking at the possibility of at least three-quarters of an inch of rain for spots like concord, as well as morgan hill. some of the heavier rain could be over the peninsula and parts of the south bay with over an inch of rainfall. then going into next week, there could be more showers moving in

by wednesday, a break on thursday and friday. but if you're thinking, okay, we won't be able to make our outdoor plans this weekend, we'll hold off for next weekend, it looks like next weekend could be wet as well. we'll continue to see more active weather moving in. the sierra will see anywhere from 15 to 21 inches of snow, but it may get even heavier for next week as our really impressive sierra snowpack continues with additional snow in the forecast. look at our seven-day forecast, off and on rain every few days, and temperatures not warming up much. and we will see the weekend rain impacting a lot of plans for the weekend. mike, you're seeing an alert for the east bay? >> chp called the alert for highway 24. the crash happened right around telegraph. the slowing was slow to show up but then all of a sudden, boom, more traffic, more congestion. two of your four lanes are still blocked as you travel west toward the maze. it holds folks up out of orinda

it should get in your neighborhood with some places expected to see a half inch of rain. this is "today in the bay," streaming live on streaming live. thanks for starting your morning with us. i'm laura garcia. >> i'm marcus washington. just when we were getting used to clear skies, the sun is out, take a look at what's happening now. that rain coming down in the bay area this morning. meteorologist kari hall is here and just how long are we looking at with this rain? >> it will be mostly throughout the morning and then taper off. there's not going to be a lot of sunshine today. if you'll be stepping out the door within the next hour or so, you'll have to deal with some bouts of heavy rain that's really been hitting san francisco, parts of the peninsula and toward the east bay, as we are seeing a lot of yellows on stormranger, indicating heavier rain. for peninsula, we've seen waves coming through. san mateo is really getting heavy rain now.

it's a lot lighter for san jose. then it picks up as you head down to morgan hill and gilroy, as the rain moves over the santa cruz mountains. a wide view shows we are going to see this system coming in, a then a brief break before another one comes in right behind that. we know you want to get to work. you're already seeing a crash having a big impact. >> yeah, the alert is for oakland, west 24. that's a very important area approaching the bay bridge and it is jammed up toward telegraph avenue. two lanes blocked. no major injuries reported. they do need another tow truck. we're looking at blue puddling and ponding in the same area. just a word of caution for folks out there. things are easing up in the north bay, but then really kicking in toward the bay bridge toll plaza where the metering lights are on and there are backups. there may be another crash in

the area toward treasure island. we'll watch those lanes. meanwhile, south, we're looking at oakland. look how soupy the conditions are. it's friday, a lighter volume. san mateo we've seen slowing and continuing across 92 because of those conditions. visibility and traction will be lower right now. back over to you. >> and you can keep a close eye on that weather, track that rain by downloading our free nbc bay area app. you can also get the breaking weather alerts straight to your phone. to breaking news in what appears to be a deadly shooting in east oakland. police were called to the scene about 1:30 this morning on dowling street nearly 80s avenue. at this point, police will only confirm to us that a shooting took place there. the one officer at the scene did tell our photographer that someone died. evidence we saw from video seem to back that up. someone who lives nearby reported multiple shots being fired. moving you forward on the

covid pandemic, new signs of an end to the pandemic in sight for us. later this month, the state of california will end it's covid state of emergency. >> it's hard to believe three years now. the federal government is expected to do the very same thing, we know, in mid-may. "today in the bay's" bob redell is live this morning with a look at what it means for anyone who possibly needs vaccinations or treatments. >> reporter: yeah, good morning to you, laura, and marcus. the state will end its emergency declaration for covid february 28th, the federal government is expected to do the same may 11th. after that, you'll still be able to go to your local pharmacy or medical provider, like the building behind me in pleasanton, and still get the bivalent covid vaccine or the paxlovid covid pills for free. eventually the government will not be covering those costs, instead it will shift over to your private or government health insurance plan. this does not mean covid is no longer a problem with these

emergency declarations coming to an end. as la times points out, 48,000 people have died from covid in the united states since october. we spoke with dr. peter chin-hong, an infectious disease specialist, who thinks the government is right to declare an end to the emergency for covid but highly recommends those over 65 years of age or who are severely immunocompromised still run out and get the latest booster shot. >> because, again, we're still seeing about 500 deaths a day in the u.s., we've income numb to it. but it's more than twice what the worst period of flu is in a given year and we're still at that level even though things seem to be quiet in our consciousness. >> reporter: you'll recall earlier this week santa clara county announced it would end testing and vaccination sites by the end of the month.

it's possible your insurance company, we're talking about testing, may no longer have to reimburse you for those at-home covid tests. i did ask dr. peter chin-hong what he does with regards to masking. he carries a mask and wears it when it's required, like in a hospital setting, and when he's traveling he does put one on when he's getting on and off a plane, but not on the plane itself because he says the ventilation on the airplanes is pretty good. reporting live, bob redell. >> that's true. they say the walkway has no ventilation and you should always put one on. hard to believe how far we've come. thank you so much, bob. 6:35 this morning. firefighters are still on the scene monitoring the hot spots after a fire destroyed one home and damaged two more in the oakland hills. this is new video from overnight. this is where crews are keeping a close eye on that debris. the fire started yesterday afternoon at a home where it was destroyed by the fire.

the flames jumped to two nearby homes. no one was injured. the extent of the damage is not yet known but it did bring back memories for a lot of people in the neighborhood who lived through the fire in 1991. it's 6:35, a live look at san francisco. home buyers trying to make it in the bay can purchase a home significantly cheaper than months ago. according to redfin, san francisco has seen the greatest drop since the peak in october, a decrease of almost 15%, almost $1,500 a month. oakland coming in fourth at 11.6%, just under $700 a month. san jose in sixth place with a monthly savings of around $960. redfin credits it for the drop in mortgage rates and they expect home prices to level off. >> it's hard to predict because san francisco is facing a lot of changes. they're no longer the strong pool of workers in the area to get a tech job.

you can get a tech job just about anywhere and a lot of those tech san francisco jobs are laying off workers. maybe people don't feel like it's worth it to pay for a home when job security is not as great as it used to be. >> we know bay area housing is still extremely high. the median mortgage payments for san francisco and san jose are well over $8,000 a month. oakland almost $5,500. happening today, the oakland zoo is set to reopen. the park has been closed for just over a month. it closed after that storm caused a sinkhole at the zoo's entrance on new year's eve. you're looking at chopper footage of the area that was fixed. zookeepers fixed other problems. glofari has also been extended until march 4th. if you want to head to the zoo, you probably have to bring your umbrella. >> if you do have the nbc bay area app, you'll get alerts.

some of the heavier rain is moving through and then it tapers off to scattered activity today. if you are going to the oakland zoo, it is going to be cloudy and there's a slight chance of rain. once again, it looks like most of it is coming in early and the temperatures don't warm up much. we'll stay in the mid-50s into the afternoon. and this weekend we have the chinese new year parade happening in san francisco. now, it gets going at about 5:15 and slight showers will begin, and then the rain gets heavier as we go into the night. so at 8:00 most likely you'll be standing in the rain out there in the city. and for pebble beach, it's going to be soggy off and on. so the pro am is going to have to deal with the rain and there may be a few more breaks tomorrow. we only reach 54 degrees. for tahoe this weekend, it is mostly dry today. a mix of sun and clouds, but then by sunday another storm system comes in as we are getting some snow coming down there. and then for the l.a. area,

you'll be able to skip out on the rain with upper 60s today. but it will be cool throughout the weekend. mike, you're tracking a cash. >> we have a new alert issued by chp, southbound 101 on the peninsula, coming down toward poplar, broadway. we have a crash blocking perhaps three lanes. we're looking at slowing already. this is not your usual commute, but that is where we see slowing. the other crash at telegraph has been cleared, that's better news. wet roadways dominate the maps. we have a lighter volume of traffic but we've seen a lot of slowing at the castro y. now moving toward the san mateo bridge. we're looking at a change, because of the rain they've called off the closure this weekend for northbound 680. we are looking at the construction crew and they're postponing it for the last three weekends in february that kari was talking about, more rain possibly for the following weekend, so we'll track that.

good friday morning. it is 6:42. let's get a look at stormranger showing the return of rain for the bay area and for most of us it's a steady downpour, but it really picks up for parts of the east bay as well as the peninsula. a live look outside in san rafael where the rain lingers a little longer, but it will be tapering off to a mostly cloudy day. i'm helping you make weekend plans. we'll talk about that in the forecast coming up. right now, plan for a little extra time down the peninsula south of sfo. we're looking at slowing into burlingame. the crash is reported at poplar. blue and screen, blue means ponding, green soupy conditions. we have wet roadways this morning, so plan ahead. a new nbc news poll shows just 36% of americans think president biden is doing a good job handling the economy. >> not good numbers. scott mcgrew joins us now.

you say the polls show one thing, the economy something else. >> we just got the january jobs report. 517,000 jobs added last month, about three times what the economists were expecting. unemployment rates fell to 3.4%, the lowest in 60 years. in our business segment we talked about how a blockbuster jobs number was in many ways bad news because of the fed. the fed has been taking a hammer to the economic engine of america trying to slow it down. today's numbers seem to indicate the fed is hitting too lightly, but it's good news for biden's presidential record. good news for the white house. the economy right now is running stronger. there are two jobs available for every american, inflation is even coming down. but the white house cannot get that message out. here in the bay area companies have been laying off tens of thousands. though as we pointed out, because those companies are multinationals, oftentimes the

number of people losing jobs here in the bay area are just a fraction of the bigger number. when you look outside the bay area, things are going very well. other news, the white house and the military continue to monitor a balloon floating in the winter sky above montana on its way to missouri. apparently, it's a spy balloon from china but the pentagon is not overly concerned. china has more powerful spy satellites. the balloon is probably not learning anything new so they're going to let it float on by. these pictures captured over billings, montana, wednesday. secretary of state antony blinken will be in china next week and no doubt the balloon issue will come up. wall street journal are the first to report the fbi will search mike pence's indiana home. pence's staff found documents with classified markings. the pence team did the right thing, notified the national archives. the search is consensual. there's no warrant. >> bill clinton is back in the white house.

"today in the bay's" pete suratos joins us live with more on the annual event. are you ready, pete? >> reporter: oh, yeah. good morning to you, laura and marcus. it's hard to believe, pitchers and catchers report to spring training for the giants in a matter of weeks. they'll be heading to arizona. you can enjoy the san francisco giants and their coaches tomorrow with giants fans here at oracle park. the best part about it is that it's free. you can't beat that. the thing of it, it's an open house for fans. the clubhouse will be open, you'll see the world series trophies, you can enjoy that, as well as there will be q&a sessions with players and coaches. they even have a kids' press conference. there will be a preselected group of kids able to ask some of the players and coaches some questions leading into the season. also, there's an orange carpet ceremony that will happen before the event kicks off.

reporter ginger conejero saab. there's a new addition to the "today in the bay" family. she had a son this week. welcome to the world, mateo. ginger told us that he was born around 3:00 a.m. on tuesday, which is perfect because that's completely our schedule. he's ready to join the team. mom and baby are both happy and healthy and we're just absolutely thrilled. congratulations, ginger. >> he's, like, take my picture, hurry up. >> grinning there, too. >> probably up for early morning feedings already. >> nice to stay cozy and cuddle a baby. >> that would be so nice, to be all cuddled up for the weekend. i think you do want to make sure you're changing some plans as we get a look at some of the showers moving through and it's mostly hitting us hard this morning. if you're an early riser, you have to deal with this on your commute. it's starting to taper off for parts of the north bay, but we're seeing a lot of yellows and reds indicating heavier rain over the east bay and peninsula.

that's where we've seen, at least in the past few hours, some of the heavier rain than falling and we'll have higher rainfall totals there in the tri-valley. it doesn't matter which road you take, whether it's 101 or 280, it's going to be very sloppy. low visibility at times. and then for the south bay, it's been a lot lighter, but still a steady rain coming down. as the rain moves over the santa cruz mountains toward the south county, we're still seeing moderate rain there. the first wave of rain coming in out ahead of a cold front will be the first of a couple, but so far our temperatures will still fairly warm. we compare it to what everyone else in the country is dealing with. minneapolis, 11 degrees below zero and they've had 30 degree below zero wind chills. it's been bitterly cold. except for miami that's at 77 degrees, we're feeling some of the warmest temperatures right here in california. so we see the wave of showers

coming on through, but as we head toward noon and 2:00, it's mainly some light hit or miss showers. it doesn't look like the rain just wants to completely leave the bay area tomorrow. there still will be a chance of showers even at noon. but it gets heavier as we go into tomorrow evening and off and on rain throughout the day on sunday. there may be some peeks of sunshine for the afternoon. there will be some rain in some parts of the bay area. and then going beyond the weekend to next week, on wednesday we'll see another chance of showers moving into the bay area. and if you have to cancel weekend outdoor plans this weekend and you think let's do it next weekend, i want to give you the heads-up there still could be another round of rain in next weekend's forecast. it's about to get pretty busy here. if you're going to the sierra, we're looking at about 15 to 21 inches of snow between now and monday. next week there could be even

more. so in total we could see 55 inches of snow in kingvale between now and next weekend. it's impressive as the snowpack remains more than double its normal amount. in the bay area we're going to see waves of rain every few days. there will be breaks in between, but overall it stays chilly and you'll need to keep that umbrella close by. most of the bay is showing a lighter friday commute, but you have to slow down. allow more time. green and blue, puddling and ponding and it's just wet. over the san mateo bridge we saw soupy conditions. south 101 unusually slow because of a crash. chp has issued an alert because three lanes are blocked. the middle lanes are the ones to get by in. there's a distraction on both sides. you see folks hitting el camino real, state route 82 is an

it is 6:57 this morning. we want to welcome you back. we are moving you forward with a look at the top stories on "today in the bay." >> starting with breaking news if what appears to be a deadly shooting in east oakland. police were called to the scene at 1:30 this morning on dowling street. at this point police will only confirm to us that a shooting took place there. one officer at the scene did tell our photographer someone died and the evidence we saw from video seems to back that up. someone who lives nearby also reported hearing multiple shots.

authorities are on the hunt for a man seen on camera who walked into a san francisco synagogue and started firing a gun. in this case, police say the rounds were blanks. you are looking at surveillance video. that scare unfolded about 7:30 p.m. on wednesday at the center in san francisco's richmond district. russian jews, mostly elderly, had just finished a prayer meeting. the fbi has released new close-up images of that suspect. if you have any information who there is, you're asked to call the agency or sfpd. happening tomorrow, a benefit for the victims of the half moon bay shooting. a series of community organizations are coming together to host a buffet to raise funds. tickets were $100 but they're sold out. closing arguments continue today in the tesla trial with the plaintiff seeking more
