high temperatures. kind of cool, so we're keeping our jackets on as most of us stay in the upper 50s for later today. mike, you were saying that it looks like they ran a traffic break. >> that's what the sensors looked like. there was a lot of slowing from yellow, to red and orange and now back to green. i believe they ran the traffic break because of the crash reported north of 980. we've been watching those changes. no changes for the rest of the east bay. contra costa county moves well, toward novato without any major problems. bay bridge shows a light volume of traffic. calm in the bay area. back over to you. >> thanks, mike. we want to begin with breaking news. the tragedy unfolding in turkey and syria after more than 1,000 people have already been killed. >> it is tragic. the number of deaths is expected to climb higher.

look at that. this video showing a building collapsing during an aftershock from the 7.8 earthquake, which struck a little after 4:00 a.m. monday local time. it's been about 12 hours now since the quake and the number of confirmed deaths has already shot past 1,000, as marcus mentioned. the same area is being hit by a swarm of aftershocks, including one with a magnitude of 7.5. here is a look at where the quake was centered. the damage heavy on both sides of the turkey and syrian border and now the search is under way to find survivors that have been trapped in all that rubble. but there are simply layers of it. be sure to stay with us as we continue to follow the very latest developments out of turkey and syria. 5:02, and threats of violence against locally elected officials is a growing problem in the bay area and across the u.s. "today in the bay's" bob redell is live for us this morning in alameda county and local leaders are demanding change here. >> reporter: yes. good morning to you, marcus. in the past few months we've already seen threats made against several local lawmakers, including state senator who represents part of the east bay where i'm at. during her election campaign this past fall she posted one of the voicemails she received. what's up [ bleep ], [ bleep ]. >> reporter: you can get the sense it was very vulgar. she's not the only local leader facing threats. last month carrol fife tweeted out a voicemail she received. unfortunately, politicians

throughout the country are receiving these kinds of threats. there's an initiative that started tracking these threats and they have found that they, quote, present a significant challenge to american democracy. the oakland progressive alliance, which is a housing and labor coalition, has set up a petition to get people to condemn these ongoing attacks against local black community leaders. several leaders are also raising concerns following the attack on congresswoman nancy pelosi's husband who was attacked inside his home. reporting live, bob redell, "today in the bay." this morning the u.s. is working to recover pieces of the chinese spy balloon, the debris field spans about 7 miles. president biden directed the military to take it down over the weekend. the president is receiving praise from his allies, while critics say the biden administration should have shot down that spy balloon sooner. >> boom! >> reporter: eyes were glued to the sky as an f-22 raptor shot down a chinese spy balloon saturday. >> i ordered the pentagon to shoot it down on wednesday as soon as possible. >> reporter: the biden administration first detecting the high-altitude surveillance tool on january 28th in alaska. its path eventually crossing over into montana, wyoming, kansas, missouri, and finally the carolinas, flying over sensitive military sites before it was blown to pieces over the atlantic ocean. debris picked up and brought to shore. >> the president taking it down over the atlantic is sort of like the quarterback -- it's sort of like tackling the quarterback after the game was over. >> reporter: republicans argue china was testing president biden's strength. >> unfortunately, the president

failed that test and that's dangerous for the american people. >> i would use two words in answering these gop criticisms, they are premature and they are political. our friends are playing politics with u.s. intelligence. >> reporter: administration officials saying the president's actions weaken china's surveillance capabilities. >> we saw a great example of the coordination and cooperation between a lot of differently players in our government to make sure everything happened safely. >> reporter: tensions with china are rising. officials in beijing blasting the united states for shooting it out of the sky, calling it a clear overreaction. and today china accused the united states of indiscriminate use of force. the vice foreign minister said he launched a formal complaint with the u.s. embassy on sunday, and on february 15th senators will receive a briefing about the chinese spy balloon, laura. >> really interesting updates

over the weekend. thanks, brie. well, president biden will deliver his second state of the union, as mentioned, tomorrow night. he's expected to cover a wide range of issues from the economy to international security, to policing and gun violence. you can watch the president's address right here on nbc bay area. coverage starts at 6:00 tomorrow night. oakland police are asking for witnesses to come forward. this is after a deadly double shooting. it happened yesterday afternoon near east 18th and 40th avenue in fruitvale. one of the two victims died. there's been no update on the condition of the other victim, but doctors do say that that person is now stable. authorities so far are not revealing the identity of the person who died or if they know a possible motive. oakland police chief leronne armstrong today plans to ask for reinstatement following the event yesterday organized by oakland naacp. the new oakland mayor, thao,

placed him on leave after allegations they mishandled cases of officer misconduct. armstrong says the findings do not add up. >> my view says the conclusion about me is not supported by evidence. frankly, the confidential report and information provided by the monitor is embarrassing. it's inaccurate. >> armstrong argues the narrative of his role in that investigation, quote, defies even common logic. the mayor's office did not respond to our request for comment. moving you forward on the fentanyl crisis and local health experts believe they've found a way to address addiction more effectively in teens and young people. experts say more and more opioid add addicts are turning to fentanyl. they're trying to address it rather than send people home for home. it includes a drug called

across the golden gate bridge, there were taillights in that direction. we'll see more build there, the commute into the city through the north bay, no problems, including at the top of robin williams tunnel. good morning. very happy monday to you. dell will reportedly lay off several thousand employees. there are dell offices in the bay area but it's based in texas. this comes as the computer world notices people don't want to buy new computers. they bought so many during the pandemic. santa clara's intel announced cuts last week. they make the chips that go in the computers. pg&e is going to pay sun run customers as much as $750 for the rights to tap their home batteries in the early evenings to ease the load on the electrical grid. some solar power systems store electricity during the day so homeowners can use it when they get home at night. under this new arrangement, the

solar customers will help power their neighborhood instead. bloomberg was the first to report the deal. pg&e says it will leave some of the power in homeowners' batteries. >> the unemployment rate is at the lowest in 60 years, more than half a million jobs added to the economy last month alone. head of the fed, jay powell, will speak on tuesday. wall street may wait until then to make any big moves. and mortgage rates had been sliding, but that could change. the fed doesn't set mortgage rates, but as a rule of thumb, mortgage rates go down when money pours into the stock market. also, as a rule of thumb, money comes out of the stock market when investors think the fed will up its own rates, and it probably will. >> beyonce's tickets go on presale today after her showing

rainfall. a little higher for calistoga. san raf fell had over 2 inches of rain. san francisco, close to 1 inch of rain. a lot of the east bay, about 1 inch or 3/4 of an inch. for san jose, less than 1/2 inch of rainfall. a lot in some of those coasting areas and some of the hills. and then today, as we see, sunshine, highs into the upper 50s and about 60 degrees for most of us. it's going to be another cold night. we'll start out tomorrow morning at 35 degrees in fairfield. one of the colder spots. and then mostly upper 30s for the north bay, the tri-valley starting out at 36 in dublin and also 36 in san jose. as we go throughout the week, we'll have a couple of cold front coming in that will be dry as they pass. and then for the weekend we may see rain getting closer and falling apart as it gets here. i'm going to keep a slight

chance of rain in the forecast for saturday and sunday, but then next week we may have a better chance of rain. we'll have to get a little closer. there may be some showers on valentine's day. that's something that we'll see possibly in the distant forecast. we're still looking at a really great sierra snowpack. more than double its normal amount. we're at 129% of the normal snowpack as we take it out to the end of the season for april 1st. we do see some additional light snow on the way, not a whole lot here. i'm taking it all the way through february 16th and there's about another foot of snow possible. we're dry throughout much of the week. temperatures warm up just gradually by the end of the week, we're in the low to mid-60s. the weekend, it will be slightly cooler and we'll have slight rain chances. we've been seeing a change in patterns now. instead of tuesday, sometimes wednesday kicks in stronger. this is monday, neither of those two, and we're looking at a

welcome back. it is 5:26 this morning. the warriors will be without star steph curry when they return to the court tonight against oklahoma city, and it sounds like they may be without him for a while. >> what a bummer. here's a live look at chase center. steph injured his knee late in the third quarter of the warriors game saturday against dallas. according to espn, curry is likely to be out at least through the all-star break. head coach steve kerr says curry suffered a partial ligament tear in his left leg, but at least he's not lost for the season. >> the good news is he's going

good morning to you on this monday. i'm marcus washington. >> i'm laura garcia. let's start with a look at the forecast. >> let's get a look at it. meteorologist kari hall will be tracking what we can expect. the rain is gone for now? >> now the cold air is settling in and we have frost advisories in effect for the valleys and areas shaded in blue. that continues until 9:00 this morning as our temperatures dip down into the mid-30s. may be a few low 30s there and we'll have more cold mornings. right now as we are looking at our current temperatures, it's coldest in fairfield, 34 degrees, 35 in santa rosa and 38 in mountain view. after the cold start, it will be a fairly mild and sunny day. walnut creek, we'll head for the upper 50s, may briefly touch 60 degrees, and then throughout the rest of the forecast we'll see slightly warmer temperatures. mike, you spotted slowing out of contra costa county. >> we're looking at vasco,

speeds dipping toward 50. we're still only about 20 minutes off from marsh creek, but you see the volume building out of brentwood. discovery bay has a little slowing, but no surprises. we're looking at the rest of the bay. south bay we may have a disabled vehicle around the 85 split with 101. no problems for the speed sensors. and the bay bridge toll plaza sees more volume, but no metering lights just yet. we're looking for the next ten minutes to see changes there. back to you. >> thanks, mike. breaking news, we're covering at the turkey/syria border after a 7.8 earthquake that killed at least 1,300 people. >> "today in the bay's" kris sanchez is here with the details. >> they had a 7.3 aftershock. >> this is disastrous for the people of turkey and syria and the latest estimates of people

killed is expected to rise. the rescue efforts may be hard to watch. this one in syria, a person was buried in the rubble of that building. in that area alone, 230 people died and that doesn't include the areas held by opposition forces. a similar scene on the turkey side of the border where rescue workers and residents shouted out to people trapped in their apartment building, which was threatening to fall. rescue workers were using flashlights to search through the concrete and metal rubble. this is the moment the quake struck early this morning, as captured by surveillance cameras in turkey. emergency aircraft have been delivering rescue teams and supplies to the area, declaring a level 4 alarm that calls for international assistance. now, this is the east anatolian fault and it is similar to the an andreas fault.

>> specific type of construction that at least i saw in turkey is called non ductal reinforced concrete. there's a type of construction that we haven't allowed to be built in california since 1980, but we have not required retrofitting of these known very dangerous type of concrete structures. when we have our biggest earthquake, we expect to see this as well. >> president biden responded to the quake using the traditional spelling of the country, saying i am deeply saddened by the loss of life and devastation caused by the earthquake in turkey and syria. i have directed my team to continue to monitor the situation and provide any and all needed assistance. in addition to now the 1,500 people that we know are dead, 7,000 more people are injured in turkey, 700 in syria. we expect that number is higher because there are rebel-held areas that a lot of rescuers

allowed a 94-year-old patient at the atria facility to drink cleaning solution. that led to his death. she appeared in court last week asking the judge to delay her arraignment. that incident is not tied to a separate but similar death at an atria facility in san mateo. this is where a patient accidently drank dishwashing liquid and died. charges in that case were not filed but the patient's family did file a civil suit claiming negligence and abuse. our investigative unit has been following this story very closely. you can watch the previous reports on our website. just go to nbcbayarea.com/investigations. taking you outside on this monday morning. 5:36. taking a live look at highway 50 in south lake tahoe. not a lot of movement, but chains are still required from the heavy snowstorm that moved through over the weekend. conditions that drivers faced were rough. they had snowplows out working full-time.

yesterday there was a lot of wind and snow. at some points interstate 80 was at a standstill near donner summit. you had to clear the signs so you could see you had to put on chains. meteorologist kari hall joins us. the warning is over right now. >> it is and things are clearing out. we're still seeing a lot of snow from over the weekend, the storm system has moved on out of here and we'll see some dry weather as we go through much of the week. but taking a look at our sierra snowpack, we'll get another update today, but we're still more than double our normal amount of the sierra snowpack. and we're seeing the highest amount for the southern sierra that is at 242% of normal, and even if we don't get any more snow, we'll wrap up the season with more of our usual amount of the sierra snowpack. as we go through the forecast we are going to see additional light snow. i had to take it out really far to get this amount. between now and the middle of the month, we could see up to 12 inches of snow in kingvale, 13

inches in kirkwood and south tahoe could see another 8 inches. we're at home we're enjoying sunshine but it's going to be a chilly day. your microclimate, most likely, will stay in the 50s and low 60s for parts of the north bay. we'll talk about what's ahead for the rest of the week. mike, you're looking at what's ahead for drivers. we're going to see a build in volume. right now san rafael is moving slowly, picking up just a little more volume. at the limit all the way from petaluma through the golden gate bridge. highway 1 with repair work from the storms. and other patches in the bay, they just called that out for highway 1 in marin county. 101 past spencer, during the middle of the day from 10:00 to 3:00, it's going to be down to about three lanes. so watch for that portion right here, you may see slowing because of repair work going on. watch for moving crews. still moving, but slower here,

regional measure 3 expenditure plan is more new b.a.r.t. cars to allow for the eventual expansion of b.a.r.t., the silicon valley extension will go from the current terminal into downtown san jose and up to santa clara. they're going to need more cars to operate that extension. in addition to the ongoing replacement of the legacy cars with what b.a.r.t. calls the fleet of the future. >> what about water? the ferry systems are being enhanced? >> that's right. this will allow the san francisco bay ferry fleet to expand and to expand its route network. i think next up is san francisco's mission bay district and berkeley, i know, are on the expansion horizon. while some other project

sponsors have been able to use other funds to proceed with projects while awaiting the release of regional measure 3 money. >> i'm focusing on the fremont area. the funnel where 680 and 880 come together. i heard about a change over there from mission boulevard. can you expand upon that? >> again, that's another project that has been in the works for many, many years. that's to create a direct connecter to essentially replace mission boulevard with a direct connecter between 880 and 680. so that's a project that folks in the south bay and the southern part of alameda county have been clambering for for decades. and the release of regional measure 3 funds later this year will put that another really important step closer to reality. >> mike and john talked about so many other things, including

what can be done to fix the process that's had these funds in limbo for so long. also, updates on an extension for caltrain and whether the express lanes have been a success. you can watch on nbcbayarea.com and also on roku and amazon fire. u.s. forces are searching for the wregage of that chinese spy balloon. >> scott mcgrew is joining us. they say the debris is spread over seven miles? >> that's from the balloon. on top of that, a nine-foot missile. so seven miles of stuff falling to the earth is one of the main reasons the u.s. waited instead of shooting that balloon down over the continental united states. instead, it was shot down after it left south carolina, headed out to the ocean. critics are quick to say that was too late, even though it was the u.s. military who had advised the president to wait. >> do you think we should have a policy that just anything that enters our airspace that's a balloon from china gets shot down immediately?

>> first off, you have to understand this administration didn't just fail here. they failed to prepare after the first time this happened during this administration. the administration has already admitted that china has done this before in the continental united states during this president's tenure. >> done this before, in fact, there have been four balloon incursions made public in the last few days. one earlier during the biden administration, three during the trump administration that we're just now hearing about. bloomberg is quoting intelligence officials about those. our u.s. secretary of state canceled a trip to china over the incident. china warning it reserves the right to take action, sticking to that story the balloon wasn't designed for spying, it was simply off course. china and president xi really have found themselves stuck between a desire to be a feared world power and continued good relations and trade with the west. it's been saber rattling with artificial islands in the south china sea, and now this balloon. at the same time, china wants to

santa rosa with over 2 inches of rainfall, with concord reaching over 1 inch. most were three-quarters of an inch, in half moon bay, an inch and a quarter and ben loman 3.9, so there was a lot of rainfall along the coastline and in the santa cruz mountains. we're drying out today, still maybe some puddles left on the road in antioch as you're starting out. temperatures in the low 40s. we will see sunshine and it's going to be overall a good day. we're staying in the upper 50s and low 60s for a high temperature this afternoon, just a little cooler than normal. we reach 59 in morgan hill and also 59 in san mateo. san francisco reaching 57 degrees. tomorrow morning we'll start out with upper 30s and low 40s. very much like this morning, with dublin a low of 36 degrees. and we'll dip down to 39 in los gatos as well as know vat oh. as we go through the week, it's

pretty much dry all week long. there will be a couple of systems moving close and the models show there could be more cloud cover and possibly some rain just to our north between saturday and sunday. but it doesn't look like we're really going to see the systems hold together. we take it all the way out to valentine's day, there may be the possibility of showers moving in. we'll see as it moves closer, because a lot of times it dries up and weakens before it gets here. we're doing well with our water, taking a look at how much rain we've measured in santa rosa. over 25 inches of rain since october 1st and we're at a surplus of nearly 6 inches of rainfall. san francisco, as well as oakland measuring about 22 inches of rainfall. livermore, about 17 inches of rain so far. in san jose, over 9 inches of rainfall. so we're not seeing any more additional rainfall for much of our week. we are going to have sunshine, cold mornings and mild afternoons.

it does get a little warmer towards wednesday and thursday, with low to mid-60s for highs. and just slightly cooler for the weekend as we see those systems get closer. once again, some slight rain chances in the forecast. mike, you're seeing a backup build quickly out of oakland. >> i'll be honest with you, i didn't think it was going to be this much backup at this time. i know it's not filling in the entire screen, but this is going past the end of the parking lot for those middle lanes. that sometimes doesn't happen until about 6:05, 6:10 on a monday. metering lights are on. 880 is just fine and coming off the eastshore freeway. but look, there's the slowing through richmond. the reason they turned those on, likely because those cameras saw a bigger volume building. coming across the bridge, 242 still at speed, with a lot of traffic feeding into the walnut creek interchange. a little slowing outside the

massive lunar new year celebrations over the weekend have come to an end. >> on saturday thousands of people packed the streets for that parade, despite a weekend downpour. ♪♪ >> a lot of fun there. so the celebrations echoed across san francisco's chinatown as the annual lunar new year parade made its way through the city, ringing in the new year of the rabbit. despite the weather, the chinese chamber of commerce say they got record-breaking attendance and the weekend street fair wrapped up on grant avenue. food plays a big part on the celebration. a special tour of chinatown, with journalist and former editor of the "rolling stone". they stopped at a lot of spots,

it is a busy morning here. we want to start things off with a look at weather and traffic. i know, kari, you have been checking that forecast for us and you say it's going to be a cold one out there. >> it's a cold start. we have a frost advisory in effect for parts of the north bay. some of our valleys and the areas you see shaded in blue are included in that frost advisory until 9:00 this morning. we may see temperatures dipping quickly around sunrise and then some of the valleys may dip into the low 30s in a few spots. we'll take a look at our current temperatures right now. 34 in fairfield, as well as santa rosa, 35 in dublin and livermore. we have some upper 30s for mountain view and fremont. after this cold start, it will be kind of a cold day, reaching into the upper 50s and low 60s. but at least it will be sunny. we'll talk more about sunshine and temperatures in the forecast coming up. mike, you're checking on the backup at the bay bridge. >> yeah, metering lights were turned on at 5:35, earlier than we often
