"today in the bay's" alyssa gourd has a preview. >> reporter: the chinese new year parade is known for drawing huge crowds. this year, the chinese chamber of commerce is expecting record-breaking attendance. >> this weekend, we're going to have a lot of people around. there will be a lot of eyes. >> reporter: we caught up with the chamber president at the miss chinatown usa pageant where

the festivities began. he said safety is top of mind gearing up for the parade. >> we have been working with law enforcement, police, the sheriff, d.a., department of emergency management, to make sure they coordinate their resources to increase security around the chinese new year parade. >> we will have more officers assigned to the parade than we have had in recent memory. >> reporter: assistant chief of police david lazar was at the pageant, too. he said his department has been paying close attention to recent tragedies in half moon bay and monterey park. the public should expect to see many uniformed officers, all of whom are familiar with large gatherings like this. >> we will have more officers assigned to the parade than we have had in recent memory. >> reporter: it is an important time to support chinatown merchants and community. the leaders believe the public can feel safe heading out to celebrate. >> it is very, very special. that's why we -- especially

after the pandemic, after all the challenges we had gone through. >> reporter: and the parade will start at 5:30 p.m. at market and 2nd. alyssa gourd, "today in the bay." people in the bay area's jewish community relieved to wake up to the news this morning that a man is under arrest for firing a gun in a san francisco synagogue. we showed you this video from wednesday night in the richmond district. cameras captured the man walking into a gathering of older members of the synagogue. police say he made a verbal statement, pulled out a gun and shot several times before taking off. fortunately, the bullets appeared to be blanks. he was arrested friday night, but his identity isn't yet being released as the investigation continues. now, synagogue leaders say they plan to have a security car parked in front of the building for this weekend. the sfpd tweeted they made the arrest thanks to the help of the san francisco fbi. they believe the same man may have walked into the balboa

theater and flashed a gun on tuesday. not one but two chinese surveillance balloons were seen in the skies yesterday. one of them flying directly over the u.s. and the other over latin america. the former speaker of the house and experts on china are weighing in on what it's doing and what the pentagon should do about it. here is "today in the bay's" tom jensen. >> reporter: the high altitude balloon was spotted over a nuclear missile site and military bases in montana earlier this week. former house speaker nancy pelosi, who was in san francisco friday, to announce new funding for a project, did not mince words. >> it wasn't a good idea for them to have a spy balloon fly over our country. it must come down. >> reporter: an expert on china from east bay says she's not surprised by the presence of the balloon or the calls to blow it out of the sky. >> so there's been a kind of reservoir of distrust that's been building up. i think both countries feel the

need to show their strength. >> reporter: wednesday, president biden made the call to not shoot down the balloon, fearing people could get hurt when debris falls to the ground. the pentagon said it is monitoring the balloon as it moves east. it could move out over the atlantic ocean as early as tomorrow. >> i also think it is quite possible that once the balloon gets over the ocean, it will be shot down. >> reporter: dr. nancy park says china is probably saber rattling, showing it won't be pushed around by another nation. >> they never want to be controlled by other powers. so i think that this idea of showing strength, showing that china can stand up to other countries. >> reporter: she wonders if the balloon is in response to the former house speaker's trip to taiwan with a delegation in august, showing support for taiwan as a free and independent nation when china claims taiwan is part of china. secretary of state antony blinken was set to visit china

and talk about those issues, but the u.s. postponed the trip after the discovery of the surveillance balloon. >> what this has done is created the conditions that undermine the purpose of the trip. >> reporter: china says the balloon was for weather data collection and it blew off course, but u.s. officials say the balloon is being steered remotely, and a second balloon has been spotted now over latin america. blinken said he is keeping diplomatic channels open and will make the trip to beijing at a later date, hoping to ease the tension between the two superpowers. another memphis police officer has been fired in the wake of tyre nichols' death. the department announced yesterday preston hemphill violated multiple department policies in the violent arrest of nichols. nichols died january 10th, three days after being pulled over by police officers for a traffic stop and then being savagely beaten. five other memphis police

officers already have been fired and criminally charged with second degree murder and other crimes. locally, the search has been called off for the mountain lion that attacked a 5-year-old boy. it happened earlier this week in san mateo county. jack was hiking with his family in the hills above half moon bay when he walked ahead of his family and was attacked by a mountain lion cub. the 5-year-old has been treated for numerous cuts and a broken bone near his eye. his family, though, says he is in good spirits. crews with the california department of fish and wildlife had been trying to capture the mountain lion, but they've been denied access to private properties in the area to continue their search for the animal. people in half moon bay and monterey park are still grieving over those back-to-back shootings more than two weeks ago. the events have impacted many in the aapi community, and now representative ro khanna says he is looking to held.

clouds and fog covering the golden gate bridge on a foggy bay area morning. some mist and drizzle out there, as well. cinthia pimentel will be along with your microclimate forecast in a few minutes. first, the january storms we saw flooded lots of california cars. some of those cars are expected to turn up on used car lots. consumer investigator chris chmura has some advice on how to beware. >> reporter: you do not want to buy a car that was in a flood like we had in california, or hurricane ian which hit florida. >> they are literally rotting from the inside out. >> reporter: carfax talked about flooding, where we see devastation. >> con men see opportunity and dollar signs. >> reporter: car buyers should take three steps. first, spend 40 bucks and get the vehicle's full history. here's the thing, some sleazy

that's a reversal from the plan announced by governor gavin newsom back in 2021. public health leaders are still encouraging teachers and students to get vaccinated. bart put up $350,000 to get homeless out of stations and into shelters. but a new audit says the effort came up short. bart's inspector general released the report yesterday. it gave the funds to a non-profit group as part of an outreach program at certain bart stations. but the audit says from 2020 to 2022, there's only one confirmed person who was actually treated. the number of homeless actually jumped by 21% last year. the report says going forward, agreements with any organization need to clearly define outcomes that should be recorded and monitored. bart will have to require evaluations to ensure the results are accurate. one of the bay area's largest police departments is now a little bit bigger.

18 new oakland police officers formally took the oath to protect and serve yesterday. this comes as the city works to increase their police force and curb crime. the diverse class of cadets includes two women and several bilingual officers. opd now has 714 officers. that's just 12 officers short of being fully staffed. the oakland police officers association says while every officer helps, it's less than what the city had 20 years ago and may not be enough to handle the city's demands. airbnb is taking a new step to curb bad behavior with their guests. this spring, users will have to verify their identity before booking a reservation on the app. that means a photo of a government issued id or a legal name plus an address. the company says many hosts can already ask for verification, but the app wanted to expand that to encourage more

heavily focused over the santa cruz mountains, half an inch to an inch of rain for the rest of us. going on into sunday, we could expect scattered showers, possibility of thunderstorms, as there is a lot of instability left behind from the storm system. you do not want to go to the sierras because there could be road closures as this rain here in the bay area drops heavy snow over the sierras. let's take it hour by hour for you, help you plan your day. as i was mentioning, there is enough time to run around town in the morning while that rain starts to come in around 1:00, 2:00. starting over the santa cruz mountains, moving into a little more intensity by about 5:00. san francisco, that's around the time the lunar new year parade is starting, so please bring an umbrella and a jacket to keep you nice and dry. you can notice some heavier pockets over santa rosa. then by about 9:00, that's when the storm starts to get juicy and we see those gusty winds along with heavier pockets of

rain over clearlake, fairfield, concord, palo alto and san jose. maybe get yourself ready to avoid tonight's heavier downpours. tonight and into early sunday, we see pockets of rain mixing in with the possibility of some thunderstorm activity. how much rain are we talking about? if you notice the red colors over the santa cruz mountains and up into the north bay, about an inch or so or more. if we make it into the interior, concord and dublin, half an inch, maybe more. that is overestimating what we could see in san jose, but we'll welcome any rain we can get. as i was talking about the lunar new year parade, please bring your umbrellas and stay safe out there. we will see that rain linger on into the evening hours, as well. drive safe back home. after this rain system, we're starting to dry out a little bit. we could notice a slight chance of rain on wednesday. right now, i think it is trending a little bit to our

was considering taking tesla private and secured funding. shareholders claimed securities fraud because they bought shares of tesla stock based on that tweet and claimed they loss significant amounts of money. here's one of their lawyers after the verdict. >> we're disappointed. we're examining options. >> reporter: the nine-member jury deliberated for just over an hour before coming back with that unanimous decision. a decision that legal analyst aaron solomon disagrees with. >> i think the jury got this wrong. the notion we're ever going to find a jury that is the peer of somebody like elon musk and understands the depth and scope of what happened here was unrealistic. >> reporter: solomon says investors and others say the tweet was put out seriously but prosecutors failed to make the case to the jury. "today in the bay." now to a live look in san francisco, where homebuyers trying to make it in the bay can purchase a home significantly cheaper than months ago. i don't know if cheaper is the

right word, but maybe a little bit more affordable. san francisco has seen the greatest drop since the peak in october, a decrease of nearly 15%, which is nearly $1,500 a month. oakland is in fourth with an 11.6% drop, which is just over $700 a month. san jose in sixth with a monthly savings of about $960 a month. redfin credits the drop in mortgage rates and the decreased housing demand. redfin's chief economist expects home prices to level off. >> it's hard to predict, though, because san francisco is facing a lot of changes. there's no longer this strong pool of workers in the area to get a tech job. you can get a tech job just about anywhere. a lot of the tech san francisco jobs are laying off workers. maybe people don't feel like it is worth it to pay for a home when job security is not as great as it used to be. >> as it used to be, huh?

close the roads up there. if you're watching us, perfect opportunity to drive around the bay area. carefully, though, with the dense fog. it's a good moment to get your errands done and prepare for the rain. hour by hour outlook, we can see the rain moving in the bay area around 1:00, pushing into san francisco. already starting around the santa cruz mountains and in the southern peninsula. by 5:00, 5:30, when the lunar new year parade is going on, please bring your umbrella and a rain jacket to keep you nice and dry out there. notice some heavier pockets over santa rosa. of course, that intensity picks up in the later evening hours. 9:30, this organized line of showers could bring the possibility of some thunderstorm activity because of the reds and oranges. they're bringing a little more downburst activity. please be weary of that. into the early morning hours on sunday, on into the second half of the day, more scattered showers. please be careful of any of those roadway damages, any localized flooding with this

storm system. by about the second half of the day, the storm exits the bay area and we're in for a little bit of a drying trend into next week. i did want to take us on into the sierra. there is a winter storm warning that goes into effect later on today, lasting on into tomorrow. we could see 15 inches of fresh powder in lake tahoe. in kirkwood, about 2 feet of fresh snow. be careful of road closures. you might want to consider staying there if you are already up there. next chance of rain could possibly be on wednesday, but i'm noticing it is trekking a little to our north. we could be spared of that and get much-needed drying ahead. here's our seven-day forecast in san francisco. please be careful of the winds. the thunderstorm activity lasting tonight on into tomorrow morning. behind that, we are in store for some pleasant days around the bay area, both in san francisco and on inland. february definitely off to a rainy start, but we are welcoming it with welcome arms.

the san francisco giants first spring training game is coming up three weeks from today, but today, fans of the orange and black will get the chance to meet some of their favorite players and coaches in san francisco. "today in the bay" is at oracle park with more on the annual event. >> reporter: good morning to you, kira. it is hard to believe that the pitchers and catchers for the giants will be reporting to spring training in arizona in just a matter of weeks. those festivities begin in a matter of hours here in san francisco with the annual giants fan fest. the best part about it is that the event is free. when we talk about the giants fan fest, think of it as an open house for fans. they can come to oracle and check things out. clubhouse will be open. get a chance to look at the trophies. a q&a session will take place with players and coaches. there will be a kids press conference. they'll have a pre-selected group of kids that will be able to ask players and coaches questions about the upcoming season. there's also going to be an

morning. a man under arrest for firing a gun inside a san francisco synagogue. though his identity is not yet being released. we have video from wednesday night in the richmond district. cameras captured the moment the man walked in and started firing what appeared to be blanks at a group of people sitting inside for a gathering. synagogue leaders say they plan to have a security car parked in front of the building for shabbat this weekend. the sfpd tweeted they made the arrest thanks to the help of the san francisco fbi. they believe the same man may have walked into the balboa theater and flashed a gun on tuesday. the investigation continues. happening this weekend, the san francisco chinese new year festival and parade. the san francisco chinese chamber of commerce says it is expected to bring record-break attendance this year. last night's events kicked off with the miss chinatown usa pageant. today, the annual chinese new year parade will make its way

through the city. it's billed as the biggest lunar new year parade outside of asia. event organizers and law enforcement have been working to keep the event safe for everyone. >> we have been working with law enforcement, police, the sheriff, also d.a. and department of emergency management, to make sure that they coordinate their resources to increase security around the chinese new year parade. >> san francisco police department told us it will have officers staffed all along the route, and that, quote, the public should expect a significant presence of uniformed officers, all of whom are familiar with large gatherings such as this, end quote. in fact, the assistant police chief told nbc bay area the sfpd will have more officers assigned to the parade this year than in recent memory. the parade begins at 5:30 at market and 2nd street. a bay area congressman is focused on helping the aapi

community heal in the wake of the half moon bay and monterey park back-to-back shootings that happened more than two weeks ago. ro khanna today will host a mental health town hall with leaders in the aapi community. khanna says it is important because he represents the only district with a majority of people with asian-american descent. the town hall will be held at the san jose city college milpitas extension. that's at 1450 escuela parkway in milpitas. it starts at 11:30. also happening today, those long-awaited tickets for the san francisco giants are available right now. those include both single game tickets and special event tickets. players will report to spring training in just a couple of weeks. i think pitchers and catchers report on the 16th. again, starting today at 10:00 a.m., the giants will host fan fest ahead of the season, right there at oracle park. for folks headed to oracle
