monday. thanks for joining us. i'm marcus washington. >> i'm laura garcia. hope you had a great weekend. let's start with a look at the workweek forecast. another monday. >> another monday, another cold one. we have chilly temperatures to start and a frost advisory in effect for valleys and the north bay. that continues until 9:00 as our temperatures have so far been in the low 40s for san rafael, as well as napa at 40 degrees right now. it's 36 in santa rosa. some frosty spots in the tri-valley as well, temperatures in the mid-30s. and it's 44 as you step out the door in san jose. san mateo and mountain view, 60 in concord, and low 60s for much of the north bay. quiet day. the forecast does look pretty dry throughout the week. we'll talk more about that coming up. mike, you're tracking a crash in fremont. >> we're looking at 880 northbound. it was right around as you were

approaching fremont boulevard. it's gone from the grid and no slowing showed up. toward mission, the funnel between 680, 880. there's a new incident reported on 237, so we'll track that getting toward north 1st street, or away from it, perhaps, in san jose. no slowing shows up there. 880 moves smoothly and we had a crew in 680 in sunol that should be clearing any minute from the northbound direction. back to you. >> thank you, mike. it is 4:32. we are following breaking news out of syria and turkey. a massive earthquake hit yesterday. >> another aftershock hit just moments ago. that was a 6.0. a few hours ago a 7.5 aftershock hit. the first devastating 7.8 quake struck around 4:17 yesterday morning, the bay area that was about 5:15 yesterday evening. the death toll is more than

1,300. experts expect that number to keep rising. thousands of people are injured. french president emmanuel macron has tweeted that france is on standby, ready to send first ate. the turkish president announcing that nato and the european union have also offered assistance. we're going to continue monitoring this breaking news. when we're not on air, we're going to bring you the latest online. you can find the link on our website in the trending bar. just go to nbcbayarea.com. 4:33 this morning, and fentanyl has taken many lives, and especially it affects young teens and adults. well, major challenges in stopping the usage is now addictive to the drug, some doctors think they've found a way to keep people with their addiction. "today in the bay's" alyssa goard spoke with them about research which is working to move the bay area forward.

>> we have youth coming in, they are sweating so much that water is kind of coming down their arms and hitting the ground. >> reporter: over the last few years, dr. trope has seen something new and scary as a pediatric hospitalist at santa clara valley medical center. not only are teens and a duls overdosing on fentanyl, but what turns into an effort to get high is an addiction with intolerable withdrawal symptoms. >> they are shaking with cold, vomiting, having diarrhea. >> reporter: fentanyl is extremely addictive. >> we sort of knew that pediatricians couldn't ignore this growing crisis. >> reporter: as opioid deaths surged, trope got to work on a program this does something new. rather than sending them to the e.r. or back home, trope's program admits them to the hospital, starting them on treatment with a drug when they are on mild withdrawal.

>> when it comes to opioid uses or addiction, we have this safe and effective medication that we know works, that we know saves lives. >> reporter: ucsf pediatrician points out most don't get timely access. she got involved researching the results of the program at santa clara valley medical. they studied the results of dozens of hospital admissions for people ages 12 through 21 who used fentanyl. their findings recently published in the american academy of pediatrics journal, found of the patients started, 72% were then linked to ongoing treatment outside the hospital in two weeks. >> we continue to assess them and give them enough medication until they feel what i would call normal again. >> reporter: doctors say starting patients on this medication successfully matters because many will need to stay on it for months or years to fight off addiction symptoms. these doctors also say in

california youth are overwhelmingly covered by insurance for this in-hospital treatment. but availability of that coverage in other places may be a potential barrier to expanding this model. >> i think this is such an important option to add to the menu of available ways to start treatment. >> reporter: if you're looking for opioid or other substance abuse treatment, you can go to findtreatment.gov and find the santa clara county program and other programs there, too. the u.s. shot down a suspected chinese supply balloon over the weekend. now, china is accusing the u.s. of indiscriminate use of force. "today in the bay's" marianne favro spoke with experts about what comes next. >> reporter: as u.s. navy divers work to recover degree from a chinese spy balloon spot down by u.s. military off the coast of south carolina, experts weigh in on the impact the incident will have on already strained relations with china.

>> these incidents will increase the distrust, and the problem with distrust is that you don't have good forms of communication to work out while it is going on. one of the u.s. reactns pull the plug on some of the communication by canceling the trip of the u.s. secretary of state who was about to go to china to discuss these types of issues. >> what more can you tell us about the takedown operation? >> reporter: republicans are criticizing the president for waiting too long to shoot down the balloon and they say it's not the first time it's happened. >> they've failed to prepare after the first time this happened during this administration. the administration has admitted, which i've been briefed on, that china has done this before in the continental united states, during this president's tenure. >> reporter: now the pentagon says there were similar chinese balloon incidents during the trump administration. >> we should remember this is now known to have happened under

lift, and that speech from fed chair jay powell tomorrow. meantime, apple is exploring the idea of launching a more expensive iphone ultra priced above the iphone pro and pro max models. bloomberg says the new device could arrive as soon as next year, with the iphone 16 lineup. it's unclear what type of features would come with the ultra, but it may offer a better camera, a faster chip, and possibly an even bigger display. >> and twitter wants to cash in on businesses on the platform by charging them $1,000 per month to keep their good verified checkmarks. it's reported internal memos show twitter is also looking to charge an extra $50 per month to add badges affiliated with a business. it's one of many changes that ceo musk has implemented to boost revenue and chip away at twitter's more than $12 billion

wow, look at that. oh, that is highway 50 in south lake tahoe this morning. a chilly, wintery looking view in the sierra. chains still required from the heavy snowstorm that moved through over the weekend. in fact, you can see conditions drivers were facing yesterday due to the snow and wind. yep, the snowplows were out and going. interstate 80 was at a standstill near donner summit with lines of cars backed up for miles. clear off the sign so you know where you are. >> drive with chains, yes. >> i heard they got 2 feet of snow. >> it was a lot over the weekend, even though we had, for most of us about an inch of rain fall, inch and one-half, we had a lot of snow in the sierra. things are now quieting down. we see the weather system that moved through here over the weekend is now well off to the east. we are also going to go back to some dry weather, but we're also looking at a couple of systems

off the coast out there. that will not really affect us here over the next few days. so as we get a live look outside in san rafael -- or san jose, i should say, we're getting started with temperatures in the low 40s and a calm wind. 41 degrees around sunrise and then a slow rise in temperatures today. you'll probably want to keep your jacket, coat on today, as we head up for about 59 degrees. in san jose, morgan hill and also in hayward today, 59 will be the high as well in san mateo. for the north bay, we're reaching up to about 60 degrees in novato, and then as we go into tonight, another chilly one. we're dipping down into the upper 30s once again, maybe frost in some spots. but just cool mornings and mild afternoons is what we have in store. we could see as we head toward the weekend there will be a slight chance of rain late friday into early saturday. but it does look like that weather system is going to fall apart before it gets here. we're only keeping slight rain

chances in the forecast and overall we're heading into dry weather. things may change next week, but we'll have to get a little closer to see. when we run our models out about ten days, it doesn't show much rain for us. less than a quarter inch of rain and most likely just a trace amount of rainfall. even taking it farther out to next week, still looking pretty dry here. as far as the sierra, there may be some additional light snow coming in, maybe another 8 to 12 inches. but i'm taking it all the way past valentine's day. so it's going to be a while before we see anything significant here. once again, the rain chances for the weekend are very slight. most likely we'll just see a mix of sun and clouds. temperatures staying cool, except for midweek when we get a nice boost in temperatures with mid-60s on thursday, and then we're back down a few degrees into the weekend. we see a weak system coming through that's just going to drop our temperatures. but overall, not a lot happening this week and we'll get a lot of

sunshine. mike, you're following up on a crash in san jose. >> not a lot happening there. there's one vehicle here, the 1st street on ramp to 237, it sounds like a car went a little too far off the edge of the road into the dirt there. called that person's parent and the parent helped them out. there's a tow truck on the scene, the 1st street on ramp. the rest of the south bay, peninsula, east bay looking great. the other incident near the bay bridge is getting away from the bay bridge around jackson. there is a minor crash and may be a traffic break starting around 7th and heading down to the area. haven't seen slowing, just away from the bay bridge southbound 880 you might find slowing from the earlier crash. the early commute not kicking in or any problems. highway 37, 4, very clear. a look across from oakland toward san francisco shows a nice, smooth drive with sparsely populated commute through the tunnel and toward treasure island.

beautiful view of these lights, those are the ones i watch. >> thank you. the alameda county sheriff's office is issuing a scammer warning. investigators say scammers are calling people and demanding money to clear fake arrest warrants. scammers will sometimes call people by their names and list some personal details. but deputies say if you're not sure if that call is real, hang up and then call the department's non-emergency line. santa clara county leaders roll out a push to crack down on violence, announcing the gun violence strike team. the team works to take legal guns off the streets, especially from people with gun violence restraining orders, including domestic violence threats. a new million dollar grant will provide more staffers, including investigators, analysts and attorneys. happening today, an assisted living worker charged with a death of a resident at a walnut
