we're going to get a look at the commute in just a bit. first, let's start off with the forecast. >> it's cold again. here we are back in the 30s as you get ready to step out the door. take a look at our current temperatures. in the north bay, 36 degrees right now and san martin at 34 degrees. that's the coldest spot. you are not far behind in dublin. it is 35 degrees and we're in the low 40s for hayward, as well as oakland. and then as we go into today, take a look at these highs. we have a nice recovery. temperatures reaching into the upper 50s for napa and 59 in livermore, 62 in san jose, and 64 for the south county. we'll get a look at the rest of the forecast coming up. mike, you were trying to track a crew on the golden gate bridge. >> i keep track by what caltrans says, but the view is sometimes impeded by the clouds and fog. southbound traffic is moving smoothly. there's a cluster of lights and there are cones still

registering on the northbound side. you'll see the crews through the area and you see that coming out of san francisco right now, lane restrictions likely playing a part of that. north bay going at speed, same thing for contra costa county and also the maze over here in alameda county. the altamont pass, a little bit of slowing, and we have north 680, the overnight crews still there in sunol. back to you. >> thank you very much, mike. we do start with breaking news and the latest in turkey and syria following yesterday's powerful 7.8 earthquake. >> the confirmed number of those who have died has surpassed 5,000. the desperate search under way, survivors there trapped in the rubble. time certainly of the essence here. not only there, but for global rescue teams. yesterday's earthquake was the strongest on record in turkey in 84 years. when a massive disaster like this strikes, time is of the

essence. there is a global call for rescue teams and aid. as "today in the bay's" stephanie magallon reports, people are taking action. >> reporter: the death toll continues to climb in turkey and syria. among the victims are these children and their parents, distant relatives of a bay area business owner. >> it is horrible, actually. it's very sad. they were able to find their bodies the second day. >> reporter: the rest of his family is now sleeping in tents during the winter months. devastation was on everyone's mind, including this first responder from san mateo. >> the level of destruction i saw in the news was something i couldn't comprehend, even with the training i received. >> reporter: so far everyone he's checked in with is okay, but he's waiting to hear from extended relatives and hoping his company will be among those

traveling abroad to offer a hand. >> we're waiting to see if there's anything we can do. >> reporter: the turkish american association is collecting donations across the bay area and have teamed up with turkish airlines to deliver the supplies. >> the immediate need is actually more rescue equipment from the united states, k9 units, medical supplies, and a lot of machines like bulldozers. >> reporter: communities have been trapped under rubble for over 24 hours, including her friend's family. >> we are in this high-tech era, we are in an era that we think we can solve everything over the internet, and what happens in turkey just reminds you of how little we humans are. >> reporter: among the supplies the turkish american association is asking for, baby formula, warm clothing, hand warmers, and

nbc news ryan nobles has a preview of what we can expect. >> reporter: good morning from washington. it is no doubt a big night for joe biden. this state of the union comes ahead of what is expected to be an announcement that he plans to run for president again in 2024, and it comes at a time where his poll numbers show that most americans still do not approve of his job as president. so what you should expect to see biden do tonight is outline what he and his administration believe are an enormous amount of accomplishments in his first two years in office. accomplishments that he was able to get over the finish line with the democrats in both the house and senate. he'll talk about the massive investment in infrastructure, something that has been elusive for so many previous presidents, all the money and support that was provided during the covid relief packages and how that stabilized the economy. the job market remains strong and the economy remains strong as well.

now, there's no doubt he will be speaking to somewhat of a skeptical audience. the republicans that now control the house of representatives, the new speaker of the house, kevin mccarthy, who is behind him, they are locked in negotiations over the debt ceiling. biden would like to see that debt ceiling pass without any attachments, and of course kevin mccarthy would like to see some spending cuts associated with it. and we'll have to see exactly just how this sets the stage for biden in a potential 2024 bid. his aides saying that that could come in the next couple of months. then there is the republican response, this time delivered by sarah huckabee sanders, the former press secretary during the trump administration who is now the governor of arkansas. many republicans believe she is a future star in the party and she will be the one delivering that response. we'll have that and more all coming up today on the "today" show. we'll send it back to you in the bay area. >> thanks so much, ryan. you can watch the state of the union address tonight right here

a very good tuesday morning to you. it's 4:46 right now. we're tracking that morning commute. well, actually, mike is. we're taking a live look at the bay bridge this morning. looks like more cars out there at 4:46 in the morning. >> we used to talk about traffic tuesday and we heard about a shift toward wednesday and we're seeing that as well. >> people returning back to work gradually. >> trying to do it gradually. >> let's get a look because san jose does have a report that was just cleared, i believe, from the blotter. you notice on 280 there's a hazard mark. what it symbolizes is a car

breakdown. that is moving off the roadway at the 10 t street exit. no other slowing. it's a smooth drive throughout the bay. laura is right, there are a good number of cars starting to come into the shot. we'll track any changes through alameda county. this part of alameda county we still have construction going on northbound 680, so that will have a few more minutes of road work, but that should clear. remember, this weekend coming up, they'll have the full closure on north 680 as well. the dublin interchange, it was a lack of cars, a clear view. >> it's a clear view, a cold morning and also mostly clear for most spots. as we head across the golden gate bridge, we can see fog, but it's mainly above the roadways. so no issues as you're driving around. we're also watching clouds in a system that's going to be just to our north over the next couple of days. we're going to see the rain hitting the pacific northwest but then the system falls apart

before it gets here. so we're actually on a warming trend. take a look at our highs for this afternoon, with los gatos headed for 62 degrees. we'll reach a high of 57 in martinez. 59 in novato and 62 in santa rosa. and then going into tomorrow, a little bit warmer for spots, reaching into the mid-60s. maybe even a couple of upper 60s. then take a look at thursday. 71 degrees for a high in morgan hill, 66 for hayward, we'll see a high of 66 in napa. so it's going to be nice to have warmer temperatures coming in and it will be dry for a while. it looks like on friday another system will move very close by that could bring in some rain across far northern california, but it just kind of falls apart as it gets here. we will continue with dry weather in the forecast up until about next tuesday, and then we could possibly see that one weakening as well. so as we look out ten days, it only shows that we could see a trace amount of rain in the near

term. in the extended forecast we could see some areas in yellow showing about one-half inch of rainfall. for t we e clear throughout much of the weekend and next week we could see a possibility of a foot to a foot and a half of snow next week. our seven-day forecast, we're going to see a lot more sunshine, warmer temperatures, low 70s on thursday, but slightly cooler on friday once we see the rain moving close by. and a cooler weekend once that system pushes to the south. for san francisco, also, looking at temperatures mainly in the upper 50s for the next few days. so just a little bit warmer for our midweek. >> now as we turn to our climate in crisis, climate change is making it harder for some animal species to survive as weather patterns become more extreme. researchers at uc davis took 11 years of data, to study how spring rainfall and temperatures are affecting songbirds in the

central valley and their ability to reproduce. >> we're looking at potentially a 30% reduction in reproductive success, the number of fledglings, when we're seeing the hottest temperatures compared to cooler temperatures, and that's particularly for birds like tree swallows and western bluebirds that are already near or at their kind of hottest temperatures they nest in in all of north america here in the central valley. really, this is one of the hottest places in the continent that these birds already breed. if we dial up that temperature a little bit, we may push them beyond their thermal maximum to survive in this area. >> he tells me there is a species that is adapting much easier, the ash throated fly catchers are doing well because they're desert birds and are used to dryer and hotter climates. you can find the full story on the uc davis website and i'll post a link on our climate in

crisis page on nbcbayarea.com. >> i also learned a new bird name. thanks, kari. new information on the man shot and killed in san jose over the weekend. police now say that man was suspected of a robbery two years ago inside oak ridge mall. the robbery ended in gunfire. here is "today in the bay's" audrey asistio with what we know. >> reporter: the 20-year-old jimenez died at regional medical center this past saturday after he had been shot at a home on pepper way. police say at the time of his death jimenez was facing robbery related charges in an incident that led to a shooting inside oak ridge mall back in december of 2021. the incident caused panic, forced hundreds of shoppers to shelter for hours. it was one of the busiest shopping days of the year. jimenez and another suspect had robbed a man of his jewelry. the man he robbed had a gun and shot at them multiple times. the suspected robbers and

shooter were all arrested. jimenez was eventually released from custody pending his next court hearing for later this month. as for the deadly shooting in san jose this past weekend, police say they did arrest a suspect and they're still investigating a motive. this is the third homicide of the year in san jose. audrey asistio, "today in the bay." 4:52 right now. bay area politicians are speaking out about threats they've gotten on the job, especially targeting women of color in politics. oakland city council member carrol fife says she even received murder threats left on her voicemail. recently they've become more common and more violent. yesterday a group of local and state officials gathered at city hall to condemn what they say is a pattern of threats and harassment. >> your comments have consequences and there are people intentionally stoking fear and anger and resentment throughout this city. >> when you try to diminish us,
